Ltd. 1st floor, Old Administrative Building, CSEB Office Complex Danganiya, Raipur Tender Notice No.02-01/RGGVY/6921 Raipur, dated 29.09.2009 NOTICE INVITATION FOR TENDER (NIT) DOMESTIC COMPETITIVE BIDDING FOR RURAL ELECTRIFICATION WORKS IN DISTRICTS OF CHHATTISGARH ON TURN KEY BASIS UNDER R.G.G.V.Y. SCHEME OF GOI Sealed tenders are hereby invited from eligible bidders, as indicated below in three parts (Earnest money, Techno-commercial Bid and Price Bid) for carrying out the work of Electrification of Rural House holds under the principal policy of Rajiv Gandhi Grameen Vidyutikaran Yojna (RGGVY) in various Gram Panchayats of Bastar(Including newly created Narayanpur district) and Dantewada (including newly created Bijapur district) Districts under CSPDCL, Raipur on turnkey basis against lots mentioned hereunder. 2. The work includes Survey, Supply of materials, Erection & Commissioning, including Testing for new three phase 11 KV lines, three phase LT Lines with AB Cable, 11/0.25 KV Sub-Stations, and release of single phase Connections including house wiring to the Rural BPL House Holds in above districts. In addition to above Survey, Supply of materials, Erection & Commissioning, including Testing for New 33KV Line & 33/11KV S/s work is included in both districts. The bidders fulfilling the qualifying requirements as specified below may quote rates on turnkey basis for the lots as indicated below, provided they satisfy the provisions as given in para 4 below. 3. The Central Public Sector Utility shall provide services, involving pre-dispatch inspection of material, project monitoring and supervision of quality of works during construction as per Three Tier quality control mechanism issued by Ministry of Power, Govt of India, New Delhi. 4. Qualifying requirements of Bidders:- (i) The bidder must have executed at least two substations or switch yards of 33 KV class or above during the last five (5) years as on the date of bid opening and which must be in satisfactory operation for at least two (2) year as on the date of bid opening. OR (ii) The bidder must have constructed and commissioned HT/LT lines for an aggregate route length of 100 kms or installed/erected 11 KV or above voltage class sub-stations and which must be in satisfactory operation for a period of two(2) years as on the date of bid opening . OR (iii) The bidder must have successfully executed a contract which includes erection of at least twenty (20) nos. of 11/0.4kV Distribution Transformers (DT) in any single year, during last five (5) years and are in operation for atleast Two (2 ) years as on the date of bid opening. 5. Bids may be submitted by individual firms or joint venture firms (having one partner as lead partner) wherein any one of the partners meets the qualification requirements set forth in para 4 above. 6. DISCOM/ RGGVY/04 CSPDCL/09/ 7. The bidders may submit their bids for individual lot or for any combination of the lots. Bidder wishing to offer any price reduction (discount) for the award of more than one lot shall specify in their Letter of Bid the price reductions applicable to each lot, or alternatively, to individual lot within the tender. 8. All Bids must be accompanied by bid security for an amount as indicated above in the form stipulated in bidding documents. Bid not accompanied by the requisite bid security in a separate sealed cover or bid accompanied by bid security of inadequate value shall not be entertained and in such case bid shall be returned to the bidder without being opened. 9. The Bidder shall also have (a) Minimum Average Annual Turnover (MAAT) for best three years out of last five financial years should not be less than 75% of lot value. (b) Liquid Assets (LA) and /or evidence of access to or availability of credit facilities of not less than 10% of the lot value. (c) For bidders proposed to qualify for more than one lot of same Tender Specification, the MAAT & LA required should be sum of MAAT & LA required for the Lots, they proposed to qualify. (d) In case bidder is a holding company, MAAT & LA referred above shall be of that holding company only (i.e. excluding its subsidiary/ group companies). In case bidder is a subsidiary of a holding company, MAAT & LA referred above shall be of that subsidiary company only (i.e. excluding its holding company). 10. Notwithstanding any thing stated herein above, the Company reserves the right to assess the capacity and capability of the bidder, should the circumstances warrant such assessment in the over all interest of the Company. The Company reserves the right not to consider the bid in case any thing is found contradictory to the above. 11. Bidding documents are non transferable and complete set of Bidding Documents may be purchased by any interested bidder on submission of a detailed application and on payment (non refundable) of Rs.10,000/- only, in the form of crossed account payee Demand Draft in favour of Account Officer, (CAU), CSPHCL, Raipur. In case Bidding documents are required to be sent by post, additional amount of Rs. 500/- towards postal charges may be added. The Bidding documents can be purchased between 11.00 hrs to 17.00 hrs on all working days up to 28.10.2009. 12. CSPDCL, Raipur will not be responsible for misplacement/delay in receipt of either request for issuing the Bidding Documents or Bidding Documents or Bids sent by post / courier. 14. CSPDCL, Raipur reserves the right to cancel /withdraw the bid without assigning any reason. Such decision will not incur any liability what so ever on CSPDCL, Raipur consequently. 15. While the manipu- lation of symbols hides political strategies from some influential groups to incorporate or dissolve tribal people into the main (Hindu) society and aspire to a shared indigeneity, ādivāsīs also build their own image by appropriating the stereotypes projected on them through their musical performances.
