Gordon Institute for Public Policy | Kimberly Green Latin American and Caribbean Center By Luis Bitencourt The FIU-USSOUTHCOM Academic Partnership Military Culture Series Florida International University’s Jack D. Gordon Institute for Public Policy (FIU-JGI) and FIU’s Kimberly Green Latin American and Caribbean Center (FIU-LACC), in collaboration with the United States Southern Command (USSOUTHCOM), formed the FIU-SOUTHCOM Academic Partnership. The partnership entails FIU providing research-based knowledge to further USSOUTHCOM’s understanding of the political, strategic, and cultural dimensions that shape military behavior in Latin America and the Caribbean. This goal is accomplished by employing a military culture approach. This initial phase of military culture consisted of a yearlong research program that focused on developing a standard analytical framework to identify and assess the military culture of three countries. FIU facilitated professional presentations of two countries (Cuba and Venezuela) and conducted field research for one country (Honduras). The overarching purpose of the project is two-fold: to generate a rich and dynamic base of knowledge pertaining to political, social, and strategic factors that influence military behavior; and to contribute to USSOUTHCOM’s Socio-Cultural Analysis (SCD) Program. Utilizing the notion of military culture, USSOUTHCOM has commissioned FIU-JGI to conduct country-studies in order to explain how Latin American militaries will behave in the context -

1 CREDIBILITY AND POPULISM: A BAYESIAN APPROACH TO THE GOULART ADMINISTRATIONS IN BRAZIL Sérgio Marley Modesto Monteiro1 (UFRGS) – [email protected] Pedro Cezar Dutra Fonseca(UFRGS) – [email protected] Resumo: O governo Goulart (1961-1964), em suas fases parlamentarista e presidencialista, é considerado um exemplo típico do populismo no Brasil. A literatura sobre o período costuma definir a política econômica como hesitante, irracional ou ambígua. Neste trabalho, utiliza-se um modelo de credibilidade para explicar a condução da política econômica nas duas fases do governo. A credibilidade é definida como a probabilidade subjetiva com que os agentes avaliam o compromisso do governo para com as medidas de estabilidade por ele anunciadas, formalizadas por uma regra monetária. A estimativa da credibilidade aponta para um padrão comum na condução da política econômica. Nas duas fases o governo inicia com medidas ortodoxas de combate à inflação que fazem com que a credibilidade aumente. À medida em que o tempo passa, como resultado dos custos associados a essa política, a austeridade é abandonada, a credibilidade diminui e as tentativas de estabilização falham. Então, pode-se dizer que: a) há uma lógica e uma coerência nas políticas econômicas implementadas; b) a ortodoxia está presente tanto no discurso quanto na aplicação efetiva das políticas, o que impede de ver o fenômeno populista apenas como uma opção pelo crescimento, desconsiderando totalmente a estabilidade; c) apesar de estar presente, esta opção para combater a inflação -

Intercom – Sociedade Brasileira de Estudos Interdisciplinares da Comunicação 1 V Congresso Nacional de História da Mídia – São Paulo – 31 maio a 02 de junho de 2007 A propaganda ideológica sobre Ernesto Geisel em Manchete e Veja 1 Instituição: Universidade Metodista de São Paulo Autor: Moisés Stefano Barel 2 Resumo: No início da década de 1970 o Brasil viveu um período de crescimento econômico e ampla divulgação das ações governamentais através dos meios de comunicação, para tentar legitimar o Regime Militar3. O País era governado pelo general- presidente Emílio Garrastazu Médici, cuja gestão ficara conhecida como os “anos de chumbo”. Em meados de 1973 ele decide que seu sucessor no comando da República seria o general Ernesto Geisel. O objetivo deste trabalho é investigar a campanha de propaganda ideológica feita pelas revistas Manchete e Veja para apresentar aos seus leitores o novo Presidente 4. Introdução Este artigo é um resumo da dissertação Ernesto Geisel e a imprensa do Brasil: A propaganda ideológica sobre o quarto Presidente do Regime Militar brasileiro (1964-1985), entre sua “eleição” e posse – apresentada no Programa de Pós-Graduação em Comunicação Social ( Stricto Sensu ) da Universidade Metodista de São Paulo (Umesp). Nele, apresentamos como os veículos de comunicação estudados trabalharam ideologicamente as notícias sobre o novo mandatário do Brasil entre 15 de janeiro (“eleição”) e 15 de março de 1974 (posse). A escolha de Ernesto Geisel como objeto deste estudo, deu-se pelo fato de este militar ao longo de toda a vida tentar manter-se a margem dos holofotes midiáticos. -

on the w@terfront, vol.13, June 2009 Porto Alegre (Brazil) in the 1970s: Authoritarian State and Abstraction in Public Space José Francisco Alves Porto Alegre, Brazil ABSTRACT During the 1960s and 1970s, a number of South American countries went through devastating military regimes. They were supported — if not organized — by United States as a form of preventing a growing leftist influence in the continent and a possible “realignment” of such nations with the Soviet Block. The main dictatorship in Latin America occurred in Brazil, Argentina, Chile and Uruguay. In March 31 of 1964, Brazil deepened itself into the Military Dictatorship, which lasted more than twenty year, the longest dictatorship regime of the continent. At the time, under the presidency of João Goulart (elected as vice-president in 1960 that had sworn as President when the President Jânio Quadros resigned, in the following year). The Goulart administration was tumultuous and followed by political instability mainly due to the measures he wanted to put in action in the country as well as by the rather conservative environment, which offered great resistance to his policies. When the president Jânio Quadros resigned in august of 1961, João Goulart was in a diplomatic mission in Chine. The military forces and the conservative members of the congress prevented him from taking the oath and a civil war almost took place by sectors eager to guarantee he would be allowed to take the presidency. Goulart undertake of his place, as President was only 3 on the w@terfront, vol.13, June 2009 possible due to a popular movement, which occurred in the city of Porto Alegre, in the South of Brazil. -

