Photo: AFP * Arnold Puyok is Senior Lecturer in Politics and Government Studies at the Faculty of Social Sciences and Humanities, Universiti Malaysia Sarawak (UNIMAS). 1 ISSUE: 2021 No. 8 ISSN 2335-6677 EXECUTIVE SUMMARY • Public opinion polls conducted prior to the 16th Sabah state election provided telltale signs of Warisan’s loss of support and impending electoral defeat. • Warisan’s fall from power was mostly due to the party’s inability to address the priority needs of the largely rural Muslim Bumiputera and Kadazandusun voters. • Research fieldwork during the election campaign and post-election analysis reveal that rural Sabah voters are more concerned with bread-and-butter issues, while their partisan loyalties are not steadfast. They are willing to trade their political support for programmes and policies that yield tangible benefits. • The new state government led by Gabungan Rakyat Sabah (GRS) will face the twin challenges of appeasing increasingly demanding voters and delivering public goods effectively. • As GRS navigates these politically uncertain times, its future in Sabah looks unpromising. 2 ISSUE: 2021 No. 8 ISSN 2335-6677 INTRODUCTION In the recent Sabah state election, GRS (Gabungan Rakyat Sabah), comprising BN (Barisan Nasional), PN (Perikatan Nasional) and PBS (Parti Bersatu Sabah), won 38 seats in the state legislative assembly, prevailing over a Warisan-led coalition by a six-seat margin. -

Universiti Malaysia Sabah academician Dr Romzi Ationg said following GRS' victory in the recent election, the people were expecting the new state government, led by Chief Minister Datuk Seri Hajiji Noor, to make significant contributions. He said while the new state cabinet reflected diversity and the people's ambitions, it could be improved further by having more young people, women and Chinese representatives. "The rakyat expects them (GRS) to provide significant contributions to the development of Sabah in line with the principles that this is a state rich in diversity. Let's hope the state government can do its best for them. "I expect the state government to continue ensuring and improving political stability, as well as focusing on holistic development," he told the New Straits Times. Romzi, an ethno-politics expert, however, said drawbacks included the lack of Chinese representatives, which could weaken the perception of the state government. This, he said, was something the chief minister must address. "Having no Chinese lawmakers will affect the popularity of the state government, especially among urban voters who are mostly Chinese. "The inclusion of Chinese representatives in the administration can boost the Chinese community's confidence and tackle ethnic relations issues, thus ensuring their support for the state government." On the appointment of state Pas secretary Dr Aliakbar Gulasan as a state assemblyman, Romzi said Aliakbar should be given the opportunity to prove himself. -

ISSN: 1823-884x PENGARUH KEPIMPINAN POLITIK KEPARTIAN BERASASKAN ETNIK TERHADAP POLA KEPUTUSAN PRU DUN SABAH 2020 (An Influence of Political Party Leadership Ethnic Based in Result Pattern of Sabah State Legislative Assembly Election 2020) Junaidi Awang Besar, Muhammad Yusuf Idris & Mohd Syukri Zainuddin ABSTRAK Pilihan Raya Umum (PRU) Dewan Undangan Negeri (DUN) Sabah 2020 diadakan berikutan perisytiharan pembubaran DUN Sabah oleh Yang Dipertua Negeri Sabah atas pemintaan Ketua Menteri Sabah iaitu Datuk Seri Shafie Apdal. Beliau bertindak sedemikian kerana percaturan politik yang tidak berkesudahan di Sabah oleh parti