Police Regional Office 7 is one with the Philippine National Police and the whole nation in its fight against illegal drugs. PRO 7 has raised the level of commitment of every personnel in its effort to fight the major threats in the peace and order situation of and will stop at nothing for the attainment of bringing down the crime statistics of the region.

Strategically responding to the needs of the community, PRO7 uses its basic framework of organization and maximizes its resources to its full capacity to enhance the capabilities of each personnel comprising the entirety of the organization for the realization of the goal of maintaining the peace and order situation we now enjoy.

With the police organizational structure in place complete with human and resource competences, apt changes are also taken into consideration to achieve maximum potential and with best practices put into action, replicated and adopted in the different city and provincial police offices, PRO 7 maintains and assures the public which it serves that Central Visayas is still safe to do business, leisure and live in.

Process Excellence Results-Oriented Operations

Anti-Carnapping Operations For the period under review, 6 motor vehicles and 175 motorcycles were reportedly carnapped. Of these, all motor vehicles were recovered while 84 motorcycles were recovered. A total of 52 persons were arrested. A total of 44 cases were filed in court.

Implementation of OPLAN PAGLALANSAG

All-out efforts were exerted to curtail/minimize the proliferation of loose firearms through the conduct of random mobile checkpoints, raids by virtue of search warrants, conduct of Oplan Bakal/Sita, through various police responses and the implementation of LOI Katapat. A total of 676 persons were arrested for violation of RA 8294 and 1,070 loose firearms were recovered/confiscated/surrendered in a series of operations. A total of 592 cases were filed in court.

Implementation of Special Laws:

Anti-Illegal Gambling

For the period, 955 illegal gambling activities (non-jueteng cases) were reported, 985 raids/operations were conducted against illegal gambling which resulted in the arrest/apprehension of 1,524 persons and the confiscation of Php 235,389.95 cash/worth of bet money. A total of 988 cases were filed in court.

Anti-Cattle Rustling

For the period, there were eleven (15) cattle rustling incidents that were reported of which only four (5) cattles were recovered, to date follow up operations are still being conducted.

Implementation of LOI Kalikasan

In coordination with the local government units, Bantay Dagat operations were intensified and seminars were conducted to fishermen and concerned coastal dwellers. Likewise, intensified operation on illegal logging and illegal quarrying were conducted by different police stations under AOR in coordination with the LGU and the DENR.

On Illegal Logging, 38 cases were reported and 41 operations were conducted which resulted in the recovery of 11,261.92 board feet with a total estimated worth of Php 417,510.44. It further resulted in the filing of 8 cases in court.

On Illegal Fishing, a total of 105 cases were reported, 105 operations were conducted and acted upon by the police enforcement units while other cases were through routine patrol operations, which resulted in the arrest of 511 persons and the confiscation of several fish and fishing paraphernalia and the filing of 34 cases in court while 38 cases were referred to DENR office. Total worth of confiscated fish/paraphernalia was Php50,366,365.00.

On Illegal Drugs

1. Joint PNP elements of RSOG7 and Clarin Police Station, BPPO conducted an anti-illegal drug (buy-bust) operation against TEOFILO TAMPUS @“Tamjun”, 47 years old, the biggest drug hauler in Bohol.

2. That at about 2:45 P.M. of May 10, 2017, joint elements of RSOG/RDEU7 led by PSINSP IAN T MACATANGAY and personnel of Station 5, CCPO led by SPO1 Allan T Caumeran conducted an anti-illegal drug operation (buy-bust) against ANTHONY LUNGAY TAMPUS @ “Niño” (subject of buy-bust), 31 years old, male, married, unemployed and a resident of Block 6, Lot 88, Lawis, Pasil, at La Gloria Residence Inn at Corner Borromeo and Climaco Sts., Cebu City for Violation of Sec. 5, Article II of R.A. 9165.

The following are the confiscated pieces of evidence, to wit:

a. One (1) small heat-sealed transparent plastic sachet containing white crystalline substance believed to be “shabu” marked as “AT-BB” (subject of sale); b. Four (4) pieces large heat-sealed transparent plastic sachet containing white crystalline substance believed to be “shabu” marked as “AT-1” up to “AT-4”; c. Sixty-five (65) pieces small heat-sealed transparent plastic sachet containing white crystalline substance believed to be “shabu” marked as “AT-5” up to “AT-69”; d. Two (2) pieces one hundred peso (PHP100.00) bill with Serial Number TH993608 and AA305811 with “x” marking above its Serial Number served as buy-bust money; e. One (1) unit digital weighing scale marked as “AT-70”; f. One (1) piece disposable lighter marked as “AT-71”;

g. One (1) piece scissor marked as “AT-72”; h. One (1) piece metal forceps marked as “AT-73”; and i. Cash money amounting to one thousand one hundred (PHP1,100.00) in different denominations believed to be proceeds of illegal drugs.

3. That at about 11:05 A.M. of May 19, 2017, elements of RSOG/RDEU7 led by PSINSP IAN T MACATANGAY under the direct supervision and control of PSUPT JASON VILLAMATER conducted an anti-illegal drug operation (buy-bust) at Sitio Silangan II, Barangay Tejero, Cebu City which resulted to the arrest of JOEFEL MANCIO ARCENAL @“Joefel” (subject of buy-bust), 40 years old, male, married, unemployed and a resident of Sitio Silangan II, Barangay Tejero, Cebu City for Violation of Sec. 5, Article II of R.A. 9165.

Pieces of Evidence:

a. One (1) small heat-sealed transparent plastic sachet containing white crystalline substance believed to be shabu (subject of sale) marked as “JMA-1- BB”; b. Eight (8) pcs. large heat-sealed transparent plastic sachet containing white crystalline substance believed to be shabu marked as “JMA-2” up to “JMA-9”; c. Ninety-three (93) pcs. small heat- sealed transparent plastic sachet containing white crystalline substance believed to be shabu marked as “JMA-10” up to “JMA- 102”; d. Two (2) pcs. one hundred peso bill with Serial Numbers AC037376 and AD162181 with “X” marking above its serial number served as buy-bust money; e. One (1) pink plastic container marked as “JMA-103”; f. One (1) neon green pouch marked as “JMA-104”; 5

g. Four (4) aluminum tin foil strip used in sniffing shabu collectively marked as “JMA-105”; h. Two (2) pcs. scissors marked as “JMA-106”; i. Cash amounting to two thousand five hundred (PHP2,500.00) in different denominations believed as proceeds of illegal drugs; and j. Six (6) gambling machines.

4. PIB, CPPO personnel led by PSUPT JOEI PACITO P YAPE, Chief, PIB together with RSOG7 personnel led by PSINSP RICARDO B TERO, Operation Officer, RSOG7 implemented multiple Search Warrants to the residences of SPO1 Ethel Teves Suico, retired SPO1 Marflo Suico, Heracleo Suico (brother of Marflo Suico) and Ex-PO2 Niel Cayubit that resulted in the arrest of four (4) of them on May 24, 2017 at around 5:00 A.M.

5. That at about 1:30 A.M. of May 25, 2017, elements of RSOG/RDEU7 led by PINSP ROQUE, personnel of SWAT and Police Station 2, MCPO under the direct supervision and control of PSUPT JASON A VILLAMATER conducted an anti-illegal drug operation (buy-bust) at Herana Bldg., L. Jaime St., Sitio Mapo, Bakilid, City against CHRISTIAN TABANAO AQUINO @“Chan”, Top 1 HVT of PRO7, 27 years old, male, single, unemployed and a resident of Tomonoy, Moalboal, Cebu for Violation of Sec. 5, Article II of R.A. 9165.

