No - 06762-226507 OFFICE OF THE COLLECTOR & DISTRICT MAGISTRATE, DHENKANAL ' (EMERGENCY SECTTON) No.Xrv-34 l2o2o- 1-O2 | lDaft: A* , D&. 2.1:,fu, WHEREAS, the World Health Organization (WHO) has declared Corona Virus Disease (COV1D-19) as pandemic and where as the Govt, of Odisha in exercise of power conferred under section 2, 3 &,4 of the Epidemic Disease Act. 1897 have promulgated Odisha COVID-19, Regulation-2O2O for containment of COVID- 19; AND IIIHEREAS, the National Disaster Management Authority (NDMA), Govt, of India in exercise of power conferred under section 6(2(il of the Disaster Management Act. 2005 have directed the State Govt. / State authority to take measures for ensuring social distancing so as to prevent this spread out COVID- 19 & directed the National Executive Committee under the said Act to issue necessary guidelines in this regard; - AND IVHEREAS, Govt, of Odisha have issued orders to contain the spread out the COVID-19 vide Order No. 4582/R&DM(DM) dtd.3l.O7.2O2O; AND WHEREAS, the District Magistrate & Collectors have been designated as the Empowered officers u/s 2(t) of Epidemic Disease Act, 1897 read with Clause -2 of COVID- 19 Regulation-2O2O & authorized to enforce and implement various measures for containment of the spread of COVID-19. AND WHEREAS, O4(Fourf positive cases are found Kamakhyanagar NAC area during last 3 days while maintaining home quarantine. During the Active Contact Tracing, many peopie's in NAC area including different Offices are came contact to the positive cases. Hence to contain the local transmission of COVID-l9 & keeping in view of rising cases of COVID-19, it is quite essential to take stricter precautionary measures by the district Administration, Dhenkanal. Now therefore, in exercise of power conferred under Disaster Management Act, 2005 and the Epidemic Disease Act. lB97 read with Clause - 2 of COVID-l9 Regulation-2O2O,I Sri Bhumesh Chandra Behera, OAS (SAGI, Collector & District Magistrate, Dhenkanal do hereby orders to shutdown Kamakhyanagar NAC from O3.O8.2O2O to O5.O8.2O2O in order to contain the spread of COVID-19 & to take all preventive and Respbnse Measures. Contact Tracing & Surveillance: There shall be intensive contact tracing in Kamakhyanagar NAC. Contacts of the confirmed and suspected cases will be line listed, tracked and kept under surveillance at home for 14 d?ys. The CDM&PHO, Dhenkanal/ Block Medical Officer I I C, Kamakhyanagar, will mobilize required health staff immediately to conduct Active Surveillance in Kamakhyanagar NAC. ' -2- Supervisory officers will be also named by the CDM&pHo, Dhenkanal' The Active surveillance will start from 03.og.2o2o and completed by O5.O8.A02O. The cDM&pHo, Dhenkanal/ Biock Medicai orficer rrc, Kamakhyanagar , shall provide required numbers of masks, hand gloves, head covers to all surveillance team members & supervisors for conducting surveillance in Kamakhyanagar Active NAC and train them accordingry. The aforesaid process must be followed as per the guidelines of H&FW, Deptt. Govt. of odisha & same must be ensured by cDM&pHO, Dhenkanal. A11 ILI and SARI cases either reported in the last 14 days by the IDSP or ascertained in course of Active Surveillance exercise will be tracked and revieu,ed thoror_rghly. swab will be collected from all cases of confirmed contact history/symptoms at the earliest for testing at the designated Labs. A11 Agriculture, Horticulture & fisheries, animal husbandry, veterinary services & allied activities, including procurement at mandis. 1. Movement of road transport on highways , road movement of transiting vehicles m. Movement of Public Transport, private vehicle and taxis (inciuding cabs by aggregator like ola, Uber, etc) tc-i and from airport, rail"vay station and bus terminals/stands/stops, for facilitating movement of passengers by air, rail and road. n.
