Photo: AFP * Arnold Puyok is Senior Lecturer in Politics and Government Studies at the Faculty of Social Sciences and Humanities, Universiti Malaysia Sarawak (UNIMAS). 1 ISSUE: 2021 No. 8 ISSN 2335-6677 EXECUTIVE SUMMARY • Public opinion polls conducted prior to the 16th Sabah state election provided telltale signs of Warisan’s loss of support and impending electoral defeat. • Warisan’s fall from power was mostly due to the party’s inability to address the priority needs of the largely rural Muslim Bumiputera and Kadazandusun voters. • Research fieldwork during the election campaign and post-election analysis reveal that rural Sabah voters are more concerned with bread-and-butter issues, while their partisan loyalties are not steadfast. Universiti Malaysia Sabah academician Dr Romzi Ationg said following GRS' victory in the recent election, the people were expecting the new state government, led by Chief Minister Datuk Seri Hajiji Noor, to make significant contributions. He said while the new state cabinet reflected diversity and the people's ambitions, it could be improved further by having more young people, women and Chinese representatives. "The rakyat expects them (GRS) to provide significant contributions to the development of Sabah in line with the principles that this is a state rich in diversity. Let's hope the state government can do its best for them. "I expect the state government to continue ensuring and improving political stability, as well as focusing on holistic development," he told the New Straits Times. Romzi, an ethno-politics expert, however, said drawbacks included the lack of Chinese representatives, which could weaken the perception of the state government. This, he said, was something the chief minister must address. "Having no Chinese lawmakers will affect the popularity of the state government, especially among urban voters who are mostly Chinese. "The inclusion of Chinese representatives in the administration can boost the Chinese community's confidence and tackle ethnic relations issues, thus ensuring their support for the state government." On the appointment of state Pas secretary Dr Aliakbar Gulasan as a state assemblyman, Romzi said Aliakbar should be given the opportunity to prove himself.

    12/03/2003 Musa squashes talk of Sabah Cabinet reshuffle Joniston Bangkuai WITH Datuk Musa Aman already named as Sabah's next Chief Minister, questions are now being asked if there will be changes in the Cabinet when he takes over the State leadership. Many are eager to know but Musa, who will have the prerogative to decide on his Cabinet line-up, is keeping the answer close to his chest. "I have not yet thought about it. An announcement will be made when the time comes," was Musa's reply when asked to comment. Musa takes over from Datuk Chong Kah Kiat, whose two-year term as Chief Minister ends on March 27, under a unique system of rotating the post among the Muslim Bumiputera, non-Muslim Bumiputera and Chinese. The system was introduced by the Barisan Nasional when it took over the State administration in 1994. Chong is on leave and Musa, who is Sabah Umno liaison committee chief and State Finance Minister, will be acting Chief Minister until he takes his oath of office on March 28. Prime Minister Datuk Seri Dr Mahathir Mohamad announced Musa's appointment as Chief Minister on March 4, putting an end to speculation about Chong's likely successor. Some had interpreted Musa's response as a strong indication of a Cabinet shake-up because as a political observer remarked: "What is there to announce if there are no changes?" The observer claimed a certain Sabah Umno leader had made fre quent trips to Kuala Lumpur to lobby for the CM's post but Musa has denied this.

