Appendix A 3. Community Facilities Background Information and Services

INTRODUCTION Community facilities and services are required to support the functions of the community and any potential new development. These include such necessities as utilities, public safety, parks and recreation, and general governmental services. These services are supplied by County Government, municipalities, special districts, and utilities in order to enhance the overall quality of life. The rapid growth of St. Charles County has been paralleled by increased demand for public facilities and services. The timely provision of these is a critical part in making the county an attractive place for businesses and residents alike. This chapter reviews the service capabilities of water and sanitary sewer service providers, the service areas for various utilities, fire protection and emergency medical service (EMS) agencies, law enforcement, park and recreational opportunities, and County health services. Social service organizations operating within the county are also reviewed, including the services provided by these agencies, the populations served, and the future services to be offered.

WATER SERVICE The water service area map depicts the water service areas of various municipalities, American Water Company, and Public Water Supply District No. 2 (PWSD2) of St. Charles County. The largest geographical service area is that of Public Water Supply District No. 2 covering sections of both St. Charles and Warren Counties. This district provides service in St. Charles County generally south of Interstate 70 from the area along Route K west to the Warren County line, and south and east to the . The district provides service to the cities of Foristell, Lake Saint Louis, New Melle, and Augusta, and portions of the cities of Dardenne Prairie, O’Fallon and Weldon Spring. It also serves an area north of Foristell along the county’s border with Warren County. PWSD 2 obtains their water from the water plant acquired from the County on Route 94 in 2005 and from the City of St. Louis, which pipes its water under the Missouri River at Interstate 64. PWSD 2 is making improvements to their system dependent on future developments. The second largest geographical service area is managed by the Missouri American Water Company. Their service area is primarily east of Route K to the Thoele Road – McClay Road area, and also along Route 94 from Hemsath Road south to the Francis Howell High School campus at the intersection of Route D. The Missouri American Water Company provides water service to the city of Cottleville and portions of the cities of Dardenne Prairie, St. Charles, St. Peters, and Weldon Spring. The municipalities of O’Fallon, Portage Des Sioux, St. Charles, St. Peters, Weldon Spring Heights, and Wentzville own and operate their own water systems. St. Paul, which owns their system, contracts with East Central Missouri Water and Sewer Authority for operations and maintenance. St. Paul’s water system, built to supply water to the 583-lot Riverdale subdivision, is capable of serving up to 3,000 homes. The City of Wentzville purchases their water from PWSD 2. Additionally, East Central Missouri Water and Sewer Authority owns the water system serving the City of Flint Hill. Water service areas are depicted on Map C1. Map C1 identifies current water supply service areas and those areas that could potentially be served by 2025.

For all other dwellings which are not on a public water supply, their source of water are individual wells. The exact number is unknown, but the St. Charles County Department of Public Health estimates that over 5,000 private drinking water wells exist in St. Charles County.

