Section 9. Individual Reserve Plans

Section 9. Individual Reserve Plans

All reserves are required to be classified under the Reserves Act 1977. The use and management of each reserve area may differ, in particular with local purpose reserves and recreation reserves. Reserve use and management of a reserve is dependent upon the: a. Physical setting / size of a reserve. b. The social use of a reserve. c. The infrastructure required. d. What any possible development of that reserve area may entail.

The Thames Coromandel District Council (the Council) has adopted a system whereby reserves are categorised according to their size and type of use, and management focus. This will allow Council to take a strategic approach in managing these reserve areas to provide opportunities based on natural, historic and cultural values, and recreation experiences of that reserve. Table 1 identifies these categories and aspects of management focus.

Section 10 lists the other reserves that are covered by the generic objectives and policies found in Whitianga and Wharekaho Reserve Management Plan Document 1.

Note: The objectives and policies [in Document 1] should be read as a whole and in conjunction with this document. This means that more than one policy and/or objective may be relevant in any given situation. Readers should therefore seek to identify all relevant objectives and policies.

Managing Reserves

Each reserve area along will its classification will have a management focus based upon the following table:

Background • This area of land is a road margin to Buffalo Beach Road. • The beach area between the vicinity of Centennial Drive and Haddon Crescent was known as Brophy’s Beach. This name is used by some to this whole beach area. • This area is recognised by the Geographic Board as Ohuka Beach. • Old kaianga (dwelling sites) were located along this beach.

Reserve Issues • The reserve has undergone some coastal erosion over time. Sand was dumped along here and currently the area is stable, but this may change over time. • Sewerage pipes are located underground along the length of this reserve. • The reserve receives high use from property owners in the Centennial Heights area, particularly during the summer period. • Conflict between different recreation users, including day picnickers, boat launching, wind surfing, kayaking and swimming can occur. • Vehicle parking can sometimes be an issue. It is likely this will continue due to the projected increase in the number of boat owners who may wish to launch in this area.

Background • These areas of reserve are located between Tarapatiki and Taputapuaeta Streams. • All of these reserves were formed when the adjacent land was sub divided. • These reserves provide a wide variety of open space settings along the Mercury Bay beach frontage. • Several Pa sites are located inland from these reserves, with some areas having importance to local iwi. • Environment , the local Royal Forest and Bird Protection Society and local residents undertook trials of coastal plantings to assess feasibility for the re-establishment on parts of the dunes in these reserves.

Background and Qualities • In July 1840, HMS Buffalo, under the command of Captain James Wood, was blown ashore during a storm and wrecked on Buffalo Beach, just north of where the hospital is. Two sailors lost their lives. After delivering convicts to Australia, the ship had continued to New Zealand (its fourth trip) to load Kauri spars for the admiralty to use as topmasts on the English warships. The wreck lies approximately 80 metres off shore from the cairn opposite the hospital. • These reserves provide a wide variety of open space settings along the Mercury Bay beach frontage. • To encourage health and well being, the reserves lend themselves to the development of a walkway from Whitianga Wharf to Ohuka Beach, giving all weather access for beach and reserve users. KEY TO BUFFALO BEACH RESERVES CONCEPT PLAN – BUFFALO BEACH SOUTH AREA A

A Gateway featuring stainless steel and timber balustrade with signage. Provides separation between pedestrian / cyclists and cars. Albert Street roundabout marks a main “gateway” into town. Pedestrian access is pinched forcing pedestrian/cycle and car modes close together.

B Boardwalk between Albert Street and Racecourse Road A boardwalk, nominal 2.5m wide, extends along the southern end of Buffalo beach, linking to the proposed boardwalk alongside The Esplanade. The boardwalk runs alongside the road as far as Halligan’s Rd, then crosses over to the coastal edge between Halligan and Surf Street, before cutting around the landward edge of the conservation zone, and ending at a bridge opposite Racecourse Road.

C Rationalise and simplify carparking and planting layout in the vicinity of the toilet block This area provides valuable and popular amenities, but would be improved by rationalising and reducing the area or carparking. The planting would be improved by using a simpler and visually stronger palette of native species in bold groupings.

