CABINET MANAGEMENT BOARD - PROPOSED HEATHROW EXPANSION

4 JUNE 2018

1. Background

Following the decision to allow a third runway to be built at Heathrow Airport the Council has been approached in regards to the potential impact on our district of the proposed options for development. Therefore, an officer attended a workshop with Heathrow Airport Limited (HAL) on the noise aspect of the project.

There is a process that must be adhered to for consent to be approved for the third runway. We are currently unable to comment on the proposals as details have not been confirmed about what the intentions are in respect to the flight paths. Once this is developed and released (via an Environmental Impact Assessment) we will be able to consider the implications for the district from a noise perspective.

The main potential impact on Three Rivers’ residents would be from changes to the flight paths and the use of the airspace in our district.

2. The Legal Context

There are three main tiers of regulation which govern aircraft noise in the UK, none of which is enforceable by the Council:

• The International Civil Aviation Organisation (ICAO) – a specialised agency of the UN • The European Civil Aviation Conference • National – UK Aviation Policy Framework, Planning Policy, Act of Parliament and UK Aeronautical Information Publication

3. Environmental Metrics and Assessment Requirements

The Government’s priorities when considering environmental impacts arising from proposals to change airspace routes are set out in its Air Navigation Guidance: • airspace from the ground to below 4,000 feet - the Government’s environmental priority is to limit and, where possible, reduce the total adverse effects on people • where options for route design from the ground to below 4,000 feet are similar in terms of the number of people affected by total adverse noise effects, preference should be given to that option which is most consistent with existing published airspace arrangements • in the airspace at or above 4,000 feet to below 7,000 feet, the environmental priority should continue to be minimising the impact of aviation noise in a manner consistent with the Government’s overall policy on aviation noise, unless the CAA is satisfied that the evidence presented by the sponsor demonstrates this would disproportionately increase CO2 emissions • airspace at or above 7,000 feet, the CAA should prioritise the reduction of aircraft CO2 emissions and the minimising of noise is no longer the priority • where practicable, it is desirable that airspace routes below 7,000 feet should seek to avoid flying over Areas of Outstanding Natural Beauty (AONB) and National Parks; and • all changes below 7,000 feet should take into account local circumstances in the development of the airspace design, including the actual height of the ground level being overflown, and should not be agreed to by the CAA before appropriate community engagement has been conducted by the sponsor.

4. Airspace Design

The factors which influence noise are mainly operational and meteorological. Operational factors are: • Departure route and destination choice • Aircraft type • Airline procedure Meteorological factors are: • Wind • Jet stream • Weather

Options that will be considered for airspace design are covered by six key principles:

Principle 1 - three options: a) to minimise the total number of people overflown, with routes designed to impact as few people as possible, or b) to minimise the number of people newly overflown, keeping routes close to where they are today, where possible, or c) to share routes over a wider area, which might increase the total number of people overflown but would reduce the total number of people most affected by the routes as the noise will be shared more equally

Principle 2 - two options (urban v rural areas): a) prioritise routing aircraft over urban areas, recognising that urban areas have higher general noise levels; or b) prioritise routing aircraft over rural areas where fewer people live

Principle 3 - two options (only applies if urban areas are impacted): a) design flight paths over parks and open spaces rather than residential areas, or b) design flight paths over residential areas, avoiding aircraft overflight of parks and open spaces

Principle 4 - two options (noise v emissions): a) prioritise the reduction of aircraft noise for local communities over those that reduce fuel burn, or b) prioritise reduction in fuel burn and emissions over those that reduce noise for local communities

Principle 5 (technology and innovation): • The airspace being designed now needs to be efficient for the foreseeable future

Principle 6 (night flights) • HAL will encourage only the newest and quietest planes to fly in and out of the airport, particularly during the night period. The majority of Heathrow’s flights in the future will be between the hours of 7am and 11pm, so the set of design principles they choose will apply to flight paths mainly during the day. The Government requires a 6.5 hour ban on night flights; therefore HAL’s preferred solution is for this to be between 11pm to 5:30am.