Pieces of Evidence:

a. One (1) pc. homemade caliber .38 revolver without serial number; b. Three (3) pcs. live ammunition of caliber .38 revolver; c. One (1) pc. dud bullet of caliber .38 revolver;

d. Two (2) pcs. empty shells (FCC) of caliber .38 revolver; e. Four (4) pcs. fired cartridge cases of caliber 5.56; f. Two (2) medium sachets of white crystalline substance believed to be shabu; g. Five (5) pcs. one thousand peso bill (buy-bust money); h. One (1) pc. five hundred peso bill; i. Three (3) pcs. one hundred peso bill; j. One (1) pc. fifty pesos; k. Three (3) pcs. twenty pesos; and l. Two (2) pcs. BDO Passbook; m. Several empty wallets; n. Several credit cards; o. Several IDs; and p. Assorted keys

6. On June 3, 2017 at about 11:00 P.M., joint elements of RDEU7 led by PSUPT JASON A VILLAMATER and RSOG7 led by PSUPT REYNALDO A MAGDALUYO together with the elements of PS10, CCPO led by PSINSP ALVIN A LLAMEDO with the direct supervision of PSSUPT JONATHAN A CABAL, Chief, RID7 conducted an Anti-Illegal Drug (Buy-bust) Operation against DENNIS SIMMON DIOLA @“Nis”, listed as Top 3 HVT (Regional Level), 48 years old, male and a resident of Sitio Tahna, Barangay Tisa, Labangon, Cebu City and his live-in partner, MANILYN GAMBOA ARQUILLANO @“Lyn”, listed as Top 6 HVT (Regional Level), 22 years old, female and a resident of Sitio Bonbon, Labangon, Cebu City.

Pieces of Evidence:

a. One (1) pc. small size heat sealed transparent plastic sachet containing white crystalline substance believed to be shabu marked as “ BB-DDMA-1”; b. Two (2) pcs. medium size heat sealed transparent plastic sachet containing white crystalline substance believed to be shabu marked as “ DDMA-2” and “DDMA- 3”; c. Four (4) pcs. small size heat sealed transparent plastic sachet containing white crystalline substance believed to be shabu marked as “DDMA-4” up to “DDMA-7”;

d. One (1) five hundred peso bill (PHP500.00) bearing Serial Number KM640683 with X marking above (Buy-bust marked money); e. Two (2) pcs. lighter marked as “DDMA-8”; f. One (1) pc. improvised totter marked as “DDMA-9”; g. One (1) unit digital weighing scale marked as “DDMA-10”; h. One (1) roll of tinfoil marked as “DDMA-11”; i. One (1) unit of caliber .38 revolver firearm (Smith and Wessons) marked as “DDMA-12”; and j. Six (6) rounds live ammunition of caliber .38 revolver firearm marked as “DDMA-13” up to “DDMA-18”.

7. That at about 4:50 P.M. of July 1, 2017, elements of RSOG/RDEU7 led by PSINSP IAN T MACATANGAY under the direct supervision and control of PSUPT JASON VILLAMATER conducted an anti-illegal drug (Buy-bust) operation at A. Lopez St., Balaga Drive, Barangay Labangon, Cebu City which resulted to the arrest of LAURENCE NEIL TAUTHO BOQUILLA, 15 years old, single, male and a resident of Sitio Cekalco, Balaga Drive, Barangay Labangon, Cebu City and the confiscation of one (1) pc. large size heat-sealed transparent plastic sachet containing white crystalline substance believed to be shabu marked as “LNB-BB” for Violation of Sec. 5, Art. II, R.A. 9165. However, the subject of the said buy-bust operation, MARK TORMIS SARUNITMAN @“Tahi” was able to elude arrest after sensing the presence of police operatives in the area, bringing with him the buy-bust marked money.

8. On July 12, 2017 at around 7:30 P.M., joint elements of RSOG/RDEU7 led by PSINSP IAN T MACATANGAY and Station 5, Cebu City Police Office under the direct supervision and control of PSUPT JASON VILLAMATER conducted anti-illegal drug operation (buy-bust) against GALILEA CAÑETE ENGRESO (subject of buy- bust), 55 years old, female, married, unemployed, and a resident of 12-Quezon Blvd., Bato, Carbon, Ermita, Cebu City, and CRISTINO LLANETE RACELA, 59 years old, male, married, unemployed, also a resident of 12-Quezon Blvd., Bato, Carbon, Ermita, Cebu City at Room 214, 2nd Floor, Traveller’s Home Pension House, Carbon, Ermita, Cebu City for Violation of Sec. 5, Article II of R.A. 9165.

Recovered from the possession and control of GALILEA CAÑETE ENGRESO are the following;

a) One (1) small heat-sealed transparent plastic sachet containing white crystalline substance believed to be “shabu” ( subject of sale) marked as “GCE-1-BB”;

b) One (1) small heat-sealed transparent plastic sachet containing white crystalline substance believed to be “shabu” marked as “GCE-2”; and c) Four (4) medium heat-sealed transparent plastic sachets containing white crystalline substance believed to be “shabu” successively marked as “GCE-3” to “GCE-6”.

Recovered from the possession and control of CRISTINO LLANETE RACELA are the following;

a) Five hundred (PHP500.00) peso bill with Serial Number CN795069 with “x” marking above its serial number which was utilized as buy-bust marked money; b) One (1) weighing scale marked as “CLR-1”; c) One (1) pack of small empty plastic sachet used in repacking “shabu” marked as “CLR-2”; d) Two (2) lighters now collectively marked as “CLR-3”; e) One (1) improvised forceps used in sealing the small plastic sachets marked as “CLR-4”; and f) Cash money in different denomination amounting to PHP1,200.00. 9. At around 7:20 P.M. of July 29, 2017, joint elements from RSOG7 led by PSINSP RICARDO B TERO, RDEU7 led by PSINSP WINDEL P ABELLANA and Provincial Special Operations Group (PSOG-BPPO) led by PSINSP JOJIT S MANANQUIL and under the direct supervision and control of PSUPT REYNALDO MAGDALUYO, Chief, RSOG7 conducted an anti-illegal drug operation (buy-bust) at Siera Bullones Cockpit Arena in Sitio Ilaud, Barangay Poblacion, Sierra Bullones, Bohol against JAMES REYES y OLVIDA (neutralized), listed as Top 6 Level 3 HVT (Regional Level), 41 years old (October 3, 1976), married and a resident of Barangay Estaca, Pilar, Bohol.

Pieces of Evidence:

a. One (1) pc. medium sized sachet heat-sealed transparent cellophane containing white crystalline substance believed to be shabu marked as JR-BB-1 (subject of sale); b. Ten (10) pcs. five hundred (PHP500.00) peso bill with Serial Numbers Q985669, Q985668, Q985667, GM31263, KH440152, MA404076, HC317458, NK376494, LF196737 and AJ681152 were already a pre- marked with letter “X” in all zero figures of the bills by the poseur buyer marked as JR-BB-2 up to JR-BB-2I; c. Five (5) pcs. medium heat-sealed transparent cellophane containing white crystalline substance believed to be shabu marked as JR-BB-3 to JR-BB-7;

d. One (1) pc. caliber .45 pistol “GOLDCUP” with Serial Number 379402 marked as JR-BB-8- 07/29/2017; e. One (1) pc. caliber .45 steel magazine marked as JR-BB-9-07/29/2017; f. Four (4) pcs caliber .45 live ammunition marked as JR-BB-10 up to JR-BB-13; g. One (1) pc. Shotgun Rifle bearing Serial number 129399 marked as JR-BB- 14; h. Nine (9) pcs. 12 gauge ammo (Shotgun) marked as JR-BB-15 to JR-BB-23; i. Two (2) pcs. plastic bottle container marked JR-BB-24 to JR-BB-25; j. One (1) pc. plastic container marked as JR-BB-26; and k. One (1) pc. black pouch marked as JR-BB-27.