WASTE WATER TREATMENT Sanitary Sewer Services St. Charles County’s sanitary sewer collection and treatment needs are supplied by six municipal systems, two public sewer districts, a public water district, and a not-for-profit water and sewer authority. The two largest geographical areas are served by Duckett Creek Sanitary District and Public Water Supply District No. 2. Sanitary sewer service areas are depicted on Map C2. The largest sanitary sewer service area is the Duckett Creek Sanitary District. The Duckett Creek service area generally extends along Route 94 from Hemsath Road to west of I-64 (Highway 40-61) in the Weldon Spring Heights area. The service area also extends north of Route 94 into the Dardenne Prairie area, then west to areas along Route K, and north to areas along Laura Hill and Feise Roads. Public Water Supply District No. 2 of St. Charles County provides sanitary sewer service to various municipalities and unincorporated areas of the county. The water district provides sanitary sewer service to the cities of Augusta, Lake Saint Louis, and New Melle; portions of the cities of Foristell, O’Fallon, and Wentzville; and various unincorporated areas of the county. The cities of Foristell, O’Fallon, Portage Des Sioux, St. Charles, St. Peters, and Wentzville operate their own sanitary sewer collection and treatment systems. Some of these municipalities serve areas adjacent to their corporate limits. The East Central Missouri Water and Sewer Authority owns sanitary sewer systems located in and serving St. Charles Hills, Mark Twain, and St. Andrews Subdivisions near St. Charles. Sewage from these subdivisions is conveyed to a treatment plant operated by the City of St. Peters. The O’Fallon Hills Sewer District was established in 1987 to serve the O’Fallon Hills Subdivision between the cities of O’Fallon and Lake Saint Louis. The O’Fallon Hills Sewer District is administered under contract with the Duckett Creek Sanitary District. Sewage from the District is treated by the City of O’Fallon’s system. The City of Wentzville completed Phase II of the City’s Wastewater Treatment Plant Master Plan in October 2012. The current treatment plant capacity is 6.1 million gallons per day (MGD). After completion of the other phases of this plan the ultimate capacity would be 14.1 MGD with a maximum daily flow of 22.3 MGD. The final build-out date of this Master Plan is population driven. The service areas for the City of Wentzville will be the majority of the areas in the McCoy Creek and Peruque Creek watersheds. Certain areas of these watersheds will also be served by the City of Foristell. The Duckett Creek Sanitary District primarily responds to requests for expanded services from developers, municipalities and the public. The district does not have any long range plans for service expansion.

The sanitary district has membrane bioreactor technology (MBR) treatment systems constructed at the subdivisions of Wyngate and Riverdale. In addition, Duckett Creek maintains the 62,500 gallon package treatment plant for the Augusta Shores Subdivision. This plant can serve 125 homes. The membrane plants and their related capacities are listed in Table 1 along with the future dwelling units and populations that could be served. In addition to the above MBR plants, Environmental Management Corporation will operate the MBR plant within Jaxson Estates on Route 61 with a capacity of 150,000 gallons per day.

St. Charles County Public Water Supply District No. 2 and the East Central Missouri Water and Sewer Authority are administered under contract by Alliance Water Resources. Public Water Supply District No. 2 has approximately 10,000 connections in areas of Dardenne Prairie, Lake Saint Louis and O’Fallon. For the District to provide service, properties must be located within its boundaries or be contiguous to the boundary. The district’s primary growth area is north and south of the I-70 corridor west of I-64/Highway 40-61. Public Water Supply District No. 2 operates package treatment plants for the Boone Ridge Estates subdivision and Castlegate Mobile Home Park. The district operates an MBR plant in Warren County, north of Interstate 70 and west of Highway W. This treatment plant will serve a subdivision with a treatment capacity of 250,000 gallons per day to start with an expansion capability to 1,000,000 gallons per day. This facility is available to serve customers within St. Charles and Warren counties. Alliance Water Resources also operates sewage treatment systems under contract with the cities of Augusta and New Melle. Augusta is served by a lagoon and has some expansion capacity. The treatment plant for New Melle is limited to treating 50,000 gallons per day and is at capacity. Of all utilities, sanitary sewers are the most critical for continuing future development in the county. Where existing sanitary sewer facilities are located and where expansions of systems are planned will guide the direction of physical growth within the county.

Individual Sewage Disposal Systems Approximately 7,500 individual sewage disposal systems (septic tank and drain field) operate in the county. According to the reports of third-party septic system inspectors licensed by the County, 85 percent of the individual sewage disposal systems inspected in 2012 did not initially pass, with problems ranging from non-maintained system components to total system failure. County Code requires that the owners of properties served by a private sewage disposal system must obtain an operating permit for the system at the time of purchase of the property. In order to obtain the operating permit the owner must maintain in force a service and maintenance agreement with a County licensed contractor. Prior to the transfer of ownership of any property served by a private sewage disposal system and/or private well the seller shall have these systems inspected by a third party inspector licensed by St. Charles County. Approximately 150 -200 of these inspections are made annually. Map C3 indicates the locations of properties countywide known to have individual sewage disposal systems.

