SKILL DEVELOPMENT AND TECHNICAL EDUCATION DEPARTMENT

The Skill Development and Technical Education Department (erstwhile Employment & Technical Education & Training Department) was created vide G.A. Department Notification No. 24622 dt.19.12.2011. The Department is mandated for expansion of capacity, improvement of quality and facilitation of the underprivileged students to pursue the technical education through ITIs, Polytechnics, Engineering Colleges and employment of the youths in the emerging industrial scenario of the State. In line with national mandate this Department is paying special attention to school dropouts, disabled persons, women and minorities. Directorate of Technical Education & Training, Odisha, : The Directorate of Technical Education and Training, Odisha, Cuttack under this Department is responsible for implementation of various schemes and programmes for promotion of Technical Education and Training sector in the State. It has also the mandate for providing requisite technical manpower to support industrial growth process of the State. Directorate of Employment & Odisha Skill Development Authority: Directorate of Employment and Odisha Skill Development Authority work under the direct supervision of Skill Development and Technical Education Department, Govt. of Odisha. Under Directorate of Employment, there are eighty (80) offices which include thirty Dist. Employment Exchanges, five Special Employment Exchanges, one State Employment Exchange(Professional & Executive), four University Employment Information and Guidance Bureaus, thirty three Employment Sub-Offices and seven Rural Employment Bureaus.

The Employment Exchanges operating in different parts of the State carry out the job of Registration, Submission, Placement, Vocational Guidance, along with Collection and Compilation of Employment Market Information data, Interpretation of Statistical Data and Verification of records of establishments under the provisions of the Employment Exchanges Compulsory Notification of Vacancies Act,1959 and Rules, 1960.

Technological Universities and Government Engineering Colleges: There are two Government Technical Universities, viz., Biju Patnaik University of Technology (BPUT), and Veer Surendra Sai University of Technology (VSSUT), Burla functioning in the State. BPUT has got four Engineering Colleges, two IT/ Management Colleges as its constituent colleges. Apart from these, Indira Gandhi Institute of Technology, Sarang, an affiliated Government Engineering College of BPUT, is also functioning in the State. There are also 149 Private Engineering/Professional Colleges affiliated to BPUT.

State Council for Technical Education and Vocational Training: State Council for Technical Education & Vocational Training (SCTE & VT) is managing the Diploma & ITI education in Odisha, which is affiliated to AICTE, . There are almost 152 Diploma colleges & 637 ITIs are under SCTE&VT.

Achievements in ITI Sector during 2017-18 (w.e.f 01.04.2017)

1. Sensitization of High School Head Masters: The High School Head Masters of Gajapati, Kandhamal, , and Kalahandi have been sensitized for onward orientation of secondary school students towards Government ITI and Polytechnics.

2. Skilling – Scale with Quality: Initiatives taken for NCVT affiliation of 4 ITIs at Bheden, Kotpad, Pottangi and Shergarh those were operationalised under SCVT pattern during 2016-17. Construction of 21 new ITIs are in different stages. Total 14,898 students have been admitted in online process through SAMS with vacancy of 16% as against vacancy of 38% during 2016-17.

3. Loan Negotiation for OSDP assisted by ADB: The loan negotiation for $175 million ADB assistances has been effected on 10.04.2017 in the presence of DEA, ADB, MoSDE, OSDA Officials at New Delhi.

4. Celebration of Golden Jubilee of ITI, and (13.4.2017): Both the ITIs have completed 50 glorious years and celebrated Jubilee.

5. Star Grading of Government ITIs : All the 45 NCVT Government ITIs have self rated on 5 Star Grading parameters in NCVT MIS Portal. The grades could be as high as 4.97 and as low as 1.00. The reasons for low grading could be non-availability of regular and full time Principals, less production activities, NTC non-award through convocation etc.

6. Dress Code for Trainees: In order to carry forward the brand image of Institutes and improving aspiration level & belongingness, ‘Dress Code’ designed by NIFT, has been implemented worth Rs3000/- free for each trainees of ITIs.

7. Dress Code for staff: In order to boost up identity, discipline, self-esteem & pride to carry forward the branding, Government have implemented “Dress Code” for all the staff of Government ITIs in respect of ‘Regular Wear’ and ‘Workshop Overall’ with the cost of the uniform borne by concerned employee.

8. Events Celebration/ Social Perception: State Skill Caravan launched by Hon’ble Chief Minister, Odisha moved to all 30 districts beginning ‘World Youth Skills Day’ (15th July’2017) for improving Social Perception in Skilling Sector.

