CityCat update It was announced in this meeting that Transdev have lost the contract to manage the CityCats (10 years) and it is being taken over by Sealink as of November 2020. That is why the CityCat interaction appeared to fall off the radar. The BCC was requested by me in the meeting to duplicate this initiative in the new contract. It was noted in the Minutes still to come.

BRO presentation a prepared digital presentation by a current BRO to give specific Wyaralong racing information and give the rowers a face to face (friendly) BRO experience.

For the first regatta of the season, it ran particularly smoothly – thank you all. Pre racing control commission check found a minimal number of boats without or incorrectly fitted heel ties. Request for repair prior to going on water. These are safety issues and must be taken seriously. Only rescue of the day was for a rower that was unable to row the race. She was removed from the boat by the Safety boat and returned to her boating area. The crew elected to race with 3 rowers. Coaches and crews are reminded to adhere to the Covid procedures in place – particularly that all coxswains must wear face masks. The main issues of the day involved the 1st and 2nd VIIIs. For the second round of racing, in the 2nd VIII race all crews except Somerville received Yellow cards for being very late to the start. Some crews had only just boated off at their scheduled race time. A number of 1st VIII crews were also significantly late to start. The regatta had been running late due to boat repairs, etc but the on-water BROs had made up time. For some reason, the rumour had gone around the boat park that there was an official delay on regatta time. This was not the case. This caused the regatta to finish a full half an hour late when it would have been about 10 minutes. If a regatta starts to run late, the on-water BROs will always try to make up time. In the case of the 2nd VIII race, it would have been quite within the rules to start on time and effectively have just the Somerville crew race. This is what will happen in future. If there is an official delay on regatta time - everyone will be fully informed and announcements would be made. In over 10 years of BRO experience - the only time I have seen an official delay put in place has been due to weather conditions. Coaches must take responsibility for getting their crews on the water in time for them to be at the start 5 minutes before scheduled race time. It is unfair to the crews that do the right thing and get there on time. Starter also advised that the worst crews of the day for listening to instructions were the 1st and 2nd VIIIs. This cause a restart for the 2nd VIIIs in the second round. Please see below for further comments and observations. Please also ensure the information is shared with your coaches.

Observation: Training traffic flow - Almost all crews moved up the course in the transit lane. Comment: Please ask coaches to familiarise the crews, and the coxswains in particular, with the correct traffic rules for pre-regatta training. This has been distributed to all Coordinators and a copy is attached to this report. Crews move up the course in Lanes 7 & 8 for Quads/IVs and 9 & 10 for VIIIs Crews move back down the course in Lanes 3 & 4 for Quads/IVs and 1 & 2 for VIIIs. There is no cutting the loop short in either direction. Observation: Marshalling area - In the first round of racing, a few of the Year 9 crews decided that the marshalling area was between the 1250m and 1000m red buoys. The Marshall advised them that this was not correct and that they should be around the 750m red buoy. ROWING QUEENSLAND REFEREE REPORT

Comment: Only 4 schools had any sort of BRO briefing this season. This is the type of information we cover in the briefing - safety and regatta craft i.e. what to do at a regatta. Over many years the Senior BROs have noticed that this sort of information is not conveyed to the competitors by their coaches, and this is why the BRO briefings were instigated. If a school does not have a BRO visit to do this - where are the rowers and coxswains going to get the information they need to be safe and have a great rowing experience?

Observation: Crews being late - Late crews had to be 'hurried up' by returning Umpires while transitting to the start as they were not rowing full crew. Comment: If a crew is running late, for whatever reason, please ask coaches to advise the crew not to do their "usual warm up" i.e. in pairs, fours. They should row to the start doing a full crew warm up, to get there as fast as possible. Coaches must also take responsibility to get their crew onto the water in a timely fashion so that they are not late for no reason. It is also convention that returning crews must wait for outgoing crews, to avoid delays.

Observation: Inexperienced coxswain - a Yr 10 3rds - coxswain steered a very poor course throughout the race Comment: At the conclusion of the race, the Umpire went to the crew to discuss the issue. The Umpire was advised that this was literally the first time in the coxswain's seat for the competitor. Coordinators and coaches - this is not acceptable. It is dangerous to the competitors and likely to be expensive if there is an incident. It is also detrimental to the five girls in the crew - they have not had a good rowing experience and likely feel very negative. Having said that - should you have a coxswain who has experience in training but is up for their first race and rather nervous - please let the PoJ (Referee) know and we can give them a bit of space and encouragement. This was done for the Senior IV race in the first round for the St Hilda's crew when the Marshall advised the situation.