We therefore investigate the case of the presidential elections in Brazil in October 2014, in order to analyze communication structures in actual and para-social inter- actions with presidential candidates. In particular, while Twitter makes it easy for ordinary citizens to express their opinion online, it is maybe even more important that they can also address and communicate with persons who would otherwise not be reach- able at all. Politicians are probably the most important group in this regard. Based on N = 1,891,657 tweets containing an @mention of a candidate in the Brazilian elections of 2014, we investigate which actual or para-social interactions with the candidates take place. Furthermore, because framing literature suggests that all ac- tors involved in a discussion on social media will try to highlight specific aspects and interpretations of issues and events, we used techniques of co-word analysis to investigate the ways in which the main candidates were framed by the Twitter users. O Jornalista e o Político Carlos Lacerda nas Crises Institucionais de 1950-1955 Marcio de Paiva Delgado Mestrando em História - UFJF Entre 1950 e 1964, no chamado “Período Democrático”, o Brasil sofreria inúmeras crises institucionais que colocariam em questão a Constituição de 1946. Para fins desse artigo, nós iremos nos concentrar nos anos de 1950 a 1955. Neste período, o jornalista e político Carlos Lacerda assumiria nacionalmente o papel de um dos principais opositores (se não o maior) a Getúlio Vargas e seus herdeiros políticos. Tal oposição não pouparia nenhum ataque pessoal contra seus opositores, críticas e denúncias, e até campanhas abertas de Golpes Militares em seu jornal para erradicar qualquer traço de “populismo” no Brasil.1 Julgamos ser nesse período que Carlos Lacerda se tornaria famoso nacionalmente, assumindo assim posição de liderança dentro da UDN, e fundaria através de seu jornal movimento lacerdista que chegaria aos anos 60 como o mais influente dentro da UDN, e que seria um dos principais apoiadores do Golpe de 1964. Buscamos perceber o discurso lacerdista no jornal para influir na opinião pública, e a construção de um discurso golpista para grupos de pressão. O jornal Tribuna da Imprensa foi, portando, transformado “num púlpito de um jornalista-político”. 2 CARLOS LACERDA “NA TRIBUNA DA IMPRENSA” NO GOVERNO DUTRA A candidatura vitoriosa de Eurico Gaspar Dutra (1946-1950) recebera apoio velado de Getúlio Vargas e do aparelho estatal formado no Estado Novo. A efusiva e apaixonada campanha da UDN sofrera uma amarga e frustrante derrota. A coligação PSD e PTB, aliada com o tertius Yeddo Fiúza do PCB (segundo leitura da UDN) garantiu com folga a vitória dos getulistas. -

WWW.A LMEI DA LA W.COM .BR Airport s Infrastructure In Brazil (Part I: TRANSPORT) Airports www.almeidalaw.com.br INTRODUCTION : AN OVERVIEW OF THE SECTOR Brazil lacks an adequate and well-developed airport infrastructure, resulting in higher logistics costs and inefficient patterns of both interregional and international trade.1 From 2003 to 2010, global airport passenger traffic increased by 40% with an increase of 118% in Brazil during the same period. As a result, Brazil’s national airport infrastructure cannot adequately sustain this increase and will need to be modernized rapidly if the country intends to play a key role in the global economy. It is expected that tourism in Brazil will reach a peak in the near future because of international sporting events and the increasing wealth and rise of the middle class. Brazilian air traffic has notably increased in past years, but it has still not fully reached its potential. In this context, there is an obvious need for airport modernization. The latest investments made in the sector have not matched the growing passenger numbers. Relevant investments are needed to improve existing airport infrastructure. Therefore, the government is planning to privatize major airports to attract private investors. The expansion of air traffic, with new flight connections and more destinations, strongly depends on the development of airport infrastructure. NATIONAL CONGRESS SILENCED: MEDIA COVERAGE OF SOCIAL MOVEMENts’ PARTICIPATION IN REPRESENTATIVE DEMOCRACY Adriana Borba Fetzner1* ABSTRACT This paper introduces a discourse analysis of texts published by Correio Braziliense, where main article is the political opinion editorial of this newspa- per and plenary speeches of Federal Deputies regarding Proposed Constitu- tional Amendment (PCA) 438/2001, foreseeing expropriation of rural and ur- ban properties where it has been proved existence of employees in conditions analog to slaves. These properties will be assigned to agricultural land reform and low-cost housing programs. The analysis considers ideological training transcending the texts from the ideological concept of discourse analysis and anticipates that main media press vehicles will not cover social movements’ participation at the National Congress, especially when issues mobilizing these movements are related to the economic order. Key-words: silence, speech, slave labor. Introduction Brazil abolished slavery in 1888; however workers in conditions analog to slaves still exist, mainly in rural areas. Between 1995 and 2006, more than 40,000 workers, among them children, have been rescued from this situation. The International Labor Organization (ILO) in Brazil explains one of contempo- rary forms of slave labor: [...]when workers hear that a farm is hiring people, they go to these places, most of time distant from their homes. Usually workers are hired by a recruiter, known as “cat”, a labor middle-men working for the farmer. Then, the recruiter “lends” money to workers to pay transport fees to the farm.
