The land was purchased by the Wellington City Council in late 2003 to allow completion of the loop of tracks by the Makara Peak Supporters. Council obviously saw benefit to the city in this extension. The subdivision will impact negatively on the aesthetic nature of the part and decrease its amenity value. The land is included in the Outer Green Belt Plan. Inclusion of this land in Rule 15.4.6 will effectively condone development within the OGB. Contrary to the OGB. Subdivision of Appendix 7 will set extremely poor precedent and detrimental to Council's efforts to encourage landowners to comply with the OGB. Makara Peak Mountain Bike Park has a growing reputation as a world class recreational facility and a striking example of ecological restoration by the community. Short-sighted of Council to permit subdivision in Appendix 7 land for the sake of limited subdivision revenue. Decision Requested: Remove reference to land described in Appendix 7 to Rule 15.4.6 from that rule and elsewhere in the District Plan. The topography makes sparse occupation financially non-viable. Two rural uses are made of our section presently - planting of 5000 trees and a small crop of Japanese shallots. Allowing other to live on the land would substantially lessen our labour by involving others in the management of the land. The cross lease subdivision application was successful in 2001. But we were unable to attract others to assist with land management as they could not live on the land. More people living in Ohiro Road would lead to more people being responsible for revegetation of native species - control of gorse.     MAORI HISTORY OF OHARIU 1 AND MAORI SITES OF SIGNIFICANCE AND THE POTENTIAL EFFECTS OF CLIMATE CHANGE AND SEA LEVEL RISE 1. The West Coast of Wellington has a rich Maori history with significant changes over time and the greatest of these were during the early and mid-19th Century including the arrival of the New Zealand Company settlers and the Colonial Government. 2. From the sites of the earliest Maori of the Kahui Maunga or Kahui Tipua who roamed large areas to the forbears of Ngai Tara, Ngati Ira, Muaupoko and Rangitane generally referred to as Whatonga people to the Te Atiawa –Ngati Tama and Taranaki whanui who came with Ngati Toa in the early 19 Century. 3. With sea level rise and climate change events such as storm surges and the like some of the old coastal sites will be destroyed and burials for example exposed. Some will simply be covered by rising fresh or sea water. It is unlikely that there would be any strategy to try to preserve these sites on Wellington West Coast but instead recording these particularly where things are exposed that might not have previously been recorded. 4. It is important to be aware of the existing sites which might otherwise be occupied by communities wanting to retreat from climate change effects. 5. Te Atiawa-Taranaki Whanui and other Mana Whenua groups have broad kaitiaki roles, not just with the protection of Maori sites of significance, but also with the broader environment matters including in relation to flora and fauna and habitat. 6.

Eight camps were established along the West Coast of the Wellington region during that time either using buildings already in existence (such as the old golf club house at Titahi Bay) or constructing purpose built facilities within very tight time frames. Since the war these buildings have gradually been demolished and now the hall at Titahi Bay is the only purpose built structure still in existence from these eight camps and still in its original location.

    THE NEW ZEALAND MEDICAL JOURNAL Journal of the New Zealand Medical Association Getting an outdoor smokefree policy: the case of Kapiti Coast District Council Leigh Halkett, George Thomson Abstract Aim To explore how a smokefree parks policy was conceived, accepted and developed by and for Kapiti Coast District Council (KCDC). Method Thirteen people involved in the smokefree parks policy process for KCDC were interviewed in person during November–December 2008. Supporting documentation and websites were accessed and reviewed. Results In September 2008 the KCDC agreed to adopt a smokefree parks and playground policy, following an initiative from a smokefree coalition of several public health organisations. The policy was developed collaboratively by this coalition with input from the council, and was supported by key local organisations. The KCDC appears to have adopted a smokefree outdoor areas (SFOA) policy because of demonstrated public support, the relative simplicity and low cost of the policy, the success of similar policies elsewhere, and because of the alignment with desired community outcomes. The challenges included finding funding and allocating staff time for this project. There were also concerns with how the policy would be enforced. Conclusions A collaborative approach amongst health and community groups for achieving SFOA policies works well. The experience with council SFOA policies has considerable impact on the adoption of similar policies by other councils. To maximise this influence, information about the policies needs to be spread nationally by the health and local government sectors. Legislative efforts to reduce smoking and the exposure to secondhand smoke (SHS) in New Zealand have included the Smoke-free Environments Act 1990 (SEA) and the Smoke-free Environments Amendment Act 2003 (SEAA).

Highlight Follow the winding road, past the forest of wind turbines on an adventure to the sea. Walk the foreshore or explore one of the many tracks on the beautiful Makara coast. Description, values & signif icance Wild, windswept Makara on Wellington’s rugged west coast is an iconic site for people around the region. This estuary at the mouth of Makara Stream is one of the few remaining salt marsh areas in the region and provides important habitat for a range of native birds, fish and plant species that live in and visit the estuary. Take the Makara walkway to the historic gun emplacements along the top of the costal escarpment (steep hillside). Threatened species/species of interest The estuary hosts a range of shore birds including a large shag colony, the occasional royal spoonbill, white heron and the nationally vulnerable reef heron. The foreshore reserve contains some unique coastal plant community from specialised salt marsh vegetation to coastal scrub. The estuary is an important feeding and spawning ground, and nursery for fish such as mullet.

    Waioeka River Fishery EASTERN REGION The following information is an overview of the Waioeka River fishery catchment and how to access it Waioeka River Fishery Catchment Scenic beauty and a large amount of fishable water are features of the Waioeka River and its tributaries. The Waioeka River flows in a northerly direction from its source in the Huiarau Ranges to its outlet in the Bay of Plenty at Opotiki. It offers fishing opportunities from wilderness fishing in the headwaters to easily accessible stream fishing close to the main road, to larger water in the lower Waioeka River closer to Opotiki, where sea run brown trout can at times be caught. Access to much of the river system is generally easy due to the close proximity of State Highway 2. Rainbow and brown trout are present in this river system. Waioeka River The Waioeka River in its lower reaches downstream of the Tauranga Stream confluence is open all year round, while the upper river and its tributaries above the Tauranga Stream confluence is open 1 October to 30 June. Both fly and spin fishing are permitted; check the current regulation guide to ensure you are familiar with the regulations before fishing. General fishing information In much of the Waioeka River system anglers will need to fish deep to reach fish. Tackle such as weighted nymphs, or a deep sinking line will be suitable. In summer if there is an insect hatch or cicadas present then a dry fly may bring success. During late summer in the Waioeka lace moth hatches can may for exciting fishing.