D HMS Buffalo Memorial Capture the space with a formal boardwalk featuring a central viewing platform in front of the memorial, and two sitting platforms at either end. Add a third Norfolk Island Pine to represent the 3 masts of the Ship. Reposition the blubber pot and anchor to either side of the memorial to create formality. Replant.

This area has a significant memorial and heritage role. It is befitting to treat the area with formality in a way that evokes dignity and memory.

The overall form of the space is suggestive of a ship with the bow to the north and the stern to the south. Three trees represent the masts of the ship. This symbolism is intentionally subtle.

The boardwalk passes in front of the memorial allowing people to move past and view, while a central platform encourages pausing.

Eating and sitting areas are pushed to the sides so that the gathering / picnicking is encouraged in close proximity but with appropriate separation from the memorial.

Parking is formalised at each end.

E. Open area. Parking is confined to the road edge, with occasional vehicle access to the grassed area for large events. Trees are retained and replaced as needed. This area is popular for large events. It is proposed to formalise the parking so as to provide pedestrian priority in the grassed area. The boardwalk extends alongside the pohutukawa, allowing close contact with the sea.

F Conservation area. Retain pedestrian cordon, continue restoration of habitat. Pedestrians should be discouraged from this area to prevent haphazard trampling and disturbance of habitat.

To encourage walking and physical exercise and allow for the development of a walkway, one suggestion is to have part of the Esplanade and Buffalo Beach Road, between the wharf and Halligan Road to be one way only for vehicles. This would allow for better pedestrian access along the narrow esplanade section. Background • This reserve was part of the old entrance way to Whitianga. • St Johns Ambulance has a building on the north-eastern area of the reserve, and the District Plan allows for further emergency service facilities to be developed on this reserve. • An old fruit orchard is located on the middle section of the reserve, and is a remnant of the orchards that were located in this area.

Reserve Issues • The Mercury Bay Area School is located opposite this reserve on the Old South Highway. Parents drop off and pick up their children from school in the morning and evening. Parking can become congested in this area, particularly in the afternoon. Some of the adjacent road reserve has been developed for parking. It has been suggested that an area of the reserve could also be developed for additional parking. • Over the past 20 years, the horticulture class at the Mercury Bay Area School has cared for the fruit orchard. Currently no group is maintaining this orchard. • An unformed walkway through the old orchard provides pedestrian access for children to and from school. This can become wet and boggy during the winter period. • The Mercury Bay Community Board has given approval for a building to be located on the middle area of this reserve for community services and use.

Background and Qualities • This area was part of the Robinson family farm in the 1950’s. Subdivision of the land in the early 1960’s involved Lot 41 being vested as reserve contribution. The Coromandel County Council entered into an agreement with Mr Robinson to purchase a further 7 acres (Lot 1) for the purpose of creating a reserve to be known as Hilton Park (taking this name from Mr Hilton Robinson). • At the time of purchase it was noted that Hilton Park was for recreation purposes. • Hilton Park is situated in the middle of a residential neighbourhood and has been retained as a green open space. When a Reserve Management Plan was prepared for the Whitianga reserves, and adopted on 22 September 1992, it was noted that a sperate management plan would be prepared for the park. • There has been some conflict of interest between residents, Council and potential user groups, in the use of the reserve for a range of activities. • The local fire brigade use part of the reserve for training, and have installed water tanks and concrete pads in the south western. Vehicle parking is available on Arthur Street.

Reserve Issues • Drainage - parts of the open grass area can remain wet and boggy after periods of rain. • The local sports groups do not have enough areas for Saturday sports. Hilton Park can provide additional space for sports activities. • In association with any sports or activities, basic changing facilities would be required for groups using this area. • Some groups currently bring vehicles onto the reserve to watch activities. Formalised car parking needs to be developed on the reserve with access from either Catherine Crescent or Arthur Street. • There are currently no public picnic facilities or play facilities available on this reserve. • Part of the reserve is classified as Recreation under the Reserves Act, while the remainder has yet to be formally gazetted.

