PRO 7 has raised the level of commitment of every personnel in its effort to fight the major threats in the peace and order situation of Central Visayas and will stop at nothing for the attainment of bringing down the crime statistics of the region. Strategically responding to the needs of the community, PRO7 uses its basic framework of organization and maximizes its resources to its full capacity to enhance the capabilities of each personnel comprising the entirety of the organization for the realization of the goal of maintaining the peace and order situation we now enjoy. With the police organizational structure in place complete with human and resource competences, apt changes are also taken into consideration to achieve maximum potential and with best practices put into action, replicated and adopted in the different city and provincial police offices, PRO 7 maintains and assures the public which it serves that Central Visayas is still safe to do business, leisure and live in. 1 Process Excellence Results-Oriented Operations Anti-Carnapping Operations For the period under review, 6 motor vehicles and 175 motorcycles were reportedly carnapped. Of these, all motor vehicles were recovered while 84 motorcycles were recovered. A total of 52 persons were arrested. A total of 44 cases were filed in court. A total of 676 persons were arrested for violation of RA 8294 and 1,070 loose firearms were recovered/confiscated/surrendered in a series of operations. A total of 592 cases were filed in court. 2 Implementation of Special Laws: Anti-Illegal Gambling For the period, 955 illegal gambling activities (non-jueteng cases) were reported, 985 raids/operations were conducted against illegal gambling which resulted in the arrest/apprehension of 1,524 persons and the confiscation of Php 235,389.95 cash/worth of bet money. A total of 988 cases were filed in court. Anti-Cattle Rustling For the period, there were eleven (15) cattle rustling incidents that were reported of which only four (5) cattles were recovered, to date follow up operations are still being conducted. Implementation of LOI Kalikasan In coordination with the local government units, Bantay Dagat operations were intensified and seminars were conducted to fishermen and concerned coastal dwellers. Likewise, intensified operation on illegal logging and illegal quarrying were conducted by different police stations under AOR in coordination with the LGU and the DENR. On Illegal Logging, 38 cases were reported and 41 operations were conducted which resulted in the recovery of 11,261.92 board feet with a total estimated worth of Php 417,510.44. It further resulted in the filing of 8 cases in court. On Illegal Fishing, a total of 105 cases were reported, 105 operations were conducted and acted upon by the police enforcement units while other cases were through routine patrol operations, which resulted in the arrest of 511 persons and the confiscation of several fish and fishing paraphernalia and the filing of 34 cases in court while 38 cases were referred to DENR office. Total worth of confiscated fish/paraphernalia was Php50,366,365.00. 3 On Illegal Drugs 1. Joint PNP elements of RSOG7 and Clarin Police Station, BPPO conducted an anti-illegal drug (buy-bust) operation against TEOFILO TAMPUS @“Tamjun”, 47 years old, the biggest drug hauler in Bohol. 2. That at about 2:45 P.M. of May 10, 2017, joint elements of RSOG/RDEU7 led by PSINSP IAN T MACATANGAY and personnel of Station 5, CCPO led by SPO1 Allan T Caumeran conducted an anti-illegal drug operation (buy-bust) against ANTHONY LUNGAY TAMPUS @ “Niño” (subject of buy-bust), 31 years old, male, married, unemployed and a resident of Block 6, Lot 88, Lawis, Pasil, Cebu City at La Gloria Residence Inn at Corner Borromeo and Climaco Sts., Cebu City for Violation of Sec. 5, Article II of R.A. 9165. The following are the confiscated pieces of evidence, to wit: a. One (1) small heat-sealed transparent plastic sachet containing white crystalline substance believed to be “shabu” marked as “AT-BB” (subject of sale); b. Four (4) pieces large heat-sealed transparent plastic sachet containing white crystalline substance believed to be “shabu” marked as “AT-1” up to “AT-4”; c. Sixty-five (65) pieces small heat-sealed transparent plastic sachet containing white crystalline substance believed to be “shabu” marked as “AT-5” up to “AT-69”; d. Two (2) pieces one hundred peso (PHP100.00) bill with Serial Number TH993608 and AA305811 with “x” marking above its Serial Number served as buy-bust money; e. One (1) unit digital weighing scale marked as “AT-70”; f. One (1) piece disposable lighter marked as “AT-71”; 4 g. One (1) piece scissor marked as “AT-72”; h. One (1) piece metal forceps marked as “AT-73”; and i. Cash money amounting to one thousand one hundred (PHP1,100.00) in different denominations believed to be proceeds of illegal drugs. 