1 Welcome and Apologies

A Ali welcomed the Governing Body members and members of the public to the December meeting.

2 Declarations of Interest

The Governing Body received the Register of Interests as at December 2019. The Chair invited colleagues to advise of any amendments to the Register of Interest over and above those already formally notified to the CCG.

C Ahmed advised that she is no longer employed as an Extensivist within the Extensive Care Team for the Tameside and Glossop Integrated Care NHS Foundation Trust. It was agreed that the Register be amended to reflect this change.

3 Consideration of items of any urgent business

A Ali asked the Governing Body if there were any urgent items of business for today’s meeting. No items of urgent business were put forward.

4 Chairs Intro

A Asad updated colleagues on the outcome of a recent election process for the GP Mental Health role on the Governing Body.

He reported that V Khunger has been elected to the role of Governing Body GP for Mental Health from 1 December 2019.

A Asad advised that, as a result of V Khunger’s new appointment, a vacancy has arisen for his part of the job share role he holds with K Hebden as Governing Body GP for Primary Care.

The Governing Body was asked to consider the proposal for K Hebden to increase her sessional commitment to cover the job share vacancy until her tenure is up for re-election in January 2021.

The Governing Body supported this proposal, subject to there being no objections from the

CCG’s GP membership. It was agreed for a communication to be issued to the GP

membership in this respect.

A Ali made reference to a vacancy for a Lay Member on the Governing Body, following M Murdoch’s resignation. He confirmed that the role is to be advertised with interviews scheduled for the end of January 2020. It is hoped that a new Lay Member will commence by April 2020.

A Asad confirmed that arrangements are underway to appoint a Clinical Lead for Effect Use of Resources (maternity cover).

He advised that the CCG Governing Body continues to support the education, training and career progression of GPs within the locality and is recruiting a one-year Post CCT (Certificate of Completion of Training) Fellow to support the Starting Well agenda. This role will work alongside the CCG Governing Body GP Starting Well lead, Dr Christine Ahmed.

6 Actions Arising

The Governing Body members reviewed the action log:

041218: Locality wide refresh of mortality figures to be undertaken

Given that the BI team have now completed a piece of work in this respect, an update of which was provided at the last meeting, it was agreed to remove this action from the list.

040319: Formal process to be agreed between the Strategic Commissioning Board and the Governing Body in the event of a collective decision being required for the Greater Manchester Joint Commissioning Board Executive.

This has been addressed and is subject to amendments to the Terms of Reference for the Strategic Commissioning Board.

It was therefore agreed to remove this action from the list.

010519: Council Spending Review to be added to the Single Corporate Risk Register

J Keast to clarify if this has been added to the risk register.

020519: Lessons learnt from Altrincham Hub Review to be captured within the Governing Body development sessions

This was discussed at the development session held on 30 October 2019. It was therefore agreed to remove the action from the list.

K Heden advised that the group is to meet this afternoon and that she had asked for this request to be put forward for consideration. She agreed to update the Governing Body at its next meeting.

020919: Greater Manchester Joint Commissioning Board: Meeting papers and reports to be confidentially shared with Governing Body ahead of the Joint Commissioning Board meetings, therefore providing members and officers with an opportunity to comment

A Ramachandra confirmed that a process is now in place. It was therefore agreed to remove this action from the list.

7 Update: Ofsted inspection of Children’s Services, Tameside Metropolitan Borough
Council (Tameside MBC)

S Pleasant informed the Governing Body that following the more recent full inspection by Ofsted of Childrens’ Services, Tameside is now moving to a revised Improvement Plan. This will formally report into the Strategic Commissioning Board.

In view of this, the Governing Body was asked to consider the proposal to remove Ofsted

Inspection of Children’s Services from being a standing item on its agenda.

The Governing Body agreed to this proposal.

8 Commissioning for Reform
8a Locality Plan

M Ashton presented the Governing Body with the final draft of Tameside and Glossop’s

Locality Plan. The Governing Body was asked to review the content and ambition and ratify the document prior to it being shared with the Greater Manchester Health and Social Care Partnership.

The Governing Body was advised that in addition to providing a response to the NHS Long Term Plan (LTP), the refreshed Locality Plan also responds to the Public Service Reform (PSR) mandate to better connect public services within the locality and neighbourhoods by outlining our plans for integrated neighbourhood delivery, Primary Care Networks and place-based commissioning. The Locality Plan also reasserts the core aim of improving population health.

