CHAPTER 3 Rethinking the French Liberal Moment: Some Thoughts on the Heterogeneous Origins of Lefort and Gauchet’s Social Philosophy Noah Rosenblum ecent scholarship has taken an interest in the renaissance of French liberal thought in the second half of the twentieth century. This R“French liberal revival” has swept up scholars and commentators alike, and is often thought to include the important French philosophers Claude Lefort and Marcel Gauchet. But, as work in intellectual history has shown,1 the term sits uneasily on at least these two. On close examination, we see that some of their mature thought is only ambiguously committed to liberal goals and rests on complex philosophical premises that are incompatible with some traditional liberal arguments. Tracing aspects of their social thought back to its roots reveals how deeply opposed to liberalism some of their premises were and helps us see how they carried illiberal ideas forward into new contexts. This forces us to take a new perspective on at least this piece of the twentieth century’s French liberal moment, revising accepted stories of its origins and meaning. Recognizing the heterogeneous sources of their argument leads us to appreciate Lefort and Gauchet’s creative work of reconstruction and resist the urge to canalize their powerful social philosophy. Conceptualizing the “French Liberal Revival” In a purely analytic sense, we can understand the idea of a “French liberal revival” in two different ways. Unstable Equilibrium: Positive and Negative Liberty for Isaiah Berlin Kathleen Cole, Ph.D. Metropolitan State University Paper for Presentation at the Annual Meeting of the Western Political Science Association April 15, 2017 This paper is a working draft. Please do not circulate. In his landmark essay, “Two Concepts of Liberty,” Isaiah Berlin identifies two distinct conceptions of liberty that have emerged from various philosophical traditions: negative and positive liberty. For Berlin, theorists of negative and positive liberty differ with respect to the divergent questions they ask when determining conditions of freedom or unfreedom. Negative liberty theorists are centrally concerned with the question, “[What is the] minimum area of personal freedom which must on no account be violated”?1 From this perspective, “I am normally said to be free to the degree to which no man or body of men interferes with my activity. Political liberty in this sense if simply the area within which a man can act unobstructed by others.”2 In contrast, positive liberty theorists determine conditions of freedom or unfreedom by asking, “By whom am I ruled?”3 From this perspective, to be free is to be one’s own master, to make autonomous choices about the purpose and practices of one’s life, and to bear the responsibility for those choices.4 Berlin’s essay has been widely praised for clarifying important distinctions between conflicting meanings of the term liberty.5 The essay has become one of Berlin’s most widely read and influential publications. Often, the essay is interpreted as an endorsement of negative liberty and a rejection of positive conceptions of liberty. -

Levy, the Tomlinson Professor of Political Theory at McGill University, argues in his recent book, Rationalism, Pluralism, and Freedom (OUP 2014), that there is a deep and recurring tension within liberal theories of freedom, between on the one hand a family of views concerned with the risk of tyranny posed by the modern, centralized and centralizing, Weberian state, and on the other a family of views that see the graver threats to liberty as arising from customary, local, religious, traditional, and decentralized authority. He describes these views as “competing liberal social theories of power” and explores their deep origins within the classical liberal tradition which goes back several centuries. Levy believes that the tradition known as “ancient constitutionalism” has been unjustly neglected my modern classical liberals and he attempts to resurrect aspects of it to make modern classical liberal theory more robust. Second, to see what do we gain and what do we lose by dubbing his philosophy Jewish. The discussion will proceed as follows: after describing the conceptual tension (Section 1), I will examine Berlin‘s discussion of nationalism and explain why comparisons between him and Hans Kohn as well as communitarian interpretations of him are incomplete and have limited merit. I will continue with a brief discussion of Berlin‘s Jewishness and Zionism (Section 3) and explain why I define this position ―Diaspora Zionism‖. The two concluding sections will discuss Berlin‘s place within a larger Cold War liberal discourse (Section 5) and why I find it problematic to see his political writings as part of a Jewish political tradition (Section 6). -

Two Concepts of Basic Equality

This article is published with open access at Springerlink.com Abstract It has become somewhat a commonplace in recent political philosophy to remark that all plausible political theories must share at least one fundamental premise, ‘that all humans are one another’s equals’. One single concept of ‘basic equality’, therefore, is cast as the common touchstone of all contemporary political thought. This paper argues that this claim is false. Virtually all do indeed say that all humans are ‘equals’ in some basic sense. However, this is not the same sense. There are not one but (at least) two concepts of basic equality, and they reflect not a grand unity within political philosophy but a deep and striking division. I call these concepts ‘Equal Worth’ and ‘Equal Authority’. The former means that each indi- vidual’s good is of equal moral worth. The latter means that no individual is under the natural authority of anyone else. Whilst these two predicates are not in them- selves logically inconsistent, I demonstrate that they are inconsistent foundation stones for political theory. A theory that starts from Equal Worth will find it near impossible to justify Equal Authority. And a theory that starts from Equal Authority will find any fact about the true worth of things, including ourselves, irrelevant to justifying legitimate action. This helps us identify the origin of many of our deepest and seemingly intractable disagreements within political philosophy, and directs our attention to the need for a clear debate about the truth and/or relationship between the two concepts. -

BRIAN BARRY Columbia University in the City of New York Brian Michael Barry 1936–2009 BRIA N BARRY was the leading European normative political theorist of his generation, his intellectual infl uence being felt in Europe, North America, Australasia and indeed wherever normative political theory in the ana- lytical mode is practised. As well as being a Fellow of the British Academy (elected in 1988), he was a Fellow of the American Academy of Arts and Sciences and the only Briton to have received the prestigious Johann Skytte prize from the University of Uppsala for achievement in the study of political science. During his life he published seven single-authored books and fi ve co-edited volumes, as well as over seventy articles and a large number of reviews and review essays, some of the latter being full- length and original articles in their own right. In addition, at his death Barry left a number of unpublished manuscripts, including one ready for publication on international justice, as well as work on the theory of voting and lectures in the history of political thought. He had a deep and abiding commitment to the professionalisation of the study of politics, and was an inspiration to many younger scholars. He held academic positions at Oxford (variously), Keele, Birmingham, Southampton, Essex, British Columbia, Stanford, Chicago, the California Institute of Technology, the European University Institute, the London School of Economics and Columbia. Some positions he occupied for only a short time (inevitably given their number); yet, sometimes even a brief tenure would be suffi cient for him to leave his mark with long-term consequences. -
