Selection and Screening Process of Atal Incubation Centres (Aics) Selection And Screening Process of Atal Incubation Centres (AICs) This note provides the screening cum selection process, as suggested by the Screening cum Selection Committee, that was following for the selection of the applicants for setting up the Atal Incubation Centres (AICs): Stage 4: Presentation & Stage 3: Site visit Evaluation •To be made by Stage 2: Data • Provide scores shortlisted Cleaning based on the applicants evaluation matrix Stage 1: •Remove invalid / Screening duplicate applications •Checking eligibility and strength of proposals All the four stages are explained below. The applicants that have got screened out with every filter at various stages as well as the applicants that got selected for the grant-in-aid are listed below. 1 Stage 1: Screening The applicants were put through various levels filters which checked the eligibility conditions, weak research/innovation system and weak plans. This filtering process was done auotmatically by the system based on the data filled in the online application forms by the applicants PART A: ELIGIBILITY CHECK Filter 1: Institutions which did not fulfil the criteria of 10,000 square feet of space requirement.     CHAPTER 43 ELECTORAL STATISTICS 43.1 India is a constitutional democracy with a parliamentary system of government, and at the heart of the system is a commitment to hold regular, free and fair elections. These elections determine the composition of the Government, the membership of the two houses of parliament, the state and union territory legislative assemblies, and the Presidency and vice-presidency. Elections are conducted according to the constitutional provisions, supplemented by laws made by Parliament. The major laws are Representation of the People Act, 1950, which mainly deals with the preparation and revision of electoral rolls, the Representation of the People Act, 1951 which deals, in detail, with all aspects of conduct of elections and post election disputes. 43.2 The Election Commission of India is an autonomous, quasi-judiciary constitutional body of India. Its mission is to conduct free and fair elections in India. It was established on 25 January, 1950 under Article 324 of the Constitution of India. Since establishment of Election Commission of India, free and fair elections have been held at regular intervals as per the principles enshrined in the Constitution, Electoral Laws and System. The Constitution of India has vested in the Election Commission of India the superintendence, direction and control of the entire process for conduct of elections to Parliament and Legislature of every State and to the offices of President and Vice- President of India. The Election Commission is headed by the Chief Election Commissioner and other Election Commissioners. There was just one Chief Election Commissioner till October, 1989. In 1989, two Election Commissioners were appointed, but were removed again in January 1990.

    11~Nno~ NOI.1V~na3 H3H91H 3.1V.1S V1VH3l1 3H.1 J Report of the Committee on Industry-Academia Linkages EXECUTIVE SUMMARY The higher education system in Kerala has found its comparative advantage in education eroding over time, and the majority of its students ill-equipped to deal with globalized market demand. There is also an endemic concern expressed by industry that the output of the higher education system is ill-trained and needs considerable remedial training before they can be productive. Given relatively low levels of industrialization, Kerala has been troubled by educated unemployment in the past; if there is a slowdown in out- migration, we may again see unemployment and under-employment rising. It is in this context that the Kerala State Higher Education Council constituted a Committee on Industry-Academia Linkages. As per the Terms of Reference (see Appendix 0), the Committee has considered various approaches towards creating mechanisms to induce students, industry and academia to engage meaningfully with each other. After holding six meetings, the Committee has arrived at a series of recommendations in several broad categories. They also held one interaction with the IT industry. It is felt that further interactions with other sectors, within the framework of the recommendations, may be done as a follow-on activity, to get more direct feedback from various sectors. The general thrust of the recommendations focus on the following: 1. Creating conditions that improve the interactions between industry, academia, research labs and students as well as skill upgrading. 2. Creating mechanisms that will increase the level of structured innovation and entrepreneurship so that more students from Kerala become job-creators rather than job-seekers, especially in sectors where the state has a comparative advantage.
