    Before the FEDERAL COMMUNICATIONS COMMISSION Washington, DC In the matter of: ) ) Revitalization of the AM Radio Service ) MB Docket 13-249 ) ) COMMENTS OF REC NETWORKS One of the primary goals of REC Networks (“REC”)1 is to assure a citizen’s access to the airwaves. Over the years, we have supported various aspects of non-commercial micro- broadcast efforts including Low Power FM (LPFM), proposals for a Low Power AM radio service as well as other creative concepts to use spectrum for one way communications. REC feels that as many organizations as possible should be able to enjoy spreading their message to their local community. It is our desire to see a diverse selection of voices on the dial spanning race, culture, language, sexual orientation and gender identity. This includes a mix of faith-based and secular voices. While REC lacks the technical knowledge to form an opinion on various aspects of AM broadcast engineering such as the “ratchet rule”, daytime and nighttime coverage standards and antenna efficiency, we will comment on various issues which are in the realm of citizen’s access to the airwaves and in the interests of listeners to AM broadcast band stations. REC supports a limited offering of translators to certain AM stations REC feels that there is a segment of “stand-alone” AM broadcast owners. McIntire’s “crusade” against the Federal Communications Commission and the Fairness Doctrine brought national attention to the doctrine. This attention influenced the FCC, and in 1987, the Commission repealed this regulatory policy. WXUR is the only radio or television station in American history to be denied license renewal by the FCC as a direct result of Fairness Doctrine violations. This dissertation argues that McIntire and WXUR are underappreciated factors that contributed to the demise of the doctrine. Introduced in 1959 when Congress amended the 1934 Communications Act, the doctrine required radio and television stations to meet two requirements: (1) devote a reasonable percentage of broadcast time to discussions of issues of public importance within the community the licensee served, and (2) design and provide programs so that the public had a reasonable opportunity to hear different and opposing views and arguments on the public issues of interest within that community.

Under the scope of work, KO was charged with developing a statewide campaign, including earned media, TV, radio, and digital to supplement the State Board of Election’s social media campaign. The public education campaign also included broad stakeholder engagement to help educate voters about the vote by mail election. In order to build the campaign, KO partnered with a number of stakeholder firms to help us develop the campaign and reach target audiences throughout the State. Our partners included: • Mission Media – a full-service advertising and marketing firm to assist with creative design, campaign production and media buying. • Sandy Hillman Communications – a public relations firm and minority business enterprise to assist with earned media and oversee broad stakeholder engagement throughout the state. • GreiBO – a public relations and marketing firm based in Baltimore to assist with stakeholder outreach to the African American community statewide, including key influencer messaging, in-community events and social media for Baltimore City residents. • Cool & Associates – a full-service management consulting firm that brings Hispanic strategy, workforce development, education, marketing and outreach to the forefront of any organization. Veronica Cool and her team assisted with stakeholder outreach to the Latinx community, Spanish-speaking earned media, and assisted with translation of all MD State Board of Elections: Public Relations Campaign Report for 2020 Primary Election 1 campaign materials, including radio, social media, and a web-tutorial created by the State Board of Elections.

We hear many questions about Team Selection. How does it work? Who puts together a team? Who makes the calls to invite team members? Does the Weekend Lay Director have input into team selection? While the Team Selection Committee has not been active in our community, the Board of Directors is working very diligently to cre- ate a working team to assist WLD in procuring their teams. Here is a little background on the Team Selection and how we are mov- ing forward. The Team Selection process is not only important to each Walk but also to the health of the Emmaus Community as a whole. The team selection process should assure: 1) the choice of a strong and balanced team after prayer and reflection on the gifts, experi- ence, and needs of community members; 2) broad involvement by the Emmaus community on teams; 3) cultivation of new leadership for future Walks and the com- munity; 4) attention to what people need to grow in grace and authentic servanthood. In view of these aims, the Team Selection Committee selects, with the WLD, all team members, except for the WLD and Spiritual Director, and helps make all the position assignments.