5. Framework for Noise Management

The General Commitment at HAL to address the challenge of aircraft noise, while continuing to safeguard the connectivity and economic benefits that the airport provides is based on: • Quieter planes (e.g. fly green and quiet) • Quieter procedures (e.g. ground noise management plan) • Land-use planning and mitigation (e.g. noise insulation schemes) • Operating restrictions and voluntary measures (e.g. night restrictions) • Working with local communities (e.g. engagement forums)

6. Next Steps

HAL has agreed to consult on and establish a clear, legally binding Noise Envelope Plan (encompassing the framework in point 5 above) that will give certainty to local people on how noise is addressed.

Workshops with partners will be ongoing so Officers will engage and attend as necessary. Formal comments will be made through the consultation period.

Appendix Two

Measuring and Reporting Aircraft Noise

Measuring noise by describing its impacts and change is complex. There are many subjective effects such as perception, attitude, and visual impact – collectively known as ‘non-acoustic factors’. Still there is a need to quantify noise with objective metrics to be able to manage the noise challenge.

There are a range of metrics which are used to describe aircraft noise and inform policy. For studying long-term trends in environmental noise, it is convenient to use a single-number descriptor, e.g. to define an entire day's noise history. Therefore, in describing environmental noise: • Equivalent Continuous A-Weighted Sound Pressure Level LAeq, T is that constant level in dB(A) which, lasting for as long as a given A-weighted noise event, i.e. for a period of time T, has the same amount of acoustic energy as the given event • Community Noise Equivalent Level Lden is a 24-hour equivalent continuous level in dB(A) where 5 dB is added to the evening noise levels from 19:00 hours to 22:00 hours and 10 dB is added to night-time noise levels from 22:00 hours to 07:00 hours • Day-Night Average Sound Level Ldn is a 24-hour equivalent continuous level in dB(A) where 10 dB is added to night-time noise levels from 22:00 hours to 07:00 hours.

The most common internal measure of noise is the LAeq (often shortened Leq) which means ‘equivalent continuous noise level’. This proves to have the best correlation with associated health outcomes such as annoyance and sleep disturbance.

In the UK, daytime aircraft noise is typically measured by calculating this average noise level in decibels (dB) over 16 hours (07:00-23:00) over the summer period to give a single daily figure. As these Leq 16hr contours have been used in the UK for over 30 years, they allow historic trends to be monitored. Past Government research concluded that a Leq of 57 decibels marks the threshold above which ‘significant community annoyance’ begins.

Wet spring helps groundwater continue recovery

Although rainfall in May was slightly below the long-term average, the wet start to spring has helped groundwater levels recover and it is unlikely that restrictions will be needed this year.

During the summer, most rainfall is used up by trees and plants for growth or is lost to evaporation, which makes any further recovery in groundwater levels unlikely until the start of the next recharge period in the autumn.

Hot weather can significantly affect the demand for water and the amount we need to put into supply, so high demand for water over the summer also affects groundwater levels and we may see groundwater levels fall more quickly.

It is therefore imperative that we all continue to do more to save water – this will reduce the risk of needing restrictions in the future. We have included some tips below on how to stay cool in the summer whilst saving water.

Please continue to urge your friends, family, work colleagues and community to use water wisely. If we all save a little, we all save a lot.

Water will remain a scarce resource in the South East of England as we continue to meet the high demand for water from customers, whilst meeting our commitment to leave more water for sensitive habitats and local rivers.

Three Rivers District Council Monthly Economic Summary General Economy The data releases for the month kicked off with the Markit/CIPS Manufacturing PMI, which fell to 53.9 in April from a downwardly-revised 54.9 in March. This was the lowest headline level since November 2016. The release suggested that the sector has struggled to re-gain momentum at the start of Q2, which further reduced the chances of a rate hike at the Monetary Policy Committee (MPC) meeting on May 10th. The Markit/CIPS Services PMI, on the other hand, picked up slightly in April, to 52.8 from 51.7 in March. Nonetheless, the reading remains only showing tepid growth, implying that the economy has lost some of its underlying momentum. The construction PMI also improved, rebounding to 52.5 in April from 47.0 in March, suggesting that the sector was making up for activity delayed by March’s adverse weather. Taking the three surveys together, the all-sector PMI suggests quarterly GDP growth of around 0.3% at the start of Q2, indicating only a small improvement on the weak start to the year.

