1. INTRODUCTION/PURPOSE

Vulnerability Capacity Assessment (VCA) is a method of investigation into the risks that people face in their locality, their vulnerability to those risks and their capacity to cope with and recover from disasters. Its purpose is to increase community members’ awareness of risk and help them to plan activities for reducing vulnerability and increasing capacity before a disaster.

VCA is a tool that enables local priorities to be identified and leads to the design of actions that contribute to disaster reduction. Thus, VCA is an integral part (but not the only part) of disaster risk reduction that can contribute to the creation of Community-based disaster preparedness programs. For this, VCA should result in actions that community members can undertake and lead themselves.

VCA is conducted using participatory approach, which facilitate to gather information and evaluate which can be used in decision making of the community to be able to respond or recover from disaster. This can also be used for recommendation purposes for the community to ask for assistance in small scale mitigation project for the barangay. It is expected the Government and non-government partners to use this to work together to strengthen Disaster Risk Reduction in every community.

This Vulnerability and Capacity Assessment (VCA) was conducted in Barangay Ketegan during the month of November 2017. There were 28 people participated from the barangay. All those participants represent various groups including Barangay Officials, Barangay Security Force, Barangay Health Workers, 4P’s, Farmers Association, Senior Citizen, TODA (Tricycle Operator Drivers Association) and BNS, and they were able to identify their risks posed by various hazards and means of mitigating those risks.

This report presents the main outputs of the Vulnerability Capacity Assessment of the community, its possible solutions through action plan.

3. BACKGROUND INFORMATION / PROFILE OF COMMUNITY 3.1 Geography and topography Barangay Ketegan located at the Eastern Portion of Bautista. Flat Terrain having slope ranging from 0%-3%

3.2 History of the community

Barangay Ketegan was originally a of Barangay Nandacan just like the other sitio of Nandacan.Barangay Ketegan was also created under revised Barrio Charter(RA.3950)approved in 1968.It delivered its name from its own location’’Ketegan’’ which means Boundary, a boundary of the progressive barangays in the Municipality and it is known as the ‘’Home of Potentials.

4.1. Present climate: Average annual rainfall is 2,391.70 mm or an average monthly rainfall of 199.31 mm with heavy rainfall occurring during the months of June to September. The Driest month is January while the wettest month is August with 3.00 mm and 608.6 mm rainfall, respectively from 1971 to 2001. The month of August has the highest number of rainy days with 23 while January and February have only one rainy day.

4.2 Climate 30 years ago: In the past 30 years, Barangay Ketegan falls under Type 1 climate which characterized by two pronounce season, the wet and dry. The wet and dry season normally covers November to April while the wet season is from May to October.

5. GENERAL SOCIO- ECONOMIC DEVELOPMENT IN THE 5 YEARS

5.1 Livelihood Good Economic condition in the barangay paves the way for a better or improve standard of living of the constituents. Establishment of livelihood programs, creation of opportunities and other forms of economic development of the people in the Barangay.

5.2 Education Barangay Ketegan responsibility is to deliver programs and projects geared toward mental and physical development of both children and accessing/enriching knowledge and information.

5.3 Health Care Barangay Ketegan is mandated to provide the basic health and Nutrition Services to its constituents. Presence of Barangay Health C enter Water Supply System, Food Supplementation, Expanded Program.

6.INFRASTRUCTURES, BASIC SERVICES, AND UTILITIES

Water And Sanitation A total of 269 household have all access to safe and sanitary toilet for the reason that Barangay Ketegan and the LGU- Bautista have ready implemented and give priority to said projects.

