Residents can join NPRA for a modest payment of £10 per year that covers all members of the household. Mem - bers receive regular newsletters, discounts on activities organised by the Residents Association, and are entitled to The Park Card – which secures discounts at a variety of local shops and restaurants. NPRA members can also play a full role in the Residents’ Association by applying to join the NPRA committee.

Can my visitors park in the estate? Yes, see page 5. Visitors need to leave a note in the vehicle window stating which property they are vis - iting, the date and a contact telephone number if possible.

How can I ensure the bollard to Castle Boulevard opens for my car? Ensure your car is registered with the Park Estate for a permit, then the bollard works by automatic num - ber plate recognition, residents can register (see page 5).

When are rubbish and recycling bin collection days? Wednesdays -alternate weeks, rubbish one week, recycling the other (see page 4).

This guide is designed for residents of the Park Estate. The Park has always been a neighbourhood of some distinc - tion and this guide is designed to help people make the most of living here. It is hoped that information will be of use to both new and longstanding residents alike.

The Residents’ Association and the estate management company, Nottingham Park Estate Ltd, (NPEL) have pro - duced this easy reference guide to services provided in the estate, indicating who is responsible for them, and how to get more information where necessary.

The guide will be revised from time to time, so we wel - come feedback from residents, as well as corrections and updates. Until then, further copies will be available from the Park Office, 7a, Lenton Road.

We hope that you continue to enjoy living in this special neighbourhood. The Park and the City

The relationship between the Park Estate and the City Council is unique to our Estate. The Park has certain pow - ers granted by an Act of Parliament, such as the ability to levy a rate charge that is legally enforceable.

Nottingham City Council still provides the full range of local government services, eg: education, waste disposal, etc. to residents of the Park, except those services related to the roads, street lighting and communal areas.

How the Park Estate Works - Who does what in the Park There are three Park organisations that you may come across. They have differing roles.

Nottingham Park Estate Limited (NPEL) The NPEL manages and maintains the communal parts of the Estate – the roads, green spaces and gas street lamps. Founded in 1985, the Company is run by a board of up to ten directors, each an NPEL member. Directors are elected by fellow members at the AGM each year. There is also a small staff based at the Office at 7a Lenton Road who are responsible for the collection of the “Rent Charge” (which funds the NPEL’s activities): the manage - ment of the contractors who maintain roads, trees and open spaces and the administration of the schemes for car parking and entrance gate bollards. The staff have a wealth of knowledge about the Estate and can often ad - vise residents on related matters. NPEL membership is open to all freeholders and long leaseholders. Membership, although free, is not automat - ically granted simply by paying the Rent Charge. Legally, eligible residents must still ‘opt in’. An application form is available from the Estate Office. It is also useful for the Office to have up-to-date phone number and email de - tails for all residents. Opening hours: Mon, Wed, Thurs 8am-4pm. Nottingham Park Residents’ Association (NPRA) The NPRA works to represent the interests of residents in relation to bodies like the Nottingham Park Estate Ltd and the City Council. Nottingham Park Conservation Trust (NPCT) NPCT is a charity that seeks to enhance the Park Estate for the benefit of residents and visitors. The charity is gov - erned by a group of trustees who represent various inter - ested parties. The charity has helped fund such things as the restoration of the green open spaces, the iron railings and estate gates. The Trust accepts donations. p3 A brief history of the Park

The Park was originally the deer park attached to Notting - ham Castle, and was owned by the Kings of , and latterly the Dukes of Newcastle. By the Victorian era it was used for general recreational purposes. The Duke of Newcastle commissioned the architect TC Hine to lay out a quality residential estate in the early 1850s, and draw up designs for many of the homes. The Park has remained an address of some distinction until the present day.

In 1938 the ownership of the Estate was acquired by Ox - ford University and was managed on their behalf by a London-based firm of solicitors. By the 1980s a number of residents had come to the view that the estate could be much more effectively managed if decision making and ownership was transferred to residents themselves. In 1986 negotiations between The Park Residents Associ - ation and Oxford University resulted in the ownership of the Estate, together with the rights and responsibilities that went with that ownership, being transferred to a newly formed Company limited by guarantee, The Nottingham Park Estate Limited (NPEL).

NPEL is owned by shareholders made up of those who own property in the Estate and it has the responsibility for the maintenance of the roads, footpaths and common areas. With the abolition of the old domestic rating sys - tem in England in 1990, the Company promoted the Not - tingham Park Estate Bill through Parliament, which became law in April 1990. As a result, the Nottingham Park Estate Limited, a Private Company Limited by Guar - antee was established with the legal powers to raise funds for The Park Estate.