9. Dual System Training in ITIs: The German model Dual System Training (DST) has been implemented in 12 ITIs with Industrial hands-on-practices in 13 Industries/PSUs based on annual pattern course curricula developed by NCVT, New Delhi.

10. Improving aspiration level of Trainees of ITIs: Felicitation of Role Models, conduct of ITI Fests including Sports, Cultural, Literary, Seminars, Debates, Quiz, etc which not only expose the trainees and trainers to the new horizon of skills ecosystem but also improve aspiration level of potential students & public in general towards ITI training system.

11. Monthly Internal Examination System: The monthly examination with updated entries in Progress Chart implemented in ITIs for improving knowledge of students.

12. Monthly Review: Monthly meetings of the Principals conducted with flow of information through Social Medias like WhatsApp Group, Twitter, FaceBook etc.

13. Improving ICT Infrastructure in ITIs: The Institutes have been supported with IT lab, Communication Lab etc with leased line net facilities for extensive use of YouTube educational videos.

14. Launching of scheme ‘Sudakshya’: The new scheme has been launched with objective to improve Girls’ enrolment in Govt. ITIs from existing 7% to 30%. The scheme envisages financial assistances for mobilization of Girls, support for training in Government ITIs and post training placement/apprenticeship training support. 6075 Girls have visited ITIs so far.

15. Launching of Tata STRIVE-Bagchi Life Skill training: The scheme has been launched in 10 Government ITIs on pilot basis with target of training of 8000 trainees per year for 02 years for improving employability.

16. Launching of Surya Mitra Solar Skill Development scheme: The scheme has been launched in 5 Government ITIs on pilot basis with tie up arrangement with ADS Foundation, Gujarat.

17. E-initiatives: Apart from online admission of candidates into Government ITIs through SAMS, 13 numbers of online services with Digilocker facilities have been implemented by SCTE&VT, Odisha for smoothening examination & certification process. Online biometric attendance of trainees and staff, e-tendering for procurement of tools and equipments through Gems portal have been taken up.

18. Training of Trainers: a) 169 numbers of ATOs have undergone Refresher Training Module of 02 year duration at BPIToT, Talcher (81), CTTC, Bhubaneswar (33), Centurion ItoT, Jatni(16), BOSE, Cuttack(39).

b) Capacity building for Training of Trainers in Skilling Sector: Proposal initiated for expansion of BPIToT, Talcher in 02 more trades in MMV and Welder under CITS pattern and making it an aspirational campus for all kinds of long and short term refresher training for trainers in skilling sector. The construction of World Class IToT by CTTC has been expedited at Sailashree Vihar, Bhubaneswar with Government support on land and building worth Rs. 19.95 crores. In addition, Centurion IToT has been approved for augmentation of trainers training facilities with VGF on equipment by Government worth Rs. 2.90 crore.

19. Apprenticeship Training Scheme: have prioritized the ATS and included it as one of the components under Chief Minister Employment Generation Programme (CMEGP). To apprise all stake holders about revisions of Act/Rules and NAPS, the 18th meeting of State Apprenticeship Council (SAC) has been conducted under the Chairmanship of Hon’ble Minister, SD&TE Department. The scheme has been implemented online through NCVT-NAPS Portal. The State Apprenticeship Adviser (SAA)/DTE&T, Odisha has received a sum of Rs. 96,57,900.00 through RTGS from DGT, New Delhi towards reimbursement of 25% of total stipend amount payable to Trade Apprentices. Total 627 establishments have declared 7350 apprenticeship training seats in their establishments out of which 3727 numbers of seats are utilised by the ITI graduates.

21. State level ITI Fest 2018: In order to foster a healthy spirit of competition and improving aspiration level of trainees and trainers of all Government ITIs as well as attracting attention of society & intelligentsia towards skills, the ITI Fest 2018 was celebrated on 17th – 18th February’2018 at Bhubaneswar.

22. Leadership Training at ITE, Singapore: Government have accorded approval for Leadership Training of 100 Official connected with ITIs at ITE, Singapore, the 1st batch training has been completed for 34 Officials from 26.02.2018 to 10.03.2018.

