IMPORTANT POINTS National Testing Agency (NTA) and Central Seat Allocation Board (CSAB) are two different and independent boards. NTA conducts JEE (Main) examination and publishes the All India Rank (AIR). CSAB-2020 uses the AIR prepared and published by NTA for seat allocation purposes. The same AIR will be used by CSAB-NEUT for admission to Engineering/Architecture courses. 1. Introduction Government of India has an ongoing scheme of reservation of few seats in Engineering/Technology/Architecture/Pharmacy courses conducted at degree level Technical Institutions across the country approved by AICTE, for students belonging to 08 North East States (Arunachal Pradesh, Assam, Meghalaya, Mizoram, Manipur, Nagaland, Sikkim, Tripura) and 04 Union Territories (Dadra & Nagar Haveli, Daman & Diu, Andaman & Nicobar Islands and Lakshadweep) which do not have engineering colleges/polytechnics or have lack of facilities for education in specific field of technical education and for certain categories including foreign students. In order to have maximum possible participation of eligible students with utmost transparency, the Ministry of Education (erstwhile Ministry of Human Resource Development, MHRD) has taken a decision of conducting seat allotment on such seats through a Centralized Seat Allotment Board for North Eastern States and Union Territories (CSAB NEUT-2020). From the current year 2020, North Eastern Regional Institute of Science and Technology (NERIST), Itanagar, Arunachal Pradesh has joined as participating Institute for admitting students in different courses from the different north eastern states of the country. CSAB NEUT-2020 will make allotment of seats to candidates on the basis of their All India Rank (AIR) in JEE (Main)-2020 to the first year of Engineering/Technology, Architecture courses. Allotment for pharmacy will be on the basis of percentage of marks obtained in class XII. It is important to note that these seats are other than those offered through CSAB- 2020, which is for NITs, IIITs & GFTIs. Important features of the admission procedure, admission schedule, list of Reporting/Help Centers [respective Directorates of Technical Education (DTEs) of North Eastern States/Union Territories (UTs) and NERIST], list of Participating Institutes with total number of seats, seat distribution in the Institutes etc., are given in this Information Brochure. Candidates are advised to read information brochure carefully and visit CSAB Portal (https://csab.nic.in) regularly for updates and for details regarding the entire online admission process as no postal communication will be used. In case of any dispute arising out of the seat allocation process at any stage up to the final allocation of institute and/or branch, the decision of Chairman, CSAB-2020 shall be final and binding. The jurisdiction for legal disputes, if any, will be limited to the courts at Prayagraj only. For smooth functioning of admission procedure resulting into maximum number of candidates getting admission to the course and institute of their choice and minimizing the number of vacant seats, it is advised that the candidates should carefully follow the admission procedure given in information brochure. The procedure offers enough flexibility at every round of allotment and candidates are urged to cooperate by not prolonging their final decision on admission after seat allotment. This will facilitate in catering to the needs of larger number of candidates seeking admission through CSAB NEUT-2020.

2. Salient Features This section provides only a broad overview of the stages involved in the counseling and admission process. The entire admission process will consist of two rounds, to be conducted by CSAB NEUT-2020. It may be followed by a spot round, which will be conducted by the respective DTEs of North Eastern States/UTs and NERIST Itanagar. For complete details, please read the subsequent sections. 2.1 Pre-allotment steps i. Candidates must ascertain their Eligibility, State of Domicile, Category, Sub- Category, Person with Disability (PwD) Status, Special Benefit claim for Manipur, Sub- Tribe Claim for Nagaland, and Permanent Residential Certificate (PRC)/Domicile for participating in CSAB NEUT – 2020counseling. ii. All eligible candidates will register on CSAB portal (https://csab.nic.in) as per the schedule. iii. During online registration, candidates are required to provide/verify information viz. Gender, State of Domicile, Category, PwD Status, Special Benefit claim for Manipur, Sub- Tribe Claim for Nagaland, PRC/Domicile, and Aggregate %age of class XII or equivalent marks on CSAB portal. iv. Candidate will be required to upload the scanned copy of the original documents (both side in a single file) in pdf OR jpg format against their claims [Photo ID Proof as per GOI, Admit Card of JEE(Main) – 2020, Class X certificate, Class XII Certificate, domicile certificate, category, sub-category, PwD certificate, special benefit, PRC/Domicile certificate etc.] v. The uploaded scanned documents will be verified by the respective DTs of North Eastern States/UTs and NERIST as per given schedule in order to check candidate’s eligibility and domicile claim. vi. After uploading the scanned documents, the uploaded documents of the candidates will be verified by the respective DTEsof North Eastern States/UTs and NERIST during specified period. vii. After document verification, eligible candidates will be able to fill their choices of preference in online mode using CSAB Portal. Candidate can add/modify any number of choices as per their eligibility/available choices within the given schedule. Candidates are advised to lock the choices otherwise last saved choices will be automatically locked as per scheduled date and time, and same will be used for seat allotment. A registered candidate, who did not fill any choice and/or fail to save them even once, will not be considered for seat allotment. viii. Once locked, candidates will not be able to unlock or change their choices. ix. If a candidate fails to explicitly lock his/her choices by the stipulated time, his/her last saved choices will be automatically locked after deadline.