Dengan menggunakan tema pembangunan (sebagai strategi politik), BN berjaya mengekalkan penguasaan melebihi dua pertiga dalam kedua-dua kerusi Dewan Undangan Negeri (DUN) dan Parlimen. Manakala, bagi pihak pembangkang, khasnya gabungan Pakatan Rakyat (PR), walaupun gagal membentuk kerajaan tetapi telah berhasil memenangi beberapa kerusi di kawasan majoriti penduduknya berbangsa Kadazandusun dan Murut (KDM) serta Cina. Kemenangan calon-calon pembangkang ini dikaitkan dengan penjajaan beberapa isu yang berkait rapat dengan autonomi Sabah dalam konteks federalisme, isu pendatang tanpa izin (PATI), tanah adat dan lain-lain lagi. Untuk menganalisis kelangsungan dominasi BN di Sabah, penulis menggunakan kerangka konseptual hegemoni-federalisme dari perspektif Gramsci.     ISSUE: 2020 No. 131 ISSN 2335-6677 RESEARCHERS AT ISEAS – YUSOF ISHAK INSTITUTE ANALYSE CURRENT EVENTS Singapore | 17 November 2020 The Sabah State Election: A Narrow Win and Precarious Mandate for the New Government Anantha Raman Govindasamy* EXECUTIVE SUMMARY • On 30 July 2020, the Sabah state assembly was dissolved by the Chief Minister Shafie Apdal, to nullify a coup against his administration by his predecessor Musa Aman. • Held on 26 September, the election involved a total of 447 candidates, including 56 independents, vying for 73 state seats. The main contest was between the Warisan-Plus coalition headed by Shafie Apdal, and the newly formed federal government-backed umbrella of coalition parties called Gabungan Rakyat Sabah. • Unlike previous state elections, the campaign was a low-key affair due to the Covid-19 pandemic. Chief Minister Shafie Apdal asked Sabahans to unite against a perceived West Malaysian domination of Sabah politics. • Gabungan Rakyat Sabah emphasized the failure of Warisan-Plus over the past 26 months to bring meaningful development to the state, and highlighted the need to have close cooperation with Putrajaya. • Gabungan Rakyat Sabah obtained a simple majority by securing 38 out of 73 state assembly seats. Warisan Plus won 32, and 3 state seats went to independent candidates. In terms of the popular vote, Warisan Plus had a slight edge over Gabungan Rakyat Sabah in winning 43.42%, or 317,541 votes. • This election failed to deliver a stable state government for Sabah. PENDAHULUAN 1.1 Kementerian Kesihatan Malaysia memaklumkan pada 26 Julai 2021 kumulatif kes sembuh bertambah kepada 853,913 atau 83.1 peratus daripada keseluruhan kes berbanding 165,840 kes yang masih aktif. Sementara itu, kes baharu direkodkan sebanyak 14,516 dan menjadikan jumlah jangkitan positif mencecah kepada 1,027,954 kes. Penularan tempatan meliputi 99.9 peratus atau 14,513 kes daripada catatan harian dengan 79.1 peratus dikesan melibatkan jangkitan dari kalangan warganegara Malaysia manakala kes import berjumlah 3 kes. Kawasan Lembah Klang mendominasi kumulatif kes positif dengan menyumbang sebanyak 47.6 peratus, Zon Selatan (17.6 peratus), Wilayah Malaysia Timur (16.0 peratus), Zon Utara (11.4 peratus) dan Zon Pantai Timur (7.4 peratus). Di peringkat negeri, pertambahan kes harian baharu diterajui menerusi catatan di Selangor iaitu 6,508 kes disusuli Johor (1,449 kes), Wilayah Persekutuan Kuala Lumpur (1,425 kes), Kedah (1,160 kes), Sabah (720 kes) dan Perak (590 kes). Sejumlah 8,201 kes kematian telah dilaporkan sehingga kini dengan 207 kematian terbaharu, catatan harian tertinggi yang pernah direkodkan. 1.2 Sementara itu, perkembangan terkini statistik Program Imunisasi COVID-19 Kebangsaan sehingga 25 Julai 2021 menunjukkan seramai 11,776,327 telah divaksinasi. Di peringkat negeri, Selangor menerajui bilangan yang telah divaksinasi iaitu 2,663,856 diikuti Wilayah Persekutuan Kuala Lumpur dengan 2,072,957. Antara negeri-negeri yang turut mencatatkan bilangan penerima yang tinggi adalah Sarawak (1,641,900), Johor (888,718), Perak (677,218), Sabah (653,458), Pulau Pinang (634,156), Negeri Sembilan (520,261), Kedah (484,015) sementara Pahang dan Kelantan masing-masing merekodkan 387,066 dan 352,337.

    PAMERAN KERJAYA 3 - 4 Oktober 2020 PERCUMA EDISI 1 - 7 Oktober 2020, 13 - 19 Safar 1442 SACC, Shah Alam 3,000 belia sertai RiDE Negeri ganti 1,177 Sultan serah 21 watikah Diburu ceti, usahawan akhir Oktober hektar hutan simpan jawatan Mahkamah Syariah bangkit dari derita MUKA 2 MUKA 4 MUKA 5 MUKA 17 Negeri serius tangani isu cemar sumber air Denda RM1 juta, penjara tiga tahun OLEH NORRASYIDAH ARSHAD SUBANG JAYA - Individu yang didapati bersalah mencemar sumber air di Selangor berdepan hukuman lebih berat, denda se- hingga RM1 juta dan penjara tiga tahun. Pindaan hukuman bawah Seksyen 79 Enakmen Lembaga Urus Air Selangor (Luas) 1999 akan dibentang dalam sidang De- wan Negeri Selangor pada November ini, kata Dato’ Menteri Besar. “Denda RM100,000 akan dipinda kepada nilai tidak kurang RM200,000 dan tidak le- bih RM1 juta serta boleh dipenjarakan tidak lebih tiga tahun,” kata Dato' Seri Amirudin Shari ketika sambutan Hari Sungai Sedunia peringkat negeri pada 26 September. Seksyen itu sebelum ini memperuntuk- kan denda maksimum RM100,000 atau penjara tiga tahun atau kedua-duanya jika didapati bersalah. Turut hadir Pengarah Luas, Dato' Ir Hashim Osman. Menegaskan Kerajaan Negeri me- mandang serius isu pencemaran sungai, Amirudin berkata Luas turut menam- Ir Izham Hashim (tengah) memotong riben simbolik pembukaan Persiaran Shorea di Seksyen U15, Shah Alam bah baik Enakmen Luas meliputi kese- pada 28 September 2020.