Model Career Centres  Model Career Centres have been set up in four District Employment Exchange namely , Cuttack, Rourkela and under National Career Service scheme of Ministry of Labour and Employment, Govt. of . Career Centre aims to connect local youths and other job-seekers with all possible job opportunities in a transparent and effective manner through National Career Service Portal. Career Centre is also providing counseling services to the job seekers making them aware of the opportunities based on their skills, area of interest and requirement. Initiatives in skill training

 To bring convergence amongst skill development training programmes being implemented by various Departments in the State and to scale up skilling activities both in quantitative and qualitative terms, Government has created a unified Authority in the name of Odisha Skill Development Authority (OSDA) in 2016-17.  Since its formation, OSDA is working relentlessly towards Government of Odisha’s highest priority accorded to skill development in the State. OSDA charter is to guide, implement, coordinate and oversee all skill development programs in the State. The major achievements for the year 2017-18 are given below: Chief Minister’s Employment Generation Programme (CMEGP)

 Government of Odisha has launched the Chief Minister’s Employment Generation Programme (CMEGP) in 2014–15. The objective behind this Programme was to provide employable skill training to 150 youths from each Gram Panchayat for improving employability.

 Towards this, various Departments of the Government implement their own scheme meant for their target groups while dovetailing assistance from all Central and State sector schemes.  10 major Departments are engaged in skill development activities and they include Skill Development and Technical Education Department through Directorate of Technical Education and Training (DTET) and Odisha State Skill Development Authority, Panchayati Raj Department, ST&SC Development Department, Housing and Urban Development Department, Agriculture, Handloom & Textiles, Commerce & Transport, Fisheries & ARD, W&CD, Information & Communication Technology Department.  2,25,858 youths have been trained under the CMEGP during the period April-December 2017 taking the cumulative achievement under CMEGP to 8,49,002. Placement Linked Training Programme (PLTP)

 OSDA is conducting Placement Linked Training Programmes through private/government Project Implementing Agencies (PIAs) since 2011-12 to train and equip youths, especially school dropouts with employable skills.  The dominant sectors in which training is being conducted are Electrical (23%), Apparel & Garment (17%), Construction (14%),ICT (11%), Medical & Nursing(8%),Plastic Processing (7%), Refrigeration & Air Conditioning (5%), Production & Manufacturing (4%),Hospitality (4%), Automotive (2%), Fabrication (2%) & Fashion Design (2%). The training programme is third-party assessment based and successful trainees are awarded NCVT certificates.  To bring discipline in implementation, Biometric Attendance in the Training Centres and Hostels has been made mandatory from 2016-17. In addition, uniform dress code for the trainees has also been introduced in 2017-18.  8863 youths were trained under the programme, in the current financial year (up to 31st December 2017), 10,428 youths have been enrolled under the programme with cumulative achievement of 72,987.

Skill Development Training Programme through Development Departments

 OSDA is extending financial support to the various implementing Departments for conducting skill development training programme in their sectors for their respective target groups. The following proposals were sanctioned in 2017:

A. MSME Department:  Skill training for 400 youths through Institute of Entrepreneurship Development at a project cost of Rs. 45,15,840 has been sanctioned. Training is being done in Entrepreneurship & Export Management, Export Documentation & Procedure, Logistics Management Associate, Supply Chain Management Associate, and Entrepreneurship Development Programme in Agri-Business. 240 youths have been trained so far out of which 61 trained youths have been employed and 5 candidates self-employed. B. Tourism Department:  Skill training for 6200 youths in the tourism and hospitality sector with a project cost of Rs.10,27,18,080/- has been sanctioned. Training programme has been sanctioned for Food and Beverage Service, Housekeeping Utility; Bakery and Patisserie, Food Production, Ticket Reservation Assistant, Tour Assistant and Tourism and Travel Executive. The training is being conducted through State Institute of Hotel Management (SIHM), and IITTM, Bhubaneswar. SIHM is conducting training programme at Balangir and Bhubaneswar. 1107 youths have been trained so far. A separate Cell has been formed at SIHM, Balangir to scale up the training programme. C. Commerce & Transport Department:  Residential HMV driving training for 500 low paid LMV Drivers for up scaling their skill through Driving Training Institute, Chatia with a project cost of Rs.1,01,40,000 was sanctioned. Similar training for another 500 LMV Drivers through private Driving Training Institute with a project cost of Rs. 67, 88,000 has also been sanctioned. The programme is being conducted to cater to the increasing requirement for HMV drivers in the State. Currently, 74 candidates are undergoing training at Driving Training Institute at Chatia. Organization of Job Fairs

 OSDA is offering a platform to the job seekers for access to a wide range of employers by organizing job fairs. A total number of 23 job fairs have been organized as on 31st December 2017 in which job offer letters have been issued to 7573 candidates. In 2016-17, 25 job fairs were organized in which job offer letters were issued to 11,172 youths.

The cumulative number of job fairs organized has gone up to 156 in which 95,650 job offer letters have been issued to the job seekers.

