Assessment Rationale European regional assessment: Least Concern (LC) EU27 regional assessment: Near Threatened (NT°) In Europe this species has an extremely large range, and hence does not approach the thresholds for Vulnerable under the range size criterion (Extent of Occurrence <20,000 km2 combined with a declining or fluctuating range size, habitat extent/quality, or population size and a small number of locations or severe fragmentation). The population size may be small, but it is not believed to approach the thresholds for Vulnerable under the population size criterion (<10,000 mature individuals with a continuing decline estimated to be >10% in ten years or three generations, or with a specified population structure). The population trend appears to be increasing, and hence the species does not approach the thresholds for Vulnerable under the population trend criterion (>30% decline over ten years or three generations). For these reasons the species is evaluated as Least Concern in Europe. In the EU27 the small population size qualifies for Vulnerable under the population size criterion (<1,000 mature individuals), but as population size is increasing in the EU27 and in Europe, the final category is adjusted to Near Threatened. Habitats and Ecology This is a lowland species that has been pushed to higher altitudes by persecution and habitat loss in Europe. In central and eastern Europe, it breeds in forests up to 1,000 m and also in steppe and agricultural areas with large trees, and nowadays also on electricity pylons. In Turkey it is known to very rarely nest on the ground or on cliffs. In the Caucasus, it occurs in steppe, lowland and riverine forests and semi-deserts (Ferguson-Lees and Christie 2001, Meyburg and Kirwan 2013). Wetlands are apparently preferred on the wintering grounds. From late-February to early-May adults return to breeding areas. Both sexes construct a large stick nest, typically 100?150 cm in diameter with the nest cup lined with green sticks and other materials such as grass, fur and wool. Clutches are usually two to three eggs (Meyburg and Kirwan 2013). It hunts small to medium- sized mammals as well as birds and carrion. In the Caucasus the main prey include hare, tortoises, lizards and carrion (Tucker and Heath 1994). Adults in central Europe, the Balkan Peninsula, Turkey and the Caucasus are usually residents, whilst most immatures move south. (Meyburg and Kirwan 2013). Other threats are loss and alteration of feeding habitats, shortages of small and medium-sized prey species (particularly ground-squirrels Spermophilus spp.), human disturbance of breeding sites, nest robbing and illegal trade, shooting, poisoning and electrocution by powerlines. Habitat alterations associated with agricultural expansion threaten historical and potential breeding sites in former range countries. Hunting, poisoning, prey depletion and other mortality factors are also likely to pose threats along migration routes and in wintering areas. The Eastern Imperial Eagle Working Group was established in 1990. A European action plan was published in 1996 and its implementation reviewed in 2010 (Barov and Derhé 2011). Regional Action Plans have been published for the Balkan Peninsula (Stoychev et al. 2004) and for the Southern Caucasus (Horváth et al. 2006). The Eastern Imperial Eagle Management Guidelines for Hungary were published in 2005 (Kovács et al. 2006) and for Slovakia in 2007 (Demeter and Maderič 2007). Conservation Actions Proposed Conduct surveys to identify breeding and wintering sites, and migration routes. Improve protection of species and sites. Implement beneficial forestry policies. Maintain large trees in open land and protect old woodland on slopes (B. Hallmann in litt. 1999). Prevent mortality from nest robbing, nest destruction, illegal trade, poisoning and electrocution on medium-voltage powerlines, as well as persecution in wintering grounds and migratory routes. Maintain feeding habitats by preserving traditional land use. Increase the availability of prey species by habitat management. Meyburg eds. 2004 Raptors Worldwide WWGBP/MME Status of the Eastern Imperial Eagle Aquila heliaca in Bulgaria between 1994 and 2002 Stoycho Stoychev, Ivelin Ivanov, Tzeno Petrov, Simeon Marin5Dimitar Demerdzhiev, Gradimir Gradev and Dobromir Domuschiev ABSTRACT In Bulgaria between the years 1994 to 2002, research, monitoring and conservation activities on the Eastern Imperial Eagle significantly increased. The total Bulgarian population is estimated to be between 20 to 25 pairs. Fifteen nest sites were discovered. Most of the areas important for breeding are located along the border with Turkey in the Sakar Mountains (7 nests) and Strandja mountains -Dervent Heights (5 nests). The majority of the territories (86%) are located in areas of elevation between 150 and 400m. Seventy-six percent of the nests discovered were in poplar trees. During the nine years of study, almost 65% of the breeding attempts surveyed were successful. The mean breeding success was one young per occupied nest and 1.54 chicks per successful nest. However, during the years 1998-2000, which coincided with an increase in