Candidates are therefore strongly advised to lock their choices themselves. Candidates will NOT be allowed to edit their choice list after the deadline for choice filling, i.e. candidates CAN NOT change the order of their choices OR add any more course in OR delete any course from their choice list after the deadline for choice filling. x. Candidates must take printout of their locked choices. This printout, which will consist of the terms and conditions as agreed by the candidates, has to be signed by the candidates and may be required for reporting and/or Admitted institution. xi. A registered candidate, who did not fill any choice and/or fail to save them even once, will not be considered for seat allotment and admission in any round. xii. If the information submitted by any candidate is found to be incorrect, false or fraudulent, the seat allotted (if any) is liable to be cancelled. Moreover, such candidates will no longer be considered eligible for admission and will also be liable for legal action. xiii. Candidates are strongly discouraged from sharing their login information with others. 2.2 Seat allotment and online reporting Seats to the candidates will be allotted based on the candidates’ choices (in order of preference), their merit as per All India Rank of JEE (Main) – 2020 (or % marks in class XII in case of Pharmacy), availability of seats in their respective category/Institutes/Branch, and their eligibility as per business rules of the respective States/UTs/NERIST. i. The 1st round of seat allotment result will be displayed on CSAB Portal and communicated through SMS/Email to the candidates. Individual allotment letters will not be sent to the candidates. Therefore, candidates are advised to visit the CSAB Portal for seat allotment. ii. After the declaration of 1st round of seat allotment, all the candidates who have been allotted a seat, will require to do the following activities; failing which their seat allotment shall stand cancelled. Also, they will not be considered for second round of seat allotment. (a) Online payment of seat allotment/acceptance fee of an amount of Rs.3,000/- [Three thousand rupees only]in favour of CSAB-2020 using Net Banking / Debit card / Credit card/State Bank of India e-challan. Failing which, candidates will not be permitted to exercise their willingness and their allotted seat shall stand cancel. (b) After successful payment of seat acceptance fee, candidates are required to exercise one of the following three options to indicate their willingness: i. Option-I (Float), if they wish to be considered in the next round for all of their higher preference choices (i.e. even across institutes).

ii. Option-II (Slide), if they wish to be considered in the next round for their higher preference choices only within the institute allotted to them. iii. Option-III (Freeze), if they are satisfied with the currently allotted seat; therefore, their higher preference choices will not be considered in the subsequent round i.e. Second Round. iii. If candidate opted for Option-III (Freeze) then, his/her allotment will be automatically communicated to the respective DTEs of States/UTs/NERIST for their approval. The respective DTEs of States/UTs/NERIST, after online verification of candidate’s eligibility of admission to the allotted Institute, State of Domicile, PwD status (if any), PRC (if applicable) will approve the allotted seat to the candidates in the scheduled duration. After approval of the respective DTEs of States/UTs/NERIST, candidates will be able to download and print Provisional Admission Letter (PAL). Candidate should report to the allotted Institute for admission as per schedule along with provisional admission letter and other necessary documents in original. iv. If candidates opted Option-I (Float) or Option-II (Slide) then, he/she has to wait for 2nd and final round of seat allotment. If candidate is allotted another seat in second around, he/she will have to forfeit his/her claim on the seat allotted in the first round and allotment of first round shall automatically stand cancelled. In case, there is no change in the allotted seat in the second around, previously allotted seats will be retained. v. All registered candidates who have not been offered a seat in the 1st round as well as those who have opted for Option-I or Option-II will be eligible for 2nd and final round of seat allotment. vi. 2nd round of seat allotment will be processed as per business rules and result will be displayed on the CSAB portal. A message will be sent to the candidates who are allotted a seat via email/SMS. vii. Candidates who opted for Option-I or Option-II in 1st round, will download and print allotment letter after the declaration of 2nd round of seat allotment. The respective DTEs of States/UTs/NERIST, after online verification of candidate’s eligibility of admission to the allotted Institute, State of Domicile, PwD status (if any), PRC (if applicable) will approve the allotted seat to the candidates in the scheduled duration. After approval of the respective DTEs of States/UTs/NERIST, candidates will be able to download and print Provisional Admission Letter (PAL).Candidate should report to the allotted Institute for admission as per schedule along with provisional admission letter and other necessary documents in original. viii. Only fresh allottee of 2nd round will be required to online pay the seat allotment/acceptance fee of Rs.3,000/- [Three thousand rupees only] in favour of CSAB-2020 using Net Banking / Debit card / Credit card/State Bank of India e-challan (Failing which their seat allotment shall

