    What can we do to fix the climate problem? AMORY B. LOVINS, CEO, ROCKY MOUNTAIN INSTITUTE (WWW.RMI.ORG) Invited draft for Bulletin of the Atomic Scientists, 31 Oct 2006, which printed a condensation Climate protection, like the Hubble Space Telescope’s mirror, got spoiled by a sign error: in fact, climate solutions are not costly but profitable, because saving fuel costs less than buying fuel. Many leading companies are making billions of dollars’ profit by cutting their carbon intensity or emissions at rates of 5–8%/y.1 When politicians who lament climate protection’s supposed costs, burdens, and sacrifices join the parallel universe of practitioners who routinely achieve profits, jobs, and competitive advantage by wasting less fuel, the political obstacles will dissolve. Stabilizing carbon emissions requires only increasing energy productivity ($ GDP per GJ) by 2%/y rather than the canonically assumed 1%/y; stabilizing climate needs only ~3%/y. The U.S. has long achieved ~3%/y; California, a point faster; China, a point faster still for >20 y (until 1997, then nearly 8%/y to 2001, then a temporary reversal). Raising global adoption to ~3%/y will be profitable and not so difficult if we pay careful attention to “barrier-busting”—turning the 60–80 known market failures in buying energy efficiency into business opportunities.2 Energy efficiency is not the only, but certainly the main, tool for profitable climate protection, and indeed could suffice if pursued to its full modern potential, typically with expanding rather than diminishing returns (i.e., radical savings at lower capital cost, now demonstrated in a couple of dozen sectors but awaiting a revolution in design pedagogy and practice).3 Detailed assess- ments show how to save half of U.S.

He took flying training at Mather Field, California, getting his com- mission and wings in November 1918. After a tour in the Philippines, he returned to Langley Field, Virginia, in February 1925 with a subsequent assignment in December 1928 to attend the Air Corps Tactical School. Retained on the faculty as a bombardment in- structor, Walker became the epitome of the strategic thinkers at the school and coined the revolutionary airpower “creed of the bomber”: “A well-planned, well-organized and well-flown air force attack will constitute an offensive that cannot be stopped.” Following attendance at the Command and General Staff School at Fort Leavenworth, Kansas, in 1933 and promotion to major, he served for three years at Hamilton Field, California, and another three years at Luke Field, Ford Island, and Wheeler Field, Hawaii. Walker returned to the United States in January 1941 as assistant chief of the Plans Division for the chief of the Air Corps in Washington, DC. He was promoted to lieutenant colonel in July 1941 and colonel in March 1942. During this time, when he worked in the Operations Division of the War Department General Staff, he coauthored the air-campaign strategy known as Air War Plans Division—Plan 1, the plan for organizing, equipping, deploying, and employing the Army Air Forces to defeat Germany and Japan should the United States become embroiled in war. The authors completed this monumental undertaking in less than one month, just before Japan at- tacked Pearl Harbor—and the United States was, in fact, at war.

New nuclear plants thus sound vital for climate protection, energy security, and powering a vibrant global economy. There’s a catch, though: the private capital market isn’t investing in new nuclear plants, and without financing, capitalist utilities aren’t buying. The few purchases, nearly all in Asia, are all made by central planners with a draw on the public purse. In the United States, even new 2005 government subsidies approaching or exceeding new nuclear plants’ total cost failed to entice Wall Street to put a penny of its own capital at risk during what were, until autumn 2008, the most buoyant markets and the most nuclear-favorable political and energy-price conditions in history—conditions that have largely reversed since then. This semi-technical article, summarizing a detailed and documented technical paper1, compares the cost, climate protection potential, reliability, financial risk, market success, deployment speed, and energy contribution of new nuclear power with those of its low- or no-carbon com- petitors. It explains why soaring taxpayer subsidies haven’t attracted investors. Capitalists in- stead favor climate-protecting competitors with lower cost, construction time, and financial risk. The nuclear industry claims it has no serious rivals, let alone those competitors—which, how- ever, already outproduce nuclear power worldwide and are growing enormously faster.