10. At around 4:10 P.M. of August 3, 2017, joint elements of RSOG7 led by PSUPT REYNALDO A MAGDALUYO, RDEU7 led by PSUPT JASON A VILLAMATER, PPSC, and Talisay City Police Station-CPPO with direct supervision of PSSUPT JONATHAN A CABAL, Acting Chief, RID7 conducted an Anti-illegal Drug (Buy-Bust) Operation against MANOLITO JASMIN SENCIL @ “Dongdong”, 39 years old, married, a resident of the said place, a High Value Target (HVT) and Top 3 Most Wanted Criminal of Cebu Province and his cohort, JONATHAN BACHO, 40 years old, single and a resident of Palm Lodge, Barangay Tabunok, Talisay City Cebu for Violation of Sec. 5 in relation to Sec. 26, Article II of R.A. 9165.

a. One (1) large size of heat-sealed transparent plastic sachet containing white crystalline substance believed to be shabu marked as “MSJB- BB-1” as the subject of sale; b. Six (6) pcs. of one thousand peso bill amounting to six thousand pesos (PHP6,000.00) with different Serial Numbers, such as: QC 402404, RN 108240, QX 342534, AQ 086310, KE429889 and RQ 670197 marked as “MSJB-BB-2” as the Buy-bust money; c. One (1) large size of heat-sealed transparent plastic sachet containing whit crystalline substance believed to be shabu (Possession) marked as “JB-1”; d. Twenty-five (25) pcs. one hundred peso bill amounting to two thousand five hundred pesos (PHP2,500.00) believed to be proceeds of illegal drugs marked as “MS-1”; e. One (1) unit Sports Utility Vehicle (SUV) KIA SOUL LX MT Color Mustard with Engine Numbes D4FBFH812935, Chassis Number KNAJN 816 AG 7292707 and Conduction Sticker Number EG 1563 marked as “MS-2”; and 10

f. One (1) unit All-Terrain Vehicle (ATV) color black model LZ200-8 and markings SHANDONG LIANGZI POWER CO., LTD w marked as “MS- 3”. 11. At around 6:40 P.M. of August 10, 2017, joint elements of RSOG led by PSUPT REYNALDO A MAGDALUYO and RDEU7 led by PSINSP IAN T MACATANGAY with direct supervision of PSSUPT JASON A VILLAMATER conducted an anti-illegal drug operation against JESICA AMODIA y ORNIETA (at- large), 27 years old and her alleged cohorts at Barangay Tejero, Cebu City for Violation of Sec. 5 in relation to Sec. 26, Article II of R.A. 9165 which resulted to the arrest of the following cohorts who were all caught while in pot session, to wit:

a. WILFREDO TEMPLE OKABA, 49 years old, single, hair stylist and a resident of Villagonzalo St., Barangay Tejero, Cebu City; b. EVILYN TORRION BENDENILLO, 40 years old, single with live-in partner unemployed and a resident of Villagonzalo II, St., Barangay Tejero, Cebu City; c. DONALD ESPEJO CUIZON, 36 years old, single, unemployed and a resident of Barangay Umapad, Mandaue City; d. RALPH SIMOND COMPRA ROCA, 19 years old, single, unemployed and a resident of Barangay T. Padilla, Cebu City; e. MANJO BINONDO (NMN), 18 years old, single, unemployed and a resident of Barangay Yati, Lilo-an, Cebu; f. INOCINCIO CUYOS CABAHUG, 36 years old, single, unemployed and a resident of Barangay Tayod, Lilo-an, Cebu; g. ARTH KEVIN RAMEREZ AVISO, 17 years old, single, unemployed and a resident of Barangay Mambaling, Cebu City; h. RENGIE PANIMDIM EDOBRO, 15 years old, single, unemployed and a resident of Barangay T. Padillo, Cebu City; and i. MERCYLITO DENNIS CONTRERAS LAZAGA, 15 years old, single, unemployed and a resident of Villagonzalo II, St., Barangay Tejero, Cebu City.

At around 6:45 P.M. of August 15, 2017, personnel of RSOG7/RPDEU7/PPSC/PIB and Talisay City Police Station led by PSUPT REYNALDO A MAGDALUYO, Chief, RSOG7 and PSUPT JASON A VILLAMATER, Chief, RDEU7, under the direct supervision of PSSUPT JONATHAN A CABAL, AC, RID7 conducted an anti-illegal drug (buy-bust) operation against PO3 RYAN MARTUS QUIAMCO @ “Damian”, 37 years old, married, an active member of the PNP, currently assigned at NHQ-PHAU and a resident of Corona Del Mar, a high- end subdivision in Talisay City, Province of Cebu and the latter’s cohorts at Anthony Bacaltos Street corner Relis, Barangay Pooc, Talisay City, Cebu for Violation of Section 5, in relation to Section 26, Article II of R.A. 9165.

13. At around 8:35 in the evening of August 30, 2017, joint elements of Danao City Police Station, DEU, SWAT led by PCINSP GERARD ACE J PELARE, PIB, CPPO and RSOG/RID7 headed by PSSUPT JONATHAN A CABAL conducted an anti-illegal drug operations (Buy-Bust & Search Warrant) against suspected drug pusher, one THELMA NERVIDA SEKIGUCHI, High Value Target, 40 years old, jobless, a resident of Sto. Tomas Village, Tuburan Sur, Danao City, Cebu utilizing one (1) piece one thousand peso bill bearing Serial Number BH000905 (having a dot marking on the forehead on the woman of the one thousand peso bill) as marked money for the buy- bust operation and subsequently, service of Search Warrant Number 465 issued by Hon. Jerry B. Dicdican, Presiding Judge, RTC Branch 25, Danao City, Cebu.

14. That at about 5:00 P.M. of September 9, 2017, joint personnel of RID/RSOG7/RPDEU7 led by PSINSP IRVIN B BELEN, Chief, IOB in coordination 12

with Talisay City Police Station, CPPO under the direct supervision and control of PSSUPT JONATHAN A CABAL, AC, RID7 conducted served a Warrant of Arrest dated July 11, 2017 under Criminal Case No. TCR-2017-2672 for Violation of Section 5, Article II, R.A. 9165 by Hon. Judge Jacinto G. Fajardo Jr., Presiding Judge, RTC Branch 66, against JUSHUA TABERA y DEJAN (arrested), 29 years old, male, single, unemployed and a resident of Sitio Crusher, Barangay Lawa-an 3, Talisay City, Cebu and his cohort, DARYL TABERA DEJAN (killed). The two (2) are first degree cousins and belonged to a gun-for-hire group.

One (1) unit Custom Shop STI caliber .45 pistol with Serial Number 6031710, chamber loaded and magazine inserted loaded with five (5) live ammunition; c. One (1) unit electric sealer; d. One (1) unit small digital weighing scale; e. One (1) unit scissor forceps; and f. One (1) unit Huawei cellular phone color gold.

Pieces of Evidence: (DARYL TABERA DEJAN)

a. One (1) unit 1911, A1, colt, caliber .45 pistol with Serial Number 808351, chamber loaded and magazine inserted loaded with four (4) live ammunition; and b. One (1) unit Alcatel cellular phone color red.

15. That at about 7:20 P.M. of September 26, 2017, joint elements of RSOG led by PSUPT REYNALDO A MAGDALUYO and RDEU7 led by PSINSP WINDELL P ABELLANA with direct supervision of PCINSP EMMANUEL S GOMEZ conducted an anti-illegal drug operation at Sacred Heart Village, Salvador Extension, Barangay Labangon, Cebu City against ED TRISTAN C BADRINA @“Etan”, 34 years old for Violation of Sec. 12 and Sec. 15, Article II of R.A. 9165 and R.A. 10591.

Pieces of Evidence:

a. Three (3) pcs. improvised totter marked as ECB-1 up to ECB-3; b. One (1) pc. aluminum tinfoil marked as ECB-4; c. One (1) pc. disposable cricket lighter marked as ECB-5;

One (1) unit caliber 380 Ingram (Cobray) military armament with Serial Number 763615, chamber loaded and a magazine inserted loaded with seven (7) live ammunition marked as ECB-6 up to ECB-15; and e. One (1) unit SONY cellular phone with purple and black casing marked as ECB-16. 16. At about 9:50 A.M. of October 4, 2017, joint elements from Regional Special Operations Group (RSOG) 7 led by PSUPT REYNALDO MAGDALUYO, Regional Drugs Enforcement Unit (RDEU) 7 led by PCINSP EMMANUEL GOMEZ, Provincial Intelligence Branch- Special Operations Group (PIB-SOG) led by PSINSP JOJIT S. MANANQUIL and PNP elements of Talibon PS led by PCINSP FRANCO RUDOLF ORIOL conducted an anti-illegal drug (Buy-bust) operation against Ex-PO2 EDGARDO BUNADO y FUENTES (killed), listed as Top 1 HVT (Provincial Level) and a resident of Barangay San Isidro, Talibon, Bohol.

