CPA UK Lunchtime Lecture Series Preventing Conflict through Cultural Dialogue Mr Adrian Sanders MP, Culture, Media and Sport Committee Adrian Sanders was born in Paignton in 1959 and attended schools in Paignton and Torquay. He was elected to Torbay Council as a Liberal Democrat in 1984. He worked for party leader Paddy Ashdown in the early 1990s, standing unsuccessfully for the Torbay parliamentary constituency in 1992. Standing again in 1997, Mr Sanders won the seat with a majority of 12 and continues to serve as MP for Torbay to this day, currently with a majority of 4,078. He has been Chairman of the All Party Parliamentary Group for Diabetes since 1998 and serves on the Select Committee for Culture, Media and Sport. From 2006 to 2010 he was Liberal Democrat Deputy Whip and is currently Vice-Chairman of the Commonwealth Parliamentary Association. www.adriansanders.org Mr Samuel Jones, Demos Associate and co-author of ‘Cultural Diplomacy’ Sam's primary interests are culture, the arts and international and intercultural communication. He is a co-author of ‘Cultural Diplomacy’ and has developed work on the international activity of cultural organisations, the subject of an article 'Diplomacy and Skills for the Cultural Age'. Prior to this, Sam contributed to the Demos collection, Production Values, which features his piece on 'The New Cultural Professionals', and also co-wrote Knowledge and Inspiration, which looked at the contribution of museums, libraries and archives to the cultural and social life of the UK. But there was no bunting or cheering crowds. Instead, both candidates for the US Presidency made their announcements in a manner inconceivable just a few years ago: they released videos on their websites.” Politics, Policy and Television and radio transformed the way politics operated in the twentieth century. And, predicts the Internet Robert Colvile, the internet could do the same in the twenty-first. Yet the main British political parties are failing to exploit its potential. The internet will bring a far greater openness to politics, helping the activist and the citizen hold politicians to account. The web could also re-empower MPs, by linking them far more directly to the concerns of their constituents. And for policy development, the internet will revolutionise the way policy-making works. The most subtle, but perhaps most powerful, change, may be to the public’s mindset. As we grow used to the instant availability of information online, we will no longer tolerate delay and obfuscation in getting similar information from government. The individual, and not the state, will be the master in the digital age. However, the experience of being in government as a junior coalition partner has made it more difficult to maintain this proud record, for several reasons: ● Senior parliamentarians are now focused on government policy, which is not the same as party policy, because it necessarily involves compromise with a rival political party. ● The party’s policy research capacity has been devastated by the loss of Short money, without being replaced by access to civil service support in most policy areas. ● The need for both speed and behind-the scenes negotiation in government business has led depressingly quickly to the sidelining by ministers of the deliberations of Federal Conference and to a lesser extent the Federal Policy Committee. ● Parliamentary party committees do not yet have the capacity, confidence or unity of purpose to develop and publicise new, forward-looking party policy, in parallel to government.