stand cancelled).The respective DTEs of States/UTs/NERIST, after online verification of candidate’s eligibility of admission to the allotted Institute, State of Domicile, PwD status (if any), PRC (if applicable) will approve the allotted seat to the candidates in the scheduled duration. After approval of the respective DTEs of States/UTs/NERIST, candidates will be able to download and print Provisional Admission Letter (PAL). . Candidate should report to the allotted Institute for admission as per schedule along with provisional admission letter and other necessary documents in original. ix. Those candidates, who have a seat allotted to them either from the first round or from the second round, can withdraw their seat after 2nd round of counseling in the stipulated time frame after second round if they want so, through the CSAB Portal. Such candidates will be re-fundedRs.2000/- out of Rs. 3000/-. This refund will be made by CSAB-2020 after the counseling process is over. Such candidates will forfeit their claim on the allotted seat. They may still participate in the spot round (if any) conducted by the respective DTE/NERIST. Candidates should note the following important points governing the admission process of CSAB NEUT-2020: a. During online verification of the uploaded scanned documents by the respective directorates of technical education of North Eastern States/UTs and NERIST, if the documents (as applicable), including category, sub- category, state of domicile, permanent residential certificate (PRC), name, gender, eligibility condition, etc., could not be verified then the candidates will be considered Ineligible for CSAB NEUT 2020 Counseling. Accordingly, message will be communicated to candidates via SMS/email. b. Candidates should themselves ensure that the personal information provided by them is genuine and authentic. c. Candidates are strongly advised to check through the respective institutions or enquire from the respective state DTEs/UTs/NERIST, about any restriction to any branch or institute as a whole, any additional eligibility criteria over and above that specified by JOSAA/JEE Mains, and the availability of hostel, fee structure and other facilities. d. There are additional eligibility checks and/or restrictions (even if not mentioned in this document) such as, category, gender etc. as applicable at the admitting institution. Candidates are advised to visit the website of the respective institution to ensure that they fulfill all the eligibility criteria as stipulated by the admitting institution. For example, Seats for Mining are not for female and PwD candidates. Even if these seats are visible in the choice matrix, female and PwD candidates should not fill them as their choice. Additionally, some colleges are exclusively Girl’s College. In case these seats are filled by male candidates and allotment to them is made on those seats, CSAB NEUT-2020 shall not be responsible in any manner for any consequences including denial of admission by the college despite issuance of allotment letter. 10
e. Some Institutes may offer five-year programmes. f. B. Arch. Program is of five-year duration. g. For Pharmacy seats, allotment will be done on the basis of aggregate percentage of class-XII marks. Candidate must fulfill the educational qualification requirement as per item 6.1.2. of this document. h. Candidates should not disclose/share their password with anybody. They must understand that they are solely responsible for safe guarding their passwords. Neither CSAB NEUT – 2020 nor NIC is responsible for any misuse of their passwords. i. Candidates should be aware of the fee structure of the institutes where they are interested to take admission. The fee structure of different participating institute may be different. For details about the infrastructure, hostel facility, fees, placement record etc., candidates are advised to contact the respective institute or to visit their website. CSAB NEUT-2020 is confined only to allotment of the seats in the participating institute and will not be responsible for any claim made by any particular institute. j. Moreover, if a student reports and joins at the allotted Institute and makes the payment of fees etc. but subsequently quits the college, the fee etc. deposited at the Institute may or may not be refunded by the Institute. CSAB NEUT-2020 will not be responsible for this in anyway.
2.3 Reporting at Allotted Institute i. Candidates, who reported online in first round and opted for Option III (Freeze), should report to the allotted Institute with the Provisional Admission Letter and other necessary documents in original for admission as per schedule. ii. Candidates with Option I/Option II in the first round should wait for the result of second round of seat allotment. After declaration of second round seat allotment if there is no change in their previously allotted seat, the candidates will be able to download the Provisional Admission Letter. These candidates should report to the allotted Institute with the provisional admission letter and other necessary documents in original for admission as per schedule. iii. In case of any change in the allotment status consequent upon the result of the second round, candidate will be required to login CSAB Portal and download the revised allotment letter. After approval of the respective DTEs of States/UTs/NERIST, candidates will be able to download and print Provisional Admission Letter. These candidates should report to the allotted Institute with provisional admission letter and other necessary documents in original for admission as per schedule. iv. The candidates who have been allotted a seat first time after second round of seat allotment are required to login CSAB Portal, pay seat allotment/acceptance fee of Rs.3,000/-online, and download allotment letter. This allotment will be automatically communicated to the respective DTEs of States/UTs/NERIST for their approval. After approval of the respective DTEs of States/UTs/NERIST, candidate will be able to download and print Provisional Admission Letter. These candidates should report to the 11
allotted Institute with provisional admission letter other necessary documents in original for admission as per schedule. (Failing which their seat allotment will be cancelled). v. Those candidates, who have a seat allotted to them either from the first round or from the second round, can withdraw their seat in the stipulated time frame after second round if they want so, through the CSAB portal. Such candidates will be re-funded Rs.2,000/- out of Rs.3000/-. This refund will be made by CSAB-2020 after the counselling process is over. Such candidates will forfeit their claim on the allotted seat. They may still participate in the spot round (if any) conducted by the respective DTEs of States/UTs/NERIST. vi. Some states/UTs/NERIST may carry out a spot round of seat allotment after the second round to fill the remaining vacant seats (if any). All eligible candidates (including those candidates who have withdrawn their allotted seat, or those candidates who have not been allotted any seat up to second round, or fresh candidates who could not register before the first round) can participate in the spot round. However, those candidates who have a confirm seat allotted and have not withdrawn their seat, cannot participate in the spot round.
3. Allotment Rounds 3.1 First Round of Allotment i. Branch and institute choices saved and locked by the candidates as scheduled will be processed centrally and the results will be available on the CSAB Portal through a separate link available under name CSAB NEUT- 2020, on the scheduled date. No individual allotment letters will be sent to candidates who get a seat allotment. ii. Candidates who get a seat allotment shall report online at CSAB Portal for the admission letter during the scheduled period. iii. The allotment of seats to candidates who do not report online within the stipulated period will be cancelled and these candidates will not be considered for seat allotment in second round. iv. A candidate needs to report online at CSAB NEUT -2020 within the specified time. The online reporting procedure is given in Section 4.5of this document.
3.2 Second and Final Round of Allotment i. Second round of seat allotment will be made against vacant seats available after the first round of allotment and online reporting i.e. number of candidates not reported after 1st round OR not paid seat acceptance fee and not submitted willingness. ii. Seats thus falling vacant (hereinafter called 'vacant seats') will be considered for allotment in the second round of allotment, which involves sliding of allotted seats to higher choices (if opted by the candidate) and allotting seats to other candidates on the seats becoming vacant due to sliding, as per their choices, merit and as per the business rules of the respective States/ UTs/NERIST. However, only those candidates are 12
considered in second round who are already registered before the first round (i.e. no fresh registrations are allowed in the second round)
3.3 Spot Round i. The allotment in spot round will be done by respective DTEs/NERIST as per their approved business rules, available in the Brochure at CSAB Portal under CSABNEUT section. The conversions (de-reservation) of seats from one category to another (if permitted in the Business Rules) will be done as per the prescribed norms during the Spot round only (if seats are vacant after 2nd round). Candidates are advised to get in touch with respective DTEs of States/UTs/NERIST for dates of spot round. ii. The spot round is an offline process and no online registration is required by the candidates. They have to report to the DTE/RC as per the schedule to be notified by respective DTEs of States/UTs/NERIST along with all necessary documents (original and self-attested photocopy) mentioned in the Brochure and as asked by DTE. iii. All eligible candidates, whether they registered or not (i.e. new candidates) for CSABNEUT 1st round, whether any seat allotted or not from 1st/2nd Round, whether reported online or not, can participate in the spot round (although it is not mandatory for students who have been allotted a seat in round 1 or 2 to participate in spot round). However, those candidates who have a confirmed seat allotment under CSAB NEUT 2020, with admission letter issued by respective DTEs of States/UTs/NERIST from 1st/2nd Rounds, cannot participate in Spot Round unless they Withdraw their currently allotted seat. (Withdrawal must be done in the dedicated time frame as mentioned in the table 1) through the CSAB Portal under NEUT section). Once the currently allotted seat is withdrawn / surrendered, the claim of the candidate on the withdrawn seat will be lost, irrespective of whether a seat is subsequently allotted in the Spot round or not.
4. Allotment Procedure Engineering/Technology and Architecture: For first year of Engineering/Technology and Architecture courses allotment of seats to eligible candidates will be done on the basis of their All India Rank (AIR) in JEE (Main)-2020. Pharmacy: The allotment of the seats for Pharmacy will be done to the candidates in order of their merit as percentage in class XII marks, choices filled during online choice filling, availability of seats in their respective categories/Institutes and as per the business rules of the respective state/UTs. The allotment procedure for seats broadly involves following stages:
4.1 Online Registration Candidates must ascertain their Eligibility, State of Domicile, Category, Sub-Category, Person with Disability (PwD) Status, Special Benefit claim for Manipur, Sub- Tribe