The Park has now been successfully managed by its resi - dents, through NPEL, for over a quarter of a century. Throughout that time the quality of the environment in the estate has been improved, and its desirability as a neighbourhood has been enhanced. Residents them - selves, supported by the estate’s staff, have made major contributions to the estate’s character and achieved what can be seen today.

p20 Conservation Area Status and Planning Permission

The Park is a Conservation Area and this has significant implications on what alterations can be made to build - ings in the estate. You should always check with Notting - ham City Council Planning and Building Control section to see if you need planning permission to make any changes: see www.nottinghamcity.gov.uk/planning or e-mail: [email protected]

The city council consider planning applications for build - ing alterations, demolitions and new buildings. They en - force breaches of planning permission and set the framework (within the laws laid down by government) in which planning decisions are taken in Nottingham. Listed Buildings Some buildings in the Estate are ‘Listed Buildings’. The regulations concerning alterations to them are very strict and you should always seek advice.

Houses in Multiple Occupation Proposals to turn a property in Nottingham into a House of Multiple Occupation (HMO) also require planning per - mission, and existing ones must be registered. In broad terms this applies to any self contained house or flat where three or more unrelated people would share the home.

Trees Trees are hugely important to the unique Park environ - ment, and as a Conservation Area (including in private gardens) they can only be pruned or felled with appro - priate planning permission. Should you wish to carry out work on a tree you should contact the council to seek permission. Rubbish and Recycling

This is organised by Nottingham City Council. Wheelie bins are collected on Wednesdays.

The collection is alternate weeks: green bins (general waste), brown bins (recycling with grey lid, garden waste with brown lid. Garden waste is not collected in the win - ter – November to March inclusive).

Please do not ‘pollute’ your brown bins with incorrect (non recyclable) waste, because the bin crews will not empty it! An up to date list of what Nottingham City Council can recycle is available on www.nottinghamc - ity.gov.uk/recycling - or you can ring the council for more information.

You are asked not to leave bins on the street for more then 8 hours before and after collection day. Please ask a neighbour to remove your bin from the street if you are going to be away.

For anyone unable to move their bin (eg due to illness or disability) the council operates a ‘pull out’ service where the crews take the bins from your bin storage area. Con - tact the Council for more details.

For anyone living on street where there is no space to store wheelie bins the City Council will provide on re - quest ‘official’ waste sacks that they will remove. You will need to contact the Council if this applies to your home.

For anyone who would like their bin to be ‘jet washed’ after collection a local firm does this in the Park. They are WheelieJet www.wheeliejet.co.uk

The local tip is a short distance from the Park at Lenton Household Waste and Recycling Centre, Redfield Road, (near the Showcase Cinema off Clifton Boulevard), NG7 2UJ.

“Park Rates” – the Rent Charge The Park is a private estate, therefore roads, footpaths and common areas are maintained at the residents’ expense. Freeholders and long leaseholders are liable for the pay - ment of the Rent Charge which becomes due on 1st July and 1st January each year. By far the preferred payment method is Direct Debit to reduce bank charges and admin and improve efficiency (which is all in the interest of the residents of course!) Any queries regarding the Rent Charge should be made to the Estate Office. Communal areas… …including roads, footpaths, trees, green spaces and tree beds are maintained and cared for on behalf of the NPEL. The current contractor is Nurture Landscapes Ltd. Re - sponsibilities include road and path maintenance, leaf and moss clearance, weeding, mowing, planting and grit - ting. When freezing conditions require it, the policy is to salt the main routes. Salt / grit bins are provided around the Estate for people to use in winter if required, although not for use on private property. Parking & traffic regulations, traffic enforcement, visiting vehicles The speed limit in the Estate is 20mph . In broad terms, all residents’ cars require a permit to park on Estate roads; you should only park on the single blue line on the road abutting your property; parking on pavements is not al - lowed; please do not block access to driveways, garages or lowered kerbs. Copies of the full regulations are avail - able from the NPEL website or the Office on request. With a few exceptions, residents may apply to the Office for parking permits. Residents are required to provide photo ID and proof of ownership (tenants must provide a copy of their Tenancy Agreement). NPEL can restrict the number of permits per household dependent on the space abutting each property. Commercial vehicles (M1 and N1 or above) camper-vans, caravans and other towed vehicles are not authorised to receive parking permits. Authorised visitors and contractors should place a clear notice in their windscreen stating address and date of visit. They must also park on the road abutting the prop - erty on single-blue lines only. Parking Charge Notices are issued to vehicles that are not authorised to park on Estate roads.