Pieces of Evidence:

a. One (1) small size plastic sachet containing shabu (subject of sale) marked as “EB 10-04-2017”; b. Buy-bust money bearing Serial Number CV482603 tagged as “EB-1 10-04-2017”; c. Seven (7) live ammunition marked as “EB-26 10-04-2017” to “EB-32 10-04-2017”; d. One (1) live ammunition inserted in the chamber marked as “EB-33 10- 04-2017”; e. One (1) magazine marked as “EB-25 10-04-2017”; f. One (1) unit caliber 9mm pistol Berreta marked as “EB-24 10-04-2017”; g. Nine (9) pcs. medium size plastic sachets containing white crystalline substance believed to be shabu marked as “EB-2 10-04-2017” to “EB- 10 10-04-2017”; h. Thirteen (13) pcs. small size plastic sachets containing white crystalline substance believed to be shabu marked as “EB-11 10-04-2017” to “EB- 23 10-04-2017”; and i. One (1) unit tricycle bearing Plate Number GE 47920 with Body Number 229 (driven by the suspect) was brought for proper booking and disposition and later tagged as “EB-34 10-04-2017”.

On Illegal Gambling

17. That at about 7:00 P.M. of February 13, 2017, elements of RSOG7 led by PSINSP RICARDO BERTULFO TERO with the direct supervision of the Acting Chief, RID7, conducted an Anti-illegal Gambling Operation at Barangay Gun-ob, 14

Lapu-lapu City. Said operation resulted to the arrest of JONATHAN LAYACAN VASQUEZ, 31 years old, married and a resident of the said place and confiscation of the following pcs of evidence to wit:

a. One (1) leaf stub with different written illegal number combination (Bet Buy); b. Bet money amounting to PHP20.00 pesos; c. One (1) piece ballpen; d. One (1) piece white pad paper with different written illegal number combinations known as tally sheets; e. Cash money amounting to PHP1,125.00 in different denomination believed to be proceeds of illegal gambling activity.

18. That at about 7:45 P.M. of February 17, 2017, elements of RSOG7 led by PSINSP RICARDO BERTULFO TERO together with City Intelligence Branch of CCPO conducted anti- illegal gambling operations along Osmeña Boulevard, Cebu City that resulted to the arrests of the following suspects and the confiscation of bet money and illegal gambling paraphernalia, as follows:

a. ALBERT CABIJE BACARISAS, 35 years old, single and a resident of Ciwac, Barangay Bulacao, Cebu City; b. FHIL DACALOS BACARISAS, 21 years old, single and a resident of Ciwac, Barangay Bulacao, Cebu City; and c. ULYSSES TATOY BACATAN, 43 years old, single and a resident of Barangay Inayagan, Naga, Cebu.

Pieces of Evidence:

1. Seven (7) pieces plastic trays (assorted color); 2. Three (3) pieces medium rubber ball (assorted color); 3. Two (2) pieces plastic urinal (assorted color); 4. Three (3) pieces funnel; 5. One thousand seven hundred seventy-five pesos (PHP1,775.00) in different denomination believed to be proceeds; 6. Socket with extension wire; 7. Forty-five (45) pieces ping pong balls (assorted color); 8. Three (3) table cards (1 large and 2 small); and 15

9. Twelve (12) pieces bet board/carta.

19. At about 8:30 P.M. of March 23, 2017, PSINSP IAN T MACATANGAY together with PNP elements of RSOG7 conducted investigative monitoring/operation against persons reported to be involved in illegal activities. They proceeded to the area referred to by the CI and several persons were seen handing over rolled yellow pad papers and money to a male person latter known as VICTORINO MONICET y CUMBATE @“Bebe”, 58 years old, Filipino, married and resident of Sitio Cabantan, Barangay Luz, Cebu City. The following pieces of evidence were recovered from the possession and control of arrested suspect: a. One (1) stub pad with different number combinations; b. One (1) black ballpen; c. One (1) yellow pad with different number combinations; d. One (1) Casio calculator; and e. One hundred nineteen pesos (PHP119.00) believe to be the proceeds of illegal swertres.

20. That at about 2:30 P.M. of July 21, 2017, elements of RSOG7 led by PSUPT REYNALDO A MAGDALUYO conducted series of anti-illegal gambling operations at Singson St., Brgy. Guadalupe, Cebu City that resulted in the arrest of MARK DAVIN CEDEÑO, 21 years old, male, single, jobless, and a resident of Aznar Road, Tangkungan St., Barangay Sambag 1, Cebu City during a bet-bust operation conducted and the confiscation of the following illegal gambling paraphernalia and bet money as follows:

a. One (1) unit Intex CPU color black marked as “DC-1”; b. One (1) unit thermal paper receipt printer (EPSON Brand) marked as “DC- 2”; c. One (1) piece bet-bust receipt with bet No. 894 with date 7-21-1 marked as “DC-3”; d. One (1) piece twenty peso (PHP20.00) bill served as bet money with Serial Number VT607375 marked as “DC-4”; e. One (1) unit Calculator marked as “DC-5”; f. One (1) stub marked as “DC-6”; g. One (1) ballpen marked as “DC-7”; h. One (1) piece pentel pen marked as “DC-8”; and i. Several pieces of thermal paper receipt with print marked as “DC-9”; and j. Cash proceeds amounting to five hundred pesos (PHP500.00) in different denominations.

Subsequently, at the same place, the team also arrested SHANEIN AVENTURADO y CAHILIG, 20 years old, female, single, jobless and a resident of Quiot-Pardo, Cebu City at about 2:35 P.M. of the same date during a bet-bust 16

operation that resulted in the confiscation of the following illegal gambling paraphernalia and bet money as follows:

a. One (1) piece tablet electronic device Windows brand color black marked as “SCA-1”; b. One (1) unit printer for thermal receipt color black marked as “SCA-2”; c. One (1) unit Cliptec calcutar key board color black marked as “SCA-3”; d. One (1) unit Casio calculator model MS_20B marked as “SCA-4”; e. One (1) piece computer mouse marked as “SCA-5”; f. One (1) piece USB port adapter marked as “SCA-6”; g. One (1) piece Cherry Mobile pin charger marked as “SCA-7”; h. One (1) piece ballpen, several pieces of stub and bet thermal receipt marked as “SCA-8”; i. One (1) leaf stub containing bet number 218 as bet receipt marked as “SCA-9”; j. One (1) piece twenty peso (PHP20.00) bill with Serial Number ER619868 as bet money with marking (check) at the right portion side of the Serial Number marked as “SCA-10; and k. Cash money amounting to PHP365.00 pesos believed to be proceeds of illegal numbers game in different denomination marked as “SCA-11”.

Moreover, at the same place, the team also arrested JAY-AR CARNALNA GLIMADA, 18 years old, male, single, jobless and a resident of Aznar Road, Sambag II, Cebu City, at about 2:40 P.M. of the same date during a bet-bust operation that resulted in the confiscation of the following illegal gambling paraphernalia and bet money as follows:

a. One (1) unit laptop color black FUJITSU brand, FMV-C8240 model and P/N CP271400-01/R7Z02317 Serial Number marked as “JCG-1”; b. Three (3) units small printer with Dapper brand and BM9000-II model marked as “JCG-2”; c. Two (2) pieces laptop and printer adaptor marked as “JCG-3”; d. One (1) unit laptop/computer keyboard with Genius brand marked as “JCG-4”; e. One (1) leaf stub containing 101 swertres number as bet amounting twenty pesos (PHP20.00) marked as “JCG-5”; f. One (1) piece twenty peso (PHP20.00) bill with Serial Number AY760309 with check marking at the right portion of the Serial Number marked as “JCG-6”; g. One (1) piece stub and several pieces of leaf stub as receipt/bet receipt marked as “JCG-7”; and h. Cash money amounting to three hundred thirty pesos (PHP330.00) in different denomination marked as “JCG-8”.

Furthermore, at Urgello, Sambag II, Cebu City, the team also arrested RITCHELLE SARDUAL SOMBILON, 21 years old, female, single, jobless and a resident of Aznar Road, Sambag II, Cebu City at about 3:10 P.M. of the same date during a bet-bust operation that resulted in the confiscation of the following illegal gambling paraphernalia and bet money as follows:

a. One (1) unit Dell laptop color black marked as “RS-1”; b. One (1) unit Genius brand computer keyboard marked as “RS-2”; c. One (1) piece bet-bust stub with bet number 486 marked as “RS-3”; d. One (1) piece bet-bust money with Serial Number AS963781 amounting to PHP20.00 pesos marked as “RS-4”; e. Two (2) pieces mini thermal printer (Dapper brand) marked as “RS-5 & RS-6”; f. Ten (10) pieces printed thermal papers marked as “RS-7”; g. Two (2) pieces stub of Galaxy issuing ticket marked as “RS-8”; h. One (1) piece tickler marked as “RS-9”; i. One (1) piece ballpen marked as “RS-10”; and j. Cash proceeds amounting to one hundred seven pesos (PHP107.00) in different denomination marked as “RS-11”.

