Swindon & District Directory Extract 1928 Chippenham The town of Chippenham is a municipal borough, the head of a Union, County Court District and Petty Sessional Division, and is in the Chippenham Division of Wilts and the Diocese of Bristol. It stands on the river Avon, and has an important junction station on the G.W.R. In 1914 the borough boundary was for a second time extended by taking in large portions of the parishes of Chippenham Without, Langley Burrell Without, and Hardenhuish. The government is vested in a mayor, six alderman and 18 councillors, and the area of the borough, as extended, comprises of the parishes of Chippenham Within and Langley Burrell Within. The borough is divided into three wards – North, South and West – the North Ward being to the north of the railway, the South Ward the older part of the town, and the West Ward Lowden, &c., and the Woodlands. Each ward returns six councillors. The Parish Church of St. Andrew contains 1.290 sittings, and the register dates from 1578. The living is a discharged vicarage, with the rectory of Tytherton Lucas annexed, of the joint nt yearly value of £193, including 31 acres of glebe, with residence, in the gift of Christ Church Oxford. At Lowden is a chapel-of-ease to St Andrew, dedicated to St. Peter. St. Paul's is a separate ecclesiastical parish formed in 1855 out of the parishes of Chippenham, Hardenhuish, Kington St. Michael and Langley Burrell. The living is a rectory, yearly value £130, with residence, in the gift of the Bishop of Bristol. The other places of worship include a Roman Catholic Church, Old and New Baptist, Congregational, Primitive Methodist, Wesleyan and Plymouth Brethren Chapels and Salvation Army Citadel. The Chippenham District Secondary School, opened in 1901 with accommodation for 70 pupils, will probably be considerably enlarged in the near future, the number of pupils on the register being over 300. Additional temporary accommodation has been provided. The Temperance Hall was built in 1863 at a cost of about £1,400, and is now the headquarters of the Red Triangle Club. There is a Jubilee Institute , erected in 1889. A local company some years ago built a large hall as a skating rink, part of which is now a fine cinema theatre with commodious stage, and the other part is a motor garage. The local industries include the manufacture of condensed milk, broadcloth, churns, boots, engineering and railway signals , and pneumatic tools, and there is a steam laundry, while cheese making and bacon curing are also extensively carried on, and the Wiltshire Creameries Ltd., have a factory for milk supply, cheese making, seeds and feeding stuffs, and general agricultural co-operative supply near the station in Cocklebury Road. The Corporation own valuable borough lands and other property, which bring in revenue. They have also control of the Town and Neeld Halls (the latter with seating accommodation for over 600), and the Market. A live stock market is held on alternate Fridays and a corn market every Friday. The Council own the water undertaking, and supply not only the borough, but also considerable parts of the adjoining rural area. The water is of excellent quality. Gas and electric light are supplied by private companies. A charming public park has been provided, with tennis courts, bowling green, etc. There is also an excellent Sports Club. The Council have built a large number of houses for the working classes. Many street improvements have been effected, and the town compares favourably in its well kept appearance with any town in the county. The War Memorial, consisting of a cenotaph and drinking fountain. Has been erected on the site of the fountain in the Market Place. Sir Audley Dallas Neeld, Bart., and the Trustees of the late Mr. John Smith are the principal landowners. Under the provisions of the Local Government Act, 1894, the old parish of Chippenham was divided into two civil parishes – Within and Without – the former comprising that part of the old parish in the urban area. The rateable value of the borough is £44,000; population in 1921, 8,006. Petty Sessions are held at Chippenham on the first Thursday and at Corsham on the third Thursday in the month. There is a sitting of the County Court monthly. The Board of Guardians meet at the Workhouse and the Rural District Council once a month. Mr. C. W. B. Oakley is chairman of the Board of Guardians and Mr. R. Pearce chairman of the Rural District Council. The Guardians of the Poor for the borough number seven – five for Chippenham Within and two for Langley Burrell Within. The town is remarkably well served in the matter of postal facilities.
