The Globe and Mail (Canada) online edition, 17 March 2008 A Swiss prescription for what ails Belgium By Andrew Reding A political sore is festering at the heart of the European Union. The inability of Belgium’s feuding Dutch- and French-speaking political parties to form a stable government has fueled talk of partition. Yet opinion polls suggest most on both sides do not want a breakup. Given that the existing constitutional arrangement makes an eventual split virtually inevitable, why not look to nearby Switzerland for inspiration? Switzerland has thrived as a stable multilingual democracy for centuries. Its French and German populations remained unified even through two world wars that pitted German and French populations in mortal combat just beyond its borders. Belgium is similar to Switzerland in size and population. It likewise straddles the boundary between the Latin and Germanic zones of Europe. Dutch speakers are in the majority, as German speakers are in Switzerland. French speakers make up 40 per cent of the population in Belgium; in Switzerland, French and Italian speakers represent 18 and 10 per cent of the population respectively. Both countries are divided into linguistic zones. The critical difference is in the constitutional arrangement. Whereas Belgium made the transition to a federal system by splitting along its linguistic divide into Flanders and Wallonia, Switzerland formed as a confederation of more local levels of government — the cantons. Belgium made the mistake of arming its linguistic groups with parliaments, one for Dutch-speakers, one for French-speakers, with Brussels set aside as a bilingual capital district. Compounding the problem, voters in Flanders may only vote for Flemish parties in national elections, and voters in Wallonia for francophone parties. -

European Commission - Upcoming events Launch of the European Year of Cultural Heritage 2018 in Belgium, in the presence of President Juncker and the College of Commissioners The news On 31 January 2018, the President of the European Commission Jean-Claude Juncker and the College of the Commissioners will participate in the launch of the European Year of Cultural Heritage in Belgium, at the invitation of Philippe Close, Mayor of the City of Brussels. The launch day will be marked by a three-dimensional show entitled "Thousand Reflections of Europe" attended by President Jean-Claude Juncker, Tibor Navracsics, Commissioner for Education, Culture, Youth and Sport, and the other Commissioners. This unprecedented visit by the President and the College of Commissioners reflects the excellent relations between the Commission and the City of Brussels. The context The purpose of the European Year of Cultural Heritage is to raise awareness of the social and economic importance of cultural heritage. Thousands of initiatives and events across Europe will provide the possibility to involve citizens from all backgrounds. The aim is to reach out to the widest possible audience, in particular children and young people, local communities and people who are rarely in touch with culture, to promote a common sense of ownership. According to a new Eurobarometer survey released today, 8 out of 10 Europeans think cultural heritage is not only important to them personally, but also to their community, region, country and the European Union as a whole. A large majority take pride in cultural heritage, whether it is located in their own region or country, or in another European country. -

Boosting Social Enterprise Development Good Practice Compendium © OECD/European Union, 2017 Chapter 3 SAW-B: A training and advisory services federation, Belgium (Wallonia-Brussels) SAW-B is a federation of social economy actors, as well as a research and training centre, offering integrated support to social enterprises and shaping, through lobbying activities, an institutional landscape favourable to their development. This chapter presents the organisation’s objectives, rationale and main activities, along with the impact achieved and the challenges faced. It concludes with the lessons learnt and conditions for transferring this initiative to other contexts. Summary Solidarité des Alternatives Wallonnes et Bruxelloises (SAW-B) was launched in Wallonia in 1981 as a response to the lack of political support for the growing number of producer co-operatives and work integration social enterprises (WISEs). The federation aimed to bring together social-economy actors, regardless of their sectors of activity, to exchange practices and highlight their concerns at the political level. SAW-B numbered 124 members (mostly social enterprises) in 2014. Soon after its creation, it broadened its activities to include training, research and advisory activities. SAW-B now offers integrated support to social enterprises, acting at both the micro level (individual enterprises) and macro level (institutions). It is a recognised actor, which grants legitimacy to its members and shareholders in the social-economy sector, ultimately facilitating social enterprises’ access to the market and finance. SAW-B is heavily dependent on public subsidies, which accounted for 87% of total revenues in 2014 (SAW-B, 2015). 65 3. Reconstructions of the Past in Belgium and Flanders In the eyes of some observers, the forces of nationalism are causing such far- reaching social and political change in Belgium that they threaten the cohesion of the nation-state, and may perhaps lead to secession. Since Belgian independ- ence in 1831 there have been such radical shifts in national identity – in fact here we could speak rather of overlapping and/or competing identities – that the political authorities have responded by changing the political structures of the Belgian state along federalist lines. The federal government, the Dutch-speaking Flemish community in the north of Belgium and the French-speaking commu- nity – both in the southern Walloon region and in the metropolitan area of Brus- sels – all have their own governments and institutions.1 The various actors in this federal framework each have their own conceptions of how to take the state-building process further, underpinned by specific views on Belgian national identity and on the identities of the different regions and communities. In this chapter, the shifts in the national self-image that have taken place in Belgium during its history and the present configurations of national identities and sub-state nationalism will be described. Central to this chapter is the question whether historians have contributed to the legitimization of this evolving consciousness, and if so, how. It will be demonstrated that the way in which the practice of historiography reflects the process of nation- and state- building has undergone profound changes since the beginnings of a national his- toriography. -

This study identifies traffic volumes, based on combinations of IP address and user agent, NOT individuals. 2. The data sources are logfiles from streaming servers that list the number of audio streams distributed (but not necessarily listened to). 3. This measurement of Radio-over-IP is exhaustive, as it involves: - All channels (from broadcasters that allow access to their server logfiles) - All events (streams requested and distributed over IP) - On all listening platforms (see next slide…) The study is done by NeuroMedia, a Belgian specialist -