Background • This land was vested in the Coromandel County Council by Rev.Thomas Lyon on 2 March 1940 through a Memorandum of Transfer. The land was to be held by Council as a recreation reserve and to be called “Mercury Bay Centennial and Lyon Park”. • The land was given in memory of his deceased daughter Isobel, and also to acknowledge the founding centenary of New Zealand. • Originally the land was swampland, with local people beginning work in 1947 to get it to sports ground standard. The field was ready for the first game of rugby in 1949. • This reserve originally fronted onto the Whitianga esplanade. This changed in the early 1990’s with the development of the adjoining Whitianga Marina. • The Whitianga Tennis Club transferred their land to Council to be incorporated into Lyon Park. • Lyon Park currently accommodates the Mercury Bay Rugby and Sports Club (rugby/squash/gym) and tennis clubs, with both groups having facilities on the reserve. Lyon Park is the main club rugby venue used • The Scout Den, part of the Coastguard base and another building that has been used as a gymnasium, are located on the reserve. by all the teams in Whitianga.

Reserve Issues • The rugby ground area receives very high use during the sports season. Drainage is poor due to over use and build-up of the foreshore area by the adjacent marina. During the winter of 2004, Lyon Park was used for 20.5 hours a week by rugby and soccer groups. This exceeds the recommended seven ‘use hours’ per week for a soil-based field (with a high sand content) in Whitianga. • Changing facilities are not adequate for all groups using the building managed by the Mercury Bay Rugby and Sports Club. • Tennis courts and the building are managed by the Mercury Bay Tennis Club. • The reclaimed land adjacent to this reserve (developed as a part of the marina) is to be leased from the Crown by the Marina Society. This land may then be sub leased to the Council to further develop boat-launching facilities.

This includes boundary encroachment, use of reserve as an access to private properties and dumping/ storage of materials. • Part of the reserve has been designated Industrial land (refer to Council District Plan Map No. 41/04), while another area has a designated Area Boundary (TCDC – 3) and is used as a rubbish transfer station. These land use designations do not take into consideration the underlying land classification of Recreation Reserve. There is also a service lane designation over part of the reserve. • Council encroach onto adjoining property as part of access to the rubbish transfer station. A land swap with this adjoining landowner is currently being investigated.

Background • This area is known as part of the Tauwira Block. This area contains pa, kainga urupa and a battleground. • A Ngapuhi raid around 1820 resulted in approximately 400 people being slain in this area and in the water as they attempted to swim to Te Ana, (the pa on the other side of the harbour). • Those killed in this area include people of Ngati Hei, Ngati Paoa, Ngati Whananga, Ngati Maru, as well as Ngapuhi, and are buried along the foreshore. This area is considered tapu. • The land in this area was farmed by the Robinson family until the early 1960’s when the area was subdivided for residential purposes. • The area known as Lovers Rock was devoid of large trees in the early 1960’s. The exotic trees that now cover this area have grown since that time.

Reserve Issues • Maintenance and interpretation of the historic stone building needs to be updated. • The area around Lovers Rock is wahi tapu. Having picnic facilities in this immediate area is not culturally sensitive.

• The large exotic trees on the area known as Lovers Rock could be removed and replanted in natives, in keeping with the historic Wahi tapu area around Lovers Rock classification of this area. • Large macrocarpas along the foreshore have been removed as required, due to the trees reaching maturity and dropping branches. • An access track around the foreshore area of Lovers Rock needs to be upgraded to suit all walkers. • Access along the foreshore reserves could be upgraded with a walking path, giving year round access for walkers. • Encroachment from adjoining properties onto the esplanade reserves, including dumping of rubbish. • Rabbits are an issue at times on areas of the reserve. Phoenix palm seedlings are also an issue in some areas. • Bank erosion along the foreshore area is starting to occur due to increased boat movements along the channel to the canals.

Background • These reserve areas provide a small esplanade reserve beside the Whitianga Marina, and are named after a local identity, Mr Sleeman. • Development of apartments in this area has meant that it will become an important open space area. • The esplanade reserve extends along in front of the apartments to the marina-building complex, with light bollards marking the boundary.

Reserve Issues • Access from the adjacent apartment complex crosses part of the reserve onto Victoria Street. The original agreement only allowed for six freehold titles to cross the reserve. • The pohutakawa trees have been well established on this reserve for many years, prior to the development of apartments on adjoining properties. Some apartment owners are wanting trees to be removed so that they have unobstructed views. This will not be allowed for.

