Prayer. 20/02/2019A00100Ceisteanna - Questions 20/02/2019A00200Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions 20/02/2019A00250Water Services 20/02/2019A0030020� Deputy Darragh O’Brien asked the Minister for Housing, Planning and Local Govern- ment when a referendum will be held regarding the State affording constitutional protection to the supply of water services; the status of preparations to hold a referendum in this regard; and if he will make a statement on the matter� [8531/19] 20/02/2019A00400Deputy Darragh O’Brien: The Joint Oireachtas Committee on Future Funding of Domes- tic Water Services in April 2017 recommended that a referendum on public ownership of Irish Water should be held� That is a recommendation that I and my party support� I want to know when the Government intends to hold a referendum regarding the State affording constitutional protection to the supply of water services. I note that, in November last, the Cabinet gave the Minister approval to do so. I would be obliged if the Minister could provide an update. 20/02/2019A00500Minister for Housing, Planning and Local Government (Deputy Eoghan Murphy): The Government is firmly committed to public water services remaining in public ownership, as reflected in the Water Services Acts and in the Water Services Policy Statement 2018-2025. There is widespread support for this view, and the report of the Joint Committee on Future Funding of Domestic Water Services in April 2017 supported the concept of a referendum. The committee recommended that the wording be carefully scrutinised so as not to impact upon the status of group water schemes and individual domestic water supplies. 674 20 February 2019 Provisions in respect of the holding of a referendum are contained in the Private Mem- bers’ Bill initiated by Deputy Joan Collins currently on Committee Stage in the Dáil. Detailed examination of the wording of this Bill, which I have undertaken in consultation with the At- torney General, indicates that it would give rise to unacceptable risks. I have articulated these concerns in my engagement with the Joint Committee on Housing, Planning and Local Govern- ment. The Office of the Parliamentary Legal Advisor has separately and independently advised the committee on the Bill� I have sought to bring forward amendments to the Bill and on 11 November last, I received Government approval for the priority drafting of proposed amendments to the Bill. These focus on retaining the entity charged with the provision of public water services in public ownership. I have written to the chairperson of the committee on this matter as recently as 21 January of this year and will continue to keep the committee updated on progress made on the drafting of the proposed amendments� 20/02/2019A00600Deputy Darragh O’Brien: The Minister mentioned Deputy Joan Collins’s Bill, which is on Committee Stage. I have discussed this with Deputy Joan Collins and indeed other col- leagues from the Opposition side, including Deputy Ó Broin. I refer to the proposed amendments which the Minister sought to have drafted on, as he mentioned, 11 November last. How many amendments is the Minister looking to make to that Bill? I have heard of 20 or 21 different potential changes to the Bill. I note the Minister mentioned that careful consideration needs to be given to group water schemes. We understand that these matters are not dealt with easily but what I am trying to get a handle on is timeframe. There was an expectation, more importantly, among the public that we would be able to hold a referendum this year in line with the local and European elections� I am certain that there is a desire for the people to retain the ownership of water as a resource in Ireland� Could the Minister give me a timeframe that he is aiming for on this and also the level of engagement he has had with the Attorney General? Deputy Paul Murphy asked the Minister for Children and Youth Affairs his views on the Central Statistics Office figures, showing a rise in the cost of child care in 2014; and if he will make a statement on the matter. [7751/15] 24/02/2015WRA00800Minister for Children and Youth Affairs (Deputy James Reilly): I am aware of the rela- tively high cost to parents of child care in this country and of the difficulties that this presents, particularly where both parents are in employment outside of the home. The figures produced by the CSO indicate that child care fees generally across the country increased by 2.4% in 2014. To help address child care costs, in the region of €260 million is provided annually by my Department to support a number of child care programmes. These programmes are in addition to the support provided to all parents in the form of Child Benefit. The objective of the investment by my Department is to assist parents in accessing quality and affordable child care. More than 100,000 children benefit from this investment each year. These programmes include the free pre-school year provided under the Early Childhood Care and Education (ECCE) programme.

    01-03 IrGov:01-03 IrGov.qxd 25/06/2009 09:28 Page 1 1 THE GOVERNMENT AND THE TAOISEACH Structure and Scope of the Government The Constitution acknowledges that all powers of government derive, under God, from the people, whose right it is to designate the rulers of the state; that the state is to be governed in accordance with the provisions of the Constitution; that the executive power of the state is exercised by or on the authority of the government; and that the government is responsible to the Dáil. The government consists of not less than seven and not more than fifteen members. It is frequently referred to as the cabinet, though this term does not appear in the Constitution. The members are selected by the Taoiseach, and in the case of a coalition government by agreement between the leaders of the parties involved, and appointed by the President. No specific qualifications, beyond membership of the Oireachtas, are prescribed for membership of the government, but it is generally accepted that, in the selection of ministers, considerations of general ability, suitability for particular portfolios, personal popularity, service to or standing in the party and geographical location are matters taken into account. The Taoiseach may request a minister to resign, and if he or she refuses to do so, the President, on the advice of the Taoiseach, must terminate the minister’s appointment. The government meets and acts as a collective authority and is collectively responsible for the departments of state. The Constitution contains no specification regarding the number of departments (this depends largely on the preferences of individual Taoisigh), and if there are more than fifteen at any time, individual ministers are assigned responsibility for more than one department.

    1 Drug Problems and Drug Policies in Ireland: A Quarter of a Century Reviewed SHANE BUTLER Shane Butler is a lecturer in the Department of Social Studies, Trinity College Dublin. INTRODUCTION The recent publication of the Government Strategy to Prevent Drug Misuse twenty years after Ireland’s first major policy document in this area, the 1971 Report of the Working Party on Drug Abuse, suggests that drug problems and policies aimed at their alleviation have now become a permanent feature of Irish society.1 There has, however, been relatively little analysis of this area of Irish social policy and the aim of the present paper is to fill this gap by reviewing the major developments which have taken place over the past twenty five years. Given the lack of a descriptive literature on Irish drug problems and policies, the bulk of this paper will consist of a chronological presentation of material, with the period concerned being broken down into three distinct phases. From an analytical perspective, however, the following four questions will be addressed continuously throughout this historical review. Firstly, how clearly and explicitly have drug problems been defined and which societal institutions have been given ‘ownership’ or responsibility for their prevention and management? This question reflects the international experience that drug problems may be perceived either as health issues, which are legitimately managed by the health care system, or alternatively as criminal matters to be controlled by the criminal justice system. In practice, health care and criminal justice internationally have tended to share responsibility for drug problems; thus drug policy studies which focus on a particular society at a particular time are most likely to be concerned with determining where the balance lies between these contrasting institutional approaches.

Roche it was agreed that details of the increase in the valuation of the Borough for the current year would be submitted to the next Estimates Committee Meeting of the Borough Council. On the proposal of Aid. Roche it was agreed that a list of all of those in arrears of rates would be submitted also for the next estimates Committee Meeting of the Borough Council. It was further agreed on the proposal of Cllr. Roche that the valuation system be considered for discussion at first available General Purposes Committee Meeting after the Estimates had been adopted.
