DESCRIPCION DEL PROYECTO II.1 Información general del proyecto II.1.1 Naturaleza del proyecto El proyecto pretende instalar una mina de Oro y plata, cuya planta de proceso está basada en tecnología bien entendida y probada. Las actividades a realizar comprenden: • Extracción de material • Trituración • Molienda • Flotación • Espesamiento • Lixiviación por Cianuro / Adsorción de Carbón • Desorción de Carbón • Recuperación de Oro • Detoxificación de Cianuro • Disposición de Colas • Mezclado, Almacenamiento y Distribución de Reactivos • Suministro de Agua • Otros Servicios La planta será diseñada para tratar 1,250,000 t/a de mineral con un grado promedio de 2.5 g/t Au y 90 g/t Ag, con picos en exceso de 2.8 g/t Au y 125 g/t Ag. La disponibilidad de molino ha sido calculada de forma conservadora en 91.3% (8,000 h/a) equivalente a 156.3 t/h. La mina esta programada para iniciar operaciones a mas tardar en Marzo de 2004. Un total de 6.25 Mt de mineral serán procesados durante la vida útil de la mina de 5 años. Se pretende que al finalizar las operaciones mineras, la mayor parte de las áreas ocupadas por el proyecto, serán restauradas y presentarán condiciones adecuadas para el re- establecimiento de la vida silvestre, además se tendrá potencial para desarrollar actividades productivas como el aprovechamiento forestal sustentable y/o actividades agropecuarias de menor escala. Ocampo, Chihuahua Marzo, 2004 7 Manifestación de Impacto Ambiental Proyecto minero Ocampo Modalidad Particular Este tipo de proyecto se incluye entre las actividades que requieren de autorización en materia de impacto ambiental y riesgo, así como autorización para cambio de uso de suelo, según lo señalan la Ley General de Equilibrio Ecológico y Protección al Ambiente y la Ley Forestal, respectivamente. El área donde se desarrollará el proyecto Ocampo corresponde a terrenos rurales con régimen de propiedad ejidal. El sitio a afectar no se encuentra dentro de áreas naturales protegidas. II.1.2 Justificación y objetivos El oro y la plata son metales que han sido deseado y codiciado desde las civilizaciones más tempranas como un símbolo de riqueza. Aún quedan grandes cantidades de oro en diversas formas (lingotes, monedas, joyería) en manos de bancos, inversionistas, especuladores y otros. Por otra parte, el oro tiene también diversas aplicaciones industriales, destacando en el campo aeroespacial y en la electrónica, además de que es ampliamente usado en la odontología. México está considerado entre los diez principales países mineros del mundo por el número de productos minerales que genera, incluyendo aluminio, arcillas, cobre, oro, yeso, plomo, plata, molibdeno, cuarzo, talco y zinc entre otros. Sin embargo, la industria minerometalúrgica nacional ha sido impactada fuertemente en forma negativa principalmente por sucesos económicos de orden global, por lo que ha disminuido su participación en su contribución a la economía del país. De esta forma, el Director General de la Cámara Minera de México consideró en el 2001 que la industria minera se encontraba en crisis por los bajos precios de los metales lo que había llevado al cierre de algunas empresas mineras. En el caso particular del oro, la producción nacional mostró un fuerte incremento a partir de 1994 alcanzando su máximo en el año 2000 (26 toneladas), cayendo en el 2001 a valores por debajo de los alcanzados en 1996. Sin embargo, durante la última parte de este período de alta producción los precios internacionales de este metal declinaron hasta alcanzar en 1999 su nivel más bajo (aprox. US$260/oz) en 20 años, debido principalmente a la decisión de algunos bancos europeos de vender sus reservas de este metal. Expertos financieros internacionales manifestaban que la mayoría de los productores de oro del mundo no podían obtener ganancias a esos precios. Por tanto, la situación descrita ocasionó la contracción del subsector, por lo que se cancelaron proyectos de exploración y explotación e inclusive se dio el cierre de algunas minas en operación, con la consabida pérdida de empleos. En el estado de Chihuahua la producción de oro se redujo dramáticamente de 1998 a 1999, al pasar de 1,235.7 kg a 832 kg anuales, y aun más en el siguiente año, cuando solamente se obtuvieron 365.9 kg de oro. En el 2001 la producción fue de 324.9 kg. Ocampo, Chihuahua Marzo, 2004 9 Manifestación de Impacto Ambiental Proyecto minero Ocampo Modalidad Particular En virtud de lo anterior, el proyecto de Ocampo contribuirá a incrementar la decaída producción de oro en el estado de Chihuahua, a la vez que contribuirá a subsanar las pérdidas de empleo que tanto en la entidad como en el país ha sufrido la industria minerometalúrgica.