Recruitment Rallies for Defence Forces

 OSDA is facilitating organization of Recruitment Rallies for the youths of the State for their entry into Defence & Para-Military Services. So far Four Recruitment Rallies have been conducted in which 34,108 youths participated. The result of selection is expected towards 1st June 2018. In 2016-17, four such Rallies were conducted in which 362 candidates were selected.

AIR FORCE RALLY AT BOLANGIR

Pilot Projects  OSDA has taken up six pilots in the skill sector to explore newer avenues that can be subsequently scaled up based on the experience. The following first four pilots have already been started out of six. A. Up skilling proposal for ANM nurses at Gram Tarang:  This pilot aims at up-skilling of ANMs so that they are made job ready and absorbed in the job market. Training is being conducted in four trades namely Emergency Medical Technician–Advanced Medical Laboratory Technician, Operating Theatre Technician, Refractionist & Vision Technician. The programme is being conducted in partnership with Gram Tarang, the school of Vocational Education & Training of Centurion University. Currently, 49 trainees are undergoing training under this programme.

B. Programme for Home Health Aides and F&B Stewards under McKinsey Social Initiative :  This pilot from McKinsey through their Generation India Foundation(GIF) aims at addressing the gaps existing in the skilling value chain affecting quality supply of skilled ‘Home Health Aides’ and F&B Stewards . GIF is a not-for-profit founded by McKinsey & Company in 2014. The pilot has been initiated with ILF&S as the implementing partner under which 250 youth shall be trained. The programme is being conducted at two locations at Bhubaneswar and Phulbani. 148 youth have so far been enrolled under the programme out of which 27 have completed their training and 23 of them have been placed with leading national employers like Potea.

C. Pan IIT Alumni Reach for India Foundation:  This pilot aims at training of 400 youths on Telecom Tower Technician through Pan IIT Alumni Reach for India Foundation. Pan IIT Alumni Reach for India Foundation, a not- for-profit section-25 social enterprise that is committed to execute and scale self sustainable business models that enhance incomes of the underprivileged sections. Training programme has started at Rairakhol in . However, the Telecom Tower Technician trade has not yet taken off as intended. In order to get the Centre up and running, 24 candidates have been undergoing training in the Plumber Trade currently. D. Solar Skills through Aspire Disruptive Skill Foundation:  This pilot aims at training of 1000 youths in skill training in Solar PV Technician, Rooftop Solar Grid Engineer and Rooftop Solar Photovoltaic Entrepreneur through Aspire Disruptive Skill Foundation. Aspire Disruptive Skill Foundation is a non-profit Company incorporated under subsection-2- of section 7 of the Companies Act. The training shall be conducted in five Govt ITIs where the Organization shall set up Solar Labs. 500 youth shall be covered under this Suryamitra Solar Skill Development Training Programme in 2017-18 and 2000 in 2018-19. E. Up skilling of ANM/GNM Nurses through Care Institute of Health Sciences:  This pilot aims at giving finishing skills to the ANMs, GNM and Nursing Workforce so that they are made job ready and absorbed in job market. Care Institute of Health Science is an arm of Care Hospitals that consolidates all its healthcare education and skilling related initiatives. Training shall be conducted in two trades namely Emergency Medical Technician, Cardiac Technician. 90 out of 250 youths to be trained in the current financial year are undergoing training under this programme currently.

F. Employability Skill Training for Women of Shelter Homes:  The idea behind taking up a pilot to impart employability training to inmates of Shelter Homes originated during a series of discussions initiated by Women & Child Development Department (W&CD) with OSDA to use skill training for rehabilitation with self-respect for women in shelter homes run by the State. These women have been cut off from the main stream of society due to various circumstances. However, it was passionately put forward by officials of W&CD Department that they possess a strong desire to better lives. Given an opportunity these women can easily develop and stand on their feet. It was thus proposed to impart skill training to these inmates that can lead to employment. Abbey West Services Pvt. Ltd. Has been given the responsibility to conduct a pilot for 35 women inmates in Hospitality. Duration of training shall be 640 hours which include Domain Skill, IT Skill, Soft Skill and Literacy & Numeracy Skills. Required funding for the pilot training is being extended by Author & Philanthropist Mrs. Susmita Bagchi. The training programme has commenced on 8th August at Lumbini Vihar Centre of Abbey West Services.