Claim for Nagaland, and Permanent Residential Certificate (PRC)/Domicile for participating in CSAB NEUT – 2020 counseling.
For admission to Engineering/Architecture, candidates secured a JEE(Main)- 2020 All India Ranks (AIR) are required to register Online, through CSAB Portal (https://csab.nic.in) as per schedule, where there is separate link available for CSAB NEUT-2020, from their places convenience. For admission to Pharmacy, candidates are required to register by clicking on a separate link available on website CSAB Portal (https://csab.nic.in). During online registration, candidates are required to provide/verify information viz. Gender, State of Domicile, Category, PwD Status, Special Benefit claim for Manipur, Sub- Tribe Claim for Nagaland, PRC/Domicile, and Aggregate %age of class XII or equivalent marks on CSAB portal. Candidate will be required to upload the scanned copy of the original documents (both side in a single file) in pdf OR jpg format against their claims [Photo ID Proof as per GOI, Admit Card of JEE(Main) – 2020, Class X certificate, Class XII Certificate, domicile certificate, category, sub-category, PwD certificate, special benefit, PRC/Domicile certificate etc.] - First time Log In:
For admission to Engineering/Architecture, eligible candidates should log-in using Roll Number of JEE (Main)-2020 and Password created during JEE (Main) / JEE(Adv) registration, and for Pharmacy, interested candidates will be required to create the log-in/password through separate link available on CSAB Portal.
- Subsequent login: Candidates shall be able to login directly with their JEE (Main)-2020 Roll No. and the chosen Password. Note: The candidates qualified in the JEE (Main)-2020 should not wait for the paper copy of the scorecard by post from NTA. They are advised to take the print out of the score card from JEE (Main)-2020 website and do the needful. Arrangement of Help Centers has been made by all DTEs of States/UTs/NERIST for guiding the candidates. Candidates may seek guidance from these Centers during working hours (normally 9.00 AM to 5.00 PM). Candidates are advised to record/remember their password for all future logins and not to disclose or share their password with anybody. Neither CSAB NEUT - 2020 nor NIC is responsible for violation or misuse of the password of a candidate. Candidates can change their password after login, if desired at any point of time. Candidates will be permitted to proceed with the registration process, only if the data entered by them match the data as available with the JEE (Main)-2020 14
database of NTA, for Engg./Arch. For pharmacy candidates, the information submitted during online registration should match with the scanned document uploaded. In case of any discrepancy the registration is liable to be cancelled. Candidates may take a printout (hard copy) of the registration form containing the above personal data. It is solely the responsibility of the candidates to verify that their personal data, including category, subcategory, state of domicile, gender, eligibility, etc. are consistent with documentary evidence. CSAB NEUT- 2020/NIC is not responsible for any omissions on the part of the candidate and its consequences thereafter. If the personal data submitted /entered by a candidate is found to be incorrect at the time of verification of certificates either during online reporting or at any later stage, the allotment of seat/provisional admission is liable to be cancelled. Once these personal data are verified and submitted, candidates will not be allowed to change the personal data under any circumstances.
4.2 Documents upload by the candidates and Verification by the respective DTS of States/UTs/NERIST
Candidates are required to upload the scanned copy of following documents in pdf /JPG format against their claims
i. Any photo ID proof ii. Admit Card of JEE(Main)-2020 (For Engg./Arch. candidates) iii. Class X (High School) Board Certificate as proof of date of birth iv. Certificate and Marks sheet of qualifying examination. (See Section 6.3 for the list of qualifying exams) v. Certificate of category / subcategory / caste /sub-caste as applicable, issued by the competent authority [Annexure -I for Non-Creamy Layer OBC (OBC- NCL) and Annexure II for SC/ST] vi. Certificate for Persons with Disabilities (PwD), if applicable (Annexure–III). The certificate should be issued from a duly constituted Medical Board. The certificate should stand valid up to December 31, 2020. Certificate not issued by a medical board &/or getting expired before 31.12.2020 shall not be accepted. vii. Proof of place of examination center in case of final qualifying examination is from the National Institute of Open Schooling (NIOS) formerly known as National Open School (NOS) viii. Permanent Resident Certificate (PRC)/Domicile, if applicable ix. Medical Certificate (Annexure–IV) x. Declaration/Undertaking from the Candidate xi. Undertaking by the Parents/Guardian xii. Special Benefit claim certificate (if applicable) xiii. Any other documents as desired by the respective DTEs of States/UTs/NERIST