M Ashton advised the Governing Body that the Locality Plan has been devised around proactive preventative personalised care and that it is intended to work with communities within Tameside and Glossop to promote good health being an asset.

He reported that the majority of health indicators have improved with premature mortality from all causes showing a marked decrease with the gap narrowing by 35% from Greater Manchester and 11% from England.

It was reported that, encouragingly, adult smoking prevalence has reduced considerably, school readiness has improved, alcohol related hospital admissions have been reducing year on year, falls in older people aged 65 years and over have reduced across all age ranges and deaths in usual place of residence has shown the biggest increase in England.

M Ashton advised that the Locality Plan details the key priority work programmes proposed for the next 12 months which include:

We started in September 1910 and over the past 100 years have been associated with over 40 teams in our league, having started with only 10 teams in our inaugural year. The league originally started as a winter outlet for Young Men’s Societies to run alongside cricket as their summer pastime. They originally played Billiards and Whist with Snooker being added in the mid 1970s. The league is local to Tameside and our teams have, represented Mosley, Stalybridge, Ashton-under-Lyne Dukinfield and Hyde. Our league has been well looked after by the local news media, particularly The Tameside Reporter and Tameside Radio. To help celebrate our fantastic achievement we have developed a website to show our history as well as our current league activities. The website shows many of the pictures that have been taken at our annual presentation nights over the years and we would like to hear from anyone who has any historical items, pictures or stories regarding our league. Introduction 1.1 This report is written in support of Transport for Greater Manchester’s (TfGM) full planning application for the development of a new transport interchange, formation of bus concourse, redesign of carriageways and public realm on the site of the current Ashton Bus Station and Metrolink terminus. The site is located to the north west of Ashton town centre, adjacent to the A6043 Wellington Road and Arcades Shopping Centre, and 150 metres from Ashton Rail Station. 1.2 The purpose of this report is to record the consultation that TfGM carried out prior to submitting the full planning application. It describes the interchange scheme and the early design proposals, which formed the basis for consultation. It sets out the methods used to engage with stakeholders and members of local communities and summarises the responses that have influenced the submitted proposals. 1.3 The consultation took place between 15th August and 15th September 2015. 3 2 Proposed development 2.1 The Tameside Interchange is a key component of plans to grow and regenerate Ashton town centre which will also benefit the wider area of Tameside.     Read All About It! Newspapers as a treasure trove Research in most formal record sources will provide you with facts but not 'stories'. There are also lots of events which may have touched on your ancestors' lives, but which left no formal record. Perhaps they saved someone from drowning, won a prize at an agricultural show or witnessed an accident. Newspapers can provide that vital record of events which otherwise would have passed without note. Until recent decades, newspapers were only helpful if you knew when and where an event took place as few are indexed in any thorough way. It is only with the advent of online digital copies of an increasing number of newspapers that they have become a place where you can look for your ancestors and accounts of their part in events which help to bring them alive as individuals. Online Newspapers There are several web sites offering copies of historical newspapers, some dating back to the 18th century. All offer the ability to search the text of all issues over a period of time for appearances of specified words or phrases. This is made possible by the text of the scanned newspaper pages having been processed into machine-readable text using Optical Character recognition (OCR) software. Search results link to images of the scanned page, or section of the page, on which each article containing the specified text appears. Note: OCR is not a perfect process, particularly with small newsprint. The machine-readable text may contain conversion errors and so you may find that a search for a word or phrase does not produce matches for all the articles in which it appears, although the search algorithms try to make some allowance for this.

The Single Commission were asked to bring back a fully developed proposed model to the Strategic Commissioning Board (SCB) in December 2017. Due to the richness of evidence arising from the public consultation and in particular from the Glossop neighbourhood, this is an interim report to inform the Strategic Commissioning Board of the consultation progress and process, initial themes and the next steps to ensure a final report to the Strategic Commissioning Board January 2018 meeting. Recommendations: The Strategic Commissioning Board is advised to consider the attached report, which provides detail on the consultation process and the initial themes arising. The Strategic Commissioning Board is requested to note that the Equality Impact Assessment is a work in progress and will be developed further to ensure it responds to issues raised within the consultation and explores whether additional mitigations will be required. A further report will be received by the Strategic Commissioning Board in January 2018, to determine the way forward.
