15.45 Point of Order Nick Bourne raised a point of order relating to comments made by the Minister for Education, , regarding the position of the on the education budget. The Minister for Education raised a further point of order on whether the leader of the opposition had mislead the Assembly on his party’s position, in comments made on the BBC Wales Today programme on 17 November.

The Presiding Officer ruled that a Member is not able to mislead the Assembly by making a statement outside the Assembly. However, he reminded Members that as the Third Assembly approaches dissolution, robust political debate is to be expected, but that a courtesy of discourse should be maintained, including speaking the truth to each other and to the electorate of Wales......

15.48 Item 4: Debate on the Equality of Opportunity Committee’s inquiry into the Accessibility of Railway Stations in Wales

Notes the report of the Equality of Opportunity Committee on its Inquiry into the Accessibility of Railway Stations in Wales which was laid in the Table Office on 27 October 2010.

Note: The response of the Deputy First Minister and Minister for the Economy and Transport to the report was laid in the Table Office on 19 January 2011.

The motion was agreed in accordance with Standing Order 7.35.

Calls upon the Welsh Assembly Government to introduce a Blue Belt System in areas of Wales which have a high risk of flooding and require protection from over development.

Voting on the motion and amendment under this item was deferred until voting time.

A vote was taken on the motion without amendment: For Abstain Against Total 14 0 32 46 The motion without amendment was not agreed.

Delete all and replace with:

1. Notes the measures the Welsh Assembly Government already has in place to restrict development in areas at risk of flooding;

2. Welcomes the work being done by the Welsh Assembly Government and key partners to manage the risks of flooding facing communities across Wales.

A vote was taken on Amendment 1: For Abstain Against Total 32 0 14 46 Amendment 1 was agreed.

As amendment 1 was agreed, amendments 2 and 3 were deselected.

Amendment 2 - Peter Black (South Wales West)

After 'development' insert, ' which could have the potential to lessen the enormous personal and financial cost of flooding on people in Wales'.

Amendment 3 - Peter Black (South Wales West)

Add as new point at end of motion: Believes that any such system must be based on up-to-date and accurate mapping of flood risk areas.
