    Page 1 of 4 Management report to Council Agenda item 6.2 Funding Proposal – Collingwood Football Club Council Presenter: Linda Weatherson, Director City Communities 28 June 2016 Purpose and background 1. The Collingwood Football Club (CFC) has recently completed a $75 million development of the facilities at the Glasshouse and the Olympic Park Oval primarily for community usage and access. The purpose of this report is to seek approval to enter into a ten year funding agreement with the CFC to access these community facilities. CFC is proposing that Council invest $3 million over the 10 year period (ie. $300,000 per year). 2. In 2012 Council engaged a consultant to undertake a sports facility provision analysis to 2031 and beyond. Using the planning tool of Provision Ratios, an assessment was made of the adequacy of the number of sporting facilities within the municipality together with a prediction of the number of sporting facilities that might be required following projected population growth. In relation to the current provision of Australian Rules football ovals within the municipality, it was predicted that in 2031 there will be an overall shortfall of 10 ovals. A number of strategies are being implemented to address this shortfall, including higher curation levels and installation of synthetic surfaces where appropriate. This proposed agreement is an additional strategy to assist with that predicted shortfall. Key issues 3. The opportunity to support the increasing demand of access to community facilities, in particular sports grounds, is the key objective of this proposal. Council will manage the allocation and use of the oval by the community seasonal sporting clubs located within the municipality.

Plenty has happened since last September when Footscray was crowned premier. We have seen 13 VFL players provided with an AFL opportunity, selected in the 2016 NAB AFL national and rookie draft s. Casey and Geelong both produced three draft ees, with Coburg, Footscray and North Ballarat providing two draft ees each. The pleasing aspect has been seeing the likes of Tom Stewart, Mitch Hannan, Robbie Fox and Tim Smith debut in the early rounds of the AFL season. The competition this year will feature 14 clubs, with Frankston not provided a VFL licence for the 2017 season. The club has had a rich history of providing a pathway and opportunities for footballers in the region – none more evident than the debut for Sydney in recent weeks of 2014 Fothergill-Round Medal winner Nic Newman. However, it was decided at the end of last year that without the necessary off -field structures in place, AFL Victoria was not confident financial projections provided by the club could be met. We have a strong willingness to ensure there is a VFL presence in the region into the future, but it must be viable and sustainable both on and off the field in the long term. This has been highlighted in the regular communication AFL Victoria has had with the new board at the club. In other pre-season news, at the VFL Season Launch last week we revealed there will be a triple-header of matches for the 2017 Victorian state league Grand Final day at Etihad Stadium on Sunday September 24.

Principal Activities The principal activities of the Club are to field teams bearing the Club’s name within the Australian Football League and associated competitions, and to promote the game of Australian Rules Football. 2. Operating Results and Review of Operations Key Highlights • The Club has eliminated its debt during the year (FY19: $2.000m), and held cash reserves of $1.652m at year end. This has been driven by the liquidation of the majority of the Club’s investment portfolio during the year as part of the suite of levers pulled in response to COVID-19; • The Club’s Balance Sheet remains strong, with net assets of $21.243m at year end (FY19: $11.134m). Cherry Gerente Ogar was flown to the Royal Adelaide Hospital with life-threatening head injuries, allegedly inflicted by her husband Antony Ogar, on Monday, July 26. She passed away last Wednesday, July 28. Mr Ogar, 58, was charged with murder — relating to injuries occurring between July 24 and 27 — last Thursday, July 29. He was remanded in custody and will appear in court in February. At his initial court hearing, Mr Ogar claimed Ms Gerente Ogar fell backwards and hit her head on the floor after she attacked him whilst drunk. Port Pirie Crime Investigation Branch detec- tives are investigating the circumstances sur- rounding Ms Gerente Ogar’s death.