Despite markets pricing in an almost 100% chance of a rate hike in mid-April, weaker economic data, alongside recent comments by Mark Carney, meant that the MPC’s actual decision to leave policy unchanged at its May meeting was fully expected. Note that in the second half of April, market rate hike expectations fell from near 100%, to just 10%! Minutes for the meeting showed that the MPC thought that the economy’s slow start to the year should prove to be temporary and is waiting for more evidence before it considers tightening monetary policy conditions. In the May Inflation Report, the Bank of England revised down GDP growth for this year from 1.8% to 1.4%, reflecting the weak start to the year. The Bank also revised down its wage growth forecast for this year by 25 basis points. Otherwise, the minutes from the MPC meeting noted that the central forecast for economic activity remained little changed from the Bank’s February Inflation Report. Even with the weaker growth this year, the more hawkish members of the MPC – Ian McCafferty and Michael Saunders – still voted for an immediate rate hike as they believe that the weakness in growth figures for Q1 may have been overstated given the tendency for revisions. The rest of the Committee, on the other hand, wanted to wait until it becomes clearer that the weaker start to the year was only temporary before raising rates. Through the remainder of the month, markets were mixed as to their view of a change in August, November, or the potential for any move to be delayed into 2019.

Labour market data seemingly left an August rate hike looking more likely as employment rose by a substantial 197,000 in the three months to March. This was some way above the market consensus of a 130,000 rise and the biggest quarterly rise since the end of 2015. Furthermore, jobs growth was solely driven by the 271,000 rise in employees, while the number of self- employed workers dropped by 33,000. The unemployment rate remained at 4.2%, its lowest level since 1975 while the headline rate of weekly earnings excluding bonuses rose from 2.8% to 2.9% - above the MPC’s 2.75% forecast for 2018 as a whole.

In other news, April’s public finances figures gave the new fiscal year a positive start. The public sector net borrowing excluding public sector banks measure came in at £7.8bn, the lowest April figure since 2008. Thus, this should provide the Chancellor with some wriggle room to scale back any planned austerity in the Autumn Budget.

Inflation continued to head downwards as CPI dropped to 2.4% in April from 2.5% in March, its lowest level since March last year. However, fuel price and utility price rises are likely to hinder further drops in CPI inflation in the next few months, thus according to some analysts, a rate hike in August looks more likely.

The second estimate of first quarter GDP confirmed that the economy slowed down sharply as the 0.1% quarterly gain was left unrevised. The annual rate of 1.2% was also left unchanged and is the weakest since Q2 2012. GDP growth would have been stronger if it had not been for the large negative contribution from inventories. Without this, GDP would have risen by 0.3%, which would have been in line with the Bank of England’s original forecast for growth.

Over in the EU, headline inflation rose to 1.9% in May from 1.2% in April, which was far higher than the consensus forecast of 1.6%. The increase was partly due to a jump in energy inflation to 6.1% in May from 2.6% in April. Core inflation also increased to an eight-month high of 1.1% due to a rise in services inflation. The boost in services prices could also be a result of the improving labour market in the EU as unemployment fell to 8.5% in April. Additionally, slowly rising wage growth is likely to push core inflation steadily higher this year and the recent rise in oil prices is expected to send the headline rate above 2%.

In the US, the unemployment rate hit an 18-year low of 3.9% in April while non-farm payrolls increased by 164,000 in April, which was below the consensus expectation of a 198,000 increase. However, the 103,000 rise in March was revised upwards to 135,000. The original estimate of Q1 GDP growth was revised down to 2.2% annualised in the second estimate, from 2.3%. However, incoming monthly data suggests that Q2 GDP growth will be much stronger, a trend that the US economy has seen in a number of recent years. Minutes of the latest Federal Reserve policy meeting revealed that most members thought another rate hike would be appropriate soon, reinforcing market views that the next hike will come in June.

Housing Nationwide revealed house prices fell by 0.2% m/m in May, cancelling out the 0.2% rise in April. Compared with May last year, prices are 2.4% higher. According to Halifax, house prices fell by 3.1% in April following a 1.6% rise in March. Annual house prices rose by a weaker-than-expected 2.2% in the three months to April, compared with a 2.7% rise in March and significantly weaker than the expectation of a 3.3% rise.

The Hertfordshire Omnibus Survey 2017-18

The latest results of the Hertfordshire Omnibus Survey are in. The survey uncovers the opinions of Three Rivers’ residents on matters such as satisfaction with the council and services provided and the neighbourhood they live in.