SB opened the meeting and introduced attendees.

2. Review of minutes from last meeting All

3. Draft Terms of Reference SB/All SB shared that it hadn’t been clear to her the intent and purpose of the forum. Terms of Reference (ToR) were developed so that all parties understand their roles and responsibilities. The following changes were made: • Queensland Canoeing removed as a member. • Quorum requirements to include seven members of BRSF including five members that are not Brisbane City Council or Transdev Brisbane Ferries. • Minutes to be distributed by 15 days.

4. Safety interactions with schools rowing teams and Transdev Brisbane Ferries (Transdev) RC advised: • This season - seven schools invited to join and six of these participated. • Approximately two to four groups from each school (capped at 30 students per group). The groups travelled generally from West End or Bretts Wharf for about 1 to 1.5 hours. • It was great to see an increased participation from coaches/coxswains. o This year it was a mandatory part of the program for coaches/coxswains to visit the wheelhouse to get a greater understanding of the Master’s viewpoint of the river including the location of blind spots . o Learnings shared about how far a Master can see, the speed of a CityCat compared to a rower, the weight of a CityCat and how long it takes for a CityCat to stop. o Discussed observed unsafe behaviour from other river users. • The safety interactions also provided an opportunity to reinforce the Code of Conduct (e.g. exclusion zones, right of way), scenarios, sound signals (5 horn blasts) and what this means for nearby river users. • Many school rowing teams have started to wear high-vis caps/vests/uniforms which is a fantastic safety improvement as it improves visibility in low-light conditions for Masters. Stuartholme now have high-vis tape on their uniform. RC also: • Discussed the requirement and importance for rowers to have lighting at the front and the back of the scull. Masters cannot easily see river users with no lighting and RC requested that this requirement be reinforced to river users, ie. Don’t put craft on the river without fore and aft lights. • requested that updated contacts be provided to Transdev so they can relay feedback where there may be unsafe practices observed. RC to speak to JNS about contacts. Transdev hopes to be able to include Brisbane Boys Grammar School into the next safety interactions program next season. MS advised an interaction of travelling on a CityCat is now part of a proposed Memorandum of Understanding (MOU) under Education, Safety and Values, between RQ and the Greater Public Schools Association of Queensland Inc. (GPS). This means there should be increased participation from boys’ rowing clubs in the future. MS is hoping to get the MOU finalised this week.

CA19/1248810 5. 5.1 Brisbane River Code of Conduct – request to clarify lighting regulations • MS commented there was previously a discrepancy between Brisbane Water Police (BWP) advice and the Code of Conduct regarding lighting requirements. • MS received clarification that one single light was not acceptable. There needs to be two 180o lights to provide a 360o light coverage. 6. 6.0 Other Business 6.1 MSQ - Updates • GH shared that MSQ recently formed a marine enforcement team. o Team consists of some MSQ officers equipped with 4 jet skis o Looking to take on more active enforcement activities in problem areas o Previously MSQ had relied on the enforcement assistance from BWP and Queensland Boating and Fisheries Patrol. Currently they have been targeting the Gold Coast and Sunshine Coast but once they become more embedded, they will

be out on the Brisbane River.

• KV talked about the construction on the river. MSQ is focussing on high use periods

such as holiday periods (increased traffic on the river). eg. summer school holidays on the Bay. • There will be nav maintenance programs on the river during November and December and there will be work boats on the river over the next couple of months.

6.2 Transdev – Rivershare Guide • DC acknowledged that development of the guide has been ongoing for a while. • Transdev would appreciate getting some consensus on the layout of the guide. Drafts have been distributed. • The layout is designed with the intent to be a two-sided document that can be folded up and placed in a pocket. It is a shorter version of the existing guide. o The first page contains information from the existing guide around communication and safety tips. The second page contains a map based off the existing ferry network.

• MS suggested including the new Recreational Access Network hubs (RANs) to

provide additional safety information for where river users could disembark when Action #23 needed. RR to assist DC New action: RR to assist DC with inclusion of RANs on map. with inclusion of • MS requested to have a couple of days to liaise with Safety and Education Officer to RANs on map. see how the maps and information between their materials and the Rivershare Guide align for consistency purposes. • DC is hoping to have ready for distribution prior to school recommencing so it can be used as a resource for schools, rowing clubs and other river users. Distribution of the existing full-sized guide is via schools. Looking to prepare a one-page tear-off map. • MS advised they don’t distribute hard copies of the guide anymore; the content is incorporated into an online safety course, due to the cost of printing significant

volumes regularly. GV added the guide is also available on the MSQ website.

