It defines three approaches of gathering and reporting cost information: narrow (salaries and current expenditures, excluding capital outlays); generally accepted accounting principles (GAAP) (costs are recorded during the period in which they occur); and broad (all inputs in the system, including time, are measured). The paper's aim is to develop a better measure of the cost of public education in three Ohio school districts, and to establish that public schools in Ohio's three largest districts are .suffering from rising costs combined with falling achievement. The document discusses education achievement in the three areas and examines enrollment as a measure of quality. It found no meaningful relationship between overall spending per pupil and student achievement. It states that more solid structures of school organization may be obtained from voucher systems, charter schools, tax credits for tuition payments, and other programs that link rewards directly with parent satisfaction. The text emphasizes that a real program of school choice that gives parents and students more options will instill necessary incentives for improvement in the public schools. September 1998 1 BEST COPY AVAILABLE 'Attire* Public Choices, Private Costs: An Analysis of Spending and Achievement in Ohio Public Schools Executive Summary When spending and other school "inputs" are examined for their relationship to the "output" of student achievement, there exists a wide gap between these costs and expected results. Nowhere is this more evident than in Ohio's three largest public schooldistrictsCleveland, Columbus, and Cincin- nati. Enrollment as a Measure of School Quality The urban school districts of Cleveland, Columbus, and Cincinnati have experienced a signature pattern of declining enrollment. For the class graduating in June 1997,the three districts declined in enrollment from 14,663 to 7,130 students between 1990 and 1997a loss of 51.4% of their students. Analysis of School Spending Because schools do not use Generally Accepted Accounting Principles (GAAP), the reported spending per student is vastly underestimated. When miscellaneous expenses, interest expenses, depreciation, and capital outlay are included, annual public school spending per pupil has a median of $6,996 in Ohio's 611 school districts. Using improved GAAP figures, Columbus public schools spent $7,665, Cincinnati public schools spent $10,099, and Cleveland public schools spent $10,962 in fiscal year 1997. Using GAAP, 70 of Ohio's 611 school districts (or, 11.5%) spend more than $10,000 per student. (See Appendix 1.) Spending and Achievement Analysis Overall, school spending, teacher salaries, advanced teacher education, teacher experience, class- room spending, and student-teacher ratios have nodiscernible effect on student achievement in urban school districts in Cleveland, Columbus, and Cincinnati. Solutions Given that traditional reforms such as boosting spending per pupil and reducing class size have little positive effect on student performance, and that school innovation and autonomy do have this desired effect, policymakers and school reformers would be wise to focus on more fundamental solutionslike parental choice in education. 3 The Buckeye Institute for Public Policy Solutions is a public policy research and education Insti- tute, or think tank. It describes the difficulty educational reformers encounter when trying to place any public initiative on the ballot, and the importance of using the legislative process to implement a voucher system. The text describes the opposition to vouchers and how the support of the governor was essential in pushing voucher legislation through the legislature. Some of the key components of that success were: bipartisan support; a grassroots-support campaign organized by parents; the inclusion of vouchers as part of the overall budget rather than as a stand-alone bill; and the compromise in implementing the voucher system in one city rather than in the whole state. One of the unique features of the Cleveland voucher program was its inclusion of religious schools. It allocated $2,250 per student, and students below 200 percent of the poverty line qualified for the full 90 percent subsidy.

Among the appropriations and funding for the upkeep and construction of the state’s infrastructure – whether it be roads and bridges, or state government buildings and schools – millions of dollars are also set aside for pet local projects and pork spending that Ohio taxpayers should not be forced to fund. Unfortunately, historically Ohio policymakers have not always done a great job of limiting and eliminating pork spending. The 2016 capital budget included millions of dollars in spending that falls well outside needed infrastructure.1 For example: • $80,000 for the Bowling Green Curling Club; • $200,000 for the New Madcap Puppet Theater; • $250,000 for the Triumph of Flight statue; • $1.5 million for the Toledo Museum of Art’s Polishing the Gem Project; and • $600,000 for Chagrin Falls Center of Community Arts. As the 2018 capital budget process begins, special interests and communities are once again looking to state taxpayers to fund their pork projects.

Concerns about the loss of open space, farm productivity, traffic congestion, and rising public-service costs have led many to demand more government control over land development. On the state level, concern about sprawl has led to large-scale government funding for open space protection and environmental clean-up as well as new planning mandates to protect agriculture. On the local level, more communities are adopt- ing restrictive growth control policies to slow the pace of development. Little data or objective analysis, however, has been applied to the issue of land use and urban development in Ohio. Most media and growth-control advocates rely on slogans and faulty intuition to support calls for more comprehensive planning on the local and regional level. For example, many define urban sprawl as the uncoordinated or unplanned development, yet virtually all new housing and commercial development is subject to extensive public hearings and development approval procedures on the local or county levels. This study provides a rational analysis of economic, demographic, and land-use trends in Ohio and their relationship to key concerns all Ohioans have about the pace and pattern of land develop- ment in Ohio. Among the study’s key findings are the following: Land and Urban Development in Ohio • After two centuries of urban development, the vast majority of Ohio remains rural — less than 14 percent of the state’s total surface land area is developed (including rural highways and roads), and only about two-thirds of that developed land is urbanized.

Outdated regulations, unclear rules, and short-sighted tax schemes threaten many of the potential gains that new technologies offer. Fortunately, Ohio has already begun improving its regulatory code and state policymakers should build upon policy reforms designed to promote economic growth and encourage entrepreneurship and innovation. Recent efforts include expanding broadband access, extending telehealth availability, preparing workers for technology-related jobs, simplifying redundancies in Ohio’s regulatory code, and testing nontraditional pilot programs. Unfortunately, despite these successes, Ohio’s regulatory regime for cutting-edge technologies lags behind other states. State policymakers should explore improving regulatory and tax policies across several key areas as more reform work remains to be done.
