BACKGROUND INFORMATION 1. On Wednesday 5 January 2011, the Bulgarian authorities confirmed a case of foot and mouth disease (FMD) in one of three wild boars shot on 30 December 2010 in the municipality of Malko Tarnovo, Burgas region, around 2 km from the border with Turkey. 2. Bulgaria has implemented the measures in the framework of Council Directive 2003/85/EC of 29 September 2003 on EU measures for the control of foot-and-mouth disease. The measures provided for in the Directive include epidemiological investigation, suspension of hunting and a ban in feeding wild animals, placing under official surveillance holdings keeping animals of susceptible species, inspection by an official veterinarian of all wild animals shot or found dead, surveillance programmes and prevention measures applicable to the holdings keeping animals of susceptible species and if necessary, in its surroundings, including the transport and movement of animals of susceptible species within, from and to the area, etc. 3. The Bulgarian authorities established a protection zone of 3 km and a surveillance zone of 10 km radius around Kosti and launched a sero-epidemiological surveillance programme within the surveillance zone and in all villages and settlements in the municipalities of Sredets, Malko Tarnovo and Tsarevo. 4.

It provides the results of an assessment of almost 300 systems for the public disclosure of the beneficiaries of the common agricultural policy (CAP) and cohesion policy. Moreover, it provides the preliminary results for the analysis of about 10 million beneficiaries of the CAP in 2018 and 2019 and more than 500 000 projects receiving cohesion funds between 2014 and 2020. Finally, it assesses the barriers to more data transparency and the possibilities to enhance the transparency. NOTE: This is a pre-release version of the study. Practical arrangements made at the national level for following up the results of the second monitoring cycle The Republic of Bulgaria ratified the Framework Convention for the Protection of National Minorities in 1999. Since then, the provisions of the Framework Convention have been applied by the Bulgarian authorities in good faith in conformity with its Article 2. This Third State Report by Bulgaria represents the progress achieved in the implementation of the Framework Convention since the submission of the Second State Report (ACFC/SR/II (2007)007), which along with the observations of the Government could be used for references. Implementing in practice the principle that ethnic identity is a matter of free personal choice for any individual all Bulgarian citizens are given the opportunity to freely state their ethnic, religious or linguistic affiliation. The protection of their rights and freedoms is guaranteed by the Bulgarian Constitution, the national legislation and Bulgaria’s international legal obligations in the field of human rights, in strict conformity with the principles of equality and non-discrimination.

Background information for Burgas Municipality Burgas Municipality, with an area of 559 sq. km., is located in South-eastern Bulgaria, on the Black Sea coast, surrounding the most extensive bay along the Bulgarian Black Sea coast - Burgas Bay. By its geographical location, the municipality occupies a significant place in the transport and communication system of the country. Important transport corridors pass through its territory in the directions east and west, as well as connections to the northern and southern part of Bulgaria. The city of Burgas is the last point of the Trakia Highway Route (A1) – providing a fast connection to the Capital. The total number of the population in Burgas municipality according to data of the NSI /National statistical institute/as of 31.12.2019, amounts to 208,235 people, which represents 50.9% of the population of Burgas district and 3% of the total population of the country.