pembangkang di negeri tersebut yang berjaya mengumpulkan sejumlah ADUN Sabah dengan majoriti mudah untuk beralih sokongan kepada bekas Ketua Menteri iaitu Tan Sri Datuk Seri Musa Aman untuk dilantik sebagai Ketua Menteri baru. Walaupun bekas Ketua Menteri itu membawa kes pembubaran DUN Sabah ke mahkamah namun akhirnya PRU DUN tersebut tetap diadakan. PRU DUN ini dilihat sebagai ujian bagi melihat pengaruh WARISAN-PKR dan Perikatan Nasional (PN) dalam keadaan situasi penularan wabak Covic-19. Objektif utama artikel ini ialah untuk menganalisis pengaruh politik kepartian berasaskan etnik dalam PRU DUN Sabah 2020. Berdasarkan analisis data keputusan PRU DUN Sabah 2020 dan analisis sumber sekunder seperti artikel jurnal dan kertas persidangan, dapatan kajian menunjukkan bahawa sokongan pengundi kepada parti politik dalam PRU DUN tersebut adalah berasaskan sentimen pimpinan kepartian etnik iaitu UMNO (BN) dan BERSATU (PN) yang dipimpin Orang Melayu mendapat sokongan di kawasan majoriti pengundi etnik Melayu Sabah serta Melayu Brunei pimpinan UMNO dan BERSATU; kawasan majoriti kaum Rungus-Kadazan-Dusun-Murut oleh pimpinan etnik Kadazan-Dusun daripada STAR dan PBS manakala WARISAN-PKR memperoleh sokongan di kawasan majoriti pengundi etnik Bajau pimpinan etnik Bajau WARISAN dan etnik Cina di kawasan bandar pimpinan etnik Cina DAP dan PKR yang bersekutu dengan WARISAN. -

12/03/2003 Musa squashes talk of Sabah Cabinet reshuffle Joniston Bangkuai WITH Datuk Musa Aman already named as Sabah's next Chief Minister, questions are now being asked if there will be changes in the Cabinet when he takes over the State leadership. Many are eager to know but Musa, who will have the prerogative to decide on his Cabinet line-up, is keeping the answer close to his chest. "I have not yet thought about it. An announcement will be made when the time comes," was Musa's reply when asked to comment. Musa takes over from Datuk Chong Kah Kiat, whose two-year term as Chief Minister ends on March 27, under a unique system of rotating the post among the Muslim Bumiputera, non-Muslim Bumiputera and Chinese. The system was introduced by the Barisan Nasional when it took over the State administration in 1994. Chong is on leave and Musa, who is Sabah Umno liaison committee chief and State Finance Minister, will be acting Chief Minister until he takes his oath of office on March 28. Prime Minister Datuk Seri Dr Mahathir Mohamad announced Musa's appointment as Chief Minister on March 4, putting an end to speculation about Chong's likely successor. Some had interpreted Musa's response as a strong indication of a Cabinet shake-up because as a political observer remarked: "What is there to announce if there are no changes?" The observer claimed a certain Sabah Umno leader had made fre quent trips to Kuala Lumpur to lobby for the CM's post but Musa has denied this. -

Agong Berangkat Ke Mesyuarat Majlis Raja-raja Di Istana Negara Bernama 27 Februari 2014 KUALA LUMPUR, 27 Feb (Bernama) -- Yang di-Pertuan Agong Tuanku Abdul Halim Mu'adzam Shah Khamis berangkat menghadiri Mesyuarat Majlis Raja-Raja kali ke-234 di Istana Negara. Keberangkatan tiba Seri Paduka diiringi Perdana Menteri Datuk Seri Najib Tun Razak. Mesyuarat itu dipengerusikan Yang Dipertuan Besar Negeri Sembilan Tuanku Muhriz Tuanku Munawir. Mesyuarat hari kedua itu dihadiri oleh semua Raja Melayu kecuali Pahang yang diwakili Tengku Mahkota Tengku Abdullah Sultan Ahmad Shah dan Perak oleh Pemangku Raja Perak Raja Dr Nazrin Shah Sultan Azlan Shah. Sultan Johor diwakili oleh Tengku Temenggong Johor Tunku Idris