3. That at about 11:05 A.M. of May 19, 2017, elements of RSOG/RDEU7 led by PSINSP IAN T MACATANGAY under the direct supervision and control of PSUPT JASON VILLAMATER conducted an anti-illegal drug operation (buy-bust) at Sitio Silangan II, Barangay Tejero, Cebu City which resulted to the arrest of JOEFEL MANCIO ARCENAL @“Joefel” (subject of buy-bust), 40 years old, male, married, unemployed and a resident of Sitio Silangan II, Barangay Tejero, Cebu City for Violation of Sec. 5, Article II of R.A. 9165. Pieces of Evidence: a. One (1) small heat-sealed transparent plastic sachet containing white crystalline substance believed to be shabu (subject of sale) marked as “JMA-1- BB”; b. Eight (8) pcs. large heat-sealed transparent plastic sachet containing white crystalline substance believed to be shabu marked as “JMA-2” up to “JMA-9”; c. Ninety-three (93) pcs. small heat- sealed transparent plastic sachet containing white crystalline substance believed to be shabu marked as “JMA-10” up to “JMA- 102”; d. Two (2) pcs. one hundred peso bill with Serial Numbers AC037376 and AD162181 with “X” marking above its serial number served as buy-bust money; e. One (1) pink plastic container marked as “JMA-103”; f. One (1) neon green pouch marked as “JMA-104”; 5 g. Four (4) aluminum tin foil strip used in sniffing shabu collectively marked as “JMA-105”; h. Two (2) pcs. scissors marked as “JMA-106”; i. Cash amounting to two thousand five hundred (PHP2,500.00) in different denominations believed as proceeds of illegal drugs; and j. Six (6) gambling machines. 4. PIB, CPPO personnel led by PSUPT JOEI PACITO P YAPE, Chief, PIB together with RSOG7 personnel led by PSINSP RICARDO B TERO, Operation Officer, RSOG7 implemented multiple Search Warrants to the residences of SPO1 Ethel Teves Suico, retired SPO1 Marflo Suico, Heracleo Suico (brother of Marflo Suico) and Ex-PO2 Niel Cayubit that resulted in the arrest of four (4) of them on May 24, 2017 at around 5:00 A.M. 5. That at about 1:30 A.M. of May 25, 2017, elements of RSOG/RDEU7 led by PINSP ROQUE, personnel of SWAT and Police Station 2, MCPO under the direct supervision and control of PSUPT JASON A VILLAMATER conducted an anti-illegal drug operation (buy-bust) at Herana Bldg., L. Jaime St., Sitio Mapo, Bakilid, Mandaue City against CHRISTIAN TABANAO AQUINO @“Chan”, Top 1 HVT of PRO7, 27 years old, male, single, unemployed and a resident of Tomonoy, Moalboal, Cebu for Violation of Sec. 5, Article II of R.A. 9165. Pieces of Evidence: a. One (1) pc. homemade caliber .38 revolver without serial number; b. Three (3) pcs. live ammunition of caliber .38 revolver; c. One (1) pc. dud bullet of caliber .38 revolver; 6 d. Two (2) pcs. empty shells (FCC) of caliber .38 revolver; e. Four (4) pcs. fired cartridge cases of caliber 5.56; f. Two (2) medium sachets of white crystalline substance believed to be shabu; g. Five (5) pcs. one thousand peso bill (buy-bust money); h. One (1) pc. five hundred peso bill; i. Three (3) pcs. one hundred peso bill; j. One (1) pc. fifty pesos; k. Three (3) pcs. twenty pesos; and l. Two (2) pcs. BDO Passbook; m. Several empty wallets; n. Several credit cards; o. Several IDs; and p. Assorted keys 6. On June 3, 2017 at about 11:00 P.M., joint elements of RDEU7 led by PSUPT JASON A VILLAMATER and RSOG7 led by PSUPT REYNALDO A MAGDALUYO together with the elements of PS10, CCPO led by PSINSP ALVIN A LLAMEDO with the direct supervision of PSSUPT JONATHAN A CABAL, Chief, RID7 conducted an Anti-Illegal Drug (Buy-bust) Operation against DENNIS SIMMON DIOLA @“Nis”, listed as Top 3 HVT (Regional Level), 48 years old, male and a resident of Sitio Tahna, Barangay Tisa, Labangon, Cebu City and his live-in partner, MANILYN GAMBOA ARQUILLANO @“Lyn”, listed as Top 6 HVT (Regional Level), 22 years old, female and a resident of Sitio Bonbon, Labangon, Cebu City.

Initial reports from Tacloban City in Leyte estimated over 5,000 dead and a further 2,000 listed as "missing presumed dead". The heavy rainfall brought landslides that caused a dam to collapse and release its waters upon Ormoc City. l05km southwest of Taclo­ ban. Hundreds of people were swept into Ormoc Bay, thousands were drowned in thei r houses. In Ormoc Ci ty alone, 3,700 people were buried in a mass grave.
