    Country report BOSNIA AND HERZEGOVINA Summary After several years of relatively strong pre-crisis growth, Bosnia and Herzegovina’s economy will likely head back into recession this year. Falling export demand and very weak domestic demand due to high unemployment, a poor business environment and needed austerity measures leave no room for growth. Meanwhile, following debt service delays last year, the central and regional governments will have to cut back on spending in order to meet the demands of a new IMF standby-agreement and thereby avoid a sovereign default. The formation of a central government this year, following the 2010 legislative elections, bodes well in this respect. However, the associated public sector wage cuts and possible job losses could exacerbate lingering ethnic tensions amid a climate of rising ethnically-based nationalism, which could lead to incidences of social unrest. Meanwhile, due to very weak domestic demand, Bosnia and Herzegovina’s current account deficit is expected to decline to more sustainable levels, which should help keep foreign exchange reserves are at the currently acceptable level.     Reconstruction National Integrity System Survey Bosnia and Herzegovina 2007 FINAL DRAFT RNISS Bosnia and Herzegovina 2007 Report Authors Omer Car, Zarko Papic International Bureau for Humanitarian Issues, Bosnia and Herzegovina The National Integrity System The National Integrity System (NIS) approach was developed by Jeremy Pope to understand the weaknesses of state institutions and the failings of previous reform initiatives by asking about corruption from a number of perspectives: the causes of corruption; the relationships of the Executive to other state institutions; key areas where corruption occurs or where democratisation is constrained; those institutions or areas with a role to play in promoting reform and democratisation, and for dealing with corruption; progress with government strategy and donor anti-corruption initiatives; and the relative strengths and weaknesses of these institutions or areas on an individual and collective basis to ensure their own capacity to be free from corruption (‘corruption-proofing’) as well as to promote a more integrated approach to dealing with corruption. The Reconstruction NIS (RNIS) takes the approach further by using it to assess post- conflict countries as they rebuild the state and move toward democratistaion. The RNIS provides a framework through which to assess the impact and legacies of conflict, the multiple political and institutional issues, and the role of donors, not only generally in terms of reconstruction, anti-corruption development, and priorities but also in terms of the often complex and continuing issues of power, corruption and democratization. The RNIS country studies worked to a common template, requiring a country overview and corruption profile, supported by evidence of patterns, levels and causes of corruption.

    BOSNIA AND HERZEGOVINA PREFACE Bosnia and Herzegovina is a mountainous Balkan country bordering Croatia, Serbia, and Montenegro. Bosnia and Herzegovina are two distinct regions divided by the Dinaric Alps. Bosnia takes its name from the Bosna River; Herzegovina from the word herceg (duke), the title of the region’s late 15th century rulers. The medieval Balkans experienced a bewildering series of population shifts and boundary changes until the Ottomans completed their conquest of the peninsula in the 16th century. Bosnia and Herzegovina remained under Ottoman rule until 1878, when the Congress of Berlin transferred it the Austro-Hungarian Empire. After World War II, Bosnia and Herzegovina was incorporated into Yugoslavia as one of six federal republics. The name Bosnia and Herzegovina is often shortened to Bosnia or BiH. The three main ethnic groups in present-day Bosnia and Herzegovina are Bosniaks (Bosnian Muslims), Bosnian Serbs (who are predominately Orthodox), and Bosnian Croats (who are predominately Catholic), and the languages spoken are Bosnian, Croatian and Serbian (formerly Serbo-Croatian). Yugoslavia’s unraveling was hastened by Slobodan Milosevic’s rise to power in 1986. Milosevic’s embrace of Serb nationalism led to inter-ethnic strife. In March 1992, the Bosnian government held a referendum on independence, and Bosnia’s parliament declared the republic’s independence on April 5, 1992. However, this move was opposed by Serb representatives, who favored remaining in Yugoslavia. Bosnian Serbs, supported by neighboring Serbia, responded with armed force in an effort to partition the republic along ethnic lines. The conflict continued through most of 1995, ending with the November 21, 1995 Dayton Peace Agreement, which was formally signed on December 14, 1995 in Paris.

    Lessons from Arizona Market: How Adherence to Neoliberalism and the Free Market Mindset Harms Women in the Post Conflict Reconstruction Process Dina Francesca Haynes In Bosnia and Herzegovina (BiH), there is a vast and sprawling marketplace that sprang up just as the peace accords were going into effect, bringing to some conclusion three and a half years of bloody ethnic fighting. The place is called Arizona Market and it was supposed to be a shining example capitalism, evidence of the positive impact of the particular type of political and economic engineering that takes place in the reconstruction after a war. But the narratives about what Arizona Market truly represents abound, to a degree which belies the facts that the market is a mere thirty-five acres in size, a mere thirteen years old and host to thousands of flea market stalls. There are narratives which call Arizona Market a success and others which reveal the market as a clear example of cocksure neo-liberal wrongheadedness. There are myths about the ability of a market to bring about peaceful relations between warring ethnicities through the neutrality of commerce, even where peace was hard to come by in the rest of Bosnia. The narratives surrounding Arizona Market are conflicting, and they all hold some truth. It was a place to buy bread when there was no bread to be found, but it was also a place to buy human beings to satisfy sexual appetites. It remains a dark place, laden with black market activity and organized crime even while its taxation has funded the shining democratic success story of the town of Brcko, in whose shadow Arizona Market sits.

The first is economic transition in post-war conditions, i.e. the parallelism of transition and reconstruction. The second is the dominant role of international support policies in that process. An attempt is made here to analyze these characteristics, most importantly because they have ceased to be exclusively characteristics of B-H. They can be observed in other SEE countries, as well. 1. Consequences of the War 1.1. The consequences of the war in B-H are vast and incalculable. Reliable data still do not exist about the measurable consequences and no one dares estimate the immeasurable ones.1 The data that follow pertain to the end of 1998. In the meantime, no significant changes regarding these basic data have taken place. It is estimated that 258,000 inhabitants of B-H died or are missing, i.e. 5.9% of the pre-war population was eliminated.2 Other estimates are that the dead and missing, counting also the increase in mortality rate, number 269,800 inhabitants (of which 152,900 were Bosniacs, 72,350 Serbs, 31,060 Croats and 13,500 were of other origin).3 It is interesting to note, according to the data of the State Commission for Missing Persons, that 27,371 persons have been declared missing to date.