UTILITIES Communication Services CenturyLink provides service to primarily the western sections of St. Charles County. AT&T serves the cities of St. Charles, Portage Des Sioux, West Alton, and St. Peters (partial); a portion of northern St. Charles County; and the eastern and southern sections of the “Golden Triangle.” TDS Telecom serves an area of northern St. Charles County encompassing Orchard Farm and the surrounding area. Wireless telephone service is offered in St. Charles County by providers such as AT&T, Sprint, T-Mobile, Verizon and Cricket. Broadband internet service is provided by AT&T, CenturyLink and Charter. Charter Communications, otherwise known as Spectrum, provides cable service to the cities of St. Charles, St. Peters, O’Fallon, Lake Saint Louis, Wentzville, Cottleville, St. Paul, Josephville, and Flint Hill. Also served are most of the urbanized areas of the Golden Triangle along with some unincorporated areas adjacent to municipalities. AT&T provides cable service throughout parts of the golden triangle including some municipalities along I-70. In addition, satellite systems are available to various parts of the county.

Electric Service Ameren Missouri provides electric service to the majority of the area within St. Charles County. These service areas include most of northern St. Charles County, the cities of St. Charles, St. Peters, O’Fallon, Cottleville, the bulk of the area within the city of Wentzville, and most of the “Golden Triangle” area. The Cuivre River Electric Cooperative, Inc. serves the City of Lake Saint Louis and the majority of the area within the City of Weldon Spring. It also serves an area south of Interstate 70, southwest of Interstate 64 and north of Highway D in western St. Charles County. There are also areas in northern St. Charles County, primarily north of the cities of St. Peters, O’Fallon, and Wentzville, and in the southwestern section of the county, where no territorial service agreements exist. Natural Gas Service Spire, Inc. (formerly Laclede Group) has a service area which includes all of the Golden Triangle area along with the cities of St. Charles, St. Peters, O’Fallon, Weldon Spring, Cottleville, Lake Saint Louis and part of Wentzville. The service area also includes an area primarily south of Highway N and west of Interstate 64, Highway 40/61. Ameren Missouri provides natural gas service in the western section of the county to the cities of Wentzville, Flint Hill, and Foristell. outh of Interstate 70 the service area is roughly west of Duello Road and north of State Highway N, north of Interstate 70 the service area extends west to the Warren County line, north to the Lincoln County line, and east to Josephville.

Liquid propane is available from various providers to those areas of the county that do not have natural gas service.

FIRE PROTECTION SERVICE St. Charles County is served by 11 fire protection districts and one municipal fire department. Additionally, the Monarch Fire Protection District and Old Monroe Community District, which both operate fire stations in adjacent counties, provide fire protection to some areas within St. Charles County. Aside from their core function of extinguishing fires, all fire protection providers also respond to and provide for rescues, emergency medical calls, calls for public assistance, and public education. Also, all fire protection providers can jointly provide a special operations team. This team not only provides a hazardous materials response team when necessary, but also a technical rescue team for incidents above grade, below grade, confined space, and other technical rescue incidents. The special operation team is also a state and federal resource for response to statewide or nationwide manmade or natural disasters. All fire protection agencies provide basic emergency medical support to the St. Charles County Ambulance District (SCCAD). Wentzville, O’Fallon, and Central County Fire and Rescue provide pre-hospital advanced life support to supplement the emergency medical care and transport provided by SCCAD. These districts do this by staffing the fire apparatus with paramedics. The St. Charles Fire Department provides advanced life support ambulances for transport to the hospital and staffs advanced life support fire trucks for pre-hospital treatment. Table 2 on the next page lists the average response times of the various fire protection agencies within the county for the year 2017. The response time is from the time the fire district receives the call from dispatch until the first fire truck arrives on the scene of call within that district’s boundaries. A response time of five minutes or less is considered acceptable by the National Fire Incident Reporting Association, an agency that collects response times from fire protection agencies on a voluntary basis. The National Fire Protection Association has a goal of responding to fires within six minutes or less 90 percent of the time, as an acceptable national standard. It is not uncommon according to the National Fire Protection Association for volunteer departments in rural areas to have response rates between six and 15 minutes. All of the fire districts automatically send the closest appropriate fire apparatus to the incident regardless of what fire district the call is in.