21. At about 4:20 P.M. of July 26, 2017, personnel of RSOG7 led by PSUPT REYNALDO A MAGDALUYO conducted an anti-illegal gambling operation at Barangay Dungoan, Carcar City, Cebu that resulted in the arrest of BONIFACIO CAÑETE y TABAS, 36 years old, male, single, jobless, and a resident of Barangay Dungoan, Carcar City, Cebu who was caught in flagrante delicto in receiving illegal gambling paraphernalia and proceeds of the same from his agent and confiscated the following illegal gambling paraphernalia and bet money described as follows:

a. One (1) unit Panasonic Fax machine color black marked as “BTC-1”; b. Three (3) pieces tally sheets (illegal) marked as “BTC-2”; c. One (1) stub illegal bet slip marked as “BTC-3”; d. One (1) PCSO collection report slip marked as “BTC-4”; e. One (1) PCSO STL bet stub marked as “BTC-5”; f. One (1) piece ballpen marked as “BTC-6”; and g. Cash money in different denomination amounting to five hundred pesos (PHP500.00) marked as “BTC-7”.

Subsequently, at the same date, time and place, the team also arrested RONALD VILLARTA y AVILA, 28 years old, male, single, and a resident of Barangay Dungoan, Carcar City, Cebu City during a bet-bust operation that resulted in the confiscation of the following illegal gambling paraphernalia and bet money described as follows:

a. One (1) piece twenty (PHP20.00) peso bill bet-bust money with Serial Number DN307951 marked as “RAV-1”; b. One (1) piece stub bet slip with number combination 811 marked as “RAV-2”; c. Three (3) pieces illegal tally sheets marked as “RAV-3”; d. One (1) piece ballpen marked as “RAV-4”; and e. Cash money amounting to two hundred eighty pesos (PHP280.00) in different denomination marked as “RAV-5”.

Moreover, another person was arrested, one ALBERTO CUADERO y RODRIGUEZ, 50 years old, male, single and a resident of Barangay Dungoan,

Carcar City, Cebu during a bet-bust operation that resulted in the confiscation of the following illegal gambling paraphernalia and bet money described as follows:

a. Five (5) pieces illegal tally sheets marked as “ARC-1”; b. One (1) piece ballpen marked as “ARC-2”; and c. Cash money amounting to three hundred pesos (PHP300.00) in different denomination marked as “ARC-3”.

22. On July 26, 2017 at about 7:50 P.M. personnel of RSOG7 led by PSINSP RICARDO B TERO under the direct supervision and control of PSUPT REYNALDO A MAGDALUYO conducted an anti-illegal gambling operation at Sitio Antonio, Barangay Linao, Talisay City, Cebu which resulted to the confiscation of the following pieces of evidence used in the commission of crime, to wit;

a. One (1) piece twenty peso (PHP20.00) bill with Serial Number AF564971 used as bet- bust money marked as “JVR-1”; b. One(1) stub bet slip with illegal number combinations marked as “JVR-2”; c. One (1) yellow pad paper with several number combinations collectively marked as “JVR-3”; and d. Money amounting to eighty pesos (PHP80.00) in different denominations believed to be proceeds of illegal gambling marked as “JVR-4”.

The subjects of the operation identified as JOE VINCENT RESANE y SEGUNDINO, of legal age, male, and a resident of Sitio Antonio, Barangay Linao, Talisay City, Cebu and VINCENT ROJO, of legal age, male, and a resident of Barili, Cebu, managed to elude arrest after sensing the operation conducted by the police. Hot pursuit was conducted to effect arrest on the suspects but it proved futile after they ran towards the back portion of the house and blend with the dark.

23. On August 7, 2017 at around 9:00 P.M., elements from RSOG/RID7 and RDEU7 conducted anti-illegal gambling operation at Sitio Eagle, Barangay T. Padilla, Cebu City which resulted to the arrest of MA. TERISITA ROMERO y HAGANAS, agent/collector of an illegal swertres, 43 years old, female, married, jobless and a resident of 1153 B. M.J. Cuenco Ave. Barangay Carreta, Cebu City.

Pieces of Evidence:

a. One (1) pc. twenty peso bill (PHP20.00) with Serial Number BC140667 (bet-bust money) marked as “MHR-1”; b. One (1) pc. leaf stub with number combination 118 as bet receipt marked as ”MHR-2”; 19

c. One (1) unit Casio calculator marked as “MHR-3”; d. Two (2) pcs. paper stub with different number combination marked as “MHR-4”; e. One (1) pc. black ballpen marked as ”MHR-5”; and f. Cash money in different denomination amounting to one hundred ninety six pesos (PHP196.00) marked as “MHR-6”.

Subsequently, at the same date, time and place, the team also arrested ROMEO SANTILLAN, agent/collector of an illegal swertres, 18 years old, male, single and a resident of Barangay Tejero, Cebu City, and the confiscation of the following illegal gambling paraphernalia and bet money described as follows:

a. One (1) pc. twenty peso bill (PHP20.00) with SERIAL NUMBER NG508720 (bet-bust money) marked as “RS-1”; b. One (1) pc. leaf stub with number combination 119 as bet receipt marked as ”MHR-2”; c. One (1) unit U-smart calculator marked as “RS-3”; d. Three (3) pcs. paper stub with different number combination marked as “RS-4”; e. One (1) pc. ballpen marked as ”RS-5”; and f. Cash money in different denomination amounting to One hundred sixty pesos (PHP160.00) marked as “RS-6.

24. At about 4:54 P.M. of September 8, 2017, personnel of RID7/RSOG7/RDEU7 led by PSUPT REYNALDO A MAGDALUYO, Chief, RSOG7 and PCINSP EMMANUEL S GOMEZ, Chief, RDEU7, under the direct supervision of PSSUPT JONATHAN A CABAL, Acting Chief, RID7, PRO7 in coordination with PRO7 Foreign Liaison Section (Korean Desk), RID7 led by PSINSP IRVIN B BELLEN and PNP Anti-Cyber Crime Group led by PO3 Henry Abatayo, implemented Search Warrant Number 471 at House Number 17, Paseo Eulalia, Maria Luisa, Barangay Banilad, Cebu City which resulted in the arrest of nine (9) South Korean Nationals identified as KIM SUN SIK, 34 years old; NA JIN WOO, 27 years old; JUNG WOO YEOUN, 27 years old; YOO YONGA, 26 years old; KIM KI UK, 28 years old; KIM MIN GOOK, 31 years old; KIM HYUN WOO, 27 years old; KIM KYENG SU, 23 years old; and LEE MIN SU, 22 years old.

t. Six (6) Korean Passports namely Kim Hyun Woo @Hyunjun Eo, Na Jin Woo @Subin Lee, Yoon Young A @Sunwoo Park, Jung Woo Yeoun @Daeseong Kim, Kyeonghee Choi and Doori Gwak; u. Five (5) I.D. cards of Alien Certificate of Registration of Subin Lee, Donguk Yang, Bumyeon Kim, Shingyeon Kang and Minkuk Kang; v. One (1) Non-professional Philippine Driver’s License Card # GO1-16- 011549; w. One (1) LANDERS membership card of Bumyeon Kim; x. One (1) S&R Membership Card of Kim Bom Yeon; y. One (1) temporary Philippine Driver’s License of Bum Yeon Kim with expiry date 7-27-21; and z. One (1) temporary Philippine Driver’s License of Shing Yeon Kang with expiry date on March 19, 2022.

KIM YOUNG JUN was not around during the implementation of the Search Warrant. The above-named arrested persons were employees of the subject who were caught in flagrante delicto operating the on line game who failed to present any documents necessary to operate the online game from Philippine Amusement and Gambling Corporation (PAGCOR).

