I. INTRODUCTION

1.1. Project background

2. The Republic of Tajikistan has received Grant 0452/53/Loan 3309 from the Asian Development Bank (ADB) for implementing Strengthening Technical and Vocational Education and Training (TVET) Project (the Project). The Project supports the expansion of quality training of unskilled youth and adults to prepare them for skilled employment in Tajikistan and abroad through upgrading of the public TVET system. The upgraded system will train and empower individuals to move from unemployment and underemployment into higher-paying jobs, alleviating poverty by strengthening the livelihood opportunities of trainees and their families and increasing their ability to participate in national economic development.

3. The “Strengthening Technical and Vocational Education and Training (TVET), Tajikistan Project funding consists of an ADB US$15 million loan, US$ 15 million grant, co-financing of $2 million from the Clean Energy Fund under the Clean Energy Financing Partnership Facility, and Government of Tajikistan $2 million counterpart funds. The implementing agency is the Ministry of Labor, Migration and Employment (MOLME).

4. The Project has four outputs as follows: (i) TVET system methodology modernized; (ii) physical learning facilities in selected TVET institutions upgraded; (iii) access to quality TVET programs improved; and (iv) governance and management of TVET system strengthened.

5. The Project is classified as ADB Environmental Category B with the potential environmental impacts confined to activities within Output 2, Upgrade Physical Learning Facilities. This component consists of:  civil works to rehabilitate existing buildings; and  provision of new equipment to rehabilitated workshops, laboratories and other facilities.

6. The Project will rehabilitate physical facilities at 29 TVET institutions located throughout the country. The importance of the Project will be through its impact on the skills and employability of graduates of the rehabilitated TVET schools. The map showing location of the educational facilities covered by the Project is presented below.

7. This is the second Bi-annual Environmental Report for the TVET Project, covering the period from July to December 2017. The scope of the report is to describe the monitoring of environmental, social and safety issues associated with the implementation of the project.

8. The Figure 1 below shows the location of all TVET sub-projects in the scale of country.

1.2. Construction activities and project progress in reporting period

10. The construction activities within the previous reporting period covered 4 out of the planned 29 sub-projects. As reported in the first BAEMR, the construction activities have been completed on the 3 sub-projects, namely:

i. Conducting minor repair in Adult Learning Center branch in Vanj district (GBAO) (Defect liability period: May 2017 - May 2018) ii. Conducting minor repair in Adult Learning Center branch: Center of Vocational training and Entrepreneurship in Sangvor district (DRS) (Defect liability period: May 2017- May 2018) iii. Conducting civil works on State Institution “Center for Training Methodology and Monitoring Education Quality” and “Engineering Pedagogical college in Dushanbe” (Defect liability period: February 2017 – February 2018)

11. The post-construction environmental audit of the completed sub-projects have been carried out in November 2017. Check-lists on audit are presented in Annex 1.

12. Construction activities on rehabilitation of Bokhtar Energy Institute were completed in September 2017 (progress is 100%). Defect liability period is from 27 September 2017 to 26 September 2018. Types of construction activities and their quantity implemented from July to September 2017 are presented in Annex 2.

1.3. Changes in project organization and environmental management team

13. The Executing Agency for the project is MOLME. The Project Administrative Group (PAG) has been set up within MOLME for the management of the implementation contracts. Currently, there is no environmental safeguards specialist in PAG. Mr.Safarov Mahmad was appointed temporarily by PAG as a coordinator for environmental safeguards issues.

14. The PAG has drafted the Terms of Reference for the National Environmental and Social Consultant – staff position for the PAG to be in charge for the environmental and social issues. The ToR has been endorsed by the ADB and the vacancy announced in the local newspapers. Recruitment of the Environmental and Social Specialist is expected in January 2018.

15. Contractor LLC “Hamsafar” appointed Mr Halimov M. as Environmental Protection Engineer responsible for implementation of EMP/SSEMP in Bokhtar Energy institution sub-project.

16. Contractor LLC «Vahand» appointed Mr.Dodov J. as Environmental Protection Engineer responsible for implementation of EMP/SSEMP in Vanj Adult Learning Center branch sub- project.

17. Contractor LLC «Rakhimboy» appointed Mr. M. as Environmental Protection Engineer responsible for implementation of EMP/SSEMP in Center of Vocational training and Entrepreneurship sub-project in Sangvor district.

18. Contractor LLC «Somoncomservice» appointed Mr. Jumaev F. as Environmental Protection Engineer responsible for implementation of EMP/SSEMP in “Center for Training Methodology and Monitoring Education Quality” and “Engineering Pedagogical College in Dushanbe” sub-project.

19. The Project Implementation Consultants (PIC), a joint venture led by GOPA with CAICO, supports the PAG. The PIC team includes one National Environmental Consultant Ms. Nazrieva Rangina (4 months spread over the period 2017-2022). There is no International Environmental Consultant in the Project.

1.4. Relationships with contractors, owner, lender, etc.

21. Meetings of PAG/PIC staff with the construction contractor on sites and in the PAG office has been regularly conducted during the reporting period. The Contractor has prepared

and submitted the updated SSEMPs reflecting the additional scope of work that has been reviewed and approved by the ADB RETA Environmental Consultant. The Contractor also prepared and submitted monthly monitoring reports to PAG detailing the scope of work carried out and the environmental management measures implemented. Grievance logbook has been maintained on site during the entire construction period.