LAW ENFORCEMENT The St. Charles County Police Department responds to calls for service within the unincorporated areas of the County plus within multiple municipalities contracting with the County. Cities having their own police departments include Cottleville, Foristell, Lake Saint Louis, O’Fallon, St. Charles, St. Peters, and Wentzville. The County Sheriff’s Department is responsible for court services and civil process under the direction of an elected Sheriff. The St. Charles County Police Department headquarters, which became operational in 2015, is located at 101 Sheriff Dierker Court in O’Fallon. The department is staffed by 140 commissioned officers and 50 non-commissioned personnel. The headquarters building is the base operation for Administrative Services, Criminal Investigations, Patrol Division, Special Operations, Community Education, Cyber Crime, Forensics, Drug Task Force and the Crime Lab. Metro West Air Support started in 2005 in order to provide helicopter patrol and special services to all law enforcement within St. Charles County. Metro Air Support is comprised of St. Louis County Police Department, St. Louis City Police Department, and the St. Charles County Police Department. The Bomb Disposal Unit was established in 1983 after several explosive-related incidents. The five-man team of highly trained technicians is certified by the FBI Hazardous Devices Training Center. The unit serves all municipalities within the county and adjoining counties on request. The St. Charles County Regional SWAT Team is a group of 35 specially-trained officers representing the County Police Department, St. Charles City Police Department, Lake Saint Louis Police Department, St. Peters Police Department, O’Fallon Police Department, Cottleville and the Wentzville Police Department. This unit serves high risk search warrants, provides protection for visiting dignitaries, resolves hostage and barricade situations, and other high risk assignments. Other specialized units include the Motorcycle Unit, the K-9 Unit for tracking and narcotics

detection purposes, Terrorism Early Warning and the Honor Guard which performs at formal public ceremonies, memorial services, and special law enforcement and public events. The County Police Department Training Center is located on Route 94 near Defiance. It is used by all municipal police departments within the county at no charge. The Community Education Division is designed to have positive contact with all students from the time they enter the school system until high school graduation. The program consists of three full time START instructors teaching approximately 1,800 students annually in 17 elementary schools. Six School Resource Officers serve in the high schools and the middle schools in unincorporated St. Charles County.

All of SCCAD’s advanced life support ambulances are stocked with state-of-the-art lifesaving equipment. In addition to responding to 911 medical emergencies, the District also provides non-emergency transfer services. Examples would include transferring a patient from one hospital to another that offers a higher level of care, or transporting a patient from a hospital to a skilled nursing facility for rehab following a surgery or hospital stay. SCCAD is a political subdivision of the State of Missouri, and thus unaffiliated with County Government or any fire protection district. Though the agencies are not connected with one

another, there is frequent collaboration and partnership between the agencies not only when responding to calls, but also on training exercises throughout the year. SCCAD has seen a steady increase in demand for services. From 2008 to 2017, requests for service grew 48 percent, and with each year the District sets a new call volume record. Utilizing a five percent year-over-year growth pattern, annual call volume is projected exceed 65,000 by the year 2027. SCCAD is a seven-time recipient of the Missouri EMS Association’s “Emergency Medical Service of the Year” award, a dozen of their staff have received the MEMSA “Paramedic of the Year” honor, and in 2017, the District received the American Ambulance Association’s Community Impact Award in recognition of its multi-pronged effort to address the heroin/opiate epidemic. Since 1974, the St. Charles City Fire Department has provided emergency medical services to city residents. The fire department staffs two ambulances with paramedics. See Map C7 - Fire Districts & Emergency Responder Facilities.

