SKILL DEVELOPMENT AND TECHNICAL EDUCATION DEPARTMENT The Skill Development and Technical Education Department (erstwhile Employment & Technical Education & Training Department) was created vide G.A. Department Notification No. 24622 dt.19.12.2011. The Department is mandated for expansion of capacity, improvement of quality and facilitation of the underprivileged students to pursue the technical education through ITIs, Polytechnics, Engineering Colleges and employment of the youths in the emerging industrial scenario of the State. In line with national mandate this Department is paying special attention to school dropouts, disabled persons, women and minorities. Following Directorates/major establishments are running under this Department: Directorate of Technical Education and Training Directorate of Employment and Odisha Skill Development Authority Technological Universities and Government Engineering Colleges State Council for Technical Education and Vocational Training Directorate of Technical Education & Training, Odisha, Cuttack: The Directorate of Technical Education and Training, Odisha, Cuttack under this Department is responsible for implementation of various schemes and programmes for promotion of Technical Education and Training sector in the State. It has also the mandate for providing requisite technical manpower to support industrial growth process of the State. Directorate of Employment & Odisha Skill Development Authority: Directorate of Employment and Odisha Skill Development Authority work under the direct supervision of Skill Development and Technical Education Department, Govt. of Odisha. Under Directorate of Employment, there are eighty (80) offices which include thirty Dist. Employment Exchanges, five Special Employment Exchanges, one State Employment Exchange(Professional & Executive), four University Employment Information and Guidance Bureaus, thirty three Employment Sub-Offices and seven Rural Employment Bureaus. The Employment Exchanges operating in different parts of the State carry out the job of Registration, Submission, Placement, Vocational Guidance, along with Collection and Compilation of Employment Market Information data, Interpretation of Statistical Data and Verification of records of establishments under the provisions of the Employment Exchanges Compulsory Notification of Vacancies Act,1959 and Rules, 1960. Technological Universities and Government Engineering Colleges: There are two Government Technical Universities, viz., Biju Patnaik University of Technology (BPUT), Rourkela and Veer Surendra Sai University of Technology (VSSUT), Burla functioning in the State. BPUT has got four Engineering Colleges, two IT/ Management Colleges as its constituent colleges. Apart from these, Indira Gandhi Institute of Technology, Sarang, an affiliated Government Engineering College of BPUT, is also functioning in the State. There are also 149 Private Engineering/Professional Colleges affiliated to BPUT. State Council for Technical Education and Vocational Training: State Council for Technical Education & Vocational Training (SCTE & VT) is managing the Diploma & ITI education in Odisha, which is affiliated to AICTE, New Delhi. There are almost 152 Diploma colleges & 637 ITIs are under SCTE&VT. 1 Achievements in ITI Sector during 2017-18 (w.e.f 01.04.2017) 1. Sensitization of High School Head Masters: The High School Head Masters of Gajapati, Kandhamal, Boudh, Nuapada and Kalahandi have been sensitized for onward orientation of secondary school students towards Government ITI and Polytechnics. 2. Skilling – Scale with Quality: Initiatives taken for NCVT affiliation of 4 ITIs at Bheden, Kotpad, Pottangi and Shergarh those were operationalised under SCVT pattern during 2016-17. Construction of 21 new ITIs are in different stages. Total 14,898 students have been admitted in online process through SAMS with vacancy of 16% as against vacancy of 38% during 2016-17. 3. Loan Negotiation for OSDP assisted by ADB: The loan negotiation for $175 million ADB assistances has been effected on 10.04.2017 in the presence of DEA, ADB, MoSDE, OSDA Officials at New Delhi. 2 4. Celebration of Golden Jubilee of ITI, Talcher and Puri (13.4.2017): Both the ITIs have completed 50 glorious years and celebrated Jubilee. 5. Star Grading of Government ITIs : All the 45 NCVT Government ITIs have self rated on 5 Star Grading parameters in NCVT MIS Portal. The grades could be as high as 4.97 and as low as 1.00. The reasons for low grading could be non-availability of regular and full time Principals, less production activities, NTC non-award through convocation etc. 6. Dress Code for Trainees: In order to carry forward the brand image of Institutes and improving aspiration level & belongingness, ‘Dress Code’ designed by NIFT, Bhubaneswar has been implemented worth Rs3000/- free for each trainees of ITIs. 3 7. Dress Code for staff: In order to boost up identity, discipline, self-esteem & pride to carry forward the branding, Government have implemented “Dress Code” for all the staff of Government ITIs in respect of ‘Regular Wear’ and ‘Workshop Overall’ with the cost of the uniform borne by concerned employee. 8. Events Celebration/ Social Perception: State Skill Caravan launched by Hon’ble Chief Minister, Odisha moved to all 30 districts beginning ‘World Youth Skills Day’ (15th July’2017) for improving Social Perception in Skilling Sector. 9. Dual System Training in ITIs: The German model Dual System Training (DST) has been implemented in 12 ITIs with Industrial hands-on-practices in 13 Industries/PSUs based on annual pattern course curricula developed by NCVT, New Delhi. Improving aspiration level of Trainees of ITIs: Felicitation of Role Models, conduct of ITI Fests including Sports, Cultural, Literary, Seminars, Debates, Quiz, etc which not only expose the trainees and trainers to the new horizon of skills ecosystem but also improve aspiration level of potential students & public in general towards ITI training system. 11. Monthly Internal Examination System: The monthly examination with updated entries in Progress Chart implemented in ITIs for improving knowledge of students. 12. Monthly Review: Monthly meetings of the Principals conducted with flow of information through Social Medias like WhatsApp Group, Twitter, FaceBook etc. 13. Improving ICT Infrastructure in ITIs: The Institutes have been supported with IT lab, Communication Lab etc with leased line net facilities for extensive use of YouTube educational videos. 5 14. Launching of scheme ‘Sudakshya’: The new scheme has been launched with objective to improve Girls’ enrolment in Govt. ITIs from existing 7% to 30%. The scheme envisages financial assistances for mobilization of Girls, support for training in Government ITIs and post training placement/apprenticeship training support. 6075 Girls have visited ITIs so far. 15. Launching of Tata STRIVE-Bagchi Life Skill training: The scheme has been launched in 10 Government ITIs on pilot basis with target of training of 8000 trainees per year for 02 years for improving employability. 16. Launching of Surya Mitra Solar Skill Development scheme: The scheme has been launched in 5 Government ITIs on pilot basis with tie up arrangement with ADS Foundation, Gujarat. 17. E-initiatives: Apart from online admission of candidates into Government ITIs through SAMS, 13 numbers of online services with Digilocker facilities have been implemented by SCTE&VT, Odisha for smoothening examination & certification process. Online biometric attendance of trainees and staff, e-tendering for procurement of tools and equipments through Gems portal have been taken up. EXAM. FEE STATUS 6 18. Training of Trainers: a) 169 numbers of ATOs have undergone Refresher Training Module of 02 year duration at BPIToT, Talcher (81), CTTC, Bhubaneswar (33), Centurion ItoT, Jatni(16), BOSE, Cuttack(39). b) Capacity building for Training of Trainers in Skilling Sector: Proposal initiated for expansion of BPIToT, Talcher in 02 more trades in MMV and Welder under CITS pattern and making it an aspirational campus for all kinds of long and short term refresher