25. That at about 7:45 P.M. of October 4, 2017, elements of RSOG7 led by SPO4 Edwin A Harris with the direct supervision of the Chief, RSOG7, conducted anti- illegal gambling operations at JM Basa St., Barangay Sawang Calero, Cebu City. Said operation resulted to the arrest of JOELYN ESPIRITU ENRIQUEZ, 23 years old, single and a resident of the said place and confiscation of the following pieces of evidence, to wit:

a. One (1) piece bet-bust slip with number combination 732-20 (Target PHP20.00/Ramble PHP10.00) amounting to thirty pesos (PHP30.00) marked as “JE-1”; b. One (1) piece twenty peso (PHP20.00) bill with Serial Number WU 217372 and one (1) piece ten peso (PHP10.00) bill coin marked as “JE-2”; c. One (1) stub of empty bet strip marked as “JE-3”; d. One (1) piece black ballpen; and e. Cash money amounting of two hundred fifty pesos (PHP250.00) in different denomination, believed to be proceeds of illegal gambling activity.

26. At about 4:45 P.M. of October 7, 2017 (Saturday), joint elements of RSOG7 led by PCINSP EMMANUEL S GOMEZ, Deputy Chief, RSOG7; Provincial Intelligence Branch (PIB), CPPO; and Talisay City PS, under the direct supervision of PSUPT REYNALDO A MAGDALUYO, Chief, RSOG7, conducted anti-illegal gambling operations at Tabunok, Talisay City, Cebu. Said operation resulted to the arrests of the following persons and the confiscation of the following pieces of evidence, to wit:

a. Six (6) pieces folding gambling tables with stand; b. One (1) piece Ring used in Cara y Cruz; c. One (1) piece Marble stone used in Cara y Cruz; d. Three (3) pieces old coins used in Cara y Cruz; and e. Bet money amounting to PHP 4, 874.75 in different denominations.

27. On November 7, 2017 at around 8:20 in the evening personnel of Regional Special Operations Group (RSOG) 7 conducted an Anti-Illegal Gambling Operation at Sitio San Roque, Mambaling, Cebu City in response to a report from two (2) concerned citizens, personally appeared before the RSOG7 Office, which resulted to the arrest of ARNALDO CARDINAS TEVES, 53 years old, Financer/Bet Collector, and maintainer or conductor of unauthorized illegal gambling activity locally known as PERYA 3 BALLS/DROP BALLS and a resident of Sitio Ulap, Basak Pardo, Cebu City for Violation of P.D. 1602. Pieces of evidence confiscated were:

a. One (1) assembled metal stand table; b. Four (4) pieces tempered glass board with printed game cards; c. Three (3) pieces square board (2 of which have glass box) also with printed game cards same with the tempered glass board; d. Three (3) pieces metal ring with net; e. Six (6) pieces ping pong balls; NOTE: Evidence in letter “b” to letter “d” was part as accessories of the assembled metal stand table; f. Four (4) pieces colored board with printed letters from “A” to “T”; g. One (1) basket ball and

h. Cash amounting to one thousand one hundred seventy-one pesos (PHP1,171.00) as bet money and proceeds thereof.

28. That at about 5:00 P.M. of November 18, 2017, personnel of RID/RSOG7 led by PSUPT REYNALDO A MAGDALUYO, Chief, RSOG7 and PCINSP EMMANUEL S GOMEZ, Deputy Chief, RSOG7, under the direct supervision of PSSUPT JONATHAN A CABAL, AC, RID7 implemented a Search Warrant at House Number 14, Paseo Estefania, Maria Luisa, Barangay Banilad, Cebu City which resulted in the arrest of one (1) South Korean National identified as KIM GIL JONG, 35 years old, male and the confiscation of the following pieces of evidence; to wit:

a. One (1) black Laptop, TG AVERA TEC brand, with power supply wire and tagged as Evidence # 1; b. One (1) computer set consist of one (1) monitor IT WORKS brand, one (1) unit system ESTELLA brand, one (1) keyboard and one (1) computer mouse were tagged as Evidence # 2; c. One (1) computer set consisting of one (1) monitor IT WORKS brand, one (1) unit system ESTELLA brand, one (1) keyboard and one (1) computer mouse and tagged as Evidence # 3; d. one (1) computer set consisting of one (1) monitor VIEWSONIC brand, one (1) unit system NEUTRON EX-TREME brand, one (1) keyboard, one (1) computer mouse and one (1) speaker and tagged as Evidence # 4; e. One (1) computer set consisting of one (1) monitor VIEWSONIC brand, one (1) unit system NEUTRON EX-TREME brand, one (1) keyboard, one (1) computer mouse and tagged as Evidence # 5; f. Four (4) units SAMSUNG android cellular phones in assorted colors and marked as Evidence # 6; g. One (1) Alien Certificate of Registration (ACR) under the name of Korean national KIM, GIL JONG (Tourist) and marked as Evidence # 7; h. Two (2) units of PLDT and IP TIME N704 BCM brand internet routers and marked as Evidence # 8; i. Several pieces of network cable systems marked as Evidence # 9; and j. Two (2) units heavy duty extension outlets which were marked as Evidence # 10.

The arrested KIM GIL JONG was caught in flagrante delicto operating an on- line illegal gambling game (on-line betting) which is in violation of Republic Act 9287. Pertinently, the arrested person failed to present any documents necessary to operate an on-line gambling from the Philippine Amusement and Gaming Corporation (PAGCOR), He likewise failed to present his Korean passport, when required for his proper identification

Confiscation of Video Karera Machines (VKMs)

1. At about 9:00 A.M. of October 19, 2017, elements of RSOG7 led by PCINSP EMMANUEL S GOMEZ conducted operations against the proliferations of Video Karera Machines (VKMs) in the area of Sitio Bato, Barangay Ermita, Cebu City

which resulted to the confiscation of thirty-five (35) units VKMs. However, no arrest has been made after the suspects scampered towards different directions upon knowing the presence of the Raiding Team in the area. Investigation disclosed that the owner/operator of the said VKMs was identified as SALVADOR BALLACAR @ “Nining Arjay”.

2. That in the morning of June 19, 2017, elements of RSOG7 led by PSUPT REYNALDO A MAGDALUYO under the direct supervision of PSSUPT JONATHAN A CABAL, Chief, RID7 conducted an anti-illegal gambling operation at Maxilom Avenue Extension, Ponce 2, Barangay Carreta, Cebu City that resulted in the confiscation of three (3) partially damaged Video Karera Machines (VKMs). The three (3) suspects were able to elude arrest after sensing the presence of the Raiding Team.

On Loose Firearms

1. That at about 5:40 P.M. of June 29, 2017, elements of RSOG/RDEU7 led by PSINSP IAN T MACATANGAY under the direct supervision and control of PSUPT JASON VILLAMATER conducted validation on the alleged drug personalities at A. Lopez St., Balaga Drive, Barangay Labangon, Cebu City who was armed and dangerous and resulted to the arrest of RINGO NAVARRO REYES, 44 years old, male, married and a resident of #66 A. Lopez St., Balaga Drive, Barangay Labangon, Cebu City, after being caught in possession and control of one (1) unit caliber .38 revolver without serial number (Smith and Wesson) marked as “RNR-1”, loaded with two (2) pieces of live ammunition of caliber .38 revolver marked as “RNR-2” and “RNR-3” without authority by law, in violation of R.A. 10591.

2. That at about 6:15 A.M. of July 7, 2017, joint elements of RSOG/RDEU7 led by PSINSP IAN T MACATANGAY and PIB, CPPO led by PSUPT JOEI PACITO PAYE YAPE, under the direct supervision and control of PSSUPT JONATHAN A CABAL, Acting Chief, RID7 implemented three (3) Search Warrants in the Municipality of San Fernado, Cebu which resulted to the arrest of the following suspects:

a. ALFONSO SALMERO DONAIRE IV @“Quati”, incumbent Municipal Councilor of San Fernando, Cebu, 46 years old, male, married and a resident of Barangay North Poblacion, San Fernando, Cebu; b. EDWIN QUIJANO VILLAVER, incumbent Municipal Councilor of San Fernando, Cebu, 44 years old, male, married and a resident of Barangay Greenhills, San Fernando, Cebu; and c. JOHNNY SASIN ARRESGADO, incumbent Barangay Chairman, 54 years old, married and a resident of Barangay Magsico, San Fernando, Cebu.

