Status on Livestream for comms to parents Safety Forum Minutes Appendix C CityCat update It was announced in this meeting that Transdev have lost the contract to manage the CityCats (10 years) and it is being taken over by Sealink as of November 2020. That is why the CityCat interaction appeared to fall off the radar. The BCC was requested by me in the meeting to duplicate this initiative in the new contract. It was noted in the Minutes still to come. BRO presentation a prepared digital presentation by a current BRO to give specific Wyaralong racing information and give the rowers a face to face (friendly) BRO experience. RQ affiliation Should be paid by now $330 BSRA affiliation Invoice Will be going out soon. Looks like around $8000.00 per school Point score - to go ahead as per normal Appendix A ROWING QUEENSLAND REFEREE REPORT Regatta: BSRA Regatta #1 Location: Queensland State Rowing Centre, Lake Wyaralong Date: Saturday 8th August 2020 Start Time: 8:00am Finish Time: 11:25am sched/ 11:55 actual Weather Conditions: 15 to 20 °C, fine & partially cloudy; virtually still at the start with a cross head wind from the WNW at approx. 6knots mid-morning Course/Installations: 10 Lane buoyed course Total Races: 30 Completed Races: 30 Yellow Cards: 17 Red Cards: Nil Objections: 0 Protests: 0 Rescues: 1 DNS: 0 Boat Race Officials and Positions Name Position Name Position Karen Mills Referee Peter Huggett Umpire 1 Phil Marriott Judge Phil Gunning Umpire 2 Rod Roy Starter Zara Underwood Umpire 3 Jeremy Parsons Marshal Jason Palmer Umpire 4 For the first regatta of the season, it ran particularly smoothly – thank you all. Pre racing control commission check found a minimal number of boats without or incorrectly fitted heel ties. Request for repair prior to going on water. These are safety issues and must be taken seriously. Only rescue of the day was for a rower that was unable to row the race. She was removed from the boat by the Safety boat and returned to her boating area. The crew elected to race with 3 rowers. Coaches and crews are reminded to adhere to the Covid procedures in place – particularly that all coxswains must wear face masks. The main issues of the day involved the 1st and 2nd VIIIs. For the second round of racing, in the 2nd VIII race all crews except Somerville received Yellow cards for being very late to the start. Some crews had only just boated off at their scheduled race time. A number of 1st VIII crews were also significantly late to start. The regatta had been running late due to boat repairs, etc but the on-water BROs had made up time. For some reason, the rumour had gone around the boat park that there was an official delay on regatta time. This was not the case. This caused the regatta to finish a full half an hour late when it would have been about 10 minutes. If a regatta starts to run late, the on-water BROs will always try to make up time. In the case of the 2nd VIII race, it would have been quite within the rules to start on time and effectively have just the Somerville crew race. This is what will happen in future. If there is an official delay on regatta time - everyone will be fully informed and announcements would be made. In over 10 years of BRO experience - the only time I have seen an official delay put in place has been due to weather conditions. Coaches must take responsibility for getting their crews on the water in time for them to be at the start 5 minutes before scheduled race time. It is unfair to the crews that do the right thing and get there on time. Starter also advised that the worst crews of the day for listening to instructions were the 1st and 2nd VIIIs. This cause a restart for the 2nd VIIIs in the second round. Please see below for further comments and observations. Please also ensure the information is shared with your coaches. Observation: Training traffic flow - Almost all crews moved up the course in the transit lane. Comment: Please ask coaches to familiarise the crews, and the coxswains in particular, with the correct traffic rules for pre-regatta training. This has been distributed to all Coordinators and a copy is attached to this report. Crews move up the course in Lanes 7 & 8 for Quads/IVs and 9 & 10 for VIIIs Crews move back down the course in Lanes 3 & 4 for Quads/IVs and 1 & 2 for VIIIs. There is no cutting the loop short in either direction. Observation: Marshalling area - In the first round of racing, a few of the Year 9 crews decided that the marshalling area was between the 1250m and 1000m red buoys. The Marshall advised them that this was not correct and that they should be around the 750m red buoy. ROWING QUEENSLAND REFEREE REPORT Comment: Only 4 schools had any sort of BRO briefing this season. This is the type of information we cover in the briefing - safety and regatta craft i.e. what to do at a regatta. Over many years the Senior BROs have noticed that this sort of information is not conveyed to the competitors by their coaches, and this is why the BRO briefings were instigated. If a school does not have a BRO visit to do this - where are the rowers and coxswains going to get the information they need to be safe and have a great rowing experience? Observation: Crews being late - Late crews had to be 'hurried up' by returning Umpires while transitting to the start as they were not rowing full crew. Comment: If a crew is running late, for whatever reason, please ask coaches to advise the crew not to do their "usual warm up" i.e. in pairs, fours. They should row to the start doing a full crew warm up, to get there as fast as possible. Coaches must also take responsibility to get their crew onto the water in a timely fashion so that they are not late for no reason. It is also convention that returning crews must wait for outgoing crews, to avoid delays. Observation: Inexperienced coxswain - a Yr 10 3rds - coxswain steered a very poor course throughout the race Comment: At the conclusion of the race, the Umpire went to the crew to discuss the issue. The Umpire was advised that this was literally the first time in the coxswain's seat for the competitor. Coordinators and coaches - this is not acceptable. It is dangerous to the competitors and likely to be expensive if there is an incident. It is also detrimental to the five girls in the crew - they have not had a good rowing experience and likely feel very negative. Having said that - should you have a coxswain who has experience in training but is up for their first race and rather nervous - please let the PoJ (Referee) know and we can give them a bit of space and encouragement. This was done for the Senior IV race in the first round for the St Hilda's crew when the Marshall advised the situation.
