In the absence of the President the Acting President (Mr Khan) took the Chair. According to standing order, the Acting President nominated Mr Blair to read the prayers. Mr Blair read the prayers. Mr Blair acknowledged the Gadigal clan of the Eora nation and its elders and thanked them for their custodianship of this land. 2 HUNTER BUSINESS AWARDS (Formal Business) Mr Martin moved, according to notice: 1. Question put and passed. 3 LEGISLATION REVIEW COMMITTEE––REPORT Mr Shoebridge tabled a report of the Legislation Review Committee entitled “Legislation Review Digest No. 5/57”, dated 24 September 2019. Ordered: That the report be printed. 445 Legislative Council Minutes No. 21—Tuesday 24 September 2019 4 SELECTION OF BILLS COMMITTEE––REPORT The Chair tabled Report No. 24 of the Selection of Bills Committee, dated 24 September 2019. Ordered: That the report be printed. Mrs Maclaren-Jones moved, according to paragraph 4(1) of the resolution establishing the Selection of Bills Committee: 1. That: (a) the provisions of the Right to Farm Bill 2019 be referred to Portfolio Committee No. 4 - Industry for inquiry and report, (b) the bill be referred to the committee upon receipt of the message on the bill from the Legislative Assembly, (c) that the committee report by Monday 21 October 2019, and (d) on the report being tabled, a motion may be moved immediately for the first reading and printing of the bill and that the bill proceed through all remaining stages according to standing and sessional orders. 2. That the following bills not be referred to a standing committee for inquiry and report, this day: (a) Road Transport Amendment (Miscellaneous) Bill 2019, and (b) Non-profit Bodies (Freedom to Advocate) Bill 2019. Question put and passed. 5 PAPERS––PRESENTED TO PARLIAMENT OUT OF SESSION The Clerk announced receipt of the following reports presented since the last sitting of the House: (1) Law Enforcement (Powers and Responsibilities) Act 2002—Report of New South Wales Crime Commission entitled "Annual Report of the New South Wales Crime Commission 1 July 2018 – 30 June 2019", dated 26 August 2019. (2) Surveillance Devices Act 2007—Report of Attorney General according to section 45 of the Surveillance Devices Act 2007 for the period ended 30 June 2019. 6 STATUTORY RULES AND INSTRUMENTS TABLED BY THE CLERK The Clerk tabled the following statutory rules and instruments, published on the NSW Legislation website or in the Government Gazette to Friday 20 September 2019: (1) Liquor Act 2007—Liquor Amendment (Miscellaneous) Regulation (No 2) 2019 (LW 20/09/2019) (2) Natural Resources Access Regulator Act 2017—Natural Resources Access Regulator Amendment Regulation 2019 (LW 20/09/2019) (3) Protection of the Environment Operations Act 1997—Protection of the Environment Operations (Waste) Amendment Regulation 2019 (LW 20/09/2019) (4) Road Transport Act 2013—Road Amendment (Stationary Emergency Vehicles) Rule 2019 (LW 20/09/2019) 446 Legislative Council Minutes No. 21—Tuesday 24 September 2019 ____________________ Distinguished Visitors The Acting President welcomed into the President's Gallery members of the Tasmanian Legislative Council's Select Committee on the Production of Documents, including The Honourable Ruth Forrest MLC, Chair, the Honourable Jane Howlett MLC, Deputy Chair, the Honourable Meg Webb MLC, the Honourable Ivan Dean MLC, the Honourable Josh Willie MLC, Mr Stuart Wright, Usher of the Black Rod and Ms Julie Thompson, Committee Secretary. ____________________ 7 PETITIONS Reproductive Health Care Reform Bill 2019 Revd Mr Nile presented a petition from 1,629 citizens of New South Wales stating that the Reproductive Health Care Reform Bill 2019 legalises abortion and facilitates late term abortion, that the Bill's provisions force medical practitioners who wish to exercise a conscientious objection to direct patients to another practitioner, that the Bill does not provide professional standards for medical practitioners performing the required duties, that the Bill provides no protections for women who may have been coerced into having an abortion, that there has been a failure to facilitate due process of debate, community consultation or a public inquiry and requesting that the House oppose the Bill in its current form. Petition received. Opposing the Reproductive Health Care Reform Bill 2019 Revd Mr Nile presented a petition from 558 citizens of New South Wales stating that the Reproductive Health Care Reform Bill 2019 legalises abortion and facilitates late term abortion, fails to protect medical practitioners with a conscientious objection, that the Bill does not provide professional standards for medical practitioners performing the required duties, that the Bill provides no protections for women who may have been coerced into having an abortion, that there has been a failure to facilitate a meaningful process of debate and requesting that the House oppose the Bill or take steps to repeal the Bill in the event that it passes.
