For more information, please contact [email protected]. r The Boundaries of Liberalism in a Global Era: A Critique of John Stuart Mill Chris Daly May 8, 2002 r ABSTRACT The following study exanunes three works of John Stuart Mill, On Liberty, Utilitarianism, and Three Essays on Religion, and their subsequent effects on liberalism. Comparing the notion on individual freedom espoused in On Liberty to the notion of the social welfare in Utilitarianism, this analysis posits that it is impossible for a political philosophy to have two ultimate ends. Thus, Mill's liberalism is inherently flawed. As this philosophy was the foundation of Mill's progressive vision for humanity that he discusses in his Three Essays on Religion, this vision becomes paradoxical as well. Contending that the neo-liberalist global economic order is the contemporary parallel for Mill's religion of humanity, this work further demonstrates how these philosophical flaws have spread to infect the core of globalization in the 21 st century as well as their implications for future international relations. -

Beginning with his learning Greek at the age of three and con• tinuing without a break of any kind to the age of four• teen, it constituted an almost total control of Mill's every waking activity, with the important exception of his visit to France at fourteen, until his appoint• ment to the East India Company in 1823. It emphasized the "tabula rasa" theory, the effect of external cir• cumstances on the developing mind, Hartley's Associa- tionist theory, and the judicious use of the Utilitarian theories of the "pleasure-pain" principle. -

UTILITARIANISM AND SOCIALISM 1 The thesis aims to examine the political consequences of applying J.S. Mill's "very simple principle" of liberty in practice: whether the result would be free-market liberalism or socialism, and to what extent a society governed in accordance with the principle would be free. 2 Contrary to Mill's claims for the principle, it fails to provide a clear or coherent answer to this "practical question". This is largely because of three essential ambiguities in Mill's formulation of the principle, examined in turn in the three chapters of the thesis. 3 First, Mill is ambivalent about whether liberty is to be promoted for its intrinsic value, or because it is instrumental to the achievement of other objectives, principally the utilitarian objective of "general welfare". -

Unstable Equilibrium: Positive and Negative Liberty for Isaiah Berlin Kathleen Cole, Ph.D. Metropolitan State University Paper for Presentation at the Annual Meeting of the Western Political Science Association April 15, 2017 This paper is a working draft. Please do not circulate. In his landmark essay, “Two Concepts of Liberty,” Isaiah Berlin identifies two distinct conceptions of liberty that have emerged from various philosophical traditions: negative and positive liberty. For Berlin, theorists of negative and positive liberty differ with respect to the divergent questions they ask when determining conditions of freedom or unfreedom. Negative liberty theorists are centrally concerned with the question, “[What is the] minimum area of personal freedom which must on no account be violated”?1 From this perspective, “I am normally said to be free to the degree to which no man or body of men interferes with my activity. Political liberty in this sense if simply the area within which a man can act unobstructed by others.”2 In contrast, positive liberty theorists determine conditions of freedom or unfreedom by asking, “By whom am I ruled?”3 From this perspective, to be free is to be one’s own master, to make autonomous choices about the purpose and practices of one’s life, and to bear the responsibility for those choices.4 Berlin’s essay has been widely praised for clarifying important distinctions between conflicting meanings of the term liberty.5 The essay has become one of Berlin’s most widely read and influential publications. Often, the essay is interpreted as an endorsement of negative liberty and a rejection of positive conceptions of liberty. -

The first is the piecemeal approach, which tends to single out an element of Berlin’s thought (for example, his distinction between negative liberty and positive liberty) for exposition or criticism, leaving other elements unaccounted. And the second is the holistic approach, which pays attention to the overall structure of Berlin’s thought as a whole, in particular the relation between his defence for negative liberty and pluralism. This thesis is to defend the holistic approach against the piecemeal approach, but its interpretation will differ from the two representative readings, offered by Claude J. -