Sultan Ibrahim. Kesemua Yang Dipertua Negeri turut hadir. Dalam mesyuarat itu, Raja-Raja Melayu diiringi menteri besar masing-masing manakala Yang Dipertua Negeri Melaka Tun Mohd Khalil Yaakob, Yang Dipertua Negeri Pulau Pinang Tun Abdul Rahman Abbas dan Yang Dipertua Negeri Sabah Tun Juhar Mahiruddin diiringi ketua menteri masing-masing. Yang Dipertua Negeri Sarawak Tun Abang Muhammad Salahuddin Abang Barieng pula hadir diiringi Menteri Perancangan Sumber Dan Alam Sekitar Datuk Amar Awang Tengah Ali Hassan yang mewakili ketua menteri. Turut hadir Panglima Angkatan Tentera Jeneral Tan Sri Zulkifeli Mohd Zin dan Ketua Polis Negara Tan Sri Khalid Abu Bakar. Dengan menggunakan tema pembangunan (sebagai strategi politik), BN berjaya mengekalkan penguasaan melebihi dua pertiga dalam kedua-dua kerusi Dewan Undangan Negeri (DUN) dan Parlimen. Manakala, bagi pihak pembangkang, khasnya gabungan Pakatan Rakyat (PR), walaupun gagal membentuk kerajaan tetapi telah berhasil memenangi beberapa kerusi di kawasan majoriti penduduknya berbangsa Kadazandusun dan Murut (KDM) serta Cina. Kemenangan calon-calon pembangkang ini dikaitkan dengan penjajaan beberapa isu yang berkait rapat dengan autonomi Sabah dalam konteks federalisme, isu pendatang tanpa izin (PATI), tanah adat dan lain-lain lagi. Untuk menganalisis kelangsungan dominasi BN di Sabah, penulis menggunakan kerangka konseptual hegemoni-federalisme dari perspektif Gramsci. Justifikasi gabungan kerangka konseptual ini ialah mengambil kira kepelbagaian etnik di Sabah yang sebahagian besarnya "bersetuju" (consent) untuk menerima unsur dominasi kepimpinan oleh sesebuah parti berasaskan permuafakatan politik terhadap keseluruhan masyarakat dan juga menyerahkan struktur kepimpinan mereka kepada satu sistem pemerintahan pusat yang dinamakan sebagai "Federalisme." SABAH TO FACE SNAP ELECTIONS Asrin Utong Programme Executive, IMAN Research The botched dissolution of the state legislative assembly led by Parti Warisan Sabah is by now inevitable. Following the press conference on 30th July, Shafie Apdal, the Chief Minister of Sabah, who is also the President of Warisan, announced that the dissolution of state legislative assembly has been granted by Tuan Yang Terutama (TYT) Tun Juhar Mahiruddin, the state Governor.1 The Election Commission (EC) in its statement to the media also acknowledged receiving official announcement from Sabah State Legislative Assembly. According to the EC, elections shall be held within 60 days from the date of the dissolution.2 The dissolution of the state assembly was a tit-for-tat move by Shafie Apdal, following a declaration by Musa Aman that he has the number to form a government. According to the latter, 33 state assemblymen from 60 state constituencies in Sabah are with him.3 The post-14th General Election saw Barisan Nasional and Parti Warisan Sabah (Pakatan Harapan’s coalition) each obtained 29 of the State Legislative Assembly seats, while the other two seats were won by Parti Solidariti Rakyat Sabah (STAR) which sided with BN Sabah spearheaded by Musa Aman, with 31 seats. The United Pasokmomogun Kadazandusun Murut Organization which is now called the United Progressive Kinabalu Organisation (UPKO) after rebranding itself recently, has decided to leave the Barisan Nasional pact. Despite that decision, four UPKO assemblymen still showing their support for Musa Aman as the Chief Minister. A day after the General Election concluded, six Barisan Nasional assemblymen quit the party and joined Warisan and supported Shafie Apdal as the Chief Minister on 12th May 2018. -
