    His Excellency Samdech Techo Hun Sen Prime Minister of Cambodia Office of the Prime Minister Royal Government of Cambodia Government Peace Building No. 38, Confederation Russia Blvd (110) Phnom Penh Cambodia [email protected] May 22, 2020 Re: The Threat of the Dog Meat Trade to Cambodia Dear Prime Minister Hun Sen, We are writing on behalf of the Asia for Animals Coalition, representing international animal welfare and conservation organizations regarding our concerns about the dog meat trade in Cambodia and its threat to public health, in light of the recent COVID-19 pandemic. Despite the worsening situation of the pandemic globally and throughout Southeast Asia, with 45,2091 ​ human coronavirus infections in the region to date, the mass trafficking, sale, and slaughter of ​ companion animals often alongside wild animals throughout the Kingdom continues unchallenged. The dog meat trade is rampant in Cambodia, involving the slaughter and consumption of up to 3 million dogs each year, many of them stolen pets, with an unknown number trafficked regularly into neighboring Vietnam. Research suggests that only 12% of Cambodians regularly consume dog meat, and consumption remains a controversial practice among Khmer people.2 The dog meat trade has proven to be a significant threat to public health, facilitating the transmission of deadly diseases including rabies, cholera, and trichinella. The trade also directly undermines Cambodia’s rabies control efforts and disrupts any attempts at achieving herd immunity through mass canine vaccination programs. Despite growing global public health concerns regarding live animal interfaces and wet markets and the potential for the emergence of novel and deadly viruses, the dog meat trade in Cambodia continues to operate - even in the face of mounting calls to end this trade.

When completing the Threat section of the IJ (Part III. Risk): ▪ First Choice: Describe specific terror (or violent homegrown extremist) incidents, threats, hate crimes, and/or related vandalism, trespass, intimidation, or destruction of property that have targeted its property, membership, or personnel. This may also include a specific event or circumstance that impacted an affiliate or member of the organization’s system or network. ▪ Second Choice: Report on known incidents/threats that have occurred in the community and/or State where the organization is located. ▪ Third Choice: Reference the public record regarding incidents/threats against similar or like institutions at home or abroad. Transitions in key leadership positions like unit heads are extremely common, and therefore cannot be allowed to become a constraint in the program’s development. The research process consisted of 31 interviews with camping professionals within the Camp Ramah in Wisconsin, as well as other Jewish and secular camps.

    OH 244:1.2018 Concurrence to Rabbi David Hoffman’s Teshuvah, “Building at What Cost?” Rabbi Elliot N. Dorff This paper was submitted, in October 2018, as a concurrence on “Building at What Cost?” by Rabbi David Hoffman. Dissenting and Concurring papers are not official positions of the CJLS. I voted for this teshuvah both because its research and reasoning are cogent and also because in the context of the building project of the Jewish Theological Seminary, I think that he weighed the various factors involved correctly. That said, I think that other institutions (including synagogues, schools, and camps) in other situations might weigh those factors differently and use kabblanut to justify allowing non- Jewish contractors to work on those institutions’ building projects on Shabbat. There are several reasons that lead me to this conclusion: 1) I fully agree that what Jews knew about Jewish law and their degree of adhering to the laws of Shabbat at the time of Rabbenu Tam far outpaces what we can expect of lay Jews in the Conservative movement today. I think, though, that Rabbi Hoffman underestimates the ways of informing Jews today about these issues so that people seeing building of a Jewish institution on Shabbat will understand why it is justified. This can be done not only with the old technology – e.g., a sign in front of the building indicating that the contractor is not Jewish, that payment to the contractor is for the completed project and not calculated on an hourly basis. and that the contractor has chosen to use Shabbat as one of the days to complete the work – but also, and even more extensively, on the internet, including the various ways the institution communicates with its adults, teenagers, and children.