Rising bollards at Castle Boulevard Entrance These are controlled using an Automatic Number Plate Recognition system (ANPR). Please ensure your vehicle registration details are up-to-date with the Estate Office to enable automatic access for your vehicle.

p5 Public Transport

The Park is well served by public transport. It is close to the city centre where most public transport routes start or finish. Nottingham’s tram service passes through the City Centre, and Nottingham railway station is not far from the estate, on Carrington Street NG2 3AQ. Many destinations to the west and north west of the city can be reached from buses stopping on Derby Road or in the Canning Circus area to the north of the estate. There are services to / from Beeston, Long Eaton and Airport along Castle Boulevard at the southern edge of the Park. Main bus operators are Nottingham City Transport and Trent Barton.

Car Club A car club is a membership scheme that offers pay-as- you-go basis car rental, as a member you can book a car online or over the phone minutes or months ahead of time and use remotely activated smartcards to unlock the vehicle. Gas lamps As one of the few places in Britain still lit by gas lamps, the Park has a special feel to it. The lamps require regular clock-winding, cleaning and maintenance which is car - ried out by our contractor, Nurture. Please help us by re - porting any lamps that are not working to the NPEL Office (t: 0115 947 4273 ). All we require is the lamp number located on the base of each lamp and then we can carry out the necessary repairs. There is also a plan of the Park showing all of the lamp numbers available on the NPEL website.

Communicating with residents A new web-based portal will allow Park people to access, check and update information relating to themselves and their property. It will also enable the Office to send tai - lored messages to individuals or groups of residents with information pertinent to them (road closures, planned maintenance etc.) as well as online payment of the Rent Charge and more functions as time goes on.

Construction Licences and Skip Permits Property and business owners must apply for a Construc - tion Licence before carrying out works on their property that will encroach on, or obstruct, Park Estate property such as pavements and roads. This will ensure that work is carried out safely, in a timely manner, and with mini - mal disruption to Park residents. Application forms are available on the NPEL website or by contacting the Of - fice. Skip permits are also required, should you hire a skip that occupies Park Estate land. Skip companies should apply directly to the office at enquiries@notting - hamparkestate.co.uk for permits.

Guide Tuition

Based at Activeace Guide Tuition’s study and revi - sion center offers 1 to 1 and group classes, covering KS3, GCSE and A-Level. There are a number of events in the Park open to residents and the general public. These include things like a bonfire night fireworks display, a charity fundraising garden trail, summer Boules competition, the occasional street party, walks and talks of local interest and other such events. They are usually advertised on the Residents’ Association website (www.parknews.co.uk) and magazine Park News and by posters displayed around the Park.

A key feature of community policing is the Neighbour - hood Alert System. Neighbourhood Alert is Neighbour - hood Watch for the internet age. A simple to use website allows users to log on and report crime related issues, anti social behaviour or suspicious activity at any time. It is monitored by the Police beat team, who then re - spond to matters logged by users. The beat team also uses the Alert to send out information by e-mail about local crimes, and advice on how to avoid being a victim of crime. This is now a well established web based system and many households in The Park are registered with Neighbourhood Alert. The local Police, the City Council, and the NPEL all use the intelligence to take appropriate action to reduce crime and nuisance in the Park so it is important for as many households as possible to register.

Noise and Anti Social Behaviour The Police and the City Council work together to tackle Anti Social Behaviour and noise nuisance. If you are suf - fering from these problems please contact your local beat team on the numbers provided or the City Council ASB Hotline number: 0115 915 2020, or telephone 101 and select the ‘Operator’ option. Please give as much in - formation as you can such as the detail of what has hap - pened, when, what address it was from and if possible a description of those responsible. Unless the incident is currently happening these details can also be logged using Neighbourhood Alert.

As with any crime or problem, NPEL and NPRA are keen to ensure matters of this nature are tackled. It is important to make sure that an official record of your complaint is made when you report it to the authorities. Please make sure that a record of your complaint is made at the time you report a problem because it can help if any follow up enforcement action is to be taken. If you think the problem is associated with a rented prop - erty, it can be useful to inform the landlord or managing estate agent of the property if you know who they are.

Shops Although there are no shops within the estate, they are easy to get to with small local shops, delicatessens, mini markets and larger supermarkets all within easy reach on foot or by car. Being near to the city centre means that all the main shops and facilities are very close by. To the south there are some shops along Castle Boulevard, and beyond that the large retail park at Castle Marina. To the west there are shops at Lenton Boulevard, and to the north there is a small row of shops right outside the North Road en - trance on Derby Road and further shops along Ilkeston Road a short distance beyond. There are also a number of specialist shops worth exploring on Derby Road be - tween the city centre and Canning Circus.
