    66-86 Farringdon Road, London, EC1R 3EA Independent Viability Review 28th June 2016 1.0 INTRODUCTION 1.1 We have been instructed by Islington Borough Council (‘the Council’) to undertake an independent Viability Review of an April 2016 Viability Assessment that has been prepared by GVA Bilfinger (‘GVA’), in respect of a proposed redevelopment of 66-86 Farringdon Road, London, EC1R 3EA (‘the Site’). 1.2 Together with office agency Crossland Otter Hunt, we previously provided an “Independent Assessment of Office Market Report”, in September 2015, which concluded essentially that the office market is buoyant in the Site’s location and that there is the potential for an office-led scheme in this location to be feasible, subject to this being viability-tested and taking into account site specific circumstances. 1.3 The Site is 0.52 acres and accommodates a multi-storey car park located in the Clerkenwell area, on the eastern side of Farringdon Road. It is circa 1 mile north-west of the City of London and is close to Farringdon Underground Station. The statement will be used by the Council in the assessment of all development proposals. Camden has a duty under the Planning (Listed Buildings and Conservation Areas) Act 1990 to designate as conservation areas any “areas of special architectural or historic interest, the character or appearance of which it is desirable to preserve or enhance.” Designation provides the basis for policies designed to preserve or enhance the special interest of such an area. Designation also introduces a general control over the demolition of unlisted buildings. The Council’s policies and guidance for Conservation Areas are contained in the Unitary Development Plan (UDP) and Supplementary Planning Guidance (SPG). This Statement is part of SPG and gives additional detailed guidance in support of UDP policies. The Statement describes the character of the area, provides an outline of the key issues and identifies development pressures which are currently a cause of concern.