Reserve Issues • This area of land provides an important open space linkage between the town centre area and the Whitianga Harbour. During the last fifteen years, various plans have been through public consultation to develop this as public open space. • Council offices are located on part of this land area.

Reserve Management Policy 9.28.2.1 Classify the land as Recreation reserve. 9.28.2.2 Allow for Council approved activities and events to be undertaken on the area of reserve adjacent to The Esplanade. Background • This reserve is on the Whitianga estuary, adjacent to the wharf and marina. • Part of this area is occupied by a public boat ramp, a children’s playground and vehicle and trailer parking associated with the boat ramp.

Reserve Issues • Vehicle and trailer parking space is in high demand during the summer period, in particular from December to April. • The children's playground is located between the boat ramp and parking area and receives high use during the summer period. Some members of the community believe that having a play ground next to a boat trailer park poses a safety issue for children. • An area of foreshore reclamation on the northern side of the Whitianga marina is contiguous with the reserve area and could be

incorporated into the reserve. The Marina Society intends to lease the reclamation from the Crown and then sub lease this area to Council for management purposes. • The vehicle and parking area is not well maintained with large potholes and therefore puddles after heavy rain. • The issue of boat launching and associated conflict with wharf users lies outside the scope of this plan.

Reserve Management Policy 9.29.2.1 Allow for Council approved activities and events on the reserve. 9.29.2.2 Council will lease the land area from the Marina Society and manage the toilet block as a part of the lease. 9.29.2.3 Integrate management of the northern reclamation area as a part of The Esplanade Reserve proper. 9.29.2.4 Prepare a concept plan for this reserve area.

Background • The sea has inundated all these reserve areas, with the high tide mark now being within the reserve. • Apart from two sections at Winiata Place that have title to Mean High Water Springs, these reserves provide a buffer strip between the adjoining private properties and the beach.

Background • The stream, which used to run through this reserve (now piped) was the boundary between Kaokaotunoa and Kuaotunu. • The reserve provides public parking and facilities, with good access to Wharekaho beach.

• Reserve has in the past provided vehicular access (albeit steep) for local boaties to launch small boats. • Area is more suited for kayak and canoe launching (or hand carried boats).

Reserve Issues • Access to toilets and beach is steep at the beachfront section of this reserve. • Part of the reserve could provide an area for a small children’s playground for local and visiting children. • The toilet requires upgrading. Currently a water tanker delivers water, as there is no local water supply. • Picnic facilities could be developed in the north-eastern corner of this reserve area. • Parking area requires better organisation / layout to allow more vehicles to park. • High seas may have an impact on the toilet block and its associated disposal field. Protection works may be required.

Background • The reserve at 90 Wharekaho Road is alleged to be where Captain Cook rested in 1769, prior to visiting the Pa at Wharekaho. • Two adjoining areas of land at 89 Wharekaho Road were purchased to provide vehicle parking for public accessing the beach reserves at No. 90 Wharekaho Road. • Adjoining property owners to 89 Wharekaho Road have enhanced the bush area with additional plantings at the back of these reserve areas. This has included plantings of kaka beak, kauri and pohutakawa.

Reserve Issues 89 Wharekaho Road • Area gets very wet over winter resulting in vehicles getting stuck. • The culvert and drain block up regularly after heavy rain falls. They require upgrading to cope with large water flows. • Weed and pest (possum) problems. • Parking signage is not in the right place to inform and direct people to carpark area.

90 Wharekaho Road • This adjoining stretch of road is very busy with vehicles often exceeding speed limits. Crossing the road can sometimes be dangerous. • Some vehicles do park on the seaward side of road, which can also be dangerous. • Culvert under road from 89 Wharekaho Road drains into this area – has caused scouring of foreshore area.

• Large pohutakawas need to be noted for their historic association / landscape feature. • The pohutakawas do extend over onto adjoining properties, and vice versa. Their root systems need protection from being impacted by mowers and foot traffic. • Walking access is uneven and may be impacting on the pohutakawa root systems.