Residents continue to be satisfied with the services provided by Three Rivers District Council, with three quarters happy with how well the council ‘runs things’ (74%). The green district continues to attract high levels of satisfaction for its Parks and Open Spaces (94% satisfaction) while the key services of refuse, recycling collection and street cleaning have held up their satisfaction levels well (83%, 85% and 76% respectively).

Abbots Langley Leisure Project The exciting HLF Leavesden Country Park Project has made significant progress since Permission to Start was granted in January 2018. Following the successful bid and award of £582,900 from the Heritage Lottery Fund (HLF) for the next phase coupled with additional funds from the Council’s Section 106 Agreement funding and from Warner Bros. Studios Leavesden, the project total is £1.1m.

Works and developments to date include:

• Successful tender awarded for the Project Manager and Principle Designer role to assist in the management of the complex capital programme for the park • Installation works for the utilities on the Heritage Wildlife Centre at pre-construction have been completed and improvements made to the entrance area from the car park 46 Item 6

• Tender documents for the construction of the Monitoring & Evaluation of the entire three year project have been issued on the e-portal • Successful recruitment for Park Ranger post and the officer has now started specifically to deliver parts of the vibrant and varied Activity Plan The brief for the Interpretation Workshops is out to quote and a working party has been formed to develop the copy for the boards and the internal signs for the Heritage Wildlife Centre • Work has started on the tender for all other aspects of the project including the restoration aspects of the font, lychgate, remembrance garden and railings and path works • The artists have been recommissioned to now work on the nine sculptures ready for installation in the Autumn

Project highlights include:

The imminent launch of new branding to give a vibrant look and feel to the park. The branding encompasses all the elements of the park and enhances the visitors’ experience. Through additional support offered by Warner Bros. to help us improve the arrival and journey of the visitor, their design team have developed the monkey puzzle motif. The sites major facilities, including the Woodlands café, will share the motif, font and colour pallet to give a sense of family.

The new branding will be used on all the new signage throughout the park and on primary information.

Many Activities have now started under the new banner of the HLF Activity Plan and are included separately in this bulletin. These include Tai Chi, Yoga, Mindful Nordic Walking and a summer series of History Walks. Additional Bird Box Building, Dawn Chorus Walks and Bat Walks have been organised. Whilst in the summer holidays, the Play Rangers will be working specifically on sculpture workshops with the children. The Leisure Team are also included in the opening celebrations of the Woodlands Café in July.

Communities Activities Coordinator Now in the second year of funding, the Communities Activities Coordinator based at the YMCA, has made a significant impact to the activity levels in the park. With a three year Service Level Agreement in place, the coordinator is developing a new programme of activities and outreach work which will include Manor House Grounds once the new facilities are complete.

Arts & Culture Centre The Henderson Hub is now fully launched and has received officer’s support and S106 funding to create an improved theatre and visitor experience. The original hall, entrance, toilets and kitchen areas have been renovated to create a warm and welcoming setting for all to enjoy. New film equipment is in place so the audience can now relax in the new seating and enjoy performances on the stage and screen.

As part of the renovation works a new foyer lounge has been created and, with its Elvira’s coffee and tea shop, encouraging the local community to visit and ask about the new programme of activities and event. The facility is also offers a community toilet.

Manor House Grounds Sports Complex Works ongoing and will be completed by the end of June. Formal opening to take place in July (date TBC). 47 Item 6

Leavesden Junior parkrun 1st anniversary Leavesden Junior parkrun celebrated its one year anniversary on Sunday 24 June.

Sport England Tackling Inactivity and Economic Disadvantage Unfortunately we have been unsuccessful in our joint bid (with six other LAs) to round two of the Sport England Tackling Inactivity and Economic Disadvantage Fund.

Hertfordshire Year of Physical Activity #HertsYOPA18 We ran a Back to and Walking Netball Festival in May as part of the Herts Year of Physical Activity. YOPA plans. Five teams from across the county took part. Positive coverage secured in the Watford Observer after the event. http://www.watfordobserver.co.uk/news/16255477._Huge_buzz__at_netball_festival.

Rickmansworth Hockey Club No further updates. Ongoing delays with the project. This has centred on a dispute between the Hockey Club and Sports Club and easement over the car park and facilities which are required as part of the Hockey Clubs Sport England Lottery Funding Agreement.

