Purpose 1.1 The purpose of this report is to seek delegated authority to appoint the main construction contractor for the Central Museum and Art Gallery expansion project. 2. Recommendations 2.1 That Cabinet delegates authority to the Director of Customers and Communities, in consultation with the cabinet member for Community Engagement and Safety and the Borough Secretary, to appoint the main construction contractor for the Central Museum and Art Gallery Expansion Project provided that the total cost of the successful contractor’s tender is within the approved capital budget of £6.7m. 3. Issues and Choices 3.1 Report Background 3.1.1 Northampton Museum and Art Gallery (NMAG) is a highly respected regional museum best known for its world class shoe collection. Located in Northampton’s Cultural Quarter at the top of Guildhall Road, it already plays a significant role in the cultural life of the town and county. 3.1.2 Cabinet agreed at its meeting on 12th September 2012 to the sale of a valuable Egyptian limestone statue of Sekhemka on the condition that all the proceeds received by Northampton Borough Council from the disposal be used for improvements to the museum service and/or other cultural or heritage projects. 3.1.3 Northampton has a rich heritage and culture that is important to its residents and the town.

DRAFT STATUTORY INSTRUMENTS 2011 No. 0000 LOCAL GOVERNMENT, ENGLAND The Northampton (Electoral Changes) Order 2011 Made - - - - Coming into force in accordance with article 1(2) Under section 58(4) of the Local Democracy, Economic Development and Construction Act 2009(a) (“the 2009 Act”) the Local Government Boundary Commission for England(b) published a report dated October 2010 stating its recommendations for changes to the electoral arrangements for the district of Northampton(c). A draft of the instrument has been laid before Parliament and a period of forty days has expired and neither House has resolved that the instrument be not made. The Local Government Boundary Commission for England has decided to give effect to the recommendations for electoral changes and in exercise of the powers conferred by section 59(1) of the 2009 Act makes the following Order: Citation and commencement 1.—(1) This Order may be cited as the Northampton (Electoral Changes) Order 2011. (2) This Order comes into force— (a) for the purpose of proceedings preliminary or relating to the elections of councillors, on the day after that on which it is made; (b) for all other purposes, on the ordinary day of election of councillors in 2011. Interpretation 2. Successful in terms of developing a vision, successful in delivering it, and successful in securing significant amounts of private sector funding in doing so, to maximise the benefits of development for the town. In recent years the town has seen the following levels of investment; Northampton Train station = £26m Siemens National Training Academy for Rail = £7m Cosworth Advanced Manufacturing centre = £22m Carlsberg bottling facility = £20m University of Northampton Innovation Centre = £8.5m Northampton bus station = £13m Wootton Hall Park junction = £2.7m Weedon Road Smart Corridor = £2m Enhanced power infrastructure (EZ) = £1.25m Superfast broadband in EZ Northampton has also established the Enterprise Zone based in and around the town centre, one of the top performing EZs in the country, which has seen; • 2,689 jobs created • 53 Businesses created • £319.5m Private sector investment • £71.4m Public sector investment The densities of jobs created are generally in keeping with national figures, as assumptions used to inform the Joint Core Strategy are contained in the West Northants Employment Land Study from 2010 and are based on information from Roger Tym and Partners used in the East Midlands Councils checklist. They are as follows: • 1 worker per 18 sq.m office • 1 worker per 35 sq.m general industrial • 1 worker per 88 sq.m warehouse This level of growth has also seen changes in movements in and across the town.