Pieces of Evidence: (DONAIRE IV)

1) One (1) unit Colt Government model caliber .45 pistol marked as “AD- 9”; 2) One (1) pc. magazine of caliber .45 pistol marked as “AD-9”; 3) Six (6) live ammunition of caliber .45 pistol marked as “AD-9”; and 4) One (1) pc. medium size heat-sealed transparent plastic sachet containing white crystalline substance believed to be “shabu” marked as “AD-9”.

On July 26, 2017 at around 6:30 A.M. in Barangay Caputatan, Medellin, Cebu, joint elements of RSOG/RID7, PIB, PDEU, PPSC, Medellin PS-CPPO implemented Search Warrant Number 2017-05 that resulted to the arrest of the Incumbent No. 6 Municipal Councilor of Medellin, Cebu RICARDO RAMIREZ y RODRIGUEZ @“Ricky”, 53 years old, married and a resident of Sitio Lucha, Barangay Caputatan Sur, Medellin, Cebu and also listed as a High Value Target (HVT)-Provincial Level of PIB, CPPO.

4. On July 29, 2017 at Sanchez Compound, Sitio Tangke, Purok Tambis, Barangay San Juan, Tuburan, Cebu, joint elements of RSOG/RID7, PIB, PDEU, PPSC, RMU7, Tuburan PS-CPPO executed the Search Warrant Number 2017-08 that resulted to the arrest of GREGORIO ZARATE SANCHEZ III A.K.A. LEODEGRECO PADILLA SANCHEZ @ “Greco”, and his cohorts MARICEL GREGORY, his common-law wife, GLENN NACION and JOLBERT JACABA both farm caretakers of Sanchez. Greco listed as High Value Target (HVT)-Provincial Level.

Other Significant Operational Accomplishments

Extortion

That at about 2:00 P.M. of March 6, 2017, elements of RSOG7 led by PSINSP WINDELL P ABELLANA conducted Entrapment Operation at Barangay Yati, Liloan, Cebu which resulted to the arrest of JERRY FLORES @ “Kokoy”, 37 years old, separated, a resident of Sitio Tabok Lamac, Barangay Yati, Liloan, Cebu and confiscation of the following pieces of evidence, to wit:

a. One (1) unit Samsung dual sim cellular phone; b. One (1) receipt of claimed money from Palawan Pawnshop; and

c. Cash money amounting to two thousand pesos (PHP2,000.00) believed to be proceeds of Robbery Extortion and as an integral part of the PHP2,000.00 USD demand money made by the suspect.

Warrant of Arrest

That at about 7:00 in the evening of March 8, 2017, one ERICK ANDREW SO y LIM, 35 years old, Filipino, male, married with two (2) children and a resident of B. Suico St., Barangay Tingub, Mandaue City, Cebu was arrested by elements of RSOG7 led by PSINSP RICARDO B TERO with direct supervision of PSSUPT JONATHAN A CABAL, Acting Chief, RID7 at Gen. Maxilom Ave., Barangay Carreta, Cebu City by virtue of Warrant of Arrest with Criminal Case No. R-CEB-16-03697-CR for Qualified Theft issued by Hon. Alexander N. V. Acosta, Presiding Judge, after the suspect were being flagged down by the operating team while driving his UBER at the above mentioned place.

Killing of Mayor Gisela B Boniel

RID/RSOG7 personnel led by PSSUPT JONATHAN A CABAL, Acting Chief, RID, PRO7 escorted Provincial Board Member Niño Rey Boniel, the prime suspect of kidnapping with murder of Hon. Gesila Z Bendong-Boniel, Municipal Mayor of Bien Unido, Bohol (his wife) and her companion, Angela Celeste G Leyson with her son, Pete Yraque Leyson, while the victim and her companions were checked-in at Double Barrier Reef Dive Camp Resort located at Bien Unido, Bohol, at around 2:00 A.M. of June 7, 2017.

Surrender of David Lim Jr.

That on or about 2:00AM of March 21, 2017, a certain David Lim Jr., of legal age, a resident of. Maria Luisa Subdivision, Brgy. Banilad, Cebu City, appeared in the office of the Regional Intelligence Division 7 to surrender himself to the undersigned for the shooting incident which transpired along F. Sotto St., Barangay Kamputhaw, Cebu City at 3am Sunday, March 19, 2017 victimizing a 33-year old nurse named Ephraim Nunal who suffered gunshot wounds on the left thigh and right ankle. Subject personality was accompanied by his lawyer Atty. Jun Salatandre, his mother Bebong Lim and two relatives.

Abu Sayyaf Group (ASG) in Bohol

PSINSP RICARDO B TERO, Operation Officer, RSOG7 accompanied with one (1) SWAT Team/RSOG7 Operatives under the close supervision of PSSUPT JONATHAN A CABAL, Acting Chief, RID7 proceeded to Bohol Province to aid/augment the diminutive number of policemen thereat during the conduct of manhunt operations against the remnants of Abu Sayyaf Group (ASG) from Jolo, Sulu who were able to access Barangay Napo and Barangay Canlinti, Inabanga, Bohol last April 10, 2017 through one of its members who acted as their guide, Joselito Melloria @“Abu Ali”, Sub-Leader whom a native of Barangay Napo, Inabanga, Bohol and was able to marry a Tausug woman in Sulu.

Significant Breakthroughs:

On April 11, 2017 clashed with members of Abu Sayyaf Group at Brgy. Napo, Inabanga, Bohol. Killed during the encounter with government troops were ASG members identified as: Sub-leader Muamar Askali @Abu Rami; @Abu Sufyan; Edimar Isnain @Guri Edie and @Ka Ling.

On April 22, 2017 at about 12:45 P.M., joint elements of the AFP and PNP encountered more or less seven (7) armed ASG members at the vicinity of Sitio Lagsing, Brgy. Bacani, Clarin, Bohol.

One (1) casualty was declared at the side of the ASG identified as Joselito Melloria alias Abu Ali, Sub-Leader / Guide of ASG. Recovered from his possession is one (1) M16 rifle with attached M203 Grenade Launcher. On April 22, 2017 at around 8:00 P.M., through continuous information provided by SITG Bohol, joint elements of PNP and AFP conducted relentless hot pursuit operations, encountered the fleeing more or less six (6) ASG remnants at Sitio Lagsing, Brgy Bacani, Clarin, Bohol. Resulted to the death of three (3) ASG members identified as @Richard, @Omil,

Aldimar Taib @Poy.

That at around 7:00 A.M. of May 4, 2017, SAAD SAMAD KIRAM, 36 years old, one of the Abu Sayyaf Group (ASG) remnants, was arrested at Sitio Mahayahay, Barangay Tanawan, Tubigon, Bohol by joint operation conducted by the PNP and AFP with the aid of Barangay Tanods of Barangay Tanawan, Tubigon, Bohol.

Recovered from his possession and control were:

a. One (1) caliber .45 pistol with Serial Number 737031 with one magazine inserted and chamber loaded; b. Two (2) magazines with twelve (12) 30

rounds of ammunition; c. One (1) fully loaded magazine; d. one (1) hand grenade; e. One (1) cellular phone; f. Six (6) extra battery packs; and g. Other personal belongings He was neutralized at around 4:30 A.M. of May 5, 2017. After conducting TI at 2:10 AM, while en route to Bohol District Jail, he tried to escape from his escorts. As per account from police personnel on the ground, the subject begged to defecate due to diarrhea. When allowed he took the opportunity to escape from his escorts thus a manhunt ensued. After more or less two hours of scouring the area, the subject was later interdicted by elements of RID7 and PIB, Bohol at Barangay Lourdes, Cortes, Bohol boundary of Tagbilaran City. Due to darkness he tried to grab the firearms of one of the escorts but was subdued and shot in the process. He was brought to a nearby hospital and declared DOA by the attending Physician.

On May 15, 2017 at around 12:30 and 5:30 P.M., respectively the remaining two (2) ASG remnants were killed during the encounter by the pursuing AFP/PNP troops in Barangay Kahayag, Calape, Bohol.

Neutralization of Notorious Hitman in Talisay City, Cebyu

At approximately 3:30 in the afternoon of October 16, 2017, joint operation of Talisay City Police Station led by PSUPT JASON A VILLAMATER with PPSC personnel and RID/RSOG7 led by PSUPT REYNALDO MAGDALUYO under the closed supervision of PSSUPT EDGAR ALLAN OKUBO, PD, CEBU PPO and PSSUPT JONATHAN CABAL, AC, RID7 conducted police operation against the armed group led by JESSIE LARGO y GARGOLES at Sitio Arumahan, Barangay Dumlog, Talisay City, Cebu.