Rickmansworth Love to Dance group Graces Olympic Stadium On Saturday 24th March participants from the Rickmansworth Love to Dance Group formed part of over 140 over 50s swinging and swaying, twisting and twirling pitch side when Saracens played their first game against Harlequins at the iconic London stadium.

They performed to Oasis hit song ‘Wonder Wall' and Justin Timberlake’s ‘Can’t stop the feeling’ a lot of lot of hard work went into perfecting the routines in their weekly classes which paid off on the big day with all participant’s looked fabulous. Love to Dance is a tailored dance class for the over 50’s takes place every Thursday 12.30pm-2.30pm at Mill End Community Centre.

Expansion of Sheltered Housing The Sheltered housing programme has seen an additional 5 new sessions taking place in Sheltered accommodation across the district thanks to funding received from Herts Sports Partnership including Grove Court, Harrogate Court, Hallowes Court, Money Hill Court and St Mary’s Court.

Get Active Parks New park fitness classes will be running from July to September in Leavesden and including Boxercise, Yoga, and Tai Chi. Based on the concept of Green exercise where by exercising outdoors makes people happier, less fatigued and angry, more tranquil and relaxed, compared to indoor exercise. Other additional sessions include Nordic Walking with a new Learn to Nordic Walk course starting 28 June as well as regular wellbeing Nordic walks.

Yoga in the Park and Tai Chi in the Park taster sessions As part of mental health awareness week (14 - 18 May) at Leavesden Country Park, taster Tai Chi, Yoga and Mindful Nordic Walking sessions 48 Item 6

were provided with 28 participants attending the sessions and improvements shown in relaxation, desire to be active and rating of Leavesden Country Park. Following the success of the tasters, weekly sessions in the park are starting July 2018.

Mental Health Physical Activity referral Scheme The Watford and Three Rivers Physical Activity Referral Scheme has been running for a number of years. It was felt that a selection of people were missing out on the health benefits of physical activity, due to not wanting to exercise in a gym-based or swimming environment (which is offered within the scheme). We wanted to be able to offer a wider range of physical activities within the community; however, not all these activities would be suitable for people living with some of the medical conditions, due to physical restrictions.

With the new offering, inactive residents, 16+ years, living with a mild- moderate mental health condition, who wish to become more physically active, (but don’t want to exercise within a gym or swim environment), can be referred onto the Mental Health Physical Activity Referral Scheme, via a GP or Mental Health Professional (such as an employee at MIND).

The participant will be offered an initial consultation, review sessions at week 4 and week 8 and an evaluation at week 12 with an Exercise Referral Instructor. During these appointments, exercise guidelines and barriers to exercise will be discussed and the patient can be signposted to a range of community activities (at a low cost) within the district; such as Hertfordshire health walks, park run, Green Gym, Nordic walking, Tai Chi, dance, tennis coaching and netball.

The aim is for the overall wellbeing of the participant will improve once engaging in regular exercise.

Artistsmeet exhibitions We are delighted to have welcomed new visitors to the gallery in the past couple of months with more community focussed exhibitions.

The ‘Made in Three Rivers’ exhibition showcased a colourful and varied range of photography, creative writing, stitch and mixed media. All of the artwork was created by local residents who take part in activities which form the Arts Development Programme- Photography Walks, Creative Textiles and Arts on Prescription.

It was a wonderful opportunity to share with the public, the more creative opportunities that the Leisure team can offer and the outcomes that can be achieved! We also had 15 participants booked on to our popular Decoupage workshops, which were run by a professional artist.

Finishing on 27 June was the Young Masters Secondary School exhibition, with work from St Joan of Arc, St Clement Danes and The Reach Free Schools. Leisure Services had not worked with any of these schools previously, so it’s a big achievement to now be working with them on this show, and future opportunities.

Easter photography walks During the Easter holidays we hosted two photography walks for people of all ages and abilities, with participants making the most of our new online booking system! Despite the British weather we had high 25 people attending the walks and they were all invited to send us some of their photos afterwards, to feature in our online gallery http://creativeempathy.com/PictureThisEaster2018/index.html 49 Item 6

The winners of the ‘best snap’ competition were Cheryl at Chorleywood House Grounds and Pasha (aged just 7!) at Leavesden Country Park.

The walk which took place in Leavesden Country Park, accompanied by our Park Ranger Damien was the first of its kind in this location and it proved to be a great success! Leisure plans to host many more Photography Walks here in future as part of the Heritage Lottery Fund project to support the Activity Plan.

