American Cancer Society Cancer Action Network 2370 Nu`uanu Avenue Honolulu, Hawai`i 96817 808.432.9149 www.acscan.org Senate Committee on Ways and Means Senator David Ige, Chair Senator Michelle Kidani, Vice Chair Decision Making: February 20, 2014; 9:00 a.m. SB 2221 SD1 – RELATING TO TANNING Cory Chun, Government Relations Director – Hawaii Pacific American Cancer Society Cancer Action Network Thank you for the opportunity to provide written commnets in support of SB 2221 SD1, which prohibits the use of tanning beds for minors and requires warning notifications to customers. The American Cancer Society Cancer Action Network (ACS CAN) is the nation's leading cancer advocacy organization. ACS CAN works with federal, state, and local government bodies to support evidence-based policy and legislative solutions designed to eliminate cancer as a major health problem. Skin cancer is the most prevalent type of cancer in the United States, and melanoma is the third most common form of cancer for individuals aged 25-29 years. Ultraviolet (UV) radiation exposure from the sun is a known cause of skin cancer and excessive UV exposure, particularly during childhood and adolescence, is an important predictor of future health consequences. The link between UV exposure from indoor tanning devices and melanoma is consistent with what we already know about the association between UV exposure from the sun and skin cancer. This is why the International Agency for Research on Cancer (IARC) in 2009 elevated tanning devices to its highest cancer risk category – “carcinogenic to humans.”1 While sun exposure and tanning beds both produce potentially harmful UV radiation, powerful tanning devices may emit UV radiation 10 to 15 times higher than that of the 1 Ghissassi, et al. -
Indoor Tanning
INDOOR TANNING What is INDOOR TANNING? Using a tanning bed, booth, or sunlamp to get tan is called "indoor tanning." Indoor tanning is linked to skin cancers including melanoma (the deadliest type of skin cancer), squamous cell carcinoma, and cancers of the eye (ocular melanoma). What are the dangers of indoor tanning? Indoor tanning exposes users to both UV-A and UV-B rays, which damage the skin and can lead to cancer. Using a tanning bed is particularly dangerous for younger users; people who begin tanning younger than age 35 have a 75% higher risk of melanoma. Using tanning beds also increases the risk of wrinkles and eye damage, and changes skin texture. Is tanning indoors safer than tanning in the sun? Indoor tanning and tanning outside are both dangerous. Although tanning beds operate on a timer, the exposure to ultraviolet (UV) rays can vary based on the age and type of light bulbs. You can still get a burn from tanning indoors. A tan indicates damage to your skin. Can using a tanning bed to get a base tan, protect me from getting a sunburn? A tan is a response to injury: skin cells respond to damage from UV rays by producing more pigment. Prevent skin cancer by following these CDC tips: • Seek shade, especially during midday hours. • Wear clothing to protect exposed skin. • Wear a hat with a wide brim to shade the face, head, ears, and neck. • Wear sunglasses that wrap around and block as close to 100% of both UVA and UVB rays as possible. -
Is Tanning Related to Need for Acceptance? Erica Bewley, Natalie
Running head: The Need for Acceptance and Tanning 1 Is Tanning Related to Need for Acceptance? Erica Bewley, Natalie Kent, and Emilee Roberts Hanover College PSY 220: Research Design and Statistics Winter 2012 The Need for Acceptance and Tanning 2 Abstract This study was designed to examine the relationship between tanning and the need for acceptance. 