The debate between individualism and communitarianism developed and became central to political theory during the 1980s with the publication of Michael Sandel’s Liberalism and the Limits of Justice (1982). -

Chapter 4 Freedom and Progress The best road to progress is freedom’s road. John F. Kennedy The only freedom which deserves the name, is that of pursuing our own good in our own way, so long as we do not attempt to deprive others of theirs, or impeded their efforts to obtain it. John Stuart Mill To cull the inestimable benefits assured by freedom of the press, it is necessary to put up with the inevitable evils springing therefrom. Alexis de Tocqueville Freedom is necessary to generate progress; people also value freedom as an important component of progress. This chapter will contend that both propositions are correct. Without liberty, there will be little or no progress; most people will consider an expansion in freedom as progress. Neither proposition would win universal acceptance. Some would argue that a totalitarian state can marshal the resources to generate economic growth. Many will contend that too much liberty induces libertine behavior and is destructive of society, peace, and the family. For better or worse, the record shows that freedom has increased throughout the world over the last few centuries and especially over the last few decades. There are of course many examples of non-free, totalitarian, ruthless government on the globe, but their number has decreased and now represents a smaller proportion of the world’s population. Perhaps this growth of freedom is partially responsible for the breakdown of the family and the rise in crime, described in the previous chapter. Dictators do tolerate less crime and are often very repressive of deviant sexual behavior, but, as the previous chapter reported, divorce and illegitimacy are more connected with improved income of women than with a permissive society. -

There have been many studies of anti- environmentalism in the United States (Helvarg; Brick; Ehrlich and Ehrlich; Switzer) and one on the global ‘backlash’ (Rowell), but none focuses exclusively on the UK. The sole treatment of anti-environmentalism within ecocriticism comes from the United States (Buell), just like the various exposés of climate scepticism discussed in the Introduction. As this chapter will show, British climate scepticism is possessed of a prehistory and some distinctive local features that reward closer inspection. Nevertheless, the Anglo-American axis of organized anti-environmentalism is obvious: British climate sceptics such as Christopher Monckton, James Delingpole and Nigel Lawson are darlings of the American conservative think tanks (CTTs) that promulgate sceptical perspectives, while Martin Durkin’s The Great Global Warming Swindle (2007), a British documentary shown on Channel 4, includes interviews with Richard Lindzen, Patrick Michaels and Fred Singer, all prominent American sceptics. -

Their uncontrolled power threatens us in various ways -- most blatantly in the forms of modern tyranny and war. “No chains around my feet, but I’m not free.” – Bob Marley (Concrete Jungle) Two Concepts of Liberty 1. Positive vs Negative Liberty: Isaiah Berlin’s highly influential article brought to light the nature of the disagreement about political freedom. Largely until his time, the default assumption was that ‘liberty’ referred to what Berlin calls ‘negative liberty’. Negative Liberty: Roughly, freedom FROM. One is free in this sense to the extent that their actions are not hindered or prevented by outside interferers. Jefferson & Madison: This is, for instance, how the founding fathers understood liberty. Consider our constitutionally recognized rights of freedom of speech, freedom of religion (in James Madison’s Bill of Rights), and rights to life, liberty, and pursuit of happiness (in Thomas Jefferson’s Declaration of Independence). Example: Freedom of Speech: Having this right means that the government will not interfere with your speech (e.g., they will not pass laws forbidding you from saying whatever you want, and they will pass laws forbidding others from coercively preventing you from saying whatever you want, etc.). The same can be said for all of the others I listed. (For instance, as one more example, the government will allow you to pursue happiness, and they will not interfere with you or try to prevent you from doing so.) But, negative liberty of, say freedom of speech, doesn’t do me any good if I lack the ability to speak. For instance, imagine that I was raised by wolves and I don’t know how to speak any human languages, or read, or write, etc. -

Chapter I The Relation between Economic Freedom and Political Freedom It is widely believed that politics and economics are separate and largely unconnected; that individual freedom is a political problem and material welfare an economic problem; and that any kind of political arrangements can be combined with any kind of economic arrangements. The chief contemporary manifestation of this idea is the advocacy of "democratic socialism" by many who condemn out of hand the restrictions on individual freedom imposed by "totalitarian socialism" in Russia, and who are persuaded that it is possible for a country to adopt the essential features of Russian economic arrangements and yet to ensure individual freedom through political arrangements. The thesis of this chapter is that such a view is a delusion, that there is an intimate connection between economics and politics, that only certain combinations of political and economic arrangements are possible, and that in particular, a society which is socialist cannot also be democratic, in the sense of guaranteeing individual freedom Economic arrangements play a dual role in the promotion of a free society. On the one hand, freedom in economic arrangements is itself a component of freedom broadly understood, so economic freedom is an end in itself. In the second place, economic freedom is also an indispensable means toward the achievement of political freedom. The first of these roles of economic freedom needs special emphasis because intellectuals in particular have a strong bias against regarding this aspect of freedom as important. They tend to express contempt for what they regard as material aspects of life, and to regard their own pursuit of allegedly higher values as on a different plane of significance and as deserving of special attention. -

In these nearly years as a Labour peer, Russell proved to be a fitful attender and infrequent participant in the upper house—speaking only six times. This paper examines each of these interventions—studying not just the speeches themselves but also their genesis and impact within Parliament and without. Of all the controversial and important foreign and domestic issues faced by Parlia- ment over these four decades, it was matters of peace and war which prompted Russell to take advantage of his hereditary position and, more importantly, of the national forum which the Lords’ chamber provided him. ertrand Russell’s aristocratic lineage was central both to his own self-understanding and to the image his contemporaries—English Band non-English alike—had of him over the course of his im- mensely long life. Although his patrician background added an unde- niable exoticism to Russell’s reputation abroad, within Britain it was central to his social position as well as to cultural expectation. No matter how great his achievement in philosophy or how wide his notoriety in politics, Russell’s reputation—indeed, his very identity—possessed an inescapably aristocratic component, one best summed up by Noel Annan’s celebrated judgment that alone of twentieth-century English- russell: the Journal of Bertrand Russell Studies n.s. chapter four Measuring Individual Freedom Actions and Rights as Indicators of Individual Liberty Peter Graeff * Introduction—the problem of measuring freedom The problem with measuring individual freedom begins on the theoretical level. After centuries of debating, theorists still do not agree about what freedom actually is. There are at least two distinct theoretical streams— positive and negative freedom, as discussed later—that claim to provide theoretical foundations for measurement. The measurement problem is becoming more acute as there is also a gap between theory and empirical operationalization, partly because scholars tackling the issue of freedom are mostly interested in theoretical approaches and do not construct their theories or ideas with regard to empirical conditions. Empirical issues also restrict the theory-operationalization fit by the fact that data are not producible for all theoretical ideas. From a measurement perspective, this could be taken as a drawback. In theory, these aspects make theoretical propositions irrefutable. * Peter Graeff is Assistant Professor of Sociology in the Department of Social Sciences, Goethe-University Frankfurt am Main. He obtained a Ph.D. from the University of Bonn. His research interests focus on the analysis of negative and positive social capital and free- dom. He is also interested in the methodology of measurement and on statistical methods for the analysis of social science data.
