2013 Action contre la Faim (ACF) was founded by a group of prominent French figures in response to the emergency caused by Afghan refugees fleeing to Pakistan to escape fighting in 1979, with the aim of eradicating hunger in a more global, lasting and effective way worldwide. ACF’s mission consists of saving lives via the prevention, detection and treatment of malnutrition, in particular during and following disasters and conflicts. The organisation focuses its activities on an integrated approach, taking various aspects into account: “Nutrition, health and healthcare practices”, “Food security and livelihoods”, “Water, sanitation and hygiene” and “Advocacy and awareness‐ raising”. In 2011, ACF‐International was active in over 45 countries, coming to the aid of more than 7 million individuals. By integrating our programmes with regional and national systems, ACF is ensuring that short‐term actions are becoming long‐term solutions. http://www.actioncontrelafaim.org/ We are looking for: A CHIEF OF GLOBAL SERVICES Based in Paris or Madrid or New York Overall objective of the position: The Chief of Global Services (CGS) will join the International Executive Committee (IEC) of ACF as a non‐voting member. The IEC is currently comprised of 5 ACF headquarters (HQs) (France, Spain, USA, Uk and Canada), each of which is an independent non‐profit corporate entity with its own governance structure. The HQs form the ACF International Network and are connected by a common mission, values, charter and set of agreements intended to promote ACF as a global force to end hunger in the world and to organize ourselves for maximum effectiveness and efficiency. The CGS will oversee global functions and assigned strategic projects defined by and with the IEC as priorities for the network and/or for the implementation of the International Strategic Plan (ISP). The specific goals and objectives of the CGS will be defined and endorsed by the IEC and the International Chairman Committee (ICC) on an annual basis in a document and reviewed/revised semi‐annually. Achievements will be monitored and evaluated on an annual basis in the context of the ISP review. Responsibilities: 1. The CGS directly oversees the following functions, delegated to an international function director (IFD) within one of the HQs initially. a. Research: b. Emergency Logistics c. Information Systems 2. The CGS will monitor decisions taken by both the ICC and the IEC and track their completion and report any significant delays or obstacles to the pertinent body. 3. The CGS will be part of the performance appraisal of the IFD s/he supervises. He/she shall complete a 6 month review and then annual reviews. These reviews will be shared with the IEC and will become an integral part of the employee’s overall performance review. 4. S/he will address concerns and obstacles in the implementation of the international delegated functions and other assignments and resolve them with the support of the IEC. S/He will point out any unresolved obstacles or dysfunctions at network level and within the HQs and report them openly to the relevant parties (Board / Chair / ED / IEC). S/He will report any unresolved disputes to the international Chairman for further actions. 5. The CGS will keep the IEC informed of the progress, concerns and need for assistance from the IEC. Every six months, the CGS shall do a more formal report (with or without the IFD) on the international functions, including budget update. Annually, the CGS will make a formal report to the ICC on the global development of the delegated functions. 6. The CSG will conduct or sponsor independent assessments about the relevance and viability of moving other functions into a global position and in evaluating the status of various initiatives, identifying needs, obstacles to progress, and mapping next steps. 7. The CGS will define and refine the needs and objectives for a specific global project. Once there’s an agreement of the IEC, the CGS would facilitate the implementation of the project. This would include monitoring the meetings of the appropriate International Management Committee (IMC) and the realization of the objectives. 8. S/He will monitor the list of all the international projects and policies conducted within the network and will liaise with the IMC to insure the efficiency of the project choices, then the proper dissemination of the achievement/results of said projects within the entire network as well as facilitating and supporting the process for developing or updating policies. 9. Annually the CGS will write a formal and “independent” report on the State of the Network to the ICC and the IEC including a reporting on the achievement of all delegated functions. 10. Other Specific Assignments and Functions ( proposing initiatives, represents ACF..) 11. The CGS will be accountable to the IEC for overseeing specific initiatives and will also report, along with the IEC, to the ICC on the global functions and projects. Qualification and previous experience: Graduated from a master’s degree or equivalent, you have a minimum experience of 10 years including 5 years in top management positions, and some background in the non‐profit sector. You have worked mainly in an executive or high responsibility position and have proved your ability to develop and carry out growth strategies. You have proven experience in problem identification, in developing, adapting and implementing systems. You master the large issues of global hunger and the role of each department in ACF (engineering, program operations, research, communication and fundraising, funding, logistics and HR) and your knowledge and determination will help improve ACF efficiency and effectiveness, offer new ways to resolve problems and to plan for the future and build consensus for moving forward. As an experienced manager, you can lead a team and manage a budget. You have good diplomatic skills and are known for ability to work in a multicultural environment, to conduct negotiations in a difficult situation, and to manage multi country project. You are fluent in English, and able to work in French and Spanish, and you have strong writing and verbal skills.