PARKS & HISTORIC SITES Public Parks and Recreation Within St. Charles County over 6,000 acres of parks and open space are administered by various municipalities and the County Government. A wide range of recreational opportunities are available to the general public. These include baseball/softball fields, soccer/football fields, tennis courts, fitness and biking trails, swimming pools, picnic areas, playgrounds, fishing areas, boat access ramps, horseback riding, sand volleyball and horseshoe courts, basketball courts, recreation centers, lakes, and aquatic centers. In addition to County and municipal park systems, a number of federal and state agencies own and maintain recreational lands within the county. These agencies include the U.S. Army Corps of Engineers, Missouri Department of Conservation, and Missouri Department of Natural Resources. The total park land and conservation areas in the county currently equal 33,548 acres. The National Recreation and Park Association (NRPA) standard for park acreage is 10 acres per 1,000 people. With the county’s population at 365,151 in 2011, the national average would be 3,651 acres. The park and recreational facilities provided by local governmental entities are presented in Table 4. County and Municipal Park System Expansion The St. Charles County Parks and Recreation Department was created in 1997 after voters approved a local use tax for the development, operation, and maintenance of a county park system. The initial goal as embodied in the St. Charles County Parks and Recreation Open Space Plan was the acquisition of 2,000 acres for a county regional parks system. Of the total amount of acreage, it was programmed that at least 50 percent remain in its natural state. This goal has been met with fifteen parks having a total of 3,643 acres. The County intends to acquire additional acreage in order to add new parks to the County parks system. Wildlife, Preserves, and KATY Trail State Park A total of 23,769 acres in St. Charles County is either owned or leased by the Missouri

Department of Conservation. These areas provide recreational opportunities in the form of hunting, fishing, bird watching, nature outings, boating, and water activities. The largest of the Missouri Department of Conservation tracts are the Weldon Spring Conservation Area and August A. Busch Conservation Area. These two adjacent land areas are located in southwestern St. Charles County and combined include more than 14,000 acres. The KATY Trail State Park is a 237-mile hiking and biking trail that spans from Clinton, Missouri, to Machens. The KATY Trail was developed by the Missouri Department of Natural Resources which converted the abandoned right-of-way of the Missouri--Texas Railroad to recreational use.

Great Rivers Greenway District and Trails The Great Rivers Greenway District was established by voters in November 2000 in St. Charles County, St. Louis County and the City of St. Louis. The Greenway District is a public organization leading the development of a region-wide system of interconnected greenways, parks, and trails known as the River Ring. When completed, the River Ring will unite the region with an interconnected system of trails and greenways, on-street bicycle routes, and community parks. The River Ring will encompass a 600-mile web that will cover 1,200 square miles, making the region a better place to live for over two million residents. In St. Charles County initial work has been completed within four active greenways: the Busch Greenway, Dardenne Greenway, Centennial Greenway, and the Boschert Greenway. The Greenway District is working to connect the Busch Greenway Trail to the Hamburg Trail within the August A. Busch Conservation Area. This connection will create a 13-mile all weather hiking and biking loop trail consisting of the KATY Trail State Park, Hamburg Trail and Busch Greenway Trail. The Dardenne Greenway now includes a three-mile trail and park along Dardenne Creek at the Barathaven development in Dardenne Prairie, and this trail will be extended east in the future. Greenways and trails are also completed in the cities of Cottleville and St. Peters, and more opportunities for connections through St. Charles Community College, Old Town St. Peters, and 370 Lakeside Park are being developed. The Centennial Greenway currently connects the St. Charles County Heritage Museum and Park to the KATY Trail State Park via a 2.2-mile trail. The Boschert Greenway and trail currently spans nearly four miles and connects Fox Hill Park, Blanchette Park to Eco Park at Blachette Landing, providing residents another connection to the KATY Trail State Park in the City of St. Charles. In addition to greenways numerous trails wind many miles through both the incorporated and unincorporated areas of the County. These trails can be utilized for recreation, exercise, walking a dog, as well as sightseeing activities.

Historic and Cultural Sites The County has created a Historical Advisory Board to advise the County Executive and County Council on issues such as care and use of County-owned historic structures, the preservation of historic structures located within the County, and the care and maintenance of cemeteries for which the County is trustee. Additionally, the County Parks and Recreation Department employs a Parks Historian.