22. The ADB RETA Environmental Consultant M.Babadzhanova ensured connection with the Project PAG/PIC staff through continuous/regular meetings and on-the-job training, review and recommendations and comments on the relevant documents such as Terms of Reference for the Environmental and Social Consultant, monthly reports, conducting post- construction monitoring and preparing post-construction monitoring check-lists for the completed sub-projects etc. The ADB staff also continued providing consultations and monitoring of the Project activities.

23. During the reporting period, PAG representatives, ES of PIC and Ms.Malika Babadzhanova, visited site in November 2017 as part of the post-construction environmental inspection and audit of the sites. The work also included the following:

 Conducting informal/on-the-job training for the local environmental staff of the Project (both off-site and on site) on keeping relevant documentation (checklists, records of implemented steps) on environmental management;

 Conducting joint post-construction environmental audit of the Bokhtar Energy Institute, /Childara Adult Learning Centers, Vanj Adult Learning Center and Dushanbe industrial engineering college sub-projects.

II. ENVIRONMENTAL MONITORING

24. According to IEE/EMP, no parameters of water, air and noise are planned to be instrumentally measured. During the routine works, no any harmful impacts are expected.

2.1. Water quality monitoring 25. No instrumental measurements of water quality are foreseen for this Project according to IEE/EMP. The Project does not impact water bodies as all works will be implemented at the relevant distance from water sources and inside the fenced area of rehabilitated institutions buildings, which are an existing infrastructure.

2.2. Air quality monitoring 26. No instrumental measurements of air quality are foreseen for this Project according to IEE/EMP.

27. No any significant dust emissions during the works within the reporting period were observed in the sub-project site in Bokhtar Energy Institute and during restoration works in Vanj and Sangvor sub-projects.

2.3. Noise and vibrations monitoring 28. A regular instrumental monitoring of noise and vibrations is not foreseen for this Project according to IEE/EMP. However, the construction contractor is obliged to take care that workers shall wear ear protectors when loud drilling works.

29. The field visits to the sub-project site in Bokhtar Energy Institute revealed that Contractor’s workers were wearing PPE in compliance with the requirements.

2.4. Flora and fauna monitoring

30. A monitoring of flora and/or fauna is not foreseen for this Project according to IEE/EMP. All works take place within the fenced area of sub-project institutions and learning centers. All rehabilitation measures are being implemented within the facilities and building constructions of the institutions.

2.5. Implementation of mitigation measures during construction works in accordance with EMP/SSEMP

2.5.1. Bokhtar sub-project

31. This energy college in Bokhtar district is included in the project scope after project’s approval by ADB. ADB has approved additional scope of work for the sub-project, for which the Due Diligence Report has been prepared by the MOLME/PAG as well as approved by ADB.

32. Contractor “Hamsafar” appointed Chief engineer as ES - responsible person for implementation of environmental requirements. In general about 40 workers were working during the reporting period. All of them were local; hence, there was no need for a separate construction camp.

33. The site visits found that the construction site is fenced, an information board installed on site. (see photos in Annex 2).

34. Construction works did not disturb the students and lecturers because the buildings A, B and C that underwent rehabilitation are located at the distance of more than 50 m from main educational classes.

35. At the time of the post-construction audit visit the area was clear, no debris or wastes observed on site.

2.5.2. Vanj sub-project

36. The Vanj sub-project has been completed during the last reporting period. However, it was scheduled to conduct post-construction monitoring and execute the checklist to ensure compliance with the environmental management procedures and corrective action plan as part of first BAEMR.

37. The site was visited and the post-construction check-list filled out by the GOPA/CAICO consultant, counter-signed by PAG Engineer in charge for the sub-project, as well as the Head of the Adult Learning Center, where the construction works have been conducted. The signed and scanned post-construction monitoring check-list is presented in the annexes.

2.5.3. Dushanbe sub-project

38. Company “Somonkomservice” was selected as a contractor for the Dushanbe sub-project. “Somonkomservice” appointed a qualified staff responsible for implementation of environmental requirements. In general, about 25 workers were working during the previous reporting period. There was no construction camp, because the entire workforce was local.

39. The sub-project has been completed and the post-construction monitoring was outstanding. During the reporting period, the post-construction audit has been conducted by PAG jointly with the GOPA/CAICO ESO Environmental Consultant, along with the completed checklist annexed herewith. Area of the site was adequately restored, no complaints were received so far.

40. Results of the audit of Dushanbe sub-project site are shown in Annex 1.

2.5.4. Sangvor sub-project

41. For Sangvor sub-project, LLC “Rahimboy” has been selected as a contractor. The Contractor appointed a qualified staff responsible for implementation of environmental requirements. In general, about 20 workers were working during the reporting period. Because the contractor hired local workforce, no construction camp was needed and arranged for the sub-project.

42. The sub-project has been completed and the post construction environmental audit has been scheduled during this reporting period. The post construction environmental audit has been conducted by PAG jointly with the GOPA/CAICO ESO Environmental Consultant and the post-construction checklist filled out and counter signed by key stakeholders, as annexed below.

III. ENVIRONMENTAL MANAGEMENT