Note: If the original certificates are not in Hindi/English, duly certified Hindi/English version translation of such certificates will be required at the time of physical document verification at the Allotted Institute. Verifying officials at the respective DTEs of North Eastern State/UTs/NERIST will be verifying the documents online uploaded by the candidates during specified period and will take the decision as follows: a) If documents are correct, candidature will be “Confirmed” online and a message will be communicated to candidates via SMS/email. b) If documents are incorrect, candidature will be marked “Ineligible” and a message will be communicated to candidates via SMS/email. b) If the verifying officer of respective DTEs finds discrepancy in documents, he/she will raise query (ies) and information regarding query (ies) will be sent to the candidate by SMS/Email. c) Candidates are required to respond to the query (ies) raised by the verifying officer by using their login credentials in order to resolve the query (ies) in the scheduled time duration. d) It is mandatory for candidates to respond to the query (ies). If the candidate does not respond to the query (ies) he/she will be declared “Ineligible” and he/she will not be considered for the CSAB NEUT - 2020 counseling. e) If the query (ies) raised by the verifying officer are satisfactorily replied and resolved, the candidature will be “Confirmed” online and a message will be communicated to candidates via SMS/email. f) After online document verification by respective DTEs of States/UTs/NERIST, eligible candidates will be able to fill their choices of preference in online mode using CSAB Portal.
4.3 Online Choice Filling, Saving and Locking At this stage, all the registered candidates are required to fill their choices of branches and institutes in order of their preference. The detailed procedure is as follows: The procedure for filling choices and seeking the relevant information is guided through appropriate messages, pop-ups and tabs on the computer screen. Candidate must ensure that the pop-ups are enabled on your internet browser. All choices (available seat information) relating to institutes, disciplines (Engineering/Technology and Architecture), branches (e.g., Electronics Engineering, Computer Science, etc.) will be displayed. Candidates should check from the websites of the respective Institutes if there are any special restrictions or special criteria, and should fill only those choices for which they are eligible. Candidates can, and should, fill in maximum numbers of choices in the order of their preference from the list of available seat choices. Candidates are permitted, if they so desire, to change or re-order their choices, delete or edit earlier choices and add new choices any number of times until they

lock their final choices. Choices once locked cannot be edited/altered. Choices should be positively locked before the scheduled date and time. In case, candidate do not lock his/her choice before the scheduled date and time, the last saved choices will be automatically locked at the scheduled deadline and same will used for seat allotment.
4.3.1 Choice Filling Process for Candidates Eligible for both Engineering and/or Architecture Streams. There will be combined choice filling for Engineering and Architecture. A candidate who is eligible for both Engineering and Architecture streams will be allocated only one seat (the higher preferred choice) from his/her choice list based on his/her merit and seat availability. Therefore, such candidates are advised to carefully fill their choices during choice filling. A candidate may get a seat of higher preference of choices in the second round of allocation if opted for such option. However, for Pharmacy, separate choice filling is to be done. Candidates eligible for seat allocation in both streams (Engineering and Architecture) have to register once, and also pay the Seat allotment fee (counseling fee) only once if seat is allocated. They have to fill up a common choice list in order of preference covering seats from both Engineering and Architecture streams. Similarly, for Pharmacy candidates, they have to register once and pay the Seat allotment fee (counseling fee) if seat is allotted. They must lock their choices before the scheduled date and time. If candidates fail to explicitly lock their choices, their last saved choices will be automatically locked after this deadline. Candidates are therefore strongly advised to lock their choices themselves. JEE (Main)-2020 AIR in Engineering and Architecture shall be considered for seat allocation in Engineering and Architecture respectively. Allocation of seat will be done strictly on the basis of merit, in order of preference of choices filled by the candidates and availability of seats. Candidates are encouraged to fill choices for as many seats as possible including seat of other categories, to cover possibility of conversion of vacant seat (if any) from one category to other, as per the rule of the respective North East States/UTs/NERIST.
4.3.2 Registration and Choice Filling Process for Candidates Eligible for Pharmacy For pharmacy seats, candidates will be required to register separately through the link provided for CSAB NEUT - 2020 on CSAB Portal. Process of registration and choice filling for Pharmacy Courses will be different as compared to Engineering and Architecture Courses. Candidates will be required to enter information viz. Full Name, Father’s Name, Mother’s Name and Date of Birth, Complete Mailing Address, Gender, State of Domicile, Category, (subcategory if applicable), PwD status, and aggregate % marks in qualifying examinations (class XII) etc.

Special Benefit claim certificate (if applicable) Proof of place of examination center in case of final qualifying examination is from the National Institute of Open Schooling (NIOS) formerly known as National Open School (NOS). Permanent Resident Certificate (PRC)/Domicile Medical Certificate (Annexure–IV). Declaration/Undertaking from the Candidate Undertaking by the Parents/Guardian Any other documents as desired by the DTEs of States/UTs. Candidates will have to indicate their choice for preference in the listed Institutes during Registration and Choice filling process. Candidates will be able to see only those Institutes which are applicable to their state of Domicile. Allotment shall be done on the basis of percentage of total marks in class XII. In case of any mismatch of marks with the uploaded class XII mark sheet, the admission of candidate shall be cancelled automatically at any later stage.
4.3.3 Locking of the Choices Candidates MUST lock their choices only after they have finalized them but, within the scheduled date and time. The locking of choices involves a few steps after the LOCK button is clicked. This includes entering the password, confirming the locking, etc. Candidate should follow all the steps carefully to complete the locking procedure. After the choices are locked, candidates will not be able to change their choices any further. A printable version of the choices along with the terms and conditions agreed by the candidate at the time of registration will be displayed once the choices are locked. Candidates must download the PDF of the locked choices, (which also contains terms and conditions), sign it, and keep it for their own records.