Upon reaching on the given address, while the team negotiating in the interior portion of said place, aggressor suspect position himself at the ceiling in front of the door of a house and directly shot the approaching operating team wherein PO3 David Naraja Jr., RSOG7 personnel was hit at the left portion of his face that resulted to an arm confrontation. As a result of, aggressor suspect, JESSIE LARGO y GARGOLES sustained gunshot wounds.

Talisay Rescue Emergency Action Team (TREAT) personnel led by of Juniper Violango arrived at the reported scene and declared aggressor suspect having no sign of life while injured PO3 Naraja Jr. was brought to Chong Hua Hospital, Cebu City for immediate treatment.

Talisay City PS requested the assistance of SOCO Team which was led by PINSP ALFREDO RIAS to process the crime scene and was able to recover from the possession and control of the aggressor suspect, JESSIE LARGO y GARGOLES the following pieces of evidence, to wit: a) One (1) caliber .45 pistol chamber loaded and magazine inserted loaded with 6 live ammunitions of same caliber; b) One (1) KG9 sub machine gun chamber loaded with magazine inserted loaded with 13 live ammunition of 9mm caliber; c) One (1) pc. Magazine loaded with 2 live ammunitions of JESSIE LARGO y cal. 45; GARGOLES d) Five (5) empty Shells; e) One (1) unit silencer; and f) One (1) Samurai.

Results-Oriented Investigation

Crime Statistics

Comparative data of Jan – Nov 2016 versus 2017 shows that there is an 25.1% decrease in the Total Crime Volume. This is mainly attributed to a 43.1% drop of Index Crimes when compared to that of last year. On the other hand, Non-Index Crimes slowly decreased by 17.3% for the period in review.

Comparatively shown in the slide is the breakdown of Index Crimes by Type of Offense. Theft topped the list of most number of crime incidents among the Index Crimes followed by Physical Injuries and Robbery.

Cebu PPO has reported majority of the crimes recording with 14,966 incidents which is also seen to have decreased by 31.2% when compared to the same period last year. Likewise, Mandaue City PO, Cebu City PO, Bohol PPO and Lapu-Lapu City PO were able to bring down its crime volume. On the contrary, PPO increased by 27.3% when compared to last year.

Focusing on Index Crimes, all police offices of Police Regional Off ice 7 were able to bring down their index crimes for the period in review.

Of the total criminal cases recorded, the Regional Crime Clearance Efficiency is pegged at 76.63%,while Crime Clearance efficiency on Index Crimes is at 52.34% , a 6.5% increase compared to last year of the same period.

Of the total criminal cases recorded, the PRO7 Crime Solution Efficiency is pegged at 72.71%,while Solved Cases on Index Crimes is at 40.07% , a 7.2% increase when compared to last year of the same period.

Service of Warrants of Arrest

From January to November 2017, out of 5,475 Received Warrants of Arrest, 2,818 were Served with Arrest while the remaining 2,657 were Served without Arrest which resulted in the neutralization of 3,447 wanted persons. On warrantless arrest, a total of 17,775 persons were neutralized.

In compliance with the LOI Manhunt Charlie or “Accounting of Wanted and Most Wanted Persons”, this Office was able to attain an accomplishment of 51.47% in the arrest of wanted persons or 2,818 out of 5,475 total wanted. Likewise, there were 60 Most wanted persons neutralized in all levels for the same period. Among them are the following:

 Suspect DEXTER ROMEO y ALONZO was arrested by virtue of Warrant of Arrest issued by Hon. Judge Bienvenido R Saniel Jr of 7th Judicial Region, RTC Branch 20, Ceby City for the crime of Murder docketed under Criminal Case number CBU-81335 by joint

elements of Counterintelligence Division, IG, Regional intelligence Unit 10, Police Station 4 Iligan City Police Station, Provincial Intelligence Branch Cebu PPO, City Intelligence Branch Cebu City Police Office. Arrested Suspect was included in the Most Wanted Person of Police Regional Office 7 with monetary reward amounting to Php 135,000.00 under DILG Memorandum Circular 2017-25.

 Guihulngan CPS arrested one BOYET BIRONDO y LABINOY by virtue of alias warrant of arrest issued by RTC Branch 64 Guihulngan City for violation of Murder with CC NO. 16-207-G, No bail recommended. Said suspect was included in the Top 10 MWP in the Provincial level and was arrested last April 21, 2017 at Brgy. Plagatasanon, Guihulngan City.

 Arrest of ROMEL ABABON DIAZ in the afternoon of February 11, 2017 at about 4:45 P.M. by elements of Cebu City Police Office in coordination with Minglanilla Police Station by serving the Alias Warrant of Arrest of the subject, a Security Guard of Bronze Security Agency, posted/guard on duty in a vacant lot of LA Commercial Building, a resident of Sitio Latawan, Brgy Sinsin, Cebu City, for the crime of Rape docketed under Criminal Case number CBU-104332 issued by HON MANUEL PATALINGHUG, Presiding Judge, RTC 7, Branch 22, Cebu City, with no recommended bail bond.

The review of cases aims to uncover the recurrence of specific lapses, ill motivated actions and/or negligence that result in the dismissal of cases or acquittal of the accused, to identify the PNP personnel responsible thereto and to hold them accountable. The system shall therefore serve as a deterrent to the repetition of the same deliberate acts, mistakes and negligence in future cases. In the course of case evaluation, perceived lapses and/or errors that may have been committed by the Courts and the Prosecution Services shall likewise be noted for purposes of recommending remedial and administrative measures against judges and prosecutors to their respective disciplinary authorities.

A total of 318 dismissed illegal drug cases were reviewed by the different Case Review Committee of Police Regional Office 7 based on the received resolutions from the Office of the Prosecutor and Courts.

The School for Investigation and Detective Development, a total of four (4) classes of Criminal Investigation Courses were conducted this year. Two (2) CIC are still on-going in MCPO/LCPO and one (1) in BPPO. Two (2) batches of Crime Scene Responder’s Course were finished; two (2) Automated Fingerprints Seminar were also concluded and two (2) batches of Specialized Women’s and Children Protection Course were opened. One (1) class of Investigation Officers Basic Course (IOBC) is still ongoing as of this date.

On Financial Management Program

a1. RLRDD7 continued to implement funds utilization Efficiency Distribution Scheme by adopting one thousand (1,000) per capita scheme.

b3. RLRDD7 conducted Physical Accounting and Inspection of PNP properties at NOPPO pursuant to Executive Order Number 38 terminating the NIR and returning NOPPO to PRO7. The inspection was conducted last September 6-16, 2017 headed by Chief, RLRDD and assisted by Deputy Chief RLRDD7 , Chief RPMU and RSAO.

C. On Research and Development Program

c1. RLRDD7 continuously implementing the “ PNP Bantay Bihis” by monitoring PNP uniformed personnel on the proper wearing of authorized PNP uniforms/ paraphernalia and accoutrement that conforms the DRD Standard thru regular conduct of Saturday Rank Inspection. Further, this Office is implementing stricter measures on regulation/control on the use, manufacture, sale and distribution of PNP uniform.

c2. Conducts survey on PNP uniforms and commonly used equipments to further improve qualities/specifications of equipments as basis on future procurements.

BEST PRACTICES CCPO Foster Children Gift Giving

Submitted is one of the best practices of Cebu City Police Office, the “CCPO Foster Children Gift Giving Program”. This is also in consonance of the 25th National Children’s Month (NCM) Celebration in November 2017 pursuant to Republic Act 10661, otherwise known as “ National Children’s Month Act.

That on November 6, 2017 at around 10:00 AM, PCR and WCPD Personnel spearheaded by PSSUPT JOEL B DORIA, City Director of Cebu City Police Office conducted Gift-giving to the 33 90

Foster Children of CCPO during the Kick-Off activity for CCPO’s month-long celebration of the Children’s Month.

The program starts with an opening prayer given by Ret. SPO4 Isagani Ceniza and was followed by a welcome remarks from PSINSP GURTIZA and then the giving of bags, each child received a bag containing white shirt, rubber shoes, toiletries and school supplies. And there were foods provided for the children which give them tremendous joy and thankful for the gifts.
