Letter Dated 13 January 2020 from the Permanent Representative of Azerbaijan to the United Nations Addressed to the Secretary-General United Nations A/74/652–S/2020/40 General Assembly Distr.: General 16 January 2020 Security Council Original: English General Assembly Security Council Seventy-fourth session Seventy-fifth year Agenda items 32 and 37 Protracted conflicts in the GUAM area and their implications for international peace, security and development The situation in the occupied territories of Azerbaijan Letter dated 13 January 2020 from the Permanent Representative of Azerbaijan to the United Nations addressed to the Secretary-General Upon instructions from my Government, I have the honour to transmit herewith the records of violations of the ceasefire by the Republic of Armenia in December 2019 (see annex).* During the reporting period, the armed forces of Armenia violated the ceasefire regime 703 times, and continued to use large-calibre guns and heavy weaponry from their positions in the occupied territories of the Republic of Azerbaijan and from the territory of the Republic of Armenia. As a result, one serviceman of the armed forces of the Republic of Azerbaijan was wounded during the month of December. The military occupation by the armed forces of Armenia of the territory of Azerbaijan is a result of the explicitly annexationist agenda of Armenia and is the major obstacle to achieving peace, security, stability and socioeconomic development in the region. The military occupation of the territory of Azerbaijan does not represent a solution and will never produce a political outcome desired by Armenia. The sooner Armenia withdraws its armed forces from the Nagorno-Karabakh region and other occupied territories of Azerbaijan, the earlier the conflict will be resolved and both countries and their peoples will benefit from the prospects of cooperation and economic development. I should be grateful if you would have the present letter and its annex circulated as a document of the General Assembly, under agenda items 32 and 37, and of the Security Council. The extraction at the mine commenced in 2012. Agyokhush and Marakh areas. Aghyokhush was discovered in 2018 by “AzerGold” CJSC. Potential ore reserves of the deposit are estimated as 100 thousand ounces of gold. Currently, the area is under drilling- excavation works towards evaluation of available reserves.

As a result, one serviceman of the armed forces of the Republic of Azerbaijan was wounded during two months. The continuous occupation of a large part of the territory of the Republic of Azerbaijan by the armed forces of Armenia remains the main obstacle in the settlement of the conflict and the only source of the escalation of the situation on the frontline and the occurrence of hostilities and casualties. The sooner the Republic of Armenia withdraws its troops from the occupied territories of the Republic of Azerbaijan, the sooner peace and stability can be restored in the region. In 2003, he was replaced by his son Ilham Aliyev, and the repressions against dissidents became systematic. Azerbaijani human rights defenders regularly compile the list of “prisoners of conscience” and political prisoners. Current list, by August 10, 2020, includes all arrested and convicted on political motives, about whom it was possible to collect detailed information. As a result, during this period one civilian and three Azerbaijani soldiers were wounded, including two seriously. Moreover, the mentioned period was also marked by a series of large-scale military exercises conducted by the armed forces of Armenia in the occupied territories of Azerbaijan with the use of air forces, armoured units and artillery. Inhabitants of nearby frontline districts clearly heard explosions from the adjacent occupied districts. Even dwelling houses had been shaken by the heavy artillery shells.