HEALTH AND SOCIAL SERVICES County Public Health Services The St Charles County Department of Public Health is committed to protecting and enhancing the health and quality of life for all members of the community. The Division of Health Services encompasses programs that include an Immunization Clinic for children and adults, a Women Infants and Children (WIC) program to provide nutrition education and supplemental food services, Communicable Disease reporting and outbreak investigations; the authorization to distribute Vital Records, including both birth and death; health promotion and education programs, and emergency preparedness for public health and protection. This division also houses a Health Services Clinic which offers a wide variety of preventive health testing, tuberculosis screening and lab testing such as sexually transmitted diseases. Passport services and travel vaccinations are also available. The Division of Environmental Health and Protection protects the public and businesses of St. Charles County through programs that promote healthy environmental conditions and reduce risks. This includes inspections and licensing of food-service retailers and providers as well as many food festival events. They are also responsible for inspections of lodging facilities, solid waste regulations, daycare centers, aquatic and recreation facilities, body art facilities and mosquito control. This Division also operates recycling centers in Wentzville and St. Peters. The Division of Humane Services promotes the health, safety and wellness of county animals. The Division shelters a wide variety of animals and offers pet adoption and foster programs. They provide animal education on safety and wellness to young and adult audiences. The Division also investigates animal cruelty and neglect as well as all reported animal bite cases. Social Services The social issues affecting the quality of life within St. Charles County include poverty, homelessness, illiteracy, substance abuse and addiction, and dysfunctional families. Many social service agencies serving St. Charles County provide employment training, health services, food pantries, nutrition assistance, housing, counseling, mental health services, clothing, senior services, transportation and emergency shelters.

Selected Social Characteristics Households and Families. In 2016 there were 147,545 households in St. Charles County which is a 11 percent increase since 2011. The average household size was 2.65 people. Families made up 73 percent of the households in St. Charles County. This figure includes both married-couple families (59 percent) and other families (14 percent). Nonfamily households made up 32 percent of all households in St. Charles County. Most of the nonfamily households were people living alone, but some were composed of people living in households in which no one was related to the householder. Geographic Mobility. In 2016, 88.7 percent of the people at least one year old living in St. Charles County were living in the same residence one year earlier; 6.3 percent had moved during the past year from another residence in the same county, 3.4 percent from another county in the same state, 1.4 percent from another state, and 0.2 percent from abroad. Education. In 2016, 94.4 percent of people 25 years and over had at least graduated from high school and 36.2 percent had a bachelor's degree or higher. 5.7 percent were dropouts; they were Page A.30 St. Charles County Master Plan Appendix A 3. not enrolled in school and had not graduated from high school. Overall, education attainment improved from levels recorded in 2011. The total school enrollment in St. Charles County was 105,584 in 2016. Nursery school and kindergarten enrollment was 11,942 and elementary or high school enrollment was 63,621 children. College or graduate school enrollment was 28,021. The Federal Reserve, in an effort to understand the complex factors creating long term unemployment conditions and identify promising work force development solutions has identified a common theme: the American workforce lacks the skills needed by the present and future employers. An estimated 68 percent of all jobs to be created between 2010 and 2018 will require a college degree. However, the 2016 American Community Survey indicates that only 38.5 percent of America’s current adult population (age 25 and older) hold Associates or higher degrees. Comparing the St. Louis Metro Area and its principal counties to the U.S. shows that St. Louis County (47.4 percent) and St. Charles County (45.5 percent) have significant higher educational attainment compared to the U.S. average. However, even these numbers are far from the estimated percent of future jobs needing a college degree. “In 2008, CEO’s for Cities introduced extensive research that outlined three vital areas---talent, poverty and the environment---that could have a tremendous economic impact on American cities. The research showed that educational attainment is the biggest predictor of success for cities and metropolitan areas today. Specifically, it showed that 58 percent of city’s success, as measured by per-capita income, is attributable to the percentage of the adult population with a college degree.” Poverty. In 2016, 6.1 percent of people lived in poverty. Additionally, 7.3 percent of related children under 18 lived below the poverty level, compared with 4.7 percent of people 65 years old and over. 4.7 percent of all families and 18.3 percent of families with a female householder and no husband present earned incomes below the poverty level.