• SB queried about distributing the guide via Anaconda and Boating Camping Fishing

(BCF) and other stores. DC agreed that was something Transdev would like to do in the future. • KV shared that MSQ does some education with BCF about navigation lights and can help with distributing the guides. • JNS advised: o there should be content about paddlers being able to go up and down the same bank; not needing to come up one way and down the other way. A CityCat Master told him that was not the case, and that he only looked right to see if there were any rowers. This is risky as Masters are not looking left for paddlers. Masters need to be reminded, particularly for Breakfast Creek location as paddlers row around the bend and operate between the four ferry terminals in Action #24 that area. DC/PJ to remind o New action: DC/PJ to remind Masters to look out for paddlers on both sides Masters to look out of the river for paddlers on both sides of the river

CA19/1248810 o Paddlers cannot put an all-around flat light on their equipment so it would be good to include the minimum requirement of a 180-degree light at the front and the back. o Should include the need for high vis vest and maybe photos of lights and caps. • GV suggested including a photo of a rower outfitted with a high vis vest, cap and correct lighting on their kayak/canoe. Council had provided consolidated feedback to TransLink. The commencement of the trial is anticipated to be soon.

6.4 Paddle Queensland update • JNS advised Paddle Queensland has a new Board which will be more proactive. o Includes five members who actively paddle on the river. They are heavily invested in safety. o A new Executive Officer appointed yesterday and will commence on Monday. • Paddle Queensland will be looking to take on a more active and increased contribution going forward.

6.5 Noise complaints • MS queried who logs and resolves noise complaints in Council. It has been getting noisy with Masters going to the Head of the Yarra and they are receiving complaints. o Cr Adams advised that noise complaints are lodged via the Council Contact Centre and a job will be logged with Environmental Health Officers (EHOs) who are compliance officers who specialise in noise regulations. Dependent on where the complaints/noises are coming from, the complainant may need to get a reading taken from the area of complaint. The EHO will complete a formal noise assessment. o MS shared that there have been a few schools going out to quiet parts of the river. o Cr Adams noted that the level of background noise is a consideration and the time of day that rowers are rowing is a factor.

• SB sought updates from MS about the three programs that RQ is currently working on. o MS advised they are commencing with the safety initiative – with hats included as the option to move forward with. There is an ongoing battle with lights but there is a new robust, rechargeable light coming out at a reasonable cost. o RQ is well underway with the new education program – the Australian Adventure Activity Standards were launched last week. Previously there were State-specific ones. It includes more led activity (with a coach) and will provide a good framework to build their education and safety content. JNS and MS will catch up. o RQ is re-working how incident reporting program may come together. The person who was going to undertake the work is no longer available. The works will provide a good structure around the Code of Conduct and leverage for enforcement. Previously there was a Code but there was no leverage for enforcement.

• Cr Adams shared that this was the first meeting she has attended. She believes it is worthwhile that all parties are getting together. The RANs are an important part to get into the map, particularly as they are expanding. While the RANs can provide emergency exits, including the locations on the map will help show how people can get around Brisbane. She would love to see these included in the Rivershare Pocket Guide map. Cr Adams believes this group will become increasingly important, particularly as Council is working hard together with the Queensland Government on the River Edge Strategy with the intent to get more river users such as water taxis and CA19/1248810 more pleasure craft which will have access to the RANs. It is hoped that this group will be stakeholders in helping Council and Queensland Government achieve this goal.

• KV has been advised that ‘Skyboat Phillipines’ is developing a skyboat to fly around the river. KV directed him to CASA. This is an indication of future innovation and technological expansion – more transport innovations are happening and it is something to monitor.

• Cr Adams flagged that Council is out with consultation on the five green bridges and encouraged everyone to have a say.

