It has involved me in hundreds of wasted man-hours and considerable expense. I have tried to tackle a great blancmange of impenetrable bureaucracy and feather-bedding bureaucrats who entrench themselves behind silly regulations of their own devising and display no sense of responsibility or accountability whatever to the public in general and to people in aviation in particular. Most people engaged in aviation explode occasionally when they talk about the Department. I have tried in this book to do a bit more: to explode, certainly; but to go on to make a constructive suggestion - and to make it publicly.

Rex was formed in 2002 out of the collapse of the Ansett group, which included the regional operators Hazelton and Kendell Airlines, in response to concerns about the economic impact on regional communities dependent on regular public transport air services previously provided by Hazelton and Kendell. Rex operates a typical regional hub and spoke model with extensive services from Sydney, Melbourne and Adelaide airports and more recently a large network in Queensland where Rex operates a mix of regulated and non-regulated RPT services. The provision of regional air services is not only critical to regional Australia, but it is also critical to Australia’s national interest. Since Rex was formed in 2002, we have witnessed the demise of at least 10 regional airlines which illustrates the fragile nature of this industry. Rex has survived due to its intense focus on efficiency that has driven significant activity level increases over the past 13 years. Importantly, these activity level increases have directly benefited regional communities through affordable fare pricing and increased flight frequency.

    MR DONALD MORETON KENDELL Citation for the conferral of a Doctor of Business (honoris causa) Donald Moreton Kendell was born in 1930 and raised on the family property near Lockhart, west of Wagga Wagga. He attended Geelong College Melbourne after a period at Osborne Bush School, but returned to the family property to help during the drought of 1946. Even at this early age Don had developed a love of aviation and in 1949, after training with Eric Condon in Wagga Wagga, Don gained his pilot’s licence. Following a period in the RAAF Reserve, successful barnstorming trips around western Victoria flying Tiger Moths, and a round-Australia odyssey looking for work, Don set off for the United Kingdom in 1955. It was there Don sat for and passed his commercial pilot’s licence. He flew for British European Airways from 1956 to 1959, piloting DC3 and Heron aircraft in the highlands of Scotland and Ireland. Here he met Eilish Burke who, prior to their marriage in 1957, was in charge of the Medical Department for British European Airways (Scottish Division) at Renfrew Airport. In 1959 Don, Eilish and the first of their four children, six-month old Guy, returned to Australia where Don again took up farming on the family’s property. In 1965 Don and his family moved to Wagga Wagga and became partners in a flying, training and air charter business. After buying out their partners they set up Premiair Aviation. In 1967 the company was incorporated and in 1971 the name was changed to the now familiar Kendell Airlines.

FOREWORD Regional public transport plays an important role in meeting the needs of Australians for access to essential services and for mobility. This paper provides a snapshot of the Commonwealth and state/territory governments’ regulatory and assistance arrangements affecting long-distance regional public transport across Australia in 2001–02. The aim of the paper is to provide information to inform government policy on long-distance regional public transport services. The paper complements the BTRE’s earlier research into regional public transport—Regional Public Transport in Australia: Long-distance Services, Trends and Projections—which was released in March 2003.