76 participants (56 females and 20 males) were randomly sampled to complete an online questionnaire sent via email. The questionnaire was designed to measure each participant’s need for acceptance, attitudes toward tanning, and tanning behaviors. There was a significant positive correlation between attitudes toward tanning and scores on the need for acceptance scale, r(76) = +0.43, p < .001, indicating that people with attitudes more in favor of tanning scored higher on the need for acceptance scale. In addition, women scored significantly higher on the need for acceptance scale than men, t(33.39) = 2.35, p < 0.025. On average, females scored 2.50, while men scored 2.12. The 95% confidence interval for the effect of gender on scores on the need for acceptance scale is between 0.05 and 0.7 points. The Need for Acceptance and Tanning 3 Is Tanning Related to Need for Acceptance? Tanning is the act of going to an indoor tanning salon, laying outside, or using lotion in order to increase the pigmentation of your skin to make appear darker. Indoor tanning salons consist of tanning beds, which contain UV lights that serve as artificial sunlight in order to create a tan. Outdoor tanning would obviously result in color from the natural sun, and spray tanning coats the skin with a layer of dark color. -

Utopia and Political Theology No. 2 - Year 5 06/2015 - LT.6 Zoran Ferić - Tomislav Kuzmanović, University of Zadar, Croatia Alone by the Sea 1. At first the island is just a sign on a yellow board with a drawing of a vessel and the letters saying “Car Ferry,” then it is a grayish silhouette in the blue of the sea, and then, later still, an acquaintance working on the ferry, who just nods briefly in greeting. Jablanac, ferry port, its pleasant lobby, and then, from the upper deck, a giant rock approaching. That is the object of a year-long desire: the moment of stepping off the boat and smelling the rosemary, diesel and sheep droppings, seeing the sharp rocks looking at the Strait of Senj, coarse limestone in sharp opposition to the signs that say: Benvenuti, Welcome, Willkommen! At home, on the terrace, in the shade of the oleander, there’s no wish to eat. Only swimming trunks are put on and then, barefoot, without a towel or sun-tanning lotion, off to the beach. “Why won’t you eat something?” grandma asks. She knows that there’s an exciting world waiting out there, but she knows nothing of the details. All friends went on a boat trip. And suddenly one step from the shade of a path covered with oleanders and acacias leads into the burning sun of the afternoon. The light screams, just like children in the water, just like white objects that radiate as if there are some powerful light bulbs within. The feeling of freedom of someone who has just arrived in a foreign place and can now do anything. -

Replacement of Tanning Lamps with Red Light Therapy Lamps in Tanning Salons
.~" ..,.", .... ,. .. "". I.~ ( ~~ DEPARTMENT OF HEALTH & HUMAN SERVICES " " Memorandum 4 ..... "" Date December 21, 2011 I' t From Director, CDRH Office of comPliance;{ /1 .' Subject Replacement of Tanning Lamps with Red Light Therapy Lamps in Tanning Salons To Conference of Radiation Control Program Directors (CRCPD) The Food and Drug Administration is aware that some tanning salon owners are removing the original ultraviolet (UV)-emitting tanning lamps from their tanning beds/booths and replacing them with lamps that emit red light. These salon owners are then selling sessions in the red light units with a range of indications and promotional claims, including ones pertaining to: • Reversal of sun or UV damage to skin, • wound healing, • increased blood flOW/Circulation, • reduced pain and/or inflammation, • treatment of acne, • reduction of appearance of wrinkles, pigmentation spots, stretch marks, and/or scarring, • skin rejuvenation, restoration, oxygenation, and/or hydration, • collagen/elastin production/reorganization, and • skin structure, elasticity, and/or metabolism. Ultraviolet tanning beds/booths/lamps meet FDA's definition of "device" and "electronic product" at sections 201(h) and 531 of the Federal Food, Drug, and Cosmetic Act (FD&C Act). Tanning lamps are subject to an electronic product performance standard, and are generally 510{k)-exempt. See 21 CFR 878.4635, part 1010, and 1040.20, Replacing the original ultraviolet lamps with lamps that emit red light and are intended for uses such as those listed above creates a new type of product that is also a "device" and an "electronic product" under the FD&C Act. Exposure to red light has been scientifically shown and is understood by consumers to affect skin structure, for example by reducing wrinkles for months after treatment, which may be the result of new collagen formation or reorganization, or repair of elastin damage. -
