    Visa Account Updater Merchant List The Visa Account Updater (VAU) Merchant List includes all merchants enrolled as of May 1, 2016. It is consolidated in an attempt to relay the most relevant and meaningful merchant name as merchants enroll at differing levels: by subsidiary, franchise, or parent organization. Visa recommends that issuers and merchants do not actively market the service to cardholders because: 1. We do not have 100% penetration on all sides. 2. We cannot guarantee that the information exchange between the financial institution and merchant will occur in time for the cardholder's next billing. 3. Bambauer* ∗∗ Oliver Day ABSTRACT Intellectual property (IP) law stifles critical research on software security vulnerabilities, placing computer users at risk. Researchers who discover flaws often face IP-based legal threats if they reveal findings to anyone other than the software vendor. This Article argues that the interplay between law and vulnerability data challenges existing scholarship on how intellectual property law should regulate information about improvements on protected works, and suggests weakening, not enhancing, IP protections where infringement is difficult to detect, lucrative, and creates significant negative externalities. It proposes a set of three reforms—“patches,” in software terms—to protect security research. Legal reform would create immunity from civil IP liability for researchers who follow “responsible disclosure” rules. Linguistic reform would seek to make the term hacker less threatening either by recapturing the term’s original meaning, or abandoning it.

(Deb) Affonsa is vice president, Customer Service for Pacific Gas and Electric Company. She is responsible for contact center operations, the local customer experience including customer service offices, and customer relations. In addition, she oversees business customer account management and demand side management sales as well as non-tariffed products and services. Her previous role at Pacific Gas and Electric Company was Vice President, Corporate Strategy, reporting to the president. In this role, Deb was responsible for driving development and implementation of a detailed, integrated, cross-functional five-year forward -looking plan for achieving and maintaining the company’s vision of becoming the leading utility in the United States. She also identified emerging trends in the utility industry, recognizing interdependencies, potential synergies and conflicts to assist senior management in prioritizing and making decisions. She also managed the company’s benchmarking and continuous improvement efforts. Prior to joining Pacific Gas and Electric Company, Deb held the position of Senior Director, Corporate Strategy and Development, for its holding company, PG&E Corporation. There she was responsible for evaluating potential new business opportunities, managing the corporate-wide strategic planning process and leading teams in the evaluation and development of Utility strategies around key issues (Smart Grid, PV, etc.). The number of Internet users increased from roughly 360 million in 2000 to nearly two billion at the end of 2010. The number of hosts connected to the Internet increased from fewer than 30 million at the beginning of 1998 to nearly 770 million in mid-2010. According to industry estimates, this global network helps facilitate $10 trillion in online transactions every single year. As Commerce Secretary, I am proud to work with the American companies that have led the way at every stage of the Internet revolution, from web browsing and e-commerce technology to search and social networking. Along the way, the United States government has supported the private sector in creating the foundation for the Internet’s success. After establishing the computer network that became the Internet, the government opened the door for commercialization of the Internet in the early 1990s. In the late 1990s, the government’s promotion of an open and public approach to Internet policy helped ensure the Internet could grow organically and that companies could innovate freely. More recently, we have promoted the rollout of broadband facilities and new wireless connections in unserved and underserved parts of the country. Today, the Internet is again at a crossroads. Protecting security of consumers, businesses and the Internet infrastructure has never been more difficult.

HENSRUD We have once again focused our magazine cover story on one of Bemidji State University’s fundamental values — its deep commitment to environmental stewardship through education and action. In the spring/summer 2017 edition, we examined BSU's growing emphasis on serving American Indian students and tribal communities, which is an expression of our values of multicultural understanding and civic engagement. These reports are timely as we approach Bemidji State’s centennial, set to begin in April with the 100th anniversary of the university’s groundbreaking as Bemidji Normal School. Our core values were essential to development of BSU’s new strategic plan for 2018-2023, which is now underway. The plan emerges from a distinct identity to be found in our north woods location, caring community, transformative learning and active engagement with the wider world. This publication lets us highlight some of the many ways our faculty and staff, students and graduates exemplify that identity. For example, an 80th anniversary choir concert during this year’s Homecoming celebration expressed the bond of community within our vocal music program. Likewise, the power of learning is evidenced by our graduates’ career success and their efforts to make the world a better place. And, as always, we are grateful for the generosity of donors whose investment enables us to continue the work of teaching, learning and service that began nearly a century ago. Timmons Roberts David Ciplet Submitted in partial fulfilment of the requirements for the Bachelor of Arts with Honours in Environmental Studies Brown University Providence, Rhode Island May 2nd, 2014 ABSTRACT This thesis studies a decade-long debate between the Breakthrough Institute, a small energy and environmental think-tank, and its observers in the American climate movement about the effectiveness of the American climate movement’s strategies. I ask two questions: (1) why a schism between Breakthrough and the movement developed despite their relatively more cooperative relationship in the early years of the debates, and (2) how different worldviews and assumptions have informed how the debate’s participants think about the effectiveness of the climate movement’s strategies. Although Breakthrough’s antagonism towards the climate movement is often interpreted as a reflection of its strategic interest in media and funding opportunities, I argue that this reading is incomplete without a deeper understanding of the processes and consequences of the formation of group identities. By blending social movement theory and social identity theory, I trace how a distinctive Breakthrough identity and discourse emerged from its efforts to contest the dominant frames in the climate movement, and how this identity in turn harmed Breakthrough’s credibility within the movement. I then develop a framework of four questions to understand the substantive differences between the discourses that have shaped the debates, arguing that this bottom-up approach to analysing discourses is both more illuminating and less rigid than the existing typologies of environmental discourses allow for.

Increasing numbers of Americans are organizing in defense of the health and well being of their communities in the name of environmental justice as they contribute to its formation as a social movement. In the United States, particularly in the southeastern region, the focus of the environmental justice movement is ‘environmental racism’. Coined by activists, environmental racism refers to racism in environmental decision-making. Collectively, environmental justice proponents have refashioned environmental discourses to reflect changing awareness of how air, water and soil are subject to institutionalized racial discrimination. Using material generated principally from ethnographic participant observation and interviews, this dissertation describes how meanings of ‘environment’ and race-based identities in the contemporary period are being shaped in the environmental justice movement as it is in dialogue with the “mainstream” environmental movement, but not, surprisingly, one of the best known civil rights organizations.