If a candidate fails to explicitly lock his/her choices before scheduled date and time, his/her last saved choices will be automatically locked after the deadline. Candidates are therefore strongly advised to lock their choices themselves and secure a print out of these locked choices. Registered candidates who do not fill any choices or fail to save them even once will not be considered for admission and seat allotment. Candidates can login again after locking the choices; the locked choices will be displayed but cannot now be modified or altered. Note: ‘SAVING’ a choice is NOT the same as 'LOCKING' a choice. A choice that is only saved but not locked, can be retrieved later on and modified. The modified choice has to be saved again and the previously filled choices will be lost once the new choices are saved. But a choice that is locked cannot be modified again.
4.4 Online Seat Allotment During this step, the choices submitted by the candidates will be processed centrally and seats will be allotted in the order of merit as per JEE (Main)-2020 AIR (for Engg./Arch.) or % marks of class-XII (for Pharmacy) and on the basis of the locked choices. The seat allotment result will be displayed on CSAB Portal and communicated through SMS/Email to the candidates. Individual allotment letters will not be sent to the candidates. Therefore, candidates are advised to visit the CSAB Portal for seat allotment. After the declaration of result of seat allotment, all the candidates who have been allotted a seat, will require to do the following activities; failing which their seat allotment shall stand cancelled. Also, they will not be considered for second round of seat allotment. (a) Online payment of seat allotment/acceptance fee of an amount of Rs.3,000/- in favour of CSAB-2020 using Net Banking / Debit card / Credit card or State Bank of India e-challan. (b) Candidates are required to exercise one of the three options to indicate their willingness as specified in item number 2.2 of this document.
4.4.1 Allotment Policy As per the allotment policy, seat allotment will be done in two rounds. In the first round, the seats will be allotted to the candidates and the result containing the institute and the branch allotted will be available on the CSAB-2020 Portal. In the second round, seats will be allotted against the available vacancies at the end of first round and the results will be available on the CSAB Portal. In the second round, no fresh registrations or choice filling will be permitted; registered candidates will not be allowed to alter or resubmit their choices. Therefore, all candidates are advised to fill in their choices before the first round itself. Seats will be allotted based on the candidates’ choices (in order of preference), their merit as per All India Rank of JEE (Main)-2020 (or % marks in class XII in case of Pharmacy), availability of seats in their respective category/Institutes/Branch, and their eligibility as per business rules of the respective state/UT/NERIST

4.4.2Role of CSAB NEUT-2020 CSAB NEUT-2020 is coordinating the seat allocation on behalf of Ministry of Education (Erstwhile MHRD) following the reservation of seats as per the policy of the respective state/UT, at the Institutes specified by the MHRD. Rules related to reservation and conversion of seats from one category to other is provided to CSAB NEUT-2020 by representatives/Directorate of Technical Education (DTEs) of respective States/Union Territories/NERIST Itanagar. Presentation of rules and procedure for respective states/UTs/NERIST as provided in this brochure is also as per their concurrence/approval.
4.4.3 Role of Directorate of Technical Education of respective States /UTs and NERIST. - Specifying break up of seats as per the allotment by MHRD to various Institutes and branches. - Providing rules of respective state/UT and NERIST for allotment of seats to CSAB-2020. - Clarifying interpretation of rules for allotment of seats. - To verify documents including domicile and category certificates uploaded by the candidates online during specified period and will take the decision as follows: (a) Check eligibility of the Candidate based on uploaded documents • Update candidate data as per documents. • Candidature may be confirmed or Ineligible and accordingly, a message will be communicated to candidates via SMS/email. (b) Raise Query, if discrepancy in documents In case any discrepancy (ies) in the uploaded document is observed, verifying officer will submit query against uploaded documents. (Candidate will be informed by SMS/email regarding query). - Contacting the candidates marked with pending status/query (ies) over email/phone/SMS and collects the corrected document through alternate medium viz. FAX/E-mail etc. - To approve the candidate’s allotted seat (after 1st and 2nd round) online and activate (OR issue) the Provisional Admission Letter after the verification of candidate’s eligibility of admission to the allotted Institute, State of Domicile, PwD status (if any), PRC (if applicable) in the scheduled duration. - To act as help center for students.
4.4.4Cancellation due to non-fulfillment of Essential Requirements If a candidate fails to satisfy the minimum educational qualifications and special eligibility conditions as mentioned in Section 6 and Section 11 (State wise Business Rules). Their allotment shall automatically stand cancelled. Such candidates will not be considered for seat allotment in subsequent round, if any.