Skill Development Centers (SDCs)/ Skill Development Extension Centers(SDECs)

 OSDA is setting up 32 Skill Development Centres, one in each district and two additional SDCs at Begunia in Khurda and Pallhara in districts and 38 Skill Development Extension Centres in the campus of Govt. ITIs and Polytechnics with one time capital support of Rs. 75 lakhs per centre for providing infrastructure support to the Project Implementing Agencies for conducting skill training. Out of the 70 SDC/SDECs, 50 have been completed and 29 have been commissioned so far. Of the 29, six SDECs and 4 SDCs have been commissioned during the current year. Online Registration of job seekers in Employment Exchanges  As a part of automation of Employment Exchanges, online registration of job seekers/ candidates has been introduced in all the District Employment Exchanges of the State. The facility is now ready for extension to Internet Kiosks / CSC to enable job seekers to register their names without coming to the Employment Exchanges.

Massive mobilization campaign in the form of Skill Caravan and IEC Campaign  World Youth Skill Day celebration was launched by Hon’ble Chief Minister Shri Naveen Patnaik at the Special ITI at Khudupur, Jatni by flagging 2 State Skill Caravans on July 15, 2017. The objective was to widely disseminate information on skill development opportunities being provided and to present successful, skilled youth from the districts as role models for short-term and long-term skilling.

FLAGGING UP OF SKILL CARAVAN BY HON’BLE CHIEF MINISTER

 Similarly, each district launched its own District Caravan to visit all Gram Panchayats. The State Caravans moved from one district to another district on two routes from July 15th to create awareness on the importance of skill training for the employability of unemployed youth.  Grading of Project Implementing Agencies and their Training Centres was undertaken for the first time in the State in 2016-17 to encourage good PIAs and motivate other PIAs to improve. A uniform set of guidelines were devised for undertaking such grading exercise across schemes and across PIAs. The main objective of the move was to create a benchmark for the training centre and quality of training. The exercise was undertaken at the district level through an evaluation team comprising of District Employment Officers, Principal Govt. ITI/Polytechnics and Chief Executive, ORMAS. The exercise has resulted in substantial improvement of the quality of Training centre and placement of the trainees.

HIGHER TECHNICAL EDUCATION

 There are two Government Technical Universities, viz., Biju Patnaik University of Technology (BPUT), Rourkela and Veer Surendra Sai University of Technology (VSSUT), Burla functioning in the State. BPUT has got four Engineering Colleges, two IT/ Management Colleges as its constituent colleges. Apart from these, Indira Gandhi Institute of Technology, Sarang, an affiliated Government Engineering College of BPUT, is also functioning in the State. There are also 149 Private Engineering/Professional Colleges affiliated to BPUT.

The following Government Engineering/ Professional Colleges are functioning under the BPUT as constituent colleges:

1. College of Engineering and Technology, Bhubaneswar. 2. Parala Maharaja Engineering College, . 3. Government College of Engineering, Kalahandi. 4. Government College of Engineering, Keonjhar. 5. Institute of Management and Information Technology, Cuttack 6. College of IT and management Education, Bhubaneswar. Out of the above, four (04) are engineering colleges, whereas, the Institute of Management and Information Technology, Cuttack is a college for imparting management studies and College of IT and management Education, Bhubaneswar is a self-sustained management college. In order to regulate admission by a Centralized counseling process, OJEE is functioning as State Admission Authority to ensure transparent and merit based counseling for the meritorious student community in the State aspiring technical education.

Two (02) Government Technical Institutes, viz., the College of Engineering and Technology, Bhubaneswar and the Indira Gandhi Institute of Technology, Sarang along with two (02) private technical Institutes, viz., C. V. Raman College of Engineering, Bhubaneswar and Gandhi Institute of Engineering and Technology, Gunupur have been granted autonomous status by the UGC for period of ten (10) and six (06) years respectively.

The CET, Bhubaneswar, IGIT, Sarang and PMEC, Berhampur have been accredited by NBA and NAAC.

The Veer SurendraSai University of Technology (VSSUT), Burla and five (05) Government Engineering Institutes/ Colleges, viz., IGIT Sarang, CET Bhubaneswar, PMEC Berhampur, GCE Keonjhar and GCE Kalahandi have been selected under TEQIP-III Scheme to get financial assistance for the upliftment of technical education rendered by them.

The students of VSSUT, Burla participated in Asia’s 1st Inter College Rocket Competition organized by the Space Development Nexus and the BRICS at New Delhi and were awarded the 1st prize. The Hon’ble Chief Minister has also felicitated them for their feat.

The students of IGIT, Sarang have been awarded with the prestigious POSCO award for best M. Tech thesis.

The Centre for Advanced Post Graduate Studies (CAPGS) has become operational in the campus of BPUT, Rourkela for imparting post graduate studies.
