Trygve Lie speal<s As Secretary-General of the United Nations, Trygve Lie is in a strategic position. He has been criticized from all quarters, but has never theless gained the respect and confidence of nearly all of the men and women closely as sociated with the U. N. Trygve Lie was born on July 16, 1896 in Oslo, Norway. At 15 he was secretary of the local health insurance company; at 16 presi dent of a branch of the La:bor Party. Never theless he found time to complete his law degree at Oslo University and to ski, skate, wrestle, and play tennis. In 1919 he became assistant to the secretary of the Norwegian Labor Party, then legal adviser to the Trade Union Federation (1922-35), and executive sec retary of the Labor Party (1926). When labor came into power in 1935, he became Minister of Justice. At the time of the German Oc cupation, he was Minister of Trade, Industry, Shipping, and Fishing. Escaping to London with other cabinet members, he became Foreign Minister in 1941. At the United Nations conference in San Francisco in 1945 he was ·chairman of the Norwegian delegation. On February 1, 1946 he was elected Secretary General of the U. N. and in 1951 his term was extended for three years. Protection of civilians in the context of Peace Operations: Translating UN policies into national frameworks Tuesday, November 12, 2019 12:30pm – 4:30pm Trygve Lie Center for Peace, Security and Development International Peace Institute, 12th floor 777 United Nations Plaza (corner of 44th Street and 1st Avenue), New York NY The International Peace Institute (IPI), the Institute of Security and Global Affairs of the University of Leiden (ISGA), the Institute for Security Policy at Kiel University (ISPK), the Global Governance Institute (GGI), and the Federal Ministry of Defense of Germany are pleased to invite you to a workshop titled “Protection of civilians in the context of Peace Operations: Translating UN policies into national frameworks”. The event is part of an international study project on behalf of the German Federal Ministry of Defence that aims at developing a more pronounced national stance on the concept of protection of civilians (POC) and searches for ways to improve Germany’s “POC preparedness” with respect to military, police, and civilian capacities. The workshop will provide an opportunity to explore the recent policy developments pertaining to POC in the context of UN peace operations, discuss persisting issues and challenges related to the implementation of POC mandates, and map best practices, political commitments and institutional initiatives that aim to renovate and invigorate POC at the international, regional and national levels. In particular, it will identify existing UN, regional and national policy frameworks pertaining to POC, in order to inform the development of national POC strategies, with an aim to foster further cooperation and partnerships in this area. -

At that time, it was a cardinal sin to pinpoint shortcomings of the trade liberalisation experiment which Sri Lanka had initiated a decade earlier, but the bearded young economist who took the podium as a researcher from IPS surprised us all. He said that the trade liberalisation move initiated by Sri Lanka in 1978 was a necessity, but the timing and the steps taken were all catastrophic. What he meant was that Sri Lanka, instead of going for a wholesale trade liberalisation, could have done it in steps so that its adverse effects could have been minimised. Since then, I became a fan of Dr. Saman Kelegama, who is known as Saman to his friends. I had a very close rapport with him, personally as well as professionally. -

A Vision for Sri Lanka 2025& 2035 Pre-Requisites of Very High Human Development Godfrey Gunatilleke 1.Introduction The main purpose of this paper is to examine Sri Lanka’s long-term prospects for human development over the next two decades. The sources of data used for this exercise are those made available in the Human Development Report (HDR) – in particular, the latest Human Development Report for 2014 . Sri Lanka’s future possibilities are assessed in terms of the framework used in the HDR which classifies the countries under four categories – low , medium, high ,and very high human development . The term “ human development” as has been conceptualised in the HDR is a state of well-being in which economic development plays a part but is not the sole or dominant determinant of well-being . In human development , economic development is only one of three essential fundamentals of development, the other two being good health and educational attainment of the population. Each of these have equal weight in the total outcome of development In the HDR , the state of human development of a country are measured and ranked in terms of these three basic indicators on a scale of 0 to 1 . It is this analytical framework on which the paper draws. The category of very high human development (VVHD) includes 49 countries with a human development score over 0.800 , These countries enjoy a PPP $ per capita income in a range between 17297 ( Argentina ) and 119,029 (Qatar) , life expectancies averaging 80 years and a span of schooling of approximately 16years . -

Doctoral Dissertations. 466. https://opencommons.uconn.edu/dissertations/466 Rough and Ready Relief: American Identity, Humanitarian Experience, and the Commission for Relief in Belgium, 1914-1917 Thomas David Westerman, Ph.D. University of Connecticut, 2014 This dissertation examines a group of American men who adopted and adapted notions of American power for humanitarian ends in German-occupied Belgium with the Commission for Relief in Belgium (CRB) during World War I. The CRB, led by Herbert Hoover, controlled the importation of relief goods and provided supervision of the Belgian-led relief distribution. The young, college-educated American men who volunteered for this relief work between 1914 and 1917 constructed an effective and efficient humanitarian space for themselves by drawing not only on the power of their neutral American citizenship, but on their collectively understood American-ness as able, active, yet responsible young men serving abroad, thereby developing an alternative tool—the use of humanitarian aid—for the use and projection of American power in the early twentieth century. Drawing on their letters, diaries, recollections as well as their official reports on their work and the situation in Belgium, this dissertation argues that the early twentieth century formation of what we today understand to be non-state, international humanitarianism was partially established by Americans exercising explicit and implicit national power during the years of American neutrality in World War I. -

Summary of AG-011 United Nations Executive Office of the Secretary-General (EOSG) (1946-present) Title United Nations Executive Office of the Secretary-General (EOSG) (1946-present) Active Dates 1919-2014 Administrative History The Executive Office of the Secretary-General (EOSG) was established initially in 1946 to assist the Secretary-General with relations with members and organs of the United Nations, and with specialized agencies and non-governmental organizations, as well as to assist with policy and coordination of the Secretariat. It was established shortly after the first Secretary-General of the United Nations took office following appointment by the General Assembly on 1 February 1946. The Executive Office of the Secretary-General "assists the Secretary-General in the performance of those functions which he does not delegate to the departments and for which he retains personal responsibility. These functions include consultation with governments and the heads of the specialized agencies and the supervision of special projects" (YUN, 1947-1948) It also aids in policy creation and implementation, coordinates the activities of the departments, publications and correspondence, and advises on UN protocol. The following Secretariat bodies reported to the Secretary-General from the beginning: the Department of Security Council Affairs, the Department of Economic Affairs, the Department of Social Affairs, the Department of Trusteeship and Information from Non-Self-Governing Territories, the Department of Public Information, the Department of Legal Affairs, the Department of Conference and General Services, and the Department of Administrative and Financial Services. From 1946 through the 1950s the EOSG was responsible for protocol and liaison with diplomatic representatives, as well as for relationships with non-governmental organizations, communications with member state representatives and related, and for the coordination and support of General Assembly activities.
