International Travel Final Report Premier Notley Mission to China and Japan April 17 – 27, 2017

Overview:

The Honourable , Premier of , along with the Honourable , Minister of Economic Development and Trade, travelled to China and Japan to support the delivery of the Government of Alberta’s international priorities. This includes diversifying markets for products and services in the agriculture, forestry, energy, environment, culture, innovation and tourism sectors. The trip provided Premier and Minister with opportunities to demonstrate to stakeholders in these key markets that Alberta is committed to maintaining and enhancing existing international trade relationships and welcoming new investment to the province.

Premier Notley and Minister Bilous travelled to China and Japan, which are Alberta’s second and third largest trading partners, respectively. The program included activity in three cities: Beijing and Guangzhou in China; and Tokyo in Japan. It built on the strong work that Minister Bilous, Minister McCuaig-Boyd, and Minister Carlier have undertaken in Asia over the last two years, further contributing to the momentum Alberta is building in the region.

This mission, which was strongly supported by the Economic Development Corporation and the ’s China Institute, tangibly strengthened Alberta’s reputation and position in key Asian markets.

Mission Objectives:

The mission was successful in meeting its objectives as outlined below:  Key partners in Japan and China agreed to participate in new trade and investment partnerships and initiatives in Alberta sectors, such as energy, downstream, agriculture and agri-food, cleantech, forestry, information communications technology (ICT), manufacturing, and tourism.  Signed Memoranda of Understanding (MOUs) which formalize relationships that will open opportunities for trade and investment activity; also signed a new sister- province relationship with Guangdong that establishes long-term relations with the region.  Raised Alberta’s international profile and showcased our key current policy initiatives, including the Climate Leadership Plan, with a focus on generating support for these initiatives from international partners.

Results:

Premier Notley and Minister Bilous participated in a number of high-level meetings on key bilateral files and met with officials from the Canadian Embassies in Beijing and Tokyo, as well as the Consulate General in Guangzhou, and various business leaders. They also met with companies and government representatives to highlight the Government of Alberta’s priorities including economic diversification, job creation and the Climate Page 2

Leadership Plan. The message was positively received and resulted in requests for further engagement with Alberta to discuss potential opportunities.

In Beijing, Premier Notley delivered the keynote address to a Canada-China Business Council luncheon, involving over 200 participants from across the spectrum of Canada- China trade and investment sectors.

Also in Beijing, Premier and Minister participated in the first China-Alberta Energy and Climate Change Roundtable with the Chinese national government. The holistic discussion involved over 40 participants from government agencies, research institutes, universities and private enterprises, and identified shared goals, opportunities and challenges in growing energy sectors. The aim of the roundtable was to take effective action to tackle greenhouse gas emissions, climate change and environmental remediation.

Premier Notley signed a major agreement with the China National Development and Reform Commission – Energy Research Institute (NDRC-ERI) which focuses on energy and environment research, as well as industry cooperation between Alberta and China. This agreement is a signal of genuine interest by the world's largest carbon emitter to learn from Alberta's expertise and to gain insight by Alberta's policy choices.

Additionally, Premier signed an agreement, on behalf of the Ministry of Advanced Education, with the Guanghua International Education Association. This agreement will allow cooperation in the field of health and aging research, with a focus on education and professional development.

In Guangdong province, Premier Notley signed a historic sister-province relationship on behalf of Alberta, in order to increase access to China’s most prosperous and innovative province. The focus of this agreement is on economic development and cooperation, as well as cultural and people-to-people ties.

Premier Notley and Minister Bilous had a thorough discussion on Alberta-Guangdong cultural cooperation with high level government officials who committed to sending a cultural industry delegation to join the Banff World Media Festival in June 2017, with the aim of signing an MOU between the Guangzhou International Documentary Film Festival and the Banff Mountain Festival. This agreement will serve as a starting point of further expansion of Alberta-Guangdong cultural cooperation, and will pave the way for further inroads into Guangdong’s rich cultural industries sector.

Premier and Minister met with representatives from a number of major Chinese companies that are considering options for investing in Alberta. They encouraged investment, outlining Alberta’s climate change policies and investment-friendly environment.

In capital-rich and technologically sophisticated Japan, Premier and Minister raised the profile of the Alberta energy and environmental sectors, and updated partners on important new policies and developments in these sectors. Premier Notley spoke to over 200 executives at an energy and cleantech seminar, showcasing Alberta agri-food Page 3 products to key industry representatives, and announcing renewed support for the Alberta forest-products industry and its diversification efforts in Asia.

Premier Notley and Minister Bilous also met and had discussions with Japan Oil, Gas and Metals National Corporation (JOGMEC), and signed an agreement with them, which will enhance the enterprise's existing investment in the oil sands and will lead to deepened technology cooperation between our two jurisdictions.

Additionally, Premier and Minister witnessed the signing of a number of agreements by Alberta organizations on their mission. Important agreements were signed by Travel Alberta, TEC , the University of Alberta, NAIT, SAIT, Alberta Innovates and the University of Calgary.

Overall, the mission was successful in achieving the objectives outlined above. The mission was high-impact, targeted and consequential. Premier Notley and Minister Bilous had the opportunity to engage directly with many Chinese and Japanese decision-makers and commercial actors who are important to Alberta. This visit advanced Alberta's image and profile, deepened federal-provincial collaboration in the field, and was delivered through a high-value program.