If a candidate is allotted a seat in reserved category/sub-category but fails to produce appropriate category certificate(s), his/her seat allotment will be cancelled. It will be the sole responsibility of the candidate to verify his/her minimum eligibility and / or special eligibility for a particular course/program/institute. CSAB NEUT-2020 or NIC will not be responsible for any cancellation of seat due to non-fulfillment of minimum eligibility and / or special eligibility conditions.
4.5 Online reporting and payment of Seat Acceptance Fee The process of allotment would involve two rounds of seat allotment.
4.5.1 First Round of seat Allotment After the declaration of 1st round of seat allotment, all the candidates who have been allotted a seat will require to report online at CSAB -2020 Portal and do the following activities; failing which their seat allotment shall stand cancelled. Also, they will not be considered for second round of seat allotment. (a) Online payment of seat allotment/acceptance fee of an amount of Rs.3,000/- in favour of CSAB-2020 using Net Banking / Debit card / Credit card or State Bank of India e-challan. (b) Candidates are required to exercise one of the following three options to indicate their willingness: iv. Option-I (Float), if they wish to be considered in the next round for all of their higher preference choices (i.e. even across institutes). v. Option-II (Slide), if they wish to be considered in the next round for their higher preference choices only within the institute allotted to them. vi. Option-III (Freeze), if they are satisfied with the currently allotted seat; therefore, their higher preference choices will not be considered in the subsequent round (i.e. Round 2). If candidate opted for Option-III (Freeze) then, immediately he/she can download/print the Allotment Letter. If candidates opted for Option-I (Float) or Option-II (Slide) then, he/she has to wait for 2nd and final round of seat allotment. In this case, candidates will have to forfeit their claim on seats allotted to them in first round, if they are allotted other seats against their higher preference choices during second round. In such cases, allotment of first round shall automatically stand cancelled. All registered candidates who have not been offer a seat in the 1st round as well as those who have submitted Option-I or Option-II will be eligible for 2nd and final round of seat allotment

4.5.2 Second round of seat allotment
2nd round seat will be processed as per business rules and result will be display on the website and message will be sent to the candidates via SMS.
Only fresh allottee of 2nd round will be required to pay the seat allotment/acceptance fee [online] of Rs.3000/- in favour of CSAB-2020 using Net Banking / Debit card / Credit card or State Bank of India e-challan. Failing which their seat allotment shall stand cancelled. All candidates (1st& 2nd rounds) can download the Allotment Letter and subsequently Provisional Admission Letter after paying the seat Counseling and allotment/acceptance fee and approval from the respective DTEs of States/UTs/NERIST. Those candidates, who have a seat allotted to them either from the first round or from the second round, can withdraw their seat after 2nd round of counseling in the stipulated time frame after second round if they want so, through the online portal. Such candidates will be re-funded Rs.2000/-out of Rs.3000/-. This refund will be made by CSAB-2020 after the counseling process is over. Such candidates will forfeit their claim on the allotted seat. They may still participate in the spot round (if any) conducted by the respective DTE.
4.6Consequences of not reporting online Seats allotted to candidates who do not report ONLINE and do not follow the steps as per item number 4.7 of this document within the stipulated period will be cancelled and such candidates will not be considered for seat allotment in second round. However, such candidates will be free to participate in the spot round if and when conducted by the respective States/UTs/NERIST.
4.7 Online reporting for Provisional Admission Letter
Candidates are required to report online by login to CSAB Portal after seat allotment in first or second round for downloading/printing the Provisional Admission Letter after verification of their credentials and online approval by the respective DTEs of States/UTs/NERIST. This will be done once the allotted seats to the candidates are freezed as per followings: i. Candidates who got seat allotted to them in the first round and have paid the seat allotment/acceptance fee of Rs. 3,000/-, in case if they have chosen their willingness option – III as Freeze. ii. Candidates who have willingness options – I and option - II i.e. Float and Slide respectively they have to wait for the declaration of the result of second round. iii. All the candidates who have been allotted a seat for the first time in the second round OR upgraded/retained their previous allotment after declaration of second round result and if they have accepted their allotment by paying seat allotment/acceptance fee of Rs.3,000/-.

Note: After successful verification and validation of the allotted seat online by the respective DTEs of States/UTs/NERIST, candidate will be able to download the Provisional Admission Letter. This admission letter shall indicate the personal details of the candidate, details of the institute and branch to which the candidate has been provisionally admitted and details of counseling fee deposited by the candidate. The candidate shall check all the entries in this admission letter, sign it and keep it for admission at allotted institute as per given schedule.
4.8 Physical reporting and document verification at Participating Institutes (PIs) / Allotted Institutes
Candidates with who have got provision admission letter will report Physically to the allotted institute for final admission. Candidates are required to carry following original documents in order to verify their credential at the time of admission to the allotted Institute. 1. Printout of Provisional Admission Letter. 2. Undertaking by the candidate. (if applicable) 3. Photo ID proof 4. Admit Card of JEE(Main)-2020 (For Engg./Arch. candidates) 5. Score Card of JEE (Main)-2020 issued by NTA (downloaded score card is acceptable) (For Engg. /Arch. Candidates). 6. Class X (High School) Board Certificate as proof of date of birth. 7. Certificate and Marks sheet of qualifying examination. (see Section 6.3 for the list of qualifying exams). 8. Proof of fee submitted 9. Certificate of category / subcategory / caste /sub-caste/PRC as applicable, issued by the competent authority [Annexure -I for Non-Creamy Layer OBC (OBC-NCL) and Annexure II for SC/ST] 10. Certificate for Persons with Disabilities (PwD), if applicable (Annexure–III).The certificate should be issued from a duly constituted Medical Board. The certificate should stand valid up to 31.12.2020. Certificate not issued by a medical board &/or getting expired before 31.12.2020 shall not be accepted. 11. Proof of place of examination center in case of final qualifying examination is from the National Institute of Open Schooling (NIOS) formerly known as National Open School (NOS). 12. One passport size photograph identical to the one pasted on the JEE (Main) 2020 application form. 13. Permanent Resident Certificate/Domicile (Required for NERIST) 14. Medical Certificate (Annexure–IV 15. Any other documents as desired by the admitted Institute. 23

