I am directed by the Secretary of State to say that consideration has been given to the report of John Felgate BA(Hons) MA MRTPI who held a hearing on 25 October 2016 into your client’s appeal against the decision of West Lindsey District Council (“the Council”) to refuse planning permission for your client’s application for outline planning permission for the erection of 36 dwellings including provision for 9 affordable homes with all matters reserved except for access, in accordance with application ref: 133708, dated 6 November 2015. 2. On 19 October 2016, this appeal was recovered for the Secretary of State's determination, in pursuance of section 79 of, and paragraph 3 of Schedule 6 to, the Town and Country Planning Act 1990. This Statement introduces Lincolnshire County Council's ("LCC") published proposals for the provision of the A46 Dunholme and Welton Junction Improvement hereafter referred to as “the Scheme”. 1.2. LCC propose to construct a new roundabout adjacent to the existing A46 Welton Road at Dunholme to replace the existing T-junction arrangements where the Lincoln Road and Welton Road meet adjacent to the commercial premises at Centurion Garage. The roundabout will be offset to the west of the A46 and will require the diversion of the access roads from the A46 and the Lincoln Road from their current routes to connect with it. As part of the proposals the current access arrangements into the commercial premises will need to be altered for safety reasons.

I am an Associate Director within the Environment Business Unit of WSP Ltd. I hold a Bachelor of Arts (Hons) and Graduate Diploma in Landscape Architecture and am a Chartered Member of the Landscape Institute. My specific responsibilities relate to landscape and visual impact assessment of development, with a focus on highway related schemes. ROLE IN RELATION TO THE SCHEME 2.1 My statement is submitted as a member of the WSP Ltd landscape and urban design team. I have been involved in the project from its early development and have advised Lincolnshire County Council (LCC) and the project engineer during the development of the design, providing advice on appropriate mitigation and landscape design with the intention of avoiding unnecessary land take. This has included input and support to the relevant planning applications (PL/0113/17, PL/0080/18 and subsequent non-material amendment referred to hereafter as "the Scheme"); including input into the Planning Statement, and the preparation and subsequent amendments to the Landscape Masterplan (refer to Figure 1).

Every community and controlled school must apply the County Council’s oversubscription criteria shown below if they receive more applications than available places. Arrangements for applications for places in the normal year of intake (Reception in Primary and Infant schools and year 3 in Junior schools) will be made in accordance with Lincolnshire County Council's co‐ordinated admission arrangements. Lincolnshire residents can apply online www.lincolnshire.gov.uk/schooladmissions, by telephone or by requesting a paper application. Residents in other areas must apply through their home local authority. Community and Voluntary Controlled Schools will use the Lincolnshire County Council's timetable published online for these applications and the relevant Local Authority will make the offers of places on their behalf as required by the School Admissions Code. In accordance with legislation the allocation of places for children with the following will take place first; Statement of Special Educational Needs (Education Act 1996) or Education, Health and Care Plan (Children and Families Act 2014) where the school is named. We will then allocate remaining places in accordance with this policy. For entry into reception and year 3 in September we will allocate places to parents who make an application before we consider any parent who has not made one. Attending a nursery or a pre-school does not give any priority within the oversubscription criteria for a place in a school.
