[email protected] JULY 2019 Prepared by Dr MC Guduza No 42 St David Road, Upper Houghton, Johannesburg, South Africa, 2000 EXECUTIVE SUMMARY NKULULEKO ENVIRONMENTAL & DEVELOPMENTAL AGENCY (NEDA), was appointed by Uthando Lezwe Group to undertake all the Environmental Impact Assessment (EIA) for proposed development of 150 houses at Ezakheni C. The 9ha study area is situated within Alfred Duma Local Municipality, which is located within the UThukela District Municipality in KwaZulu Natal Province. The EIA process necessitated an undertaking of a Phase 1 Heritage Impact Assessment (HIA) regarding archaeological and other cultural heritage resources on the proposed site. The National Heritage Resources Act, no 25 (1999)(NHRA), protects all heritage resources, which are classified as national estate. The NHRA stipulates that any person, who intends to undertake a development, is subjected to the provisions of the Act. The HIA was conducted on the footprint of the proposed housing development of Ezakheni C. During the EIA process it was established that the property was extensively compromised by a number of community activities including residential development, and no archaeological or historical material, structures, features or graves were observed in the remaining natural sections during the survey.