Arts on Prescription Since the pilot project in 2017, it was a pleasure to work with a small group of adults again in South Oxhey over the Easter holidays. The four participants continued with photography and creative writing, focussing particularly on the town centre of South Oxhey- its redevelopment, its history, their memories and its future. They produced artwork for displays in the Council’s gallery Artistsmeet and at the local Library to tie in with a history event back in April.

We have also expanded the audience that we provide Arts on Prescription for, working with vulnerable families who use the services of South Oxhey Children’s Centre and Otley Way Family Centre in South Oxhey. Families with children aged four years and under are being referred by their support workers on to ‘Making It Mini’, where over eight weeks they are engaging with an artist and storyteller. The aim of the sessions is for adults and children to learn, create and play together to build confidence, improve social interaction skills and reduce feelings of stress or anxiety.

Playschemes Playscheme will be operating at Maple Cross School from Monday 23 July until Friday 17 August. Our other two Playschemes will be operating at Tanners Wood School and Yorke Mead School from Monday 30 July until Friday 24 August.

Staff will prepare a variety of activities, from arts and crafts, sports and risky play. The plans are flexible, to meet the needs and interests of the children on the day. Our Playschemes will have a visit from the Science Museum again, after their successful workshops at the Playscheme last year. During one week of the Playscheme, one of our themes will be focusing on Health & Well-being, exploring ways to stay fit and healthy both physically and mentally.

Playscheme has secured £1,000 of funding from Tesco’s Bags of Help Scheme. This funding will contribute to the staff training, staffing and equipment for our one-to-one children who have additional and complex needs. We are the only main stream holiday provision within Three Rivers that continues to supports children that require one to one support.

The new online booking system has been a good investment. We have been able to open up summer bookings six weeks earlier than usual. We feel we are able to meet the needs of the community more by giving parents more time to book and the opportunity to book in the evenings and at weekends.

Holiday Referral Scheme: Parents and carers within the district are still benefitting from the Holiday Referral Scheme and enjoying internal and external holiday provision at a reduced rate.

We currently have 131 children on the Holiday Referral Scheme, and we continue to get more applications in the lead up to summer.

Families are able to attend our Playschemes and can choose from several external play services during school holiday periods, such as William Penn Leisure Centre, The Holiday Club in Rickmansworth and Junior Playmakers in South Oxhey. Apex Multisports are looking into offering referral scheme places within the South Oxhey area and we have also approached Maple Cross School who recently ran a pilot holiday scheme outside of our provision – we are waiting to hear of their progress.

Play Rangers Play Rangers continue to deliver after-school timed sessions out in the district. As summer approaches, the numbers increase and we see on average 22 children per session.

Parents are now being encouraged to register via the Three Rivers District Council’s online services – making it quicker and more user- friendly.

Play Rangers continues to run two lunchtime sessions a week at Malvern Way and Yorke Mead Schools, one lunch time session per week at Rickmansworth School and curriculum based sessions to year 2 and 3 students at Greenfields School in South Oxhey. Word keeps spreading as we continue to receive enquires from other schools inside and outside of the district.

The Senior Play Ranger has put together a School Outdoor Learning pack which explains how Play Ranger activities can meet various areas of the curriculum by encouraging outdoor based learning. After summer, the Play Ranger team has a week where they will be focusing on delivering trial sessions and/or assemblies at local schools who want to know more about what Play Rangers do and how we can meet their needs.

After a successful Easter programme, Play Rangers will also be visiting our Playschemes again this summer, supporting the children with fun risk taking outdoor activities. During Easter, we worked with Three Rivers West Children’s Centre and delivered Play Ranger activities to their stay and play session at the Aquadrome. Leisure Services had great feedback and are delighted to announce that the Children’s Centre have invited the Play Rangers back to run activities at their National Play Day event on 1 August at the Aquadrome.

Play Rangers have also been busy with other departments within the Council. For the 3rd year running, the Housing and Environmental Team have booked Play Rangers for their team away day, delivering team-building type exercises in the outdoors, such as leaky pipe; scavenger hunt and tug of war. Play Rangers were also invited to Community Partnerships’ team away day and the feedback was amazing:

“I can honestly say it’s the best team away day I have ever participated in – there have been a few (I’ve been here 30 years!!!).” 51 Item 6

The Senior Play Ranger is also looking at developing a Team Building pack and will start offering this service to local businesses within Three Rivers.