4.9 Consequences of Not Reporting to the Allotted Institute If the candidates do not report to their allotted institutions for taking admissions within the scheduled deadline, their allotments will stand cancel and their seat acceptance fee will be forfeited. These candidates will not be entitled for participation of Spot round of seat allotment.
4.10 Withdrawal from counseling process Those candidates, who have a seat allotted to them either from the first round or from the second round, can withdraw their seat after 2nd round of counselling in the stipulated time frame after second round if they want so, through the CSAB portal. Such candidates will be re-funded Rs.2,000/-out of Rs. 3000/-. This refund will be made by CSAB-2020 after the counselling process is over. Such candidates will forfeit their claim on the allotted seat. They may still participate in the spot round (if any) conducted by the respective DTE.
5. Cancellations
Candidates who, having a seat allotment (in Round 1 or 2), do not report ONLINE in stipulated time period will lose the seats allotted to them and will not be considered for allotment. Hence, they will be out of CSAB NEUT - 2020 allotment/admission process. They may however participate in the spot round, if conducted by the respective states/UTs/NERIST.
6. Eligibility Requirement 6.1 Academic Qualifications: Candidate must have Secured a rank in JEE (Main) 2020 B.E./B.Tech. Paper for B.E./B.Tech. programs, secured a rank in JEE (Main) 2020 B.Arch. Paper for B.Arch. programs Appeared in the Class XII (or equivalent) Board examination in the year 2018, 2019, 2020 or appearing in 2020 will be eligible for admission through CSAB NEUT-2020 provided they fulfill all other eligibility requirements. Candidates appearing for class XII examination in 2020 and if their result is not yet declared, they can submit their XII pass certificate by 31.12.2020. In case, if the candidate fails in class XII, his/her admission will be cancelled. Academic qualifications for all categories as prescribed Vide MHRD Notification, F. No. 37-2/2019-TS.III dated 24 July 2020, are as follows:

i. For Engineering and Architecture:Candidates must PASS class XII exam with the following

ii. For Pharmacy:
Allotment is to be done on the basis of aggregate percentage of class XII, and the Candidate must have passed class XII with Physics and Chemistry as compulsory subjects along with one of the following subjects: Mathematics, Biology, Biotechnology, and Computer. Note 1: Candidates are also requested to ascertain the minimum academic qualification requirements for Engineering/Architecture/Pharmacy courses before filling the choices of colleges. Note 2: Candidates seeking / expecting admission in B. Arch courses may be asked for NATA score (as prescribed by CoA), hence candidates are advised to get in touch with Institute where they are expecting their allotment for any such additional requirement for admission.
6.2 Date of Birth (DOB)
As prescribed in Information Bulletin and Application Form of JEE (Main)-2020.
6.3 List of Qualifying Examinations

The final examination of the 10+2 system, conducted by a Central or State Board recognized by the Association of Indian Universities (AIU http://www.aiuweb.org/). 2. Intermediate or two-year Pre-University examination conducted by a Board or University recognized by the Association of Indian Universities. 3. Final examination of the two-year course of the Joint Services Wing of the National Defence Academy. 4. Senior Secondary School Examination conducted by the National Institute of Open Schooling with a minimum of five subjects. 25
5. Any Public School, Board or University examination in India or in a foreign country recognized as equivalent to the 10+2 system by the AIU. 6. H.S.C. vocational examination. 7. A Diploma recognized by the All India Council for Technical Education (AICTE http://www.aicte-india.org/) or a State Board of Technical Education of at least 3 years duration.
In case the Class XII examination is not a public examination, the candidate must have passed at least one public (Board or Pre-University) examination earlier.
6.4 State of Domicile Different states/UTs/NERIST has different set of rules for defining their domicile conditions. Candidates are advised to go through the section of ‘Business Rules’ for these conditions. They are strongly advised to check the conditions of their domicile states/UTs/NERIST. In case of lack of information or confusion, they should contact the Directorate of Technical / Higher Education of their states /UTs/NERIST (which is also help Centre for CSABNEUT- 2020) for clarification as needed. CSAB NEUT-2020 has no role in defining the conditions of domicile for any participating states/UTs/NERIST.
7. Reservation of Seats As per rules of the home state/UT, candidates belonging to various categories will be allotted seats reserved for them. These criteria and conversion rules for various states/UTs are available in Section 11 (State wise Business Rules).
7.1 Persons with Disability (PwD) For candidates coming under persons with disability (PwD) category, a minimum of 40% disability is required subject to the condition that the candidate is capable of carrying out activities related to theory and practical work as applicable to B.E./B. Tech./B. Arch./B.Pharma Courses. The certificate not issued by a medical board or invalid/ expired on the date of reporting shall not be accepted in any case. The certificate should remain valid till 31.12.2020. Candidates belonging to Persons with Disability category (PwD) shall upload the PwD Certificate in the proforma given in Annexure-III. This Performa shall be signed by three members of Medical Authority duly constituted by the State or Central Government under PwD Act. One of the doctors in the Medical Authority shall be a specialist in the particular field pertaining to the disability. The name, degree, and specialization of all the doctors, date of issue shall be clearly visible in the certificate. The Medical Authority at Admitting Institute will examine the Persons with Disabilities (PwD) certificate. Medical Authority at Participating institute will submit its recommendations regarding the admissibility of the certificate. 26
Candidates with disability are advised to take an informed decision about the branch/discipline they would like to go for, in an institute. Before taking such a decision they are strongly advised to refer to list of identified posts published by the Ministry of Social Justice & Empowerment, Government of India vide No: 16-70/2004-DD III Dt. 18-1-2007 and amended thereafter from time to time.

Important Information: Candidates after downloading the Provisional Admission Letter are required to REPORT PHYSICALLY with other necessary documents in original at admitted Institute for getting admission as per CSAB NEUT - 2020 schedule. Candidates willing to be considered for both Engineering / Architecture and Pharmacy courses will have to register and fill choices on each of the applications. Seat allotment/acceptance Fee: Seat allotment/acceptance fee of Rs.3,000/-is to be paid online in favour of CSAB-2020 using Net Banking / Debit card / Credit card or State Bank of India e-challan. College / Institute fees are to be paid at the respective institute where candidate is allotted for admission. Candidates should check the fee structure of the institute for the details.