• GV queried GH about the status of reporting of near miss incidents and whether MSQ are still receiving regular reports. o KV observed statistics suggest that marine incidents are significantly under- reported. This is not just about events on the Brisbane River but all areas of Queensland. Looking at Coast Guard call out data and hospital admission data, the level of incident reporting is very low. There have been a few significant events reported recently on the river. Unless MSQ are there at the time of the incident to follow up with parties about incidents, there is no way of knowing the incidents occurred other than via a third party. o GH advised they encourage every party to report incidents. MSQ are trying to become more data-driven but require the data. The data would be useful for analysis for improving safety on our waterways. MSQ encourages clubs to report incidents. o PJ queried where and how to report incidents from Transdev – via an informal email to MSQ or on a Form 19 or through AMSA? ▪ KV confirmed that recreational and commercial boats have a mandatory responsibility to report marine incidents. Transdev’s reporting framework is via AMSA. Transdev is also encouraged to send an email to MSQ as it is still the waterways manager. AMSA regulates Domestic Commercial Vessels (DCV). o MS advised that RQ are hoping the reporting tools they’re developing will help get near miss, including causal, data. o PJ cautioned that we need to be careful of not duplicating reports. There are already multiple reports that Transdev need to complete. Having more reports would discourage people from reporting. o MS advised that the university (USQ) is looking at how to extract data from TDBF’s data without additional effort.

Action #19 12/06/2018 PJ to confirm with MS what can be done to assist with the request to turn off the orange PJ light when CityCats are not in service or moving and also to advise Council.

7/05/2019 KB said that lights need to be on when operating. MS asked if the lights could only be turned on when vessels are moving. KB said rowers should know if light is flashing, they should stop. KB to communicate with Masters to only turn on light when in service or moving off, Masters to provide feedback to Transdev.

21/11/2019 PJ advised that the feedback about lighting has been incorporated into the training for Masters. No feedback received to advise of any unusual events. • MS noted this is being undertaken a bit randomly – some of the Masters are doing this but not all. However, it does make it easier for rowers. • Particularly, this is more useful where the CityCats are setting up to commence their trips (eg. UQ terminal). New Action: PJ to issue a reminder to Masters – to only turn on orange light when in PJ service or moving off the pontoon. 21/12/2019

Action #20 4B. ALL 7/05/2019 Review the decision about buoys at West End RAN jetty at the November forum. Next forum

21/11/2019 • MS advised the recreational West End jetty is not really being used at the moment – some recreational craft, no power vessels, same as Dutton Park. • The initial concern was about increased traffic from water taxis and other power craft and there could be confusion around the buoys. The Northshore Hamilton terminal gets used more particularly with the coffee shop nearby. • It is working fine currently with no issues. • SB advised she was aware there is some marketing materials going out so there could be an increase in use of the RAN jetties. • SB suggested the action item be closed and this will be included as a standard agenda Closed item at the next forum. All agreed to wait six months to review the situation. Action #21 4C 7/05/2019 Distribute Queen’s Wharf Brisbane (QWB) construction information to MS. RR 15/06/2019 21/11/2019 RR has discussed with MS and QWB information provided. • MSQ provides advice about go-slow zones or impacts to the area to river users. • Construction is proceeding as planned. RR has provided QWB website details to MS – ‘Construction Updates’ page: https://queenswharfbrisbane.com.au/construction/ GH advised the footprint of the barges changes throughout bridge construction. The next change will be when work commences on the South Bank side of the bridge around April/May 2020. There will be a noticeable change. No detailed discussions as yet but information will be distributed; there will be a maritime plan. MS observed that the lights on the yellow buoys initially installed were flashing really slowly which meant when people initially looked at them, they didn’t appear to be there. These were changed to little yellow buoys that flash more often. MS requested that slow- Closed flashing yellow lights not be installed in future. GH noted and will be provide feedback to QWB.

Action #20 4B. ALL 7/05/2019 Review the decision about buoys at West End RAN jetty at the November forum. Next forum 21/11/2019 MS advised the recreational West End jetty is not really being used at the moment – some recreational craft, no power vessels, same as Dutton Park. • The initial concern was about increased traffic from water taxis and other power craft and there could be confusion around the buoys. The Northshore Hamilton terminal gets used more particularly with the coffee shop nearby. • It is working fine currently with no issues. • SB advised she was aware there is some marketing materials going out so there could be an increase in use of the RAN jetties. GH advised the footprint of the barges changes throughout bridge construction. The next change will be when work commences on the South Bank side of the bridge around April/May 2020. There will be a noticeable change. No detailed discussions as yet but information will be distributed; there will be a maritime plan.

MS observed that the lights on the yellow buoys initially installed were flashing really slowly which meant when people initially looked at them, they didn’t appear to be there. These were changed to little yellow buoys that flash more often. MS Closed requested that slow-flashing yellow lights not be installed in future. GH noted and will be provide feedback to QWB.