the number of monitored nests, the breeding success was between 0.83 and 0.91 fledglings per occupied nest. The adult birds were mainly sedentary, spending the winter in the breeding territories. Three wintering and temporary settlement areas important for immature birds were identified. The main threats to Imperial Eagles in Bulgaria are: disturbance, cutting of poplar trees and abandonment of pastures INTRODUCTION At the end of the 19th century, Imperial Eagles Aquila heliaca were widespread throughout Bulgaria. Among 278 bird species recorded in these studies, 34 are thought likely to exceed the 1% criterion of the world or flyway populations, making them valuable target species for long-term monitoring programmes. Six of these species are considered by the IUCN Red List as threatened or near threatened. A further 22 globally threatened or near threatened bird species were also observed. The present paper discusses these 28 species focusing on numbers, phenology and suitability for long-term monitoring projects. 1. We evaluated the relationship between spatial variability in prey and food habits of eastern imperial eagles Aquila heliaca at a 90,000 ha national nature reserve in north- central Kazakhstan. Eagle diet varied greatly within the population and the spatial structure of eagle diet within the population varied according to the scale of measurement. Patterns in dietary response were inconsistent with expectations if either ontogenetic imprinting or competition determined diet choice, but they met expectations if functional response determined diet. Eagles nesting near a high-density prey resource used that resource almost exclusively. In contrast, in locations with no single high-density prey species, eagles’ diet was more diverse. The nesting popula- tion in Slovakia is concentrated in two subpopulations with the nesting area distant about 200 km. In Eastern Slovakia nesting of 42 pairs was recorded whilst in Western Slovakia 30 pairs were nesting. Authors present results of 37 years period of survey focused on distribution and trend of nesting population, as well as habitat preferences of the species. The paper compares results from Western and Eastern Slovakia. From Western Slovakia further data are evaluated, such as threats negatively influencing the population, period of hatching and other aspects of nesting biology. During the survey period the number of known nesting pairs in Slovakia has increased from five in 1977 to 53 in 2013. In total, 908 nesting events have been recorded during this period with 642 successful nesting events and 1,080 fledglings. In Western Slovakia the pairs prefer foothills, whilst in Eastern Slovakia most of the pairs nest in lowlands. Strong anthropic pressure is significantly influencing the distribution and size of the population as well as the habitat preferences of the species. Box 50, BG–1111 Sofia, Bulgaria, e–mail: [email protected] Since 1990, nature conservation NGOs are the main players in the running of nation-wide research and monitoring schemes for raptors in Bulgaria. Among them, the Bulgarian Society for the Protection of Birds (BSPB) and Green Balkans are most active, covering the most threatened diurnal raptors in the country. The key species covered by comprehensive monitoring schemes are the Imperial Eagle Aquila heliaca, White-tailed Eagle Haliaeetus albicilla, Egyptian Vulture Neophron percnopterus, Griffon Vulture Gyps fulvus, Black Vulture Aegypius monachus, Saker Falcon Falco cherrug and Red-footed Falcon F. vespertinus. Information on their distribution, numbers, breeding success, productivity, diet, movements etc. is gathered on annual basis. The Buzzard Buteo buteo and Kestrel F. tinnunculus are also regularly monitored at the national level by the Common Bird Monitoring scheme. Distribution of all raptor species has been studied for the purpose of the Atlas of Breeding Birds in Bulgaria. The contemporary satellite telemetry methods revealed important aspects of movements and threats to eagles and vultures from Bulgaria within the country and abroad. Main threats for the raptors in Bulgaria are related to habitat loss, unnatural mortality and disturbance. The main gaps in raptor monitoring in Bulgaria are related to the lack of coverage of most of the diurnal species and owls.

Results ofresearch by 43 experts from ten countries, including three countries ofthe Visegrad region – Slovakia, Czech Republic and Hungary – were presented in 20 lectures and five posters. The conference featured several accompanying events, such as an excursion to imperial eagle breeding sites in the surroundings of the conference venue, a demonstration of work by a dog specially trained in Hungary for seeking poisoned bait and birds, and an exhibition of drawings and paintings by children from the Visegrad region focusing on birds of prey. During the conference a workshop was held to start the process ofupdating the present International Action Plan for the species from 1996. Furthermore, the action plan for improving the con- servation status ofpopulations ofthe eastern imperial eagle in the Visegrad countries was agreed by the experts from those countries.
