Alcohol myopia and choice ALEJANDRO TATSUO MORENO OKUNO1 EMIKO MASAKI2 n Abstract: The aim of this paper is to develop a model that explains how the consump- tion of some addictive substances affects individuals’ choices and especially how it af- fects individuals’ risk taking. We do this by assuming that some addictives substances, specifically alcohol, increase individuals’ discount of the future. As individuals that consume alcohol show greater preference for the present and less for the future, they would find choices with rewards in the present and costs in the future more attrac- tive. Therefore, an individual that wouldn’t have accepted an option may do so after consuming alcohol and he/she may regret his/her decision after the alcohol in his/her blood is eliminated. We analyze the effect of two taxes in the welfare of individuals that face an attractive but harmful choice: a tax on the consumption of alcohol and a tax (or penalty) if the future costs of the choice are realized. n Resumen: El objetivo de este artículo es desarrollar un modelo que explique cómo el consumo de ciertas substancias adictivas afecta las elecciones de algunos indi- viduos y en especial cómo afecta su elección bajo incertidumbre. Asumimos que algunas substancias adictivas, específicamente el alcohol, incrementan el descuen- to futuro de los individuos. Si los individuos muestran mayor preferencia por el presente y menos por el futuro, al consumir alcohol encontrarían más atractivas las opciones con recompensas en el presente y costos en el futuro. Visionary Leadership for Psychiatric-Mental Health Nurses Around the World I N T E R N A T I O N A L S O C I E T Y O F P S Y C H I A T R I C - M E N T A L H E A L T H N U R S E S Position Paper, October 2000 Assessment and Identification Management of Alcohol Withdrawal Syndrome (AWS) in the Acute Care Setting Background Alcoholism is a chronic, neurobiological disorder that leads to a variety of healthcare problems often leading to acute care hospitalization. It is not surprising that alcohol withdrawal syndrome (AWS), is a common occurrence in acute care patients. AWS is a potentially life threatening condition, often coupled with co-morbidities that can adversely affect the outcome of treatment. The focus of this position paper is to address the acute care patient who is at risk for or has developed AWS. Therefore, the recommendations are directed to the patient with alcohol withdrawal. However, many acute care patients are suffering from polysubstance abuse and a strong denial system (patient and family) which often produces either a complex or unexpected withdrawal syndrome presentation. Those patients require immediate referral to addiction or psychiatric nurse/physician specialists in the medical center due to the complex nature of their addiction and possible withdrawal state. The goals of this ISPN position statement are to: promote nursing and medical care that is evidence-based, promote an environment that addresses early identification and aggressive treatment of AWS that is effective and safe, and decrease the use of automatic chemical or mechanical restraints in the treatment of patients with AWS. -

Box 378, Jimma, Ethiopia. Accepted 22 August, 2013 Ethiopian traditional alcoholic beverages namely tella, tej and areki are very common drinks in the country. Ten (10) alcohol vending houses were considered in the study by considering two from each five sub-cities, purposely for ‘filtered’ tella sampling and five for the unfiltered tella, tej and areki samples. The alcoholic contents of filter-tella, tej and areki were measured and found in the range of 3.84 to 6.48, 8.94 to 13.16 and 33.95 to 39.9% v/v ethanol, respectively. Difference in pH values and ethanol levels among all samples was significant (p<0.05). Variations within samples of each vending houses, coefficient of variation (CV>10%) among all samples were significant, though the variation in pH of the alcohols studied were analyzed and found at drinking range or according to European Brewery Convention. Finally, sensory responses which were taken from the community (people drinking these alcohols), indicated that they are high in aroma (bitterness for tella than other drinks reported). Priority diseases and reasons for inclusion 6.14 Alcohol use disorders and alcoholic liver disease See Background Paper 6.14 (BP6_14Alcohol.pdf) Background The WHO estimates that alcohol is now the third highest risk factor for premature mortality, disability and loss of health worldwide.1 Between 2004 to 2006, alcohol use accounted for about 3.8% of all deaths (2.5 million) and about 4.5% (69.4 million) of Disability Adjusted Life Years (DALYS).2 Europe is the largest consumer of alcohol in the world and alcohol consumption in this region emerges as the third leading risk factor for disease and mortality.3 In European countries in 2004, an estimated one in seven male deaths (95 000) and one in 13 female deaths (over 25 000) in the 15 to 64 age group were due to alcohol-related causes.3 Alcohol is a causal factor in 60 types of diseases and injuries and a contributing factor in 200 others, and accounts for 20% to 50% of the prevalence of cirrhosis of the liver. Alcohol Use Disorders (AUD) account for a major part of neuropsychiatric disorders and contribute substantially to the global burden of disease. Alcohol dependence accounts for 71% of all alcohol-related deaths and for about 60% of social costs attributable to alcohol.4 The acute effects of alcohol consumption on the risk of both unintentional and intentional injuries also have a sizeable impact on the global burden of disease.2 Alcoholic liver disease (ALD) is the commonest cause of cirrhosis in the western world, and is currently one of the ten most common causes of death.5 Liver fibrosis caused by alcohol abuse and its end stage, cirrhosis, present enormous problems for health care worldwide. -

Surveys were also carried out on the rate of alcoholism and the socio-demographic characteristics of the consumers. The chemical properties of the sampled beverages showed that home distilled Areki and fermented Tej drinks can pose health threats due to their high alcoholic strength and undesirable additives. Methanol concentration was found significantly below the highest limit to causing harm to human health. Close to a third of the observed Tej and Areki users have exhibited symptoms of alcoholism. Factors related to gender and reasons for drinking were significantly associated with alcohol abuse. The introduction of community-based intervention to reduce the rate of alcoholism in Addis Ababa is strongly suggested.