Street Closures & Street Play Three Rivers residents can apply to Hertfordshire County Council for a street closure once a year. Residents may do this for planned street parties or the annual ‘Big Lunch’ that takes place every June. The Big Lunch is the UK's biggest annual get together for neighbours. It's a simple idea - that for a few hours, cars stop, shyness stops and neighbours come together in the street to meet, greet, share, swap, sing, plan and laugh.

This October half term, we are looking for residents who may want to close their street for a few hours, to get children playing outside and get residents to meet their neighbours. We will encourage residents to contact the Leisure Department and we will help them submit their street closure application to Hertfordshire County Council. This project will be resident-led but we will supply a street closure pack with street closure signs, hi-vis jackets, cones and chalk for the children to play with and guidance on how to get other residents to support this scheme.

Watersmeet Watersmeet is continuing to develop a programme of shows alongside films and hires. The latest show, Little Mix Experience sold over 450 tickets.

The Youth Council event was held at the venue on 20 June and saw over 200 children from 15 schools across the district discuss a number of local topics.

Pantomime SLM (Everyone Active) has agreed to sponsor this year’s pantomime and is contributing £4,000 of funding toward marketing activities.

Cast Announcement – Sam Attwater Watersmeet and Jordan Productions are excited to announce EastEnders and Dancing on Ice star Sam Attwater will join the cast of Snow White and the Seven Dwarfs this Christmas as Prince Simon.

This year’s panto night (Civic night) will be held on Friday 14 December at 6.30pm. All Councillors are invited to see the show and join the cast after the performance for informal refreshments in the Colne Room. This month why not embrace so fresh air exercise and explore Hertfordshire's parks and open spaces by using one of the great outdoor fitness areas in your local area? Visit the ParksHerts website for more information about events, facilities and activities on offer in your local parks, including a variety of outdoor fitness equipment. This month, if you venture further afield to try a new park take a picture and tag yourself with #TryANewParkHerts and @HertsYOPA18 this month. Many of the Hertfordshire Health Walks start, finish or explore Herts' fantastic parks.

Evening walks in Watford

Join Hertfordshire Health Walks volunteers for evening walks at , Watford - ideal if you work in the day, but would like to increase your steps!

Thursday July 12 and August 9, 7pm, meeting at Cassiobury Park car park, WD18 7LB. Grade 2 walk (2miles, 45 mins).

Just turn up, no need to book. You can register online as a new walker if you're new to Health Walks via www.hertfordshire.gov.uk/healthwalks.

Evening walks in East Herts

Join our dedicated Health Walk leaders for weekly Wednesday evening walks (7pm). In July the walks are at Panshanger Park (meet at Thieves lane car park, nearest postcode SG14 2WN) and August at Hartham Common (meet at the bench outside the leisure centre, SG14 1QR). Great news for walkers in Maple Cross

Today Countryside Management Service volunteers replaced two old wooden stiles with two new kissing gates and will be improving the waymarking on rights of way near Maple Cross. The work has all been possible thanks to Hertfordshire County Councillor Ralph Sangster who has funded the new gates from his locality budget and the efforts of the 24 volunteers who have worked to install the new furniture. The enhancements will mean the Health Walkers and local people can easily explore the beautiful Chilterns countryside. Join the Grade 4+ (up to 2 hours) Maple Cross walk on Friday 6th July at 9.30am. Meet at The Tea Shack, Woodoaks Farm, Denham Way, Maple Cross, WD3 9XQ.

Stepping Out Walk Series for Carers comes to Herts

New for Hertfordshire is the Stepping Out walk series supported by Ramblers UK and Sport England. These are organised walking outings for carers looking for respite or for an activity to do with those they care for. Visiting Hertfordshire's beauty spots, the events include a short walk at a comfortable pace on flat ground, and a more challenging walk of approximately 3 miles. Where possible the organisers will support with transport to assist people to attend. Attendance is free, and an optional subsidised lunch is also available.

Meet the Cows

Join the Countryside Management Service and local grazier to meet the Longhorn cattle grazing at Weston Hills Local Nature Reserve or Ivel Springs Local Nature Reserve. Learn more about this gentle breed and conservation grazing. If there is time we can have a short stroll (around 1 mile) around the reserve to spot other wildlife.