Contextualizing the “Marketplace of Ideas” in Libraries Nailisa Tanner and Grant Andersen ABSTRACT: “The marketplace of ideas” is frequently invoked in debates concerning the merits of free, unrestricted speech; as social and information centres of their communities, libraries are often implicated in these debates. If we suppose that libraries are supporters of civic debate, what does it mean to take the “free market of ideas” as the principle by which the free speech debate is organized? This paper contextualizes the tendency to imagine the public sphere as a free market in ideas within jurisprudence and the neoliberal arts of government, consulting democratic theory to question which frameworks libraries might draw from to reimagine their contribution to the public sphere. Introduction: Free Speech and the “Marketplace of Ideas” in Library Spaces In June 2017, the Toronto Public Library (TPL) gained widespread attention and criticism for permitting a memorial service for Barbara Kulaszka, a lawyer who had represented neo- Nazis and Holocaust Deniers, to be held in one of its rooms.1 In the wake of the controversy, Vickery Bowles, City Librarian for the TPL, was awarded the Ontario Library Association’s Les Fowlie Intellectual Freedom Award at the beginning of 2018.2 Shortly afterwards, Bowles announced the launch of the event series On Civil Society, the largest system-wide series the TPL had ever hosted.3 The purpose of the series was to provoke thought and spark public debate about divisive social and political issues. -

It is intended to complement and update Ian Harris’s ‘Berlin and His Critics’, in Isaiah Berlin, Liberty, ed. Henry Hardy (Oxford, 2002: Oxford University Press), 349–64. Later impressions of that volume include a postscript, most recently updated as ‘Postscript September 2016’ (365–74), which may be read in conjunction with George Crowder’s treatment of recent developments below. Some corrections, updatings and additions were made in 2020. ‘AMONG ALL FORMS OF MISTAKE,’ wrote George Eliot, ‘prophecy is the most gratuitous’ (Eliot 1871–2: 84). About fifteen years ago an eminent political theorist told me that the work of Isaiah Berlin would attract little attention in twenty years’ time. That prophecy has another few years to run, but at this stage it shows no sign of being vindicated. As a rough measure one might look at The Isaiah Berlin Virtual Library (IBVL: Hardy 2000– ), the primary online site for Berlin studies. The section entitled ‘Articles on Berlin, and other publications that discuss him’, lists approximately 320 items for the 1990s, but over 600 for the period 2000–20. -

This session examines the classical liberal answers to three questions. How do we decide what the role of government should be (philosophy or methodology)? Why should government be limited (consequences or rights)? What is the legitimate role of government? The different answers to those questions are presented in five different schools of classical liberalism: Chicago, Public Choice, Austrian, Natural Rights, and Anarcho-Capitalism. Students will share their answers to these questions in relation to these schools of thought. 1:30-3:30 Jason Brennan, Georgetown University Libertarianism, Democracy, and Government What we want government to be empowered to do depends in part on how well government will use that power. The very power we create to help secure our children’s future will often be used against our children instead. In the real world, we cannot just assume government agents will always act competently or in good faith. This session explores questions such as: What is government failure? Why do libertarians tend to oppose interventionist government? Why are libertarians not much excited by, and sometimes even hostile to, democracy? Yet Adam Smith revolutionized economics by saying the wealth of nations is measured not by the size of the king’s castles, but by the opportunity available to the common person. -
The Contradiction of Classical Liberalism and Libertarianism
The contradiction of classical liberalism and libertarianism blogs.lse.ac.uk/businessreview/2017/02/01/the-contradiction-of-classical-liberalism-and-libertarianism/ 2/1/2017 A standard assumption in policy analyses and political debates is that classical liberal or libertarian views represent a radical alternative to a progressive or egalitarian agenda. In the political arena, classical liberalism and libertarianism often inform the policy agenda of centre-right and far- right parties. They underpin laissez-faire policies and reject any redistributive action, including welfare state provisions and progressive taxation. This is motivated by a fundamental belief in the value of personal autonomy and protection from (unjustified) external interference, including from the state. It is difficult to overestimate the philosophical and political relevance of classical liberalism and libertarianism. President Trump’s proposal to repeal the “Affordable Care Act (Obamacare)”, for example, is clearly inspired by a libertarian philosophical outlook whereby “No person should be required to buy insurance unless he or she wants to” (Healthcare Reform to Make America Great Again ). More generally, in the last four decades the political consensus, and the spectrum of policy proposals and outcomes, has significantly moved in a less interventionist, more laissez faire direction. The centrality of classical liberal and libertarian views has been such that the historical period after the end of the 1970s – following the election of Margaret Thatcher in the UK and Ronald Reagan in the US – has come to be known as the “Neoliberal era”. Yet the very coherence of the classical liberal and libertarian view of society, and its consistency with the fundamental tenets of modern democracies, have been questioned.
