Justin Muturi) in the Chair] PRAYERS PETITIONS RE-ALIGNMENT OF EMBAKASI WEST BOUNDARIES Hon. George Theuri (Embakasi West, JP): Thank you Hon. Speaker. I, the undersigned, on behalf of the people of Embakasi West Constituency draw the attention of the House to the following: THAT, Article 10(2) of the Constitution identifies inclusiveness as one of the aspects constituting the national values and principles of governance; THAT, Embakasi West Constituency, Embakasi South Constituency, Embakasi North Constituency, Embakasi Central Constituency and Embakasi East Constituency were hived off from the then Embakasi Constituency, which covered a massive area of 208 km²; THAT, as a result of the split of the then Embakasi Constituency, the residents of Embakasi West Constituency have been experiencing numerous unjustified inconveniences when seeking public services on account of administrative and jurisdictional boundaries due to the location of various public institutions and offices in areas outside the jurisdiction of the constituency; THAT, those challenges are exemplified by the fact that, for example, the offices of the Ministry of Education as well as those of the Ministry of Interior and Coordination of National Government still use pre-2010 Constitution boundaries to manage the affairs pertaining to Embakasi West Constituency; THAT, as a result, various regions of the constituency fall under the jurisdiction of different sub-counties, with examples being Mowlem Ward which falls under Njiru Sub-County, Kariobangi/Uhuru Ward which has some of its area falling under Kamukunji Sub-County, Umoja One and Umoja Two wards which fall under Embakasi Sub-County; THAT, in addition, several schools established within the jurisdiction of the constituency fall under other sub-counties.

COMMUNICATION FROM THE CHAIR The Speaker conveyed the following Communications – (a) Maintenance of Security in the Precincts of Parliament Honourable Members, I wish to draw the attention of the House to concerns that have been raised by the House Leadership and Members with regard to the security and safety of Members in the precincts of Parliament. Standing Orders 99, 100 and 101 are explicit on maintenance of security in the House. The provisions of these Standing Orders are also replicated in the Speaker’s Rules. Honourable Members, the concerns raised include the increased human traffic whereby there has been an alarming number of visitors hanging around the corridors and in the restaurants in Parliament. Indeed, it is a major concern that at times, there have been more visitors in the restaurants than Members. In addition, it is a common occurrence to find visitors, staff of the Commission and staff of the Members walking in the corridors without displaying their identification badges. Further, it is very alarming that visitors in Parliament are being allowed into the buildings with bags and other luggage. There have also been cases of visitors accessing the galleries without going through security screening. There are also reports of visitors and former Members holding parliaments’ vehicle passes. You will agree with me that the above concerns present major security concerns, and the situation needs to be urgently addressed.

The causes of the persistent clan-based conflicts in Northern Kenya are not well known and ascertained. The rising incidents of violent attacks which clan-based conflict can be partially blamed, which this study attempted to explore. This underpins the need to conduct research in order to explore the drivers of clan-based conflict in Wajir county. The specific objective of the study was to assess the drivers of inter-clan and intra-clan-based conflicts in Wajir county, Kenya. The study adopted an exploratory research design. The study involved qualitative approach of data collection. The target population comprised of clan elders (Degodia, Ogaden and Ajuran), security agents, religious leaders and civil society organizations. A total of 31 respondents were interviewed who were selected using purposive and snowball approach. Interview guides were administered to the various respondents. The information obtained in the study was thematically analyzed according to the research questions. The study found that some of the key drivers of clan conflict in Wajir County include political influence, constituency boundaries, unequal sharing of county resources and competition over water and pasture. Findings from this study will be published to aid in disseminating information on the best ways to mitigate the clan-based conflict. I.