7. OBJECTIVES OF THE VCA

8.1 Primary objectives The purpose of this assessment is to identify and address the objectives of Disaster Risk Reduction Management promoting a Disaster Resilient Community by increasing Disaster Risk awareness within the communities of Ketegan, Bautista, Pangasinan. The purpose is to increase community members’ awareness of risk and help them to plan activities for reducing vulnerability and increasing capacity before a disaster or to cope with or recover from disaster

8.2 Specific objectives The specific objectives of this activity are that at the end of the VCA activity: 1. To identify the different capacities of the communities and subject to improved, hazards and risk factors identified for them to minimize, mitigate or prevent 2. The disaster risk awareness of the community in Barangay Ketegan Bautista , Pangasinan is increased and able to aware of the health problems that may arise during disaster 3. To clearly define the roles and responsibilities of communities to prepare for, managing and respond to disasters by establishing BDRRM Committee/Council and formulating BDRRM Plan 4. The partnership between and among the LGUs, CSOs and PRC is strengthened 5. To enhance the level of awareness of the residents about the experiencing risk and challenges brought about different hazards, obstacles, needs and issues in the community. 6. To come up with the inclusive study of the community situation. 7. To help the residents produce a better development plan.

With the cooperation from the BLGU-KETEGAN and participation of the community residents, the Philippine Red Cross in cooperation with German Red Cross (GRC) and German Ministry of Economic Cooperation and Development (BMZ) through its Community-based Disaster Risk Reduction Management (DRRM) Project entitled “Empowering the Philippine Red Cross (PRC) and their Chapters, Communities and Government Institutions to Consolidate and Replicate Inclusive Community-based Disaster Risk Reduction in Seven Provinces in the Philippines”, the following steps were conducted in the implementation of the actual Vulnerability and Capacity Assessment in the barangay from November 24-25 2017

9. KEY FINDINGS

10.1 Ketegan: Hazards and Capacities Profile Barangay Ketegan Bautista is located in the Eastern part of Pangasinan . The barangay hall of Ketegan Bautista is located in Zone 1 and is characterized by a relatively flat terrain (0-6.5 granient) and has moderate susceptibility to flooding. The maximum flood depth noted in the area is 0.95m caused by extreme rainfall and swelling of Agno River in 1972(verbal communication with Brgy. officials and residents) which subsided after 1 week. The usual depth of ordinary flooding in the area is 0.10m and water easily recedes. The Assessed site in Zone 1 is now protected by Dike , However construction of appropriate drainage canals is still recommended as the existing undersized drainage canals are not VCA Report Template – EPIC DRR project

sufficient to drain the area particularly during rainfall. In Zone 3 has moderate susceptibility to flooding, where the maximum flood depth noted is 0.65m and the period of inundation is approximately 24hours.The usual depth of ordinary flooding is 0. 10m.Flood water from Brgy. Pogo,Palisoc and Anulid flows into this area. The worst-case scenario for flooding in Zone 2 occurred in 2009 brought about by Typhoon Pepeng. The maximum flood depth was 0. 50m.The period of inundation is 2-3 days. Flood water in this area does not easily recede as the exit points are blocked by fishponds. The existing canals in the area should be regularly cleaned-up to ensure the continuous flow of drain water. There are many improvements at the present day of Barangay Ketegan such as installation of streetlights air condition community hall,multi purpose building, covered court project, concrete farm to market road is a beneficial of spring development during the past and present administration more than 500 meters the old National Road passed to dungon are now concrete ,5 water reservoir, 1 Day Care Center , 1 Pre Schooler,1 Elementary School, 2 half courts, 1coverd court, 26 sari sari stores, 1 bakeshop , 5 hallow block making, 4 handy craft shop and 2 metal crafts shop,1 rice/flour/corn mills and 4 furniture making , 4 aggregates . The Bued River connecting Pangasinan and Launion that destroyed by typhoon ‘’Peping’’ is already finished constructed. .At present , Ketegan has 5 water reservoirs, and the residents has their own water faucet tapped to the main pipeline. Some are installed inside their homes and some are installed outside. 10.3 VULNERABILITY CONDITIONS The identified hazards in the community are typhoon, flood, drought, and dengue. Among the TYPHOON is ranked as the main primary hazard since it is the hazard that is certain to happen in the area and often heavily destroys both people’s houses and farmlands. Heavy rains, Flood comes in second because it only affects certain zones in the barangay, while Drought and are the least ranked as they are not experienced frequently by the community